1. QUESTION: Under the automation scope, are contractors required to replace any devices or panels that fail? RESPONSE: Yes

2. QUESTION: Clarification of automations scope to request if device replacement should be included with our

Full Service Contract. RESPONSE: Yes.

3. QUESTION: Are automation replacements limited to natural failures and not subject to acts of God, vandalism,

etc? RESPONSE: The automation components shall be covered under contract.

4. QUESTION: Does Labor Rate for replacement need to include overhead and markup or is the 15% required

only subject to materials / equipment? RESPONSE: No, because labor has already been factored in under contact.

5. QUESTION: Does Peachtree City want one labor rate for all replacements, or is labor rate subject to Trade

Type? RESPONSE: The City expects labor rates subject to trade types.

6. QUESTION: Do 3-year contract extensions option need to be contracted at the same value? RESPONSE: No. This is a request for proposals, indicate any price increase if you intend to change. 7. QUESTION: Glycol treatment – City Hall – contractor is responsible for screen cleaning and adding glycol if necessary? If so, what is the % of glycol in the system? RESPONSE: Yes, contractor is responsible. Percentages will be provided upon award but about 18-20% for coefficient heat transfer.

2. QUESTION: Coil Cleaning? RESPONSE: Yes, complete system; both outdoor condenser and indoor evaporator. 3. QUESTION: Full service back up on automation? RESPONSE: Yes. 4. CLARIFICATION: Service includes checking non-hazardous chemicals. City Hall has a closed loop chiller system while Kedron has a closed loop boiler. Contract shall include adding chemicals as required. 5. QUESTION: Does contract include air distributor? RESPONSE: Yes 6. CLARIFICATION: Contract includes request for pricing for repairs outside contract; specifically, replacements or modifications. 7. CLARIFICATION: PIU box has both fan and a filter. VAV boxes have heat strips. 8. QUESTION: What maintenance is required of fresh air vent? RESPONSE: Motorized actuators. 9. QUESTION: Circulator pumps? RESPONSE: Chiller circulator pumps are different from the tank less hot water heater pumps. 10. QUESTION: What maintenance is required of the fireplace in the Library? September 26, 2012 Ladies and Gentlemen: The City of Peachtree City will be accepting sealed proposals (one original and three copies) at the office of the Purchasing Department, 151 Willowbend Road, Peachtree City, Georgia 30269, until 3:00 p.m. on

Thursday, October 25, 2012 for the Annual Mechanical Systems Maintenance Agreement for all

City facilities. The proposals will be opened at that time and place and the name of each Proposer shall be announced. Proposals received after the set time will not be considered. All proposals must strictly conform to the plans, specifications, and/or other documents. These documents are available on the

City’s web site at www.peachtree-city.org.

The City wishes to enter into a one-year contract for the 2013 calendar year (January 2013 – December 31, 2013) with the option of three one-year extensions. A mandatory pre-proposal site visit and walk-through of all facilities with City staff is required of any qualified firm intending to submit a proposal. A pre-proposal meeting and site visits are scheduled at 9:00 a.m. on Thursday, October 11, 2012, and will begin at the Peachtree City Hall, 151 Willowbend Road, Peachtree City, Georgia. Persons or firms wishing to submit a proposal must attend the scheduled

meeting and all site visits. No proposals shall be considered from companies that did not attend.

In addition, no proposals shall be considered from companies who are not Certified Applied Systems Contractors for Tracker V12 and Tracer Summit Automation Systems. Qualified proposers should contact the Purchasing Agent, Angela Egan, at [email protected] to confirm attendance. Four copies of the proposals (one original and three copies) are to be submitted in a sealed envelope, with the name of the project (Mechanical Systems # 13-108PPW) clearly marked on the front. The date

and time of opening are also to be included, along with the name of the company submitting the

proposal. The proposal made by any company or firm must be signed in the name of such company or firm in a legal manner by a duly authorized officer; and the principal place of business must be shown (no post office boxes). Sealed price proposals shall accompany the sealed technical proposal. It is the City’s intention to have a panel review the sealed proposals. The panel will base their decisions on the following weighted criteria:

• Price proposal 40%

• References 10%

• Understanding of Scope 20%

• Years of services, qualified technicians, ability to provide full service maintenance 10%

• Service availability and response time 20%

• No proposals may be withdrawn for a period of ninety (90) days after the scheduled time to receive the proposal. Any request for clarification must be submitted in writing (hand delivery, email [email protected], fax, or regular mail) to the Purchasing Agent by the close of business, five business days prior to the submission of proposals. Any clarification issued will be in the form of an addendum to the proposal instructions, plans, or specifications and will be issued to all known potential offerors and placed on the City’s web site not later than seventy-two (72) hours prior to the time of submission of proposals. Although the Purchasing Department will take effort to send any

addendum to known bidders, it is the bidder’s ultimate responsibility to ensure that they have all

applicable addenda prior to bid submittal. This may be accomplished via contact with the

Purchasing Agent or by visiting the City’s website prior to bid submittal.

