BACKGROUND

The Tri-Municipal Larchmont - Mamaroneck Cable TV Board of Control was organized by the Villages of Larchmont

and Mamaroneck, and the Town of Mamaroneck to administer the franchise agreement (effective Dec. 3, 1980 through

Dec. 31, 1993 and extended through Temporary Operating Authorities granted by the New York State Commission on

Cable television) with TCI Cable of Westchester (doing business as UA-Columbia Cablevision of Westchester) pursu-

ant to the CATV Sharing Agreement. On September 25, 1996 a new franchise agreement was signed with TCI and on

March 3, 1998 Cablevision purchased TCI and became the cable provider for the tri-municipalities. In December,

2007 a franchise agreement was signed with Verizon Corporation to provide cable TV service on Verizon channels 34,

35, and 36, giving the tri-municipal communities a competitive choice of cable providers for the first time. Richard

Slingerland, the Administrator for the Board of Control, is the direct liaison with Cablevision and Verizon for the three

communities handling all complaints and recommendations.

The Board of Control is responsible for collection and disbursement of franchise fees from Cablevision and Verizon.

The franchise fees represent 5% of the gross operation revenues for cable television of Cablevision and Verizon sub-

scribers in the tri-municipal region. The franchise fees support the operations of The Board of Control and provide the

primary support for Larchmont - Mamaroneck Community Television, Inc. The Board of Control holds the lease

agreement with the Mamaroneck Union Free School District and the Rye Neck Union Free School District for the tele-

vision equipment provided by the franchise agreements and the access center facilities located there. A two-thirds

negative vote by the three municipal government boards can overrule any action taken by the Board of Control. The

Board of Control is composed of one elected official from each of the three municipalities, an administrator, and a

treasurer.

The Advisory Committee of the Larchmont - Mamaroneck Cable TV Board of Control advises the Board on cable mat-

ters affecting our communities. This includes technical, legal, programming, financial, subscriber and insurance mat-

ters relating to the franchise agreement. The Committee is to report to the Board of Control semi-annually.

The LMC-TV Board of Directors sets policy and is responsible for the operation of the access centers and for pro-

gramming Cablevision channels 75, 76 & 77 and Verizon Channels 36, 35 & 34 in the community interest. The LMC-

TV Board of Directors is composed of members selected from the community by the LMC-TV Board of Directors.

The LMC-TV Board submits the annual LMC-TV operating budget to the Board of Control for approval, whose mem-

bers pass it on to the three municipal boards for their approval.

PHILOSOPHY

Larchmont - Mamaroneck Community Television, Inc. (LMC-TV) is a non-profit membership organization open to all

members of the community. LMC-TV programs Cablevision Channels 75, 76 & 77 and Verizon Channels 36, 35 & 34

in the community interest for Larchmont and Mamaroneck, NY. LMC-TV aims to heighten community awareness and

increase community participation through the making and viewing of local television, and to encourage programming

reflecting the concerns, interests and activities of our community.

OBJECTIVES

1. Operate community access TV facilities for the use of the people of the Villages of Larchmont and

Mamaroneck and the Town of Mamaroneck.

2. Offer production training classes.

3. Encourage local people to produce and promote their own community television programs.

4. Produce community programs.

5. Cablecast town and village board meetings and school board meetings on Channel 76/35.

6. Cablecast community television programming on channels 75/36, 76/35 and 77/34.

7. Publicize the program schedule and LMC-TV programs and events.

8. Raise funds to support community programming, and broaden awareness of the LMC-TV philosophy and

programming.

9. Maintain high quality facilities and community-friendly production equipment within an affordable

budget (based upon franchise fees and fund-raising income).

10. Provide a community information system in case of emergency.

11. Expand and strengthen ties to existing community organizations.

12. Be available to the Larchmont - Mamaroneck Cable TV Board of Control to report and comment on mat-

ters of cable TV regulations and utilization and participate in cable franchise negotiations.

GOALS

To continually bring new people and community groups into the LMC-TV fold.

To continue to develop a strong identity throughout the three communities in which we serve.

To maintain programming hours in order to serve all facets of the community.

To increase the membership base.

To continue and strengthen the relationships between LMC-TV and The Mamaroneck & Rye Neck Union

Free School Districts, The Mamaroneck Library and The Emelin Theatre for the Performing Arts.

To explore emerging communications technologies in order to determine what role LMC-TV might as-

sume.

To maintain our services to the community, to the best of our abilities.

President’s Report 2011

As President of the LMC-TV Board of Directors, I would first like to compliment the staff, volunteers and

Board members for their dedication and interest in making our community television the best it can be and working

toward making it even better for many future years.

I would also like to especially thank Joann Turits, who decided to leave our Board after serving for over 13

years. Joann has over the years been a strong contributor to our planning, programming and was very instrumental

in putting together many of our fund raising dinners and events over the years. Her contributions to the Board and

LMC-TV will be greatly missed.

