INTRODUCTION

SWWS has concentrated on the Natural Resources Management and Watershed Management activities in the context of climate change and global warming. The uneven and erratic rainfall affecting the farmer community. Watershed Management programmes act as a tool to combat the climate change at the micolevel. Efforts have been made to improve the crop production through various extension and demonstration activities.

Besides, OTELP, SWWS has implemented the Integrated Watershed Management programme Supported by Orissa Watershed Development Mission in two clusters of Gajapati and Nowrangpur districts. Collaboration with EU project is feather to the cap of SWWS during the year 2014-15.The detailed activities are captioned in the Annual Report through the following Chapters.

CHAPTER-1

IWMP

Orissa Watershed Development Mission (O.W.D.M) Selected S.W.W.S as Project Implementing Agency (P.I.A) for Implementation of Integrated Watershed Management Programme in two Clusters namely Kashinagar cluster in Gajapati district and Chandahandi cluster in Nabarangpur district. Kashinagar cluster is coming under cluster VIII and Chandahandi cluster coming under cluster XIII of Batch - V The basic Objectives of the Programme (i). Increase in the availability of surface and ground water to meet the needs of drinking water, drought proofing and protectective irrigation (ii). Regeneration of degraded natural resources, reducing soil erosion and restoration of ecological balance. (iii). Improvement of land productivity in rain fed areas. (iv) . Promoting sustainable livelihood and diversifying livelihood option, especially for small and marginal farmers and the asset-less persons, especially women (v). Strengthening local institutions and people’s empowerment, especially of women. (vi) Promoting location-specific technology solution based on local resources and local Knowledge (vii). Mitigating the adverse impacts of climate change and promoting adaptation strategies. The Duration of the Programme is for a period of seven years which is divided into three phases that is

AWARENESS GENERATION AND ENTRY POINT ACTIVITIES

The project is in the preparatory phase to promote awareness generation regarding the aims and objectives of the project, the responsibilities of different stakeholders and the modus operandi of the project. Awareness Generation Programme was taken through Village Meetings, Trainings and wall writing.

WALL WRITING

Wall Writings were taken up in Kashinagar and Chandahandi Cluster. The Messages in the writings are mainly on the Objectives of the Watershed, Protection and Conservation of environment and Roles and Responsibility of the different Stakeholders. The messages were written on the walls of bus shelters, community halls and other places where there is good visibility and maximum people can read the messages. Some of the messages written on the walls are given below.

Entry Point Activities: Entry point Activities are important tools for rapport building with the community. These activities build trust and faith in the watershed villagers. Entry point Activities are those activities taken up with little investment but which will address the immediate needs of the community.

Crop Demonstration

Crop demonstration was taken up in kashinagar cluster. Vegetable cultivation, oil seeds cultivation and pulses were demonstrated by the farmers in 11villages. Ground nut, sunflower, sesame, black gram, green gram, chilly was cultivated by the farmers in 200 acres.

Similarly, Entry point activities were taken up in Chandahandi cluster as mentioned in the following table.

PREPARATION OF DPR

Preparation of Detailed Project Report otherwise called as DPR is an important activity during the preparatory phase. DPR is under preparation. DPR is prepared with active participation of the villagers.

CHAPTER-2

OTELP:

SWWS implemented the OTELP phase -1 extension, OTELP Phase –II and OTELP plus projects during the period 2014-15 with support from the Project Support unit (PSU) Department of SC and ST Development, Government of Odsha and ITDA, parlakhemundi.

1. Programme Goal and Objective

The goal of the project is to “enable the poor tribal households to sustainably ensure their

livelihoods and food security through promoting a more efficient, equitable, self-managed,

optimum use of the natural resources, off-farm/ non-farm enterprise development and accessing

the rights and entitlements due to them.

To achieve the goal following immediate objectives are set:

To build the capacity of marginal groups.

To enhance the access of poor tribal people to natural resources and increase its

productivity.

To encourage and facilitate off-farm enterprises.

To ensure the basic entitlements of tribal households.