The City reserves the right to award the contract on the phases it deems to be in the City’s best interest. The City will exercise its discretion in awarding the contract to the company who best satisfies the needs of the City. The City also reserves the right to reject any and all proposals and to waive any and all irregularities. The City’s policy and procedures for this process are available in the Purchasing Department for inspection. Proposals will not be accepted from any person, firm, or corporation who is in arrears in any debt or obligation to the City of Peachtree City or any other governmental entity. CITY OF PEACHTREE CITY

SCOPE OF SERVICES

MECHANICAL SYSTEMS MAINTENANCE

Introduction

The City of Peachtree City is requesting proposals from qualified firms for an annual full service maintenance agreement. This agreement shall include but is not limited to all heating and air conditioning systems, chiller systems, ventilation systems, boilers’ closed loop systems, tank and tankless hot water systems, mechanical systems, all dedicated controls, automation controls systems (including all software updates as required), reprogramming, any graphitic design changes, custom changes, sequence of operating system training etc. The City requires a full-service maintenance agreement on all (HVAC) & Mechanical systems at all City Facilities locations. It is expected that all work completed under this contract will be in compliance with all local, state and federal code by those individuals licensed to complete such work. In addition it is expected that the contractor will get all required permits to complete sections of this work as required. Preventative Maintenance

Maintenance shall be conducted on all City owned or maintained systems. This includes but is not limited to the items outlined on the attached equipment list. The following items shall be completed not less than once per quarter for all systems:

• Checking entire electrical systems components

• Servicing entire systems

• Lubrication of equipment

• Performing adjustments as required

• Calibration (to include but not limited to thermostats, belts, dampers, etc.)

• Computer automation maintenance adjustments

• Software updates to most current service package

• New programming add-ons (’including but not limited to custom graphics, backups, alarming etc.)

• Mapping (update each quarter as required)

• Any repairs to automation system including but not limited to system reload, system rebuild etc.

• Removing air filters and replacing with new premium commercial grade pleated air filters for each system

• The completion of documentation of the PM to include at minimum the information on the attached PM Log

Not less than once a year (in spring) but as often as required (as determined in conjunction with the City) a complete systems coil cleanings must be performed for all (HVAC) mechanical equipment systems to include by not limited the attached City Facilities equipment inventory and any other un occupied condition facilities locations to include any additional mechanical systems within the City. These systems include but are not limited to all permanent, none permanent City Facilities and Kedron Fieldhouse Aquatic Centers Air Structure facilities (AHU). Not less than once a year (September 15) but as often as required (as determined in conjunction with the City) a complete evaluation of Chemical Treatments for City Glycol systems must be completed. The contractor is shall correct deficiencies outline in manufacture specified testing and in accordance with the engineered design system percentages. The agreement shall include and cover all replacement parts and labor for all service calls, service repairs, scheduled, unscheduled maintenance, All work performed on equipment will be done under the supervision of the City’s Facility Manager. Non-Preventative Maintenance

In addition to the PM outlined above the City may need repairs outside of this scope. This includes but is not limited to equipment replacement, upgrade, etc. As such the City is also required an hourly unit rate for all work

associated with the installation and or repair of equipment as required. As such the city will ask for quote prior to the completion of the work based on estimate time and the understanding that all materials will be provided to the City at a Cost Plus an overhead and profit margin not to exceed 15%. Direct vendor invoicing must be provided as proof prior to the payment of these items. Firm shall also include at no additional cost at the request of the City requested quotes and/or proposals on replacement/upgrading of (HVAC), mechanical type systems, plumping etc. All quotes must meet current code requirements as approved by the City Building Department. In addition the City Buildings and Grounds Maintenance Manager must be consulted prior to finalizing quote specifications The agreement shall include and cover all replacement parts and labor for all service calls, service repairs, scheduled or unscheduled maintenance, The City wishes to enter into a one-year contract for the 2013 calendar year with the option of three one-

year extensions. Emergency Response

In the past the City has on occasion had the need for a technician to respond within an hour due to extreme situations. As such the City expects that the vendor will have an on call person who can respond to the City within one (1) hour of being called. Site Visit with City Staff

A mandatory site visit/walk-through of all facilities is required of any qualified firm intending to submit a proposal. Proposers must be Certified Applied Systems contractors for Tracker V12 and Tracer Summit

Automation Systems. No proposals shall be considered from companies that have not seen the

facilities with City staff. No proposals shall be considered from companies who are not certified Applied

Systems contractors for Tracker V12 and Tracer Summit Automation Systems.

