FOREWORD
MSME-DI, Solan functions under the administrative control of DC(MSME), Ministry
of MSME, Govt. of India, New Delhi. The Institute is engaged in promotion &
development of Micro, Small & Medium Enterprises in the entire state of Himachal
Pradesh. It provides Institutional support including technical & managerial to the
existing SMEs in the state by organizing various promotional activities viz. workshop,
seminars & awareness programmes in the field of technological and quality up-
gradation, Intellectual Property Rights and packaging etc. The Institute also provides
marketing support by the way of providing the plate-form to the Micro, Small
enterprises for participation in National and International fairs.
The Institute is also engaged in promotion of new Micro & Small enterprises by
motivating unemployed educated men & women and train them in various field &
encourage them to avail PMEGP scheme in establishing their own enterprises. During
the year 2012-13 the Institute has organised 26 Industrial Motivation Campaigns
(IMCs), 22 Entrepreneurship Skill Development Programmes (ESDPs), 9
Entrepreneurship Development Programmes (EDPs) & 5 Management Development
Programme (MDPs). Besides, the Institute has organised 1 No. of awareness
programme on Intellectual Property Rights (IPRs), 3 Nos. of Product Certification, 1
Export Packaging & & 5 Nos. of Awareness Programme on Barcode.
To develop the Vendors for Large, Medium and PSUs this Institute organized 6 Nos.
of State Level Vendor Development Programme and 1 No. of National Level Vendor
Development Programme. In which the MSEs units as well as large, medium and
PSUs have participated and mutually got benefitted.
Under marketing support, the Institute reimbursed 2 units for exhibits their products in
International Shivratri Fair held at Mandi. Besides, the Institute reimbursed the MSEs
for getting certification i.e. ISO-9000, Bar Code, ISO-18000/22000/27000 and
Product certification so that the capabilities of MSEs will be further enhanced to
compete in changed global scenario
The Annual Progress Report for the year 2012-13 indicates the overall progress and
performance of the Institute. All officers & staff deserves for compliment in achieving
the targets assigned to this Institute well within time.
I appreciate Sh. Pramod Kumar, Junior Hindi Translator of this Institute for his
sincere efforts in bringing out this valuable report in a short period.

CHAPTER-1
1.1 MSME-DI, SOLAN- ITS ROLE
MSME-Development Institute is situated at Electronics Complex, Chambaghat, District
Solan. The Institute is engaged in the promotion and development of Micro, Small &
Medium sector in all the 12 districts of Himachal Pradesh by providing Techno
Managerial guidance/consultancy to Existing as well as prospective entrepreneurs. To
enhance the entrepreneurship skill among the educated youth of the state the Institute
conducts various training programmes. The Institute also provide assistance to the
existing MSMEs unit holders through the various schemes such as ISO-900
reimbursement, Bar Coding, Market Development Assistance Scheme, National Awards
Scheme, Cluster Development Programme etc. The MSME sector is also benefited by
this Institute in regard to sensitization of MSME units about the latest technological
upgradations/development.
1.2 RESOURCES AVAILABLE WITH THE INSTITUTE
1.2.1 BUILDING
The Institute is operational from building ever since March, 2007 which has been built
up on a land having a total area of 1295 Sq Meter which was acquired on lease for 75
years in Sept., 2004 through the sublease with Himachal Pradesh State Electronic
Development Corporation. The building has 2 floors (Ground Floor & First Floor) with a
total covered area of 1378 Sq. Meter (689 Sq. Meter each Floor). The first floor
comprises of Director’s Room, Rooms for Technical/Field Officers, Administration
Section, Conference Room, SENET section, Training Hall, Food Workshop (Bakery
Section) and a Library.

2.1 INDUSTRIAL MOTIVATIONAL CAMPAIGNs
The objective of organizing Industrial Motivation Campaigns (IMCs) is to make aware
about the potential of Micro & Small Enterprises to the Unemployed Educated Youth of
the society and to motivate them to come forward for adopting self employment by
establishing Micro & Small Enterprises.
Some of the Industrial Motivation Campaigns were also organized for the existing Micro
& Small Enterprises to make them aware about different schemes of the Ministry
including NMCP. Besides this some of the Industrial Motivation campaign were
organized for the district level officers to make them aware about Govt. Schemes as well
as to collect the district level statistical data to compile District Potential Survey Report.
MSME-Development Institute, Solan was allotted the target to organize 26 Nos. of
Industrial Motivation Campaign by Head Quarter office during 2012-13 financial year.
The Institute organized 26 Nos. of Industrial Motivation Campaign at different places of
Himachal Pradesh covering 5 districts out of 12 districts of the state. A total of 1,767
participants benefitted from these programmes. The detail of conducted Industrial

