1879-80. NEW SOUTH WALES. POLIOE DEPARTMENT. (REPORT FOR 1879.) The Inspector General of Police to The Principal Under Secretary. Sir, Police Department, Inspector General's Office, Sydney, 30 January, 1880. In obedience to the Colonial Secretary's instructions, conveyed in circular No. 71, dated the 9th July, 1873, I have the honor to furnish the following brief report of the working of the Police Department for the year 1879. ' To afford information as to the strength and distribution of the Force I append a copy of the ret.urn containing such particulars, which was laid before Parliament on the 25th November last. The following vacancies have occurred during the year:- Resignations 70 Discharges 29 Dismissals 26 Deaths 7 Superannuated 12 Total . .. 144 Amongst the deaths recorded is that of Senior-constable Bowen, who was mortally wounded by armed criminals at Wantabadgery. This makes fifteen members of the Police Force who have lost their lives in a similar manner during the past sixteen years. Four Police Pensioners died during the year; and six pensions, amounting in the aggregate to £431 18s. 4d. per annum, have been awarded during the year to members of the Force either over Ilixty years of age or certified as unfit for further service by the Medical Board. A sum of' £372 9s. 10d. has also been awarded in gratuities to eight members of the Force, who have been certified by the Medical Board to be unfit for further service, and £726 15s. as gratuities to five widows of members of the Force who died in the service; also a pension of £75 per annum has been granted to the widow of the late Senior-constable Bowen for period of ten years, at the expiration of' which time her case to be again considered. The total annual sum now paid in pensions amounts to 121. I still consider that legislation is very desirable to place the Police Ueward and Superannuation Funds on a more healthy basis. Some has also been felt by the withdrawal of experienced constables from their ordinary duties to attend at the C]arden Palace, and also for special duty during the time that disturbances occurred and were apprehended a.t the Newcastle Collieries. The demands for additional Police are very numerous; many of them are admittedly only reasonable to meet the requirements as the population extends throughout interior. In obedience to the Colonial Secretary's instructions, conveyed in circular No. 71, dated the 9th July, 1873, I have the honor to furnish the following brief report of the working of the Police Department for the year 1879. '

To afford information as to the strength and distribution of the Force I append a copy of the ret.urn containing such particulars, which was laid before Parliament on the 25th November last.

The following vacancies have occurred during the year:-Resignations 70 Discharges 29 Dismissals 26 Deaths 7 Superannuated 12

Total . .. 144

Amongst the deaths recorded is that of Senior-constable Bowen, who was mortally wounded by armed criminals at Wantabadgery. This makes fifteen members of the Police Force who have lost their lives in a similar manner during the past sixteen years.

Four Police Pensioners died during the year; and six pensions, amounting in the aggregate to £431 18s. 4d. per annum, have been awarded during the year to members of the Force either over Ilixty years of age or certified as unfit for further service by the Medical Board.

A sum of' £372 9s. 10d. has also been awarded in gratuities to eight members of the Force, who have been certified by the Medical Board to be unfit for further service, and £726 15s. as gratuities to five widows of members of the Force who died in the service; also a pension of £75 per annum has been granted to the widow of the late Senior-constable Bowen for ~ period of ten years, at the expiration of' which time her case to be again considered.

The total annual sum now paid in pensions amounts to £7~ 121. I still consider that legislation is very desirable to place the Police Ueward and Superannuation Funds on a more healthy basis.

year many stations in other parts of the country have been short-handed, and some inconvenience lias been thereby experienced. I have also been prevented bv the same cause from forming some new stations which are badly required. •

Some inconv~nience has also been felt by the withdrawal of experienced constables from their ordinary duties to attend at the C]arden Palace, and also for special duty during the time that disturbances occurred and were apprehended a.t the Newcastle Collieries.

The demands for additional Police are very numerous; many of them are admittedly only reasonable to meet the requirements as the population extends throughout ~he interior. Unfortunately crime becomes prevalent when there is not an adequate and efficient .local Police Force to keep it in check. I

I trust that by the legislation proposed som~ remedy will be applied to the almost indiscriminate issue of publicans' licenses, as it must be obvious that not only has the large increase in the number of licensed houses been far in excess of the public requirements for such accommodation, but it has had the effect of' encouraging intemperance and vice, and in developing crime.

It is found, up~n examination bf the inquest reports for 1879, that in 146 cases death was attributable to over indulgence by the deceased in intoxicating liquors.

Serious crime has not been unusually prevalent, and I am happy to be able to state that there has been a very considerable decrease in t he reports of stock-stealing throughout the Colony.

In order to assimilate tl1e records of criminal statistics iu New South W ales with those of other Colonies and Great Britain, I have, with the Colonial Secretary's approval, circulated forms of returns giving particulars regarding offenders apprehended in each district of the Colony, which will be ~ollated and abstracted for the Statistical Register prepared ~y the Registrar G:eb~ral for publication. These returns will be of public interest, as they will admit of comparison year by year to ascertain in what direction crime of certai,n classes is either increasin~ or diminishing i~ the country. . The conduct of the members of the PolIce Force has, WIth few exceptlOns, heen gQed, and testimony has not been wantilJg to the efficiency of the service generally, and to the individual z I and' determination of many of its members. This has been evidenced by many commendatory communications I have received from the Magistra<iy 1l,ntl. others, and hUmerous rec(Ymlhendations for promotion on the ground of marked efficiency.

The sympathizing approval of the public of the conduct of the Police has recently been shown in connection with the apprehension of the vVantabadgery criminals, about £700 having been subscribed to reward the Police, and for the benefit of the late Senior-constable Bowen's widow.

No difficulty is now experienced in obtaining the services of eligible candidates for the Police Service. I have, &c.,
