Welcome to my home town – beautiful Whitehorse, where the people are friendly, the scenery awe-inspiring, and the summer light is ever present in June. It is a pleasure to host this year’s CCMTA Annual Meeting in Canada’s most northwestern jurisdiction.
The theme of the 2015 meeting, ‘There and back again safely”, is one that is familiar to the region. In the Yukon, we pride ourselves on ensuring visitors and locals can tour and travel the area safely and securely, wherever they are going and whenever they wish. It is a theme that was ideal for this gathering as well. We recognize that Whitehorse is not around the corner for most of you, and we are grateful to you for making the effort to experience our hospitality.
As the largest gathering in Canada of road safety professionals, the annual meeting is a unique opportunity to connect with colleagues, share ideas and learn. We trust you will find the presentations, sessions and networking events valuable and rewarding. And, while you are here, we get to celebrate an important milestone together. CCMTA turned 75 in 2015; that is a legacy, one we can all take pride in. We have arranged a few things to mark the occasion, and we look forward to celebrating with you.

Registration and exhibition takes place at the Yukon Convention Centre, which is located directly next to Coast High Country Inn, where the Concurrent Sessions are held. Business program activities are taking place at the Coast High Country Inn, Best Western Gold Rush and the Yukon Inn. Please refer to the Program (pages 8 and 9) for specific times and locations.
The CCMTA Staff Office is located at the Yukon Convention Centre. If you need additional information, CCMTA officials and staff – easily identified by their gold lapel badges – can assist you. Host volunteers identified by their yellow golf shirts and black vests are also on hand, ready to provide assistance.

In addition, there are public computers/ printers available for use on the guest room floors of the Coast High Country Inn and the Best Western Gold Rush Inn. SIMULTANEOUS INTERPRETATIONCCMTA is providing simultaneous interpretation for open Program Committee and Board of Directors meetings. Interpretation receivers must be picked up before each meeting and returned at the end of each session to the room where it was obtained. Receivers should not be kept overnight as the batteries must be recharged. Please note that each delegate is personally responsible for the return of their receiver and headsets. Failure to do so will result in you having to pay replacement costs of approximately $500.

SOCIAL EVENTSThe Welcoming Reception takes place in the exhibition hall at the Yukon Convention Centre. This is an opportunity to re-connect with your colleagues and experience a warm Yukon welcome.
The Networking Evening is being held under the midnight sun at Mt. Sima Lodge. Nestled in the hills approximately 15 minutes from downtown Whitehorse, Mt. Sima provides breathtaking views of the city, the Yukon River valley and the surrounding terrain and provides the perfect venue to experience the Spirit of the Klondike including a traditional Klondike BBQ and an evening full of rendez-vous style entertainment and activities.
• Transportation to/from Mt. Sima has been arranged for you. Buses can be boarded at the entrances of the three main hotels:

• As this event is mainly outdoors, please be sure to dress accordingly. Comfortable walking shoes and layered clothing is recommended. Don’t forget to bring your bug spray!
• Interested in a unique vantage point? Take the Mt. Sima chair lift to the top of the hill for a picturesque view, incredible photo opportunities and a little treat once you reach the summit.
The Territorial Reception and Banquet takes place at the Kwanlin Dün Cultural Centre. Situated on the banks of the Yukon River, the Cultural Centre is where the heritage and contemporary way of life of the Kwanlin Dün First Nation people is celebrated. Before dinner, guests will have the opportunity to visit the exhibits and interpretive displays located throughout the venue. Following dinner and the awards ceremony, you are invited to gather around the Centre’s ceremonial fire pit – a place to sit and soak in the beauty of these northern lands, listen to the rushing waters of the Yukon River from the dock area and take in the local entertainment organized for you.

Yukon’s Google Glass In-Service Road Safety Review Pilot

In-service road safety reviews (ISRSR) are a cornerstone of quantitative road safety management programs. After applying network screening tools to collision data, priority sites are selected for an ISRSR, which is an in-depth engineering study to identify short and long-term improvement opportunities. Yukon Government, Highways and Public Works, Transportation Engineering Branch, with Fireseeds North, conducted the world’s first pilot application on Google Glass technology to ISRSRs as part of a 2015 national pilot. Google Glass allows: (1) hands free gathering of annotated, geo-referenced field information; (2) visualization of collision information while in the field; and (3) communication with off-site experts. This presentation will summarize the Yukon pilot, covering the role of ISRSRs in road safety management, the technology used, site selection, results from the five sites, technology evaluation criteria and results, and a summary of the larger national pilot program.

Auto Theft Suppression in Manitoba - Partnerships and Innovative Strategies to Success

In the mid-2000’s, Manitoba’s auto theft rate was 2.5 times the Canadian average and 50% higher than the next closest jurisdiction. Winnipeg had become known as ’the auto theft capital of North America’ and auto theft was costing more than $40 million in direct costs annually. Learn how through careful problem analysis, strong partnerships, innovative strategies, and supporting government regulation, Manitoba was able to reduce auto theft by more than 85% in the City of Winnipeg and successfully address what had become a very serious public safety concern.

The 2015 recipients of the Jennie Howie Government Member Award and Associates Award will be revealed during the Territorial Banquet, Thursday, June 18th.
Distinguished Service Awards will also be presented to Chairs of Program Committees, and the Board of Directors, who have completed their chairmanship.
Be sure to attend the Banquet as we thank these deserving individuals and celebrate their contributions and efforts.
Jennie Howie Government Member Award
The Jennie Howie Government Member Award is presented annually to a CCMTA member-government representative, an employee or other individual, whose primary function is directly associated with the coordination, administration, regulation, and control of motor vehicle transportation and highway safety, and who has made a significant contribution to CCMTA.
Jennie Howie, who represented the Yukon Territory, became a member of CCMTA’s Program Committee on Road Safety Research and Policies in 1993 and was appointed to the Board of Directors in March 1999. She continued to serve the organization as both a Program Committee and Board Member. She was the CCMTA Chair of the Board from May 2000 to June 2001. During her participation with CCMTA, Jennie demonstrated professionalism and dedication. After an eight year battle with cancer, Jennie Howie passed away peacefully on January 5, 2005. In honour of Jennie’s many contributions to CCMTA, the CCMTA Government Member Award was renamed the Jennie Howie Government Member Award in May 2006.
Associates Award
The Associates Award is presented annually to an individual or organization who is an associate of CCMTA and who has made a significant contribution to CCMTA.