2.2 ENTREPRENEURSHIP DEVELOPMENT PROGRAMME
The objective of organizing Entrepreneurship Development Programme (EDP) is to
provide the exposure about establishing of Micro & Small enterprises by the
Unemployed Educated Youth by training them in different aspects of industrial
activities. Some of Entrepreneurship Development Programmes (EDPs) were
organised on general topics and few on specialized subject. The Entrepreneurship
Development Programmes (EDPs) normally organised for 2 weeks for General,
Women & Physically Handicapped and the weaker section of the society.
The Institute was allotted the target to organize 9 Nos. of Entrepreneurship
Development Programme including 1 Entrepreneurship Development Programme
for Women & PH with stipend and 1 for General category. 2 EDP for SC without
Stipend, 1 EDP (SC) with stipend, 4 EDP (ST without stipend) and 1 EDP (ST with
stipend). The Institute organized 9 Entrepreneurship Development Programme at
different places of Himachal Pradesh. 185 participants attended the programme. The

2.3 ENTREPRENEURIAL SKILLED DEVELOPMENT PROGRAMMES
The objective to organize Entrepreneurship Skill Development Programmes is to
provide exposure about business & industrial aspects as well as theoretical & practical
knowledge in specialized field viz. computer hardware, Beauty culture, Food
Processing, DTP & Screen Printing, Jute Products, Cutting Tailoring & Fashion
Designing, Artificial Jewellery Designing and Tally based accounting etc. The ESDPs
trainees after successful training programme generally avail the loan from PMEGP and
establish Micro & Small ventures. The MSME Development Institute also perform
advocacy on behalf of trainees by way of liaison with PMEGP implementing agencies
like KVIB, DICs and lead bank etc. The utmost efforts are also being done to get the
success rate of ESDPs by follow ups with the undergone ESDPs trainees.
The Institute was allotted altogether 22 Entrepreneurship Skill Development
Programme. These 22 programmes include 8 Nos. of ESDP for SC without stipend,
3 Nos. of ESDP for SC with stipend, 7 Nos. of ESDP for ST without stipend, 2 Nos.
of ESDP for ST with stipend, 1 ESDP for General and 1 No. of ESDP for Women &
PH with stipend.The Institute organised these ESDPs in different places of the state.
A total of 669 participants benefitted from these programmes.

2.4 MANAGEMENT DEVELOPMENT PROGRAMMES
The purpose of allotment of Management Development Programme (MDP) by the
Ministry is to train the personal of existing Small Enterprises to enhance their skill to
improve the quality and productivity and overall cost reduction.
Some of the Management Development Programmes are being organised for the students
of the college on the request of Institutions authorities. A few Management Development
Programmes (MDPs) were organised for the students to enhance their skill in facing the
interview and overall enhancing their efficiency to quality and productivity in their job.
The Institute was allotted the target to organize 5 Nos. of Management Development
Programme by the Head Quarter Office during 2012-13. The Institute organized 5 Nos. of
Management Development Programme on Export Packaging at different places of
Himachal Pradesh. 106 participants attended the programme. The detail of conducted

The officers of the Institute visited the MSEs for getting the ICT survey and collected the information

2.20 TECHNO-ECONOMIC ASSISTANCE TO ENTREPRENEURS
The field & technical officers of the Institute visited a number of MSMEs during the course
of the year for various purposes. The Institute was also visited by many prospective and
existing entrepreneurs. In this connection, 732 Nos. of techno managerial guidance were
rendered to such entrepreneurs/enterprises for identification of New Project/Products,
selection of machinery, finding raw material sources, improving productivity, quality and
competitiveness and finding new markets.

2.22 LIBRARY
The Institute modernized the Institute library procuring books for the library. Annual physical
verification of the Institute Library was also carried out.

2.23 PROMOTION OF RAJBHASHA (HINDI)
The Institute organized 4 Official Language Implementation Committee Meeting of the
Institute to review the progress of Official Language. The Institute organized Hindi Diwas on
14th
Septermber, 2011 and Hindi Pakhwada from 14-09-2009 to 28.09.2011. Various Hindi
competitions were organized like Nibandh Lekan Partiyogita, Aalekh Partiyogita, Translation
Pratiyogita, Tippan Partiyogita, Vaak Partiyogita for the promotion of Official Language. The
officers and staff of the Institute participated in these pratiyogita.

2.24 MEETING OF TOWN OFFICIAL LANGUAGE IMPLEMENTATION
COMMITTEE.
The Department of Official Language, Ministry of Home appointed the office the
Chairmanship of TOLIC, Solan. A meeting of the Central Govt. Deptts. and PSUs was held
under the chairmanship of the Director of the Institute. Senior officers of Official Language
Implementation Committee, Delhi were the guest of honour during the meeting. The officers
explain the various provision and rules of official language implementation to the members
of the TOLIC
