Explanations on the application for accessing the web application Sustainable Biomass System (Nabisy)

General Information The free of charge Nabisy web application allows for the issuing of partial proofs of sustainability, provided access to the application has been authorized and the applicant holds a valid proof of sustain-ability or partial proof of sustainability. For this web application a user name and password are required. With this application form you may apply for these with the BLE. In the case of the BioSt-NachV, partial proofs of sustainability are issued for operators of facilities producing electricity from liquid biomass, so that they may claim remuneration from the network op-erator pursuant to the Renewable Energies Sources Act (Erneuerbare-Energien-Gesetz (EEG). Within the scope of application of the Biokraft-NachV a partial proof of sustainability is required for successfully claiming tax relief pursuant to § 50 of the Energy Tax Act (EnergieStG), or for crediting the biofuels towards the biofuels quota. Nabisy presents you with the possibility of filing different types of applications for partial proofs of sustainability: 1 Application for division: A proof of sustainability or partial proof of sustainability is divided

among several recipients. The remaining quantity will always be credited to the owner of the goods as partial proof of sustainability.

2 Application for combination: A person holding several proofs of sustainability or partial proofs of sustainability would like to combine these quantities in a single partial proof of sustainability.

3 Application for transcription: The total quantity of a proof of sustainability or partial proof of sus-tainability is sold unchanged. In order for the buyer himself to be able to have direct access to the proof of sustainability sold to him, a transcription is required.

Nabisy ensures that only the quantity stated in the proof of sustainability or partial proof of sustainabil-ity can be divided, combined or transcribed. Entitlement to file an application Operators are entitled to apply for a password for the Nabisy web application, provided the following applies: 1 The operator complies with the sustainability provisions laid down in a national system or in a sys-

tem approved by the Commission of the European Communities and is registered with this system. 2 An operator is also entitled to apply, if he is subject to monitoring with the German main customs

offices within the meaning of § 17 para. 3 Biokraft-NachV and is registered with the German cus-toms administration.

Core data (1) It is necessary to state whether the applicant is a company or an operating unit (companies are le-

gally independent economic units which produce, process, trade or supply biomass. Operatingunits are legally dependent economic units of a company (dependent establishments).The application must be filed individually for each operating unit;

(2) the name, together with the legal form and address of the company or operating unit must bestated; the e-mail address and telephone number of the company or operating unit must also begiven, and

(3) the person who is responsible for biomass in this company and/or operating unit must be clearlyindicated.

Information on the system Where the body filing the application meets the requirements of a national system, or of a system which is approved by the Commission of the European Community (§17 para. 2 Biokraft-NachV and/or BioSt-NachV), (1) this must be stated here together with its address,(2) where known, the identification number of the system must be given, and(3) the identification number of the applicant (as assigned by the system).(4) information about the certificate / about the conformity certificate have to be given.Information on the German main customs officeWhere the applicant is active in the field of fuels and is subject to regular monitoring by the Germanmain customs offices within the meaning of § 17 para. 3 Biokraft-NachV,(1) the seat of the German main customs office under whose competence he falls must be stated. If

there are several main customs offices in the same city (e.g. in Hamburg), the main customs officemust be designated more precisely,

(2) the number of the German main customs office must be given, and(3) the enterprise number assigned by the German main customs office must be stated.Information on registrationFor accesses for which an individual application is filed, the person’s name, first name, business tele-phone number, e-mail address and position within the company and/or operating unit must be stated.In case of more than five people requiring an access to Nabisy, several copies of page 2 must be sub-mitted.
