REPORT

THE ROYAL VIRGIN ISLANDS POLIDE FORCE

FOR THE YEAR 1978

GENERAL Ra'OHT AND SURV,do"Y QE THE YEAR

1. The situation with regard to orime was not as satisfactory during 1978

as in 1977. There was an overaJ.l inorease of 17 ,,4~~.. A contributor'T factor

may- be the (~(l'rl :c.erable increase in all commercia.). fields throughout the

Territory. Till"t"e is also an indication that foreign criminal elements are

beginning to il 'luence this Territory, and this year there occurred the first

Bank holdup in he history of the :8 .. V.I ..

3. As a remD of the unpopular decision by the Governor to commute a death

sentence, the ~ ::ritor,y witnessea. one of its infrequent civil distux-b8l1Ces ..

These disturbar ~B were relatively minor but have caused a rift between the

Government and ne population which will be difficult to heal. This is

especially noticeable in the la.w and order field where the public haa ceased

to demonstrate its law abiding qualities hitherto so apparent (vide first para

of 1977 Report); and this may be another contributory .factor in the rise in the

crime rate.

4. There has been no aid from the Development Division during the year. All

projects current in 1977 were completed in that year and no new ones were

commenced ..

5.. Q\leen I s Birthday Parade was held as usual on 11th June. The }t'orce supplied

a contingent to join the other organisations represented.

6.. ~"1he Force was commanded by Mr. Rex K. Jones, MVO, QPY, until 19th May, 1978

and on his resignation Mr~ E. 'if .. Warren, CPM, assumed command.

outstanding police work ;in 1978.

9.. There was no new legislation affeoting the Foroe during the yea.-r.

Buildings

10.. There haa been no effective action with r~d to the external dram at

Foroe Headquarters and the roof of the building oontmues to leak. No ftmd. have

been B1lpplied in answer to the application made under Capital Est1m.ates in 1911

in respect of these ma.tters.. Minor m.a.intenance was done em a self-help _is wt the _jar probleu remain. With regard to constEuotion for the police, no

Crime

13. The increase in total crime of 17.45% over the 1911 figures was !a.r from

satisfactory.. There appears to ~ no immediate explanation tor this rise, Howevar,

the preventa.tive polic.ing measures which had. proved so effective in the past were

difficult to implement due to the loss of a number of trained men and the resulting

shortage of both manpower and experienoe.. By the end of November only 46 police

officers of all ranks were a.va.ilable for duty, and a month later atter a. "crash"

recruiting programme, the figure had risen to 51.. This massive shortage of manpower

unfortunately coincided with the highest tourist activity ever eJqlerienced in the

25. S.ingle barrack accommodation was avallable for junior ranks, and the

Government provided subsidised acoommodation for the sergeant inoharge Virgin

PART III RECRUITMENT AND TRAINING

Qp.alifioations for Enlistment

31. Seotion 13 of the Police Act states that no person shall be appointed as

a constable unless:-

(a) he has attained the age 0 nineteen years but has not reached.

the age of thirty;

( b) he is of the required (leight and chest measurement according

to the standard from time to time fixed by the Chief of Police ..

At pre&ent 5 feat 6 inohes in height and 34 inohes ohest

measurement;

(c) he passes a medical examination as to his bodily fitness. to

be held by a government medical officer;

(d) he produces satisfactory proof of good character;

(e) he satisfies the Chief of Police he has attained a reasonable

standard of education, not less than standard 1 ..

Recruitil~

320 Three I ritish Virgin Islanders and five ex-police offioers were recruited

during 1978.

Refresher Training

33.. There were no refresher oourse held during the yea:r.

Promotions

348 One sergeant was promoted to inspector, one corporal to supemumerary

inspeotor and one constable to co:z:poraJ. o

Weapon Training

35. There were no we~on training during the yea.ra

Other Courses

36. Three new reoruits attended the basic six month training course at the

Regional Police Tra.ining Centre, Barbados, during the year. The only other course

a.ttended by a member of the Force was the F.B.I. National Aoademy Course, one of

our inspectors a.ttended.. BeJUlar training parades were held as and when possible

at Road Town ..

37. The totaJ.. number of crime reports invsstieated during the yeaJ: 1978

amounted to 471 of which 357 were accepted as true. This reflects an increase

of 17.4~~ against the 1977 figure (401).

Fingerprint Bureau

classifications. The Force aaintaina its own Bureau and sceneii' of erma section.

been taJcen on charge. There are 470 seta of fingerprint filed.

Photoc;ra.phic Section

49. The acquisition of photographic equipaent is beginning to assist cr:lJninaJ.

investigation.

