SmartPV: The main objectives of the Project are to develop and validate a cost optimum scheme forhigher RES penetration in the energy mix of Cyprus.SmartPV Project will thoroughly investigate pilot net metering schemes for cost-effective PVimplementation and higher grid penetration in Cyprus of distributed generation with the target ofachieving a WIN WIN scenario for both consumers and energy utilities. Essentially, the project will putto the test, evaluate and disseminate a simple and timely concept (net metering) which should be morewidely applied in Europe under appropriate, customized circumstances. The project will aim to highlightand understand the impact of smart net metering implementation on consumer billing options, consumption sensitivities, consumer energy-related behaviours, and cost and benefit implications fornetwork owners and operators (financial impact). For this purpose, energy consumption and productionprofiles of about 300 consumers-producers (prosumers) and 3000 “smart” consumers in Cyprus will beexamined. The latter category will involve consumers without PV systems installed who will acceptsmart metering to take place in their households for investigating any behavioural changes in energyconsumption caused by the presence of the informative and interactive smart meter.

The project started on 1st July 2013 and is expected to be completed on 1st March 2017.

SmartPV: ELECTRA IRP meeting in Riga 33

Networking activity with ELECTRA IRP projectMeeting in Riga on 14 and 15 of May 2015

The project partners were all present and addressed all issues related to theproject as detailed in the attached agenda and slides that supported theproceedings of the meeting. Since all the main partners of the ELECTRAproject are members of the EERA JP for Smart Grids, the agenda covereddiscussion issues for both steering committees.

All work packages of the ELECTRA project (see the schematic below) arerelated to the work of the SmartPV project since the issues for:

Observability of all active elements of the integrated grid of the future(WP5) (called the web of cells under the framework of the ELECTRAproject) is a requirement that is greatly assisted by the smart presenceof smart meters and the infrastructure around them complemented witha well-functioning forecasting tool, issues that are well addressed withinthe SmartPV project.

Controllable flexibility of the WP6 is heavily linked with the flexibledemand and the effective use of Time of Use tariffs that are targetedthrough the project SmartPV.

During the meeting the progress made was well presented and usefulexchange of experiences and lessons learned complemented the discussionsthat followed.

In the light of the progress made it was requested by the consortium of theELECTRA project to organise the meeting of May 2016 in Cyprus hosted bythe University of Cyprus to give the opportunity to discuss in detail theprogress made in the implementation of SmartPV project and see areaswhere real valued results can contribute to either consortium. This requestwas passed over to the consortium of the SmartPV project and it wasprovisionally agreed to host the requested meeting at the University of Cyprusand in addition to the work planned for the ELECTRA project to organise ahalf day workshop with themes related to the SmartPV project. This will givethe opportunity to the consortiums of the two projects, ELECTRA andSmartPV, to build on the valuable results achieved and enrich their targetedobjectives for mutual benefit. This planned sharing of experience gained andresults achieved will offer valuable inside to all the specialists of the twoprojects enriching their overall capacity for the steps ahead.

In addition to the work packages the meeting has analysed in detail theexperience gained from active networking with related European or nationalprojects and agreed to continue this collaboration work since it delivers valuable

1. ObjectivesWP1 constitute the heart of the coordination activity of the ELECTRA IRP

The main objectives of WP1 are:• Coordination between the ELECTRA IRP and the EERA JP SG• Coordination with other IRPs and EERA Joint Programmes• Interaction with the ELECTRA Advisory Board (AB)• Coordination with EU grid stakeholders• Coordination with relevant EU-level projects and initiatives• Coordination with national programmes

3 Sub-tasks – ALL Partners involved:1.1.1 Coordination with the EERA JP Smart Grids, other EERA JPs and IRPs

1.1.2 Coordination with the AB and EU grid stakeholders

1.1.3 Coord. with relevant EU-level projects and initiatives and with national programs

2. Progress andObjectives Achieved

The following slides summarize the main Progress and ObjectivesAchieved in the 1st year of activity with respect to:

• Coordination between the ELECTRA IRP and the EERA JP SG

• Coordination with other IRPs and EERA Joint Programmes

• Interaction with the ELECTRA Advisory Board (AB)

• Coordination with EU grid stakeholders

• Coordination with relevant EU-level projects and initiatives

• Coordination with national programmes

WP1: Coordinationwith other EERA JPs

EERA JP Wind and JP SG SP5 “Transmission Networks” are leveraging fruitfulsynergies with respect to R&D on wind power grid integration and offshore meshedgrid. SINTEF representatives are regularly attending JP Wind workshops, SC andMB meetings, representing JP SG, and reporting back about this needed interaction. As an opportunity and in order to handle potentially overlapping issues, a joint projectproposal for the 2015 Horizon 2020 call on meshed grids is being jointly developed.

EERA JP SG interactions with other selected JPs:

June 2014

• EERA JPs as “R&D providers” toimportant grid players as TSOs,ENTSO-E, manufacturers, …

• Selection of the best set of partnersaccording to the call challenges andorganizations’ specific skills

Page 14: “Smart net metering for promotion and cost- efficient grid ... and SmartPV May15.pdf · Observability of all active elements of the integrated grid of the future (W P5) (called

9

Coordination with the other IRPs is requested by EC and facilitated by theEERA Secretariat

Close interaction - specifically on the CSA activities – is to be furtherimplement on common topics/challenges to exchange best practises andcompared the slightly different approaches for:

• Suitable KPIs• Exchange of a preliminary KPI list with IRP Wind, CSP, and Matisse

• Development and effective use of Research Infrastructures• Mobility scheme

• Exchange of information on used approach and scope with IRP Wind• International Cooperation• Dissemination

• Website application call/form for researcher exchange with IRP Wind

11

The Advisory Board (AB) will have an important role in supporting thetargeting of IRP transfer of knowledge and dissemination.

The AB will represent widely the stakeholders of the European ElectricityGrids Initiative, with particular reference to the European Commission andvolunteers from the EEGI Team. Other stakeholders (e.g. energyretailers, final consumers associations, IC manufacturers, serviceproviders, NGOs, etc. will also be invited to participate in the AB.

At the beginning, the following organisations have already accepted theELECTRA invitation and sent a Letter of Support to this initiative, alsoappointing a high-level representative to the AB:

• ENTSOE EDSO4SG

• ETP SmartGrids T&D Europe

• … …

13

The AB members will be able to:• Give advice on all important matters of substance. In particular, it

issues upon request an opinion and recommendations on thedecisions of the Technical Board regarding the IRP;

• Bring a continuous interface with the Power Network researchcommunity which might be involved in the future implementation of theRTD roadmap.

• Advise and provide inputs on specific R&D needs and priorities;• Guide and help the IRP to align its activity towards the key medium- to

long-term R&D challenges;• Revise on a yearly basis the IRP scope, goals and progresses;• Help in defining suitable and effective KPIs to be applied to

research activities;• Receive a continuous update about the main research outcomes

and become one of the main targets for knowledge transfer.