To achieve these objectives, the Programme is expected to:

Build the capacity of marginal groups as individuals, and grassroots institutions;

Developing Community Service Provider (CSP) and Community Resource Person(CRP)

Enhance the access of poor tribal people to land, water and forests and increase the

productivity of these resources in environmentally sustainable and socially equitable ways;

Encourage and facilitate off-farm enterprise development based on the needs of poor

tribal households;

Monitor the basic food entitlements of tribal households and ensure their access to

public food supplies;

Strengthen the institutional capacity of government agencies, Panchayati Raj

Institutions, NGOs and civil society to work effectively for participatory poverty reduction with tribal

communities

Encourage the development of a pro-tribal enabling environment through ensuring that

legislation governing control of, and access to, development resources by poor tribal households is

implemented effectively and by recommending other policy improvements; and

Build on the indigenous knowledge and values of tribals and blend these with

technological innovations to ensure a speedier pace of developmen

2. Strategy and approach

3.Community Mobilisation:

o The community mobilization at the village level and watershed level is

operationalised through frequent field visits, night halts inside the villages,

Conducting few entertaining exercises which will help them to understand the

situation of the village

o Visit the influential persons in the village or GP. Meet and discuss with PRI

representatives. Share the project objective and arrangements

o Promotion of awareness campaign in the villages to share about the

project outcome, design, major activities and proposed institutional set up by using

effective tools ( e.g. conducting street play, audio visual display, experience sharing

by villagers of old projects, etc)

o Assess participation of resource poor family in the existing SHGs and status

of left out families

o Assess ownership of land and water resources owned by the community

Villagers are able to lessening with line department to increase their income. OTELP not only help them to carry out the sustainable alternative livelihood options but also increased their bargaining power and they take part in the decision making process of his family, in the village & at the Gram pachayat too.

Land and Water Management. Special focus is given to provide irrigation assurance to the families so that they can save kharif

crop along with go for second crop.

Water needs to be developed not only for increasing area under irrigation but also

for providing safe and assured drinking water to human being as well as livestock,

other domestic needs, rearing of fish

In the OTELP areas there is ample scope for diverting water from the upper ridges

through a pipe line. This Diversion based irrigation (DBI) has largely been

demonstrated in OTELP areas.

The following important aspects are to be taken in to consideration while developing

the water facilities.

- (i) equity for resource poor families particularly while developing irrigation water

resource

- (ii) type of CBO to be organized for repair and maintenance of above structures

-(iii) willingness of community to give genuine contribution for the proposed

structures

Equity for resource poor families is a crucial concern under this component.

Hence particular taken to see that major benefit due to the new structure goes in favor

of resource poor families. Likewise modality for repair and maintenance as well as

collection of user charges must be sorted out before starting the construction of above

work.

Focused efforts are made to improve sustainability of such interventions which include (i)

physical measures namely, water harvesting structures and gully control

IFAD TOP UP ASSISTANCE. As per the instruction of Programme Supporting Unit (PSU) VDCs are making well being ranking in all Villages for selection of poorest of the poor categorically (V1,V2,V 3 & V4 )for the support of IFAD TOP UP Assistance. After funding the IFAD TOP UP Assistance VDC wise selected the activities with the need of vulnerable families. DIF SURPLUS. The development Initiatives Fund (DIF) as a component has been envisaged to provide a flexibility to mobilize additional funds to the areas of demand as expressed by the communities through the participatory planning process and to those components where good result have been achieved. CONVERGENCE Four number of farmer club formed by the support of NABARD. There are 127 nos. farmer are benefited in Paikrai, Purunadhia,Tunguru and Tai Village of challagada Garampanchayat.

Success Story Esso Gamango S/o of Philimon Gamango of Baunsakota village under Challagada Gram Panchayat of R.Udayagiri Block.He was a student of +3 Arts. He was burden to his family because he was physically challenged. Studying in the college is another burden to his family. Thorugh the support of OTELP/SWWS he was getting IFAD TOP UP Assistance for a Grocery shop. He started a Grocery shop on 10.9.2014 with a capital of Rs 55,000/- including Construction of shop, Purchasing of Weighing machine, racks & working capital. He was able to maintain day book for his daily transaction. His family members are also supported to purchase and selling of Grocery items. Now the shop is running successfully & he is getting a profit in an average of Rs.150-200/- per day. CHAPTER-3 TARGETED INTERVENTION PROJECT:

MAIN FOCUS OF TI

Prevention of HIV infection among the High risk Populations. GOAL OF TI To halt and reverse the HIV infection among the female sex worker (FSW) and Man having sex with male (MSM) of Parlakhemundi Municipality area and Kasinagar Nac. Strengths of the Organization

SWWS is the leading NGO of Gajapati district in terms of coverage, trained and experienced staff, infrastructure and capacity to addressing the issues of HIV/AIDS. HIGH RISK BEHAVIOUR Some of the salient points relating to high risk behavior of the immigrant population to be covered are:

Practice of polygamy. Practice of Premarital Sex. Lack of Knowledge of about safe sex. Many of them have multiple sexual partners. 50 to 60% of the target populations are mobile in nature. A provoked habit of alcohol consumption among male folk. Socio-Cultural customs of Premarital and extra marital sex.

