FOREWORD
Article 32 of the Police Order 2002 underlines that head of District
Police shall prepare an Annual Policing Plan. The Policing Plan shall include: objectives
of the policing; financial resources likely to be available during the year; targets; and
mechanism for achieving these targets. In addition to this, the article further outlines that
the plan would be approved from the District Public Safety Commission but at present
such a commission is not functional in the District.
As far as contents of Policing Plan for the year 2018-19 is
concerned; It has been prepared keeping in view the aforementioned provisions of the
Police Order 2002, directions of the high ups, pattern of crime and social behavior in the
District. Lack of factories and cottage industry has resulted in poor economic conditions,
poor job opportunities and inflation which has aggravated crime situation in the district.
Nonetheless efforts are being made to use the available resources
efficiently in maintaining law and order, prevention, and detection of crime. The District
Police Khanewal is committed to play a positive role for better service delivery.
Different projects have been started by utilizing Information
Technology. We are committed to leave no stone unturned in the discharge of our statutory
duties for providing excellent service delivery to the people of district Khanewal.
INTRODUCTION
Since the dawn of civilization every society / institution has
been striving hard to manage its affairs systematically. In this regard, the
Annual Policing Plan is vital development as envisaged in article 32 of Police Order
2002. Its major objectives and priorities are to stream line a plan for the
achievements of strategic goals and specific targets making the police a service
oriented department. It is a road map to asses and gauge police performance i.e. where
they are, where they want to be and in what particular time frame. In this regard, there are
some important aspects of policing plan.
Moreover, Khanewal Police is “One Team Unit” comprising Police
Officers, Police Staff, Traffic Police, (SPU) Special Protection Unit, Counter Terrorism
Department (CTD), Special Branch, Elite Force, Punjab Highway Patrolling (PHP),
volunteers and professionals accountable to the public. It is an organization that has the trust
and confidence of communities regarding its services. It is a team that is committed to our
vision, Khanewal is not only calm and safer but people also feel safer.

BRIEF HISTORY OF KHANEWAL
Khanewal used to be a sub-division of Multan District and was
upgraded to the level of a district on 1st of July, 1985. It comprises four sub-divisions
consisting Khanewal, Kabirwala, Mian Channu and Jahanian having 18 Police Stations and
04 Police Posts. Mian Channu sub-division was carved out of old Khanewal sub-division at
that time, whereas Kabirwala sub-division as such was attached with the newly created
district. Major portion of Tehsil Kabirwala and Tulamba are now part of Mian Channu
sub-division and are old settled areas along the banks of river Ravi and Chanab. In contrast
large portions of Mian Channu and Khanewal sub-division are colony areas settled after
availability of canal water from Lower Bari Doab Canal.
GEOGRAPHY
The District lies within a bend made by the rivers before Multan
district. It is surrounded by Sahiwal and Vehari districts on its eastern side, Jhang and Toba
Tek Singh on its north, Multan and Muzaffargarh on its west and Lodhran and Multan
Districts on its south. District Khanewal is a compact administrative unit, which comprises
an area of 4,349 square kilometers.
Three main Highways i.e. Khanewal National High Way (75 KM), Khanewal
– Lodhran Highway (42 KM) and Kabirwala - Jhang Road (48 KM) pass through Khanewal.
Likewise the total distance of link roads falling within the jurisdiction of Khanewal is 1289
K.M. Khanewal is an old major Railway Junction also. According to last Census, the
population is 29,21,986. The total population of 29,21,986 is inclusive of 14,84,692 males
(51.85%) and 14,37,171 females (48.15%). Proportion of rural population is much greater
than urban population rural (23,57,910) and urban (5,64,076). It is mainly populated by
Arain, Rajput, Daha, Jat, Heraj and Gujjar castes. River Ravi crosses Khanewal within the
jurisdiction of PSs Tulamba, Abdul Hakim, Haveli Koranga, Sarai Sidhu and NawanShehar.
There are 3 major canals in District Khanewal named LBDC, Mailsi Link Canal and
Shujabad Link Canal.

OBJECTIVES
Operational Objectives
a) Arrest of Criminals and Fugitives from Justice.
i. Pursue Proclaimed / target offenders and court absconders by reducing their
number to 25 percent by the end this year.
ii. Ensure proceeding u/s 87/88 Cr.PC against proclaimed offenders
particularly P.Os of heinous cases.
iii. Help other law enforcing agencies in arrest of wanted persons.
b) Prevent House Robberies and Street Crimes.
i. Reduce dacoities/robberies of all types. ii.
Reduce vehicle snatching.
iii. Check criminal record of previous three years, identify gangs of robbers and
auto-snatchers and re-arrest them, get their bails cancelled and prosecute
them successfully.
c) Prevent Highway Robberies.
i. Reduce incidents of highway robberies to make the roads safer
ii. Sector-wise patrolling by local police under the command of respective DSsP and
through GO Patrolling.
iii. Close coordination with the Motorway Police and Highway Patrolling Police.
d) Ensure Fair, Speedy and Quality Investigations.
i. Fair, speedy and quality investigation to be ensured.
ii. Investigation of Special Report Cases to be accorded the highest priority.
iii. Fortnightly meetings of Police Hierarchy to review and monitor investigation.
iv. Submission of challans within stipulated period.
v. Constitution of Joint Investigation Teams in high profile cases.
vi. Accountability of the I.Os on the charge of conducting defective investigation.
vii. Change of Investigation on merits.
viii. Use of modern techniques in investigation methods.

during Moharram and other religious events.
ii. Work with the Opinion Leaders for maintenance of peace and order without
violating provincial government policy or compromising on internal administration
and operations of police service by establishing “Peace Committees”.
iii. Establish a Quick Response Room in DHQ Police coordinated by Quick Response
force.
h) Enforce Traffic Discipline with Coordination of Traffic Police.
i. Khanewal Police will revive its traffic model by ensuring enforcement.
ii. Issuance of driving licenses to the eligible persons fulfilling the general criteria
and driving test.
iii. Ensure every Motor-Bike rider wear helmet.
i) Prompt and Professional Response in Emergency Calls.
i. Rescue 15 to be responsible to response all emergency calls within 10 minutes.
ii. Coordination through wireless with 1122 service for prompt provision of Ambulance.
iii. Establishment of database regarding stolen / snatched vehicles at Rescue
iv. 15 Centre and CRO Branch.
v. Emergency response mechanism in case of acts of terrorism, law and order
situations or natural calamities would be developed in Rescue 15 Centre.

criminals involved in violent crime.
3. The record of all the stolen/snatched vehicles will be computerized.
4. Liaison will be maintained with all intelligence agencies about sectarian criminals.
5. Dedicated team will be evolved in the district against sectarian criminals and activists.
6. Pockets/areas are being identified from where these sectarian activists come from in
general so that trouble/hot spots can be identified.