Special Conditions

The company that is contracted to provide the foregoing services shall be a CERTIFIED APPLIED SYSTEMS

CONTRACTOR FOR TRACKER V12 and TRACER SUMMIT AUTOMATION SYSTEMS, a certification that is awarded solely by Trane, Inc, for their proprietary automation control systems. PROOF (written documentation) of this certification must be submitted with the company’s proposal and must be held and maintained for the duration of the contract. Personnel of the CERTIFIED company must be capable of resolving all issues related to the City’s automated mechanical controls, including but not limited to the following:

• Verifying integrity of communication bus and plant operation; outside air and humidity temperature sensors; all graphical user interface links; correct scheduling; integrity of the WINDOWS-based workstation; proper operation of the economizer programming.

• Backing up database and graphics and installing latest backups on office workstation; trends and logs.

• Updating software as required by software manufacturer.

• Resolving system alarms. Vendor must provide proof that all technicians who will be working within the City must have at a minimum Manufacture Certified Training or a 2 year trade school certificate. Successful bidder shall provide a complete criminal background check on all employees who work in City buildings No other form/type of criminal background checks will be accepted. The City’s Chief of Police will review each background check and at his sole discretion, determine whether an individual shall be allowed to work in City buildings. If any employee is found to be working within a City building and no GCIC criminal background check, approved by the City’s Police Chief is on file with the Purchasing Agent, this will be terms for cancelling the contract. When requested by the City a copy of the vender standard operating procedure for all maintenance items, installs etc. shall be provided.

Proposals which fail to provide proof of this mandatory certification will not be considered.

Proposals

The proposals are to include the following:

• Cover or introduction letter.

• Number of years the company has been in business.

• Number of qualified technicians available on the south side of Atlanta for emergencies.

• List of technicians qualified to work on the City’s equipment.

• Response time for a technician to respond seven (7) days a week, twenty-four (24) hours a day for emergencies.

• Ability of company to provide full service maintenance.

• List of at least five current (5) references, including a contact name and phone number.

• Price proposal detailed by individual City facility.

• Certifications

• A detailed list of all the check points that will be completed at each quarterly maintenance inspection Evaluation of Proposals

The proposals will be evaluated on the following weighted criteria:

• Price proposal 40%

• References 10%

• Understanding of Scope 20%

• Years of services, qualified technicians, ability to provide full service maintenance 10%

• Service availability and response time 20% The Price Proposal shall remain sealed until the Technical Proposals have been opened and evaluated. The Company whose technical score ranks among the top three to four proposals will have their Price Proposals opened and scored. These Price Proposals will be evaluated for completeness and reasonableness as they relate to the technical proposal. Compliance with Georgia Security & Immigration Compliance Act of 2006 – O.C.G.A. 13-10-91

No public employer shall enter into a contract pursuant to this chapter for the physical performance of services within this state unless the contractor registers and participates in the federal work authorization program to verify information of all newly hired employees or subcontractors. Before a bid for any such service is

considered by a public employer, the bid shall include a signed, notarized affidavit from the contractor

attesting to the following:

(A) The affiant has registered with and is authorized to use the federal work authorization program;

(B) The user identification number and date of authorization for the affiant; and (C) The affiant is using and will continue to use the federal work authorization program throughout the contract period.

An affidavit required by this subsection shall be considered an open public record once a public employer has entered into a contract for services; provided, however, that any information protected from public disclosure by federal law shall be redacted.

PROPOSAL SUBMISSION

Process for Submitting Proposals

1. Preparation of Proposal

Each proposal should be prepared simply and economically, avoiding the use of elaborate promotional materials beyond those sufficient to provide a complete presentation. If supplemental materials are a necessary part of the technical proposal, the Proposer should reference those materials in the technical proposal, identifying the document(s) and citing the appropriate section and page(s) to be reviewed.