DESCRIPTION OF HIGH RISK BEHAVIOUR

Most of the young girls work for daily wage with the local contractors/masons,

Construction work, Stone cutting work, Cashew Factory work, petty Business where the

male workers are out-sider and single. The female are preferred for labor then male as the

male are addicted to liquor. The outsider skilled worker taking the advantage of

simplicity among the girls exploits them in many ways and most of the time develops

illicit sexual relation. Secondly Polygamy and sex before marriage is accepted in the area

leading to multiple sexual partnerships. While in case of married within the community

the women is accepted for remarriage but in case of marriages and extra marital affairs

with out-siders and other caste the women are not accepted in the community and are

forced to adopt the means FSWs.

COMPONENT WISE ACHIEVEMENT Behavior change communication is continuing process which total deals with the knowledge,

attitude and practices of people. It is quit difficult to change the behavior of people when it deals with the most sensitive topic i.e. HIV/AIDS. Information, Education, and Communication (IEC) only a way by which some extend we can change the behavior of people. But it requires a long period and tentative approach. Keeping this information like One to One, One to Group, Demand Generation Activities (DGA), DIC Level Meeting, Advocacy meeting with secondary stake holder, PRI meeting and Crisis response etc. We have developed various BCC materials on both Oriya and Telegu languages for better understanding.

Sexual Transmitted disease is very common in Parlakhemundi municipality area and Kasinager NAC. Because of STD/STI there is a greater risk of HIV infection. In out targeted area HRGs arte suffering from STI due to ignorance and poverty. There fore we are propagating awareness among them. Conceiving this disease and using effort for their complete treatment.

STI services and opportunity for prevention, education to individual as well as to his/her partner. Planning for STI services done with HRGs. Clinicians should have an attitude of respect towards the community. Accessibility of services at optimal location

5. COMMUNITY MOBILIZATION Community mobilization is the initial stage where any program activities can be started. With out community mobilization intervention is not possible poster exhibition, video show, DIC level meeting are the means of community mobilization, which propagate message of awareness in community level. More than 170 members visited the IEC stall. Mr. Pradeep Kumar Patra, ADMO (PH) cum Dist. Nodal officer of HIV/AIDS inaugurates the IEC Stall. The stall was open at 8 AM. In this IEC stall all HIV/AIDS information are displayed. A big banner displayed in front of the stall which showing the Theme of World AIDS Day. “Getting Zero, Zero New Infection, Zero Discrimination, Zero AIDS related death”.

ADMO in his speech told that his is always ready to support TI project and HRGs.

Mr. D Jagannath Raju, President SWWS, told that the day has great significance for us. Today the whole world observing world AIDS day. In this day we all shall take oath to fight against this deadly disease i.e.HIV/AIDS.

Mr. M M Ali DMO, Gajapati & Secretary SWWS Mr. Haris Chandra Nayak and other health staff also attended the programme.

Our stall was decorated with multiple poster and IEC materials regarding basics of HIV/AIDS. How HIV/AIDS is transmitted what is STI and how this disease can be faced positively, the poster and drawing show the availability of ICTC & ART and benefits of condom use and we also distribute condoms and IEC materials.

All T I staff were engaged to provide massages on HIV/AIDS. They were also engaged to convince people in context to stigma and discrimination. They were motivation to the people for HIV testing at ICTC and showing the demo of condom.

In district administration also organize world AIDS day observation in CDMO conference hall in this meeting they were inviting TI staff and the staff also attend the meeting. Project manager present our TI performance through presentation.

At evening we organized a folk dance awareness on HIV/AIDS which was organized by OSACS IEC department and after that they were covered all our hot spot.

The event was closed in the evening. The observation of WORLD AIDS day was successfully organized with active support and participation of all the TI staff.