LMC-TV will continue to face many challenges in the future, including our continued search to acquire a

space to consolidate and centralize our facilities. The need for this space has been well documented in the “Buske”

Report, our Master Plan and by prior Boards. However, it comes down to issues of a reasonable purchase price, ade-

quate funding and how to structure the financing and ownership of any prospective property with the Board of Con-

trol and three municipal governments. Since we are now paying rent to the Town of Mamaroneck for our office

space at the Town Center and to a private landlord for Studio II on Library Lane, it makes the purchase option eco-

nomically more feasible.

We have continued to upgrade our equipment, as needed and will continue to do so in 2012. The Board and

staff believe very strongly that the equipment must keep up with the latest technology being developed if we are to

remain an important community resource.

This year we had a very successful membership drive and going forward we will need to reach out for in-

creased community support and increase our efforts in fund raising, memberships and sponsorships for our program-

ming. This will continue to be a difficult and challenging task during the current economic conditions.

Our coverage of Municipal and School Board meetings, sports programming and community events has been con-

tinually expanded and is available on demand via our website (www.lmc-tv.org). We will continue to make improve-

ments to our website and always welcome suggestions to improve it.

The 2012 Award Night is being dedicated to the memory of Bruce McNichols, a long time LMC-TV pro-

ducer and musician who passed away this year and will be missed by everyone. Bruce’s band partner, Henry New-

berger will be hosting the event and providing the musical entertainment. We hope for a great turnout to honor

Bruce and the award recipients.

I want to personally thank Erik Lewis, our Executive Director for the tireless job he does in keeping LMC-

TV running smoothly and the many different hats he wears during the year in making sure that all important events

and meeting always have coverage.

LMC-TV is dedicated to its mission of serving and keeping our community informed and to continue its

value as our “Community Connection.”

Executive Director’s Report 2011

In FY 2011 we did a modest re-organization focusing our resources on municipal meetings, community

events, community productions and varsity sports. We created the position of Government/Community Produc-

tion Manager (Christina Carino-Forrest) whose responsibilities are to shoot all authorized government meetings

and develop a volunteer and free-lance crew cadre to cover community meetings. Putting this all under the su-

pervision of one staff member enables LMC-TV to more closely track this important area of service and to de-

velop quality controls to continue to improve in this critical area. The Studio Production Manager (Dena

Schumacher) is responsible for production at both Studio 1 (Mamaroneck HS) and Studio 2 (145 Library Lane)

as well as booking and dispatching all loanable field equipment from Studio 2. So far this new division of re-

sponsibility is working out well. Additionally, 2011 saw the departure of our first Varsity Sports Producer – Seth

Rothman – for a job in the field of his dreams: the YES Network. Seth initiated and grew the varsity sports pro-

gram from a fledgling pilot to its current strength where we cover over 65 high school varsity events in two

school districts. Both Seth and LMC-TV grew during his tenure and we wish Seth all the best in his new profes-

sional track. Fortunately, Seth also helped us find his replacement – fellow Mamaroneck HS alumnus and sports

producer Rob Moretti so we were able to make the transition as seamlessly as possible and now continue our

robust varsity sports program into the new year.

In 2011 our main strategic goal of consolidation remained unmet. Nevertheless, we more clearly de-

fined paths that would lead us to space acquisition and financing and are pursuing them.

In 2011, 88 grade schoolers participated in six afterschool clubs at Murray Avenue School,

Mamaroneck Avenue School and Chatsworth Avenue School. The Summer Teen Filmmaking Workshops saw

18 participants in 2 workshops and 42 others participated in field production, editing, studio and directing

classes.

The annual membership drive for 2011 brought in $13,990 up from $7,695 for 2010, exceeding our

budget goal of $12,000 due to the extra effort of LMC-TV’s Board of Directors in personalizing a direct mem-

bership drive appeal. Corporate underwriting came in at $4000, up from $3000 in 2010.

New (and some old) programs of note in 2011 are At Home on the Sound, a report featuring the non-

profit organization whose mission is to enable seniors to live at home as they grow older. The show was started

by Eileen Mason who remains one of our most prolific community producers. 2011 also saw the inception of

two new Spanish language shows: Enterate! produced on collaboration with the Hispanic Resource Center and

aided by interns from the EF International School in Yonkers, NY and Vistazos produced by Maria Elena Carullo

and Padres Unidos de Mamaroneck High School - the Hispanic PTA of Mamaroneck HS. Also, Rye Neck HS

student Remi Litvin, sponsored by Rye Neck High School teacher and Special Projects Coordinator Valerie Feit,

initiated Rye Neck Students Above and Beyond, a news magazine-style show featuring achievements of Rye Neck

HS students.

In conclusion, 2011 saw LMC-TV mature and deepen its ability to respond to the needs of our commu-

nity.
