1 INTRODUCTION AND SUMMARY OVERVIEW During the Stage 3 Design process, Haworth Tompkins as the appointed Principal Designer have been reviewing, monitoring and where required, co-ordinating the CDM aspects of design development to ensure that the Designers are complying with their obligations within CDM Regulation 9, Duties of Designers, specifically in the application of the general Principles of Prevention, to eliminate and where this is not reasonably practicable, to mitigate to the lowest achievable level, residual risk to those:

(a) Carrying out or liable to be affected by construction work; (b) Maintaining or cleaning a structure; or (c) Using a structure designed as a workplace.

This has generally been based on attendance at Design Team meetings, CDM Reviews and additional input as requested by the Designers to address specific design related issues. The primary focus of the Principal Designer at this stage has been in relation to the constructability of the current designs, taking into account the brief requirements, site constraints and technical considerations. This has involved the identification, management and mitigation of design related constructability, or maintainability challenges, as a collective process, with all of the project team working together in a co-ordinated manner.

2 SITE BACKGROUND Theatr Clwyd was opened in 1976. Theatr Clwyd is a regional arts centre and producing theatre, one mile from Mold, Flintshire, in North East Wales. The separate functions of a theatre, function suite, and educational technology centre were planned within the original building. The long, wide corridor linking the parts of the building as a generous circulation spine also forms an art gallery. The Educational Technology Centre was an ambitious project comprising a TV studio, production facilities, a film and tape library and ‘viewing theatre’ - now the cinema. HTV later ran the facilities as a TV studio before the theatre adopted the whole building. A later office annexe to the north-west corner is occupied by a tenant with a long lease and this element of the building does not form part of the current study, although is intended to be used as Kier’s site office.

3 DESIGN HAZARD/RISK MANAGEMENT The primary designers, Haworth Tompkins Architects, Skelly & Couch (MEP), Betts Associates (Structural), and Charcoal Blue (Theatre Consultants), have produced initial CDM Hazard Management Schedules/Registers, which have been reviewed. These CDM Registers will require updating at commencement of RIBA Stage 4 to adequately demonstrate the application of the Principles of Prevention to the architectural, structural, services and theatre design. In particular, suitable identification of design stage measures to eliminate site/design related issues, or where this is not reasonably practicable, to mitigate potential issues requires to be identified.

4 DESIGN PRE-CONSTRUCTION INFORMATION / SURVEYS

A Type 2 Asbestos Survey has been undertaken to aid the detailed identification and removal of asbestos from the site area. Main services trench to boiler house to be closed off as this contains asbestos, and new services to be diverted. If there is any alteration works/opening up works/investigatory works, The Control of Asbestos Regulations 2012, will be applicable and as such, for these areas of works, an intrusive Pre‐Refurbishment/Demolition Survey [PRD] for Asbestos will be required. This statutory obligation is summarised in the Control of Asbestos Regulations, Regulation 4, Duty to Manage Asbestos in Non‐Domestic Premises and Regulation 5, Identification of the presence of Asbestos.

Building services, including life safety systems, must be maintained throughout all times that the building

remains open to the public. A non- intrusive survey has been undertaken in Stage 3 and a report produced. A CCTV Survey has been undertaken to show the existing external drainage layout. Drawing no. 002001 is included within Appendix III.

5 DESIGN / CONSTRUCTABILITY CHALLENGES At present, with a fully integrated Design Team, any foreseeable, design related constructability challenges to be discussed and resolved, so far as is reasonably practicable, at Design Team Meetings. Design Team Meetings generally have a section entitled ‘CDM Matters’ on an integrated design approach and to facilitate any additional discussion on CDM Constructability/Maintainability/End Use challenges/items that have not already been reviewed.

Construction related challenges are included within each respective Designer’s Hazard Registers, contained within Appendix V.

CDM Hazard Management Schedules/Registers provided separately by the Design Team which, identify Site/Design related Constructability/Maintainability challenges that require to be managed/reviewed during the Construction Phase, to ensure that wherever reasonably practicable the most appropriate design solution is achieved. 6 MAINTAINABILITY ROOF ACCESS / FACADE/ GLAZING All roof glazing / rooflights to be designed/ specified to be non‐fragile minimum Class 2 rating / preferably Class 1 rating, in accordance with TN66/TN67 Specification and CWCT guidance. Regarding the cleaning of windows and lights, the Theatre will have staff trained to work at height and will have, or have access to, equipment such as tower scaffold/cherry picker. Proposed Mansafe Roof Zone/Guarding etc. Access Routes provided for areas of Regular Maintenance. Please refer to Haworth Tompkins’ Roof Access Strategy Drawings, contained within Appendix V. FUTURE PLANT REPLACEMENT Skelly & Couch have provided scope gaps within their Stage 3 documentation, along with an indicative Plant Replacement Strategy, which are also indicated within the Skelly & Couch’s drawings. In essence, there is a lot of roof mounted equipment on the main roof and this will involve replacing the plant via a crane and access for the crane must be enabled around the building and will be developed further within Stage 4. Regarding plant items in the basement below the Clwyd Roof, the units must be flat packed to allow them to be replaced, as these will be taken up/down existing stairs. Plant items also located at high level in the workshop, and if these requite replacement, a suitably designed mobile scaffold is proposed.

7 NEXT STEPS As part of the Principal Designer input, we will be further reviewing design development during RIBA Stage 4 to ensure, as far as is reasonably practicable, that the design team are applying appropriately the Principles of Prevention and producing a co-ordinated design that is practically constructible and maintainable. Towards the end of Stage 4, the Principal Designer will compile and issue the CDM Pre-Construction Information pack, for issue within the tender package. This will require input from the Design Team and will be co-ordinated within the next work stage. It should be noted that the CDM Pre-Construction Information pack is not part of the Contract, as a statutory document cannot be constrained by a civil contract. As the title name indicates, it is an ‘informative’ and is normally included as an Appendix to the tender documents and enables the appointed Principal Contractor to produce their Construction Phase Plan.