PARTICIPATION OF TI IN PALLISHREE MELA-2014

On the 11th January 2015 District Rural Development Agency organized district level Pallishree Mela and they invited our organization SWWS to participate on this accession. On behalf of our organization our TI project has participated in this pallishree mela and we decided to organize an IEC Stall for 5 days. On the 11th January the programme has been started District collector Miss. Manasi Nimbal inaugurates the Pallishree mela and also inaugurates our IEC stall and highly appreciated for the stall. Our stall was decorated with multiple poster and IEC materials regarding basic of HIV/AIDS. EU-AGRAGAMEE PROJECT.

INTRODUCTION SWWS is working in Gajapati and Nawrangpur districts of Odisha since 1986 with a vision to build a self reliant, self governed and just that is free from all forms of discrimination, enabling peace and social justice for all, especially recognizing the rights of women and most vulnerable while living in a harmony with nature. Mission To empower and enable the disadvantaged community especially Adivasi, women, child and other vulnerable groups to assert their rights over health, education and livelihood trhough advocacy, networking, research and promotion of people’s organization to enable them to practice peace with self governance by effective management of traditional knowledge for access and control over natural resource with public provision. Background of the project SWWS is implementing the project in Rayagada block of Gajapati district with the support of AGRAGAMEE, Kashipur and funded by European Union. The total project areas are 20 blocks of 10 districts and it was implemented in a consortium approach where SWWS is one of the Field NGO implementing the same in Gajapati district according to the objective of the project, to improve quality of life of poor local communities in remote tribal pockets by enhancing

participation in local governance, and improving information and access to govt. schemes. The target group of the project is schedule tribe and scheduled caste communities, marginal farmer families, migrant workers and displaced communities. The major focus of the action will be to ensure women’s and over community participation in local governance for the effective planning and delivery services. Particular focus will be on the health, nutrition, child development, and education and employment generation sectors as these have a direct and tangible impact on wellbeing and will also be confidence building measure for local community demands for accountability in other sectors.

Village Level Meeting

To intimate the villagers on the EU project and its core activities we have conducted 50 village meetings in all operational villages. As we are first time entering to the villages we have discussed with the village leaders regarding the project also getting consent from the leaders to implement the project. after that we have conducted the village level meetings to find out the problems of the villages.

Interaction with Block Officials

Interacted with the block officials about the project and intimated them about the project and operational areas and prepared a database of all block officials. We have contacted with BDO, CDPO, BEO, Medical Officer and NREGA Asst. Prog. Officer and discussed with them for their support. Selection of Village Volunteers For smoother implementation of project and to involve the village youths in the project we

have selected 50 volunteers from 50 villages with some minimum criteria. The volunteers will be engaged during different works under the project with voluntarily and they will also get training on different themes which will be organized by SWWS or AGRAGAMEE. Profile of Block officials, PRI Members, School, AWC and Health Centers As the project aims to access different govt. schemes it is most essential to involve the block officials and PRI members. In this context we have prepared a database of block officials and PRI members. Apart from that another database of School, AWC and Health Services has been made.

Sample Baseline Survey To finalize the Baseline Survey format we have surveyed 10% sample survey in five villages. During the survey we have found some gaps and presented the same in the workshop and finalized the baseline format. After consent of each and every participants the format was finalized in the workshop Procurement of Equipments As per the provision under the project we have purchased Laptop, Steel Almiraha, Glass Almiraha, Chairs, Tables, Dari and filter for block information center. Now all the equipments are in place of BIC. Establishment of Block Information Center SWWS has established its block level information center at Rayagada. Total 69 HHS Part 1 surveys have been completed. 10% part-II survey also conducted in the above mentioned villages. Similarly Part-III survey has been completed in 50 nos. of working villages. The Part-1, Part-2 & Part-3 Survey formats data entry work also completed as per the soft copy format given by OPSL. Similarly Part-III format report generated as per the format given by AGRAGAMEE. All the soft copy has been submitted to AGRAGAMEE.

Identification of Sachetaks As per the provision under the project we have appointed two nos. of Sachetaks (Male-1 & Female-1) who will work in grass root level in the project and they will assist to the Dist Coordinator to implement the project activities. Formation of CAG Group To facilitate the process Citizen Action Group (CAG) is the most important group who will lead the ground level works and they play the vital role in the project.