50. The dark rooa facilities were fOlll'J.d to be inadequate requiring structural

a.lteration with the provision of storage and working areas. A new da.rlc roOil based

on the earlier faeilities has now been completed by self-help.. Studio facilities

have now been established in existing office space.

51. No suoh index is maintained or considered necessa.'l':Y at the present tillie, but

plans arE! in hand to establish one.2

Crillinal Reoords Office

52. Reorganisation of this office continued during the year and has now been

cc:apleted!l .A. centralised system of traffic and criminal statistics is now in , existence.

Forens io A.ids

53. No facilities aJ:'e available in the Territory for chemical analysis or other

forenlf3ic scienoe examinations. However, the United States Virgin Islands has allowed

the Force to malee use of their Criae Laboratory on paYllent of fees and it is proper

once S&'am to record our appreciation of the assistance given by the Director, John J..

Richards Jr.. Appreciation is also due to the Federal Bureau of Investigation and to

the United States Customs Service who have helped in many seotors.

Courts

54. The West Indies li.ssociated States Court sa.t a.t Road Town in its oriainaJ.

jurisdiction in M&l."oh and October, 1978.

55. The Territory's only subordina.te court is that of the Magistrate, I

and the powers of the magistrate are still grossly inadequate.

57. The Law EDrorcement Organisation was not operative during the ye~.

no meeting were held and due to the change ot personnel both in the B. T.I.,

and U.S. V.I., the Organisation ceased to exist.

PART VI OTHER SPlOOIALISED BRANCHES

Fire :Brh@g.8 68. The Foroe has continued to be respons ible for fire fighting throughout

the Territory with the exception of the Beef Island Airport installation. Fire

appli~ces are stationed at Road Town and Virgin Gorda.

69. At the end of 1978 police had. the following operational fire appliance8s-

Road Town 1 Bedford 700 gallon fire tender

Virgin Gorda 'I Land Rover fire tender

10. In 1918 the Fire :Brigade answered a total of 30 oall outs of which 9

were false. There were no deaths and only one mju:ry as a. result of the fires.

S-eeciaJ. Branch

11. A amaJ.l Special Branch and registry is maintained in Polioe Headquarters.

Civil Disturbance Unit

72. No separate unit is maintained but all ranks receive in-service trainillg.

A. 19 man tactical unit is trained, equipped and ava·ilable on early oall for

these and other speoialist duties.

Marine Section

73. The marine division is equipped with a. 40 foot Brooke ~ine Patrol Craft

with a. orew of fou:r. It was not opera.tional for part of the year because of

engme ovemaul. Although it is an essential police service the launoh is u.&ed

mainly for other departments and in a search and rescue role.

Women Police

74. One woman oorporal and two women :police oonstables were on strength a.t the

end of 1978. They handle all cases :involving women and ohildren. One wanan police constable is emploYed on finance duties. one woman corporal is on C.I.D.

duties and the remaining woman police constable on general duties.

Auxiliary Unit

75. At the end of 1918 there ware 17 Local Constables in the Territory, two

of them were on duty a.t the Festival but otherwise their services ware not used

during the ye9.'r'. They appeared in a. ceremonial parade at the Queen's Birthday.

Special Consta.bles have also been active with regard to the ceremony and a.t the

FeativaJ. but, infaot their appo:1ntmenta were no longer legaJ.ly correct 88 they

were &lworn in 1969 and such appointments are for a statutory maximum period

76. HF Transceivers are located at Police Headquarters, and are fitted. on

the Police Launch. These fom part of the Eastem Ca;ribbean Police HF netwo:dc.

Daily contacts are made with Territories.

77. Equjpment for an intemal Police FM/VffJ!' system was made available by

Cable & Wireless (W.I. )Ltd.

Bo. The Police Canteen and Recrea.tion room continued to be popular

and is well equipped and stocked. The Annual. Police Ball held :in December

, was a.ttended by His Excellency the Governor, and other distinguished guests.

It was a great success being regarded as the social. eTent of the year :in the

community. It was held a.t Police Headquarters.

81. The Police Welfare Association cont:1nued as an sotive body during

the year.

82. The Police Cricket and Football teams took: part in league activities

during the year.

Film Censorship and Transport Commission

88. The Chief of Polioe is an ex-officio member of the Board of Film Censors

appointed by the Governor under the provisions of Sections 4 of the Cinematograph

Ordinance Cap 211, and is a. member of the Publio Transport Commission under the

provisions of Seotion 3 (1) Vehioles and Road Traffic Ordinance Cap 198.

Control of Fir~anms

89. Permits to keep and oarry firearms are issued by the Police, after
