Thefirstdesignapproachinvestigatedthepossiblere-useandsimpleextensionofthethreeexistingbuildings,7-9,11-13&15Randle.Soessentiallyin-fillandrefurbisheachtofitinnewhotelroomsandhotelfacilities,lifts,stairs,restaurantsandbackofhouseetc.Tobeeconomicallyviableandacheivetheclientsbriefforuptoa150roomhotel,itwasthoughtnecessarytolookatnewlevelstothetwonon-heritagebuildingswhilekeepingtheheritagebuidlingasis,buildingwithinitsenvelope,andstayingundertheLEPheightline.Thiswholeapproach,thougharchitecturallyattractiveandlowscalequicklyexposedmajorflaws:-Thefloorsacrossthethreebuildingswouldneverbeonthesamelevel(referreddashedlinestoLongSectionabove)makingcirculationandplanningtortuous,Hoteloperationsandroomservicingcomplexandhotelguestmovementerraticandaccessibilitypoor.-Thethreebuildingsbeingondifferentlevelswouldneedtobeeffectivelymanaged,accessedandsecuredindividually,notasonehotel.-Themanydifferentbuildingfacades,newandold,wouldbelikelyunsympathetictogether,dischordantandhardtocoalesceinadesignsenseintoonehotelentity.-Alsotoachievetheintegrationofthethreebuildingswouldresultinthedemolitionoflargepartsofthecommonwallsandfabric,makingnewsupportsandinsertionofnewliftsstairsoverlyimpactful,defeatingthesimpleideaofre-use.-StructuralopiniononNo.15&7-9Randlehasnotedtheinabilityofthesetwoexistingbuildingfabricstosupportextrastoreysovertheminanycase.-Theoverallhotelroomnumbersgeneratedwereunder100makingthisadaptivere-usenoteconomicallyviable.-Buildingopinionnotesthereisahighcostinrestoringbuildingenvelopesthatarefriableanddifficulttorestorewithoutsubstantialcostandsignificantreplacementofstructure.Thisapproachwasthenputaside.

Thethirddesignapproachinvestigatedthepossiblere-useoftheexistingheritagebuilding11-13withafurtherthreefloorsbuiltontopfromtherooflevelandover,withthetotalre-buildingofthebookendbuildingsat7-9&15.Theuppermostlevelswouldbesetback.Asbeforein-fillandrefurbishtheHeritagebuilding,andtoensuremoreefficientplanning,purposefullyre-buildtheothertwositestosuitthehotel.Thisapproachenabledthenewliftsandstairstobebuiltintothenewparts,andtheheritagesectionkeptcontainedandlessimpactedonwhilebeingintegratedintothenew.Thisdevelopedthe150room+hoteltheclientwasafter,whilekeepingtheheritagebuildingasis.Thisapproachwasthedeveloperidealofmaximisingthesitepotentialbutranintoearlydifficultiesonanumberoflevels:-Thedesignwaspotentiallyamajoroverdevelopmentofthesite,mostlyexceedingtheplanningcontrols,andwouldbehardtofindCouncilandconsultantsupport.-TheHeritagebuilding'sstructuralfabricwouldbecompromisedbytheadditionallevel,twonotthreebeingfeasible.-TheHeritagebuildingthoughretainedintactwouldbesubmergedbythedevelopmentaroundit,turningitarchitecturallyintojustabrickfacade,diminishingitsvalue,andunlikelttofindHeritagesupport.-Theextrabuildingheightproposedraisedconcernsonalotoflevels:vastlyexceededtheLEPheightlimit,increasedfireratings&overallbuildingcosts,aMeritonsolution.-Thepotentialforafinecontemporaryhotelcouldberealisedinthisscheme,butwouldstumbleonthefirstplanninghurdle.Theapproachwasputaside.
