    the reason of delay in my passport, and also provide the daily reports of progress of my passport

    application...and also state the officials who are involved in scrutning my passport application. M

    sure by asking such harsh questions they will deliver ur passport within 1 week.

    COMPLAINT FOR PASSPORT - HOW TO FILE RTI

    APPLICATION FOR PASSPORT

    I wrote my RTI Application for my parents and wife by myself on a plain paper. Few points

    relating to how to file the RTI Application for Passport :

    Right to Information Act does not specify any particular format for RTI Application. This

    has been done deliberately to avoid any confusion and bureaucracy of the government

    officials. Still some state do have their own format. Jharkhand, had its own format but that is

    a suggestion not mandate. I did not use any particular format.

    Do not ask vague questions in your RTI Application, try to be specific about your queries

    for delay in Passport. Vague queries can be :

    > When will I receive my Passport ?

    > Who is delaying my passport ?

    > Why is there delay in Passport ?

    > Why am I being harassed ? etc.Instead same queries can be re-framed as :

    > By which date will I receive my Passport ?

    > Which department, Officer is having my file and till how long has it stayed with the

    concerned officer and what did he/she do during that period ?

    > What action would be taken against these officials for not doing their work and for causing

    harassment to the public ? By when would that action be taken ?

    Always remember that while asking any question, think if the question can be made more

    specific.

    Try to ask questions in point formats as then the Public Information Officer (PIO) will be

    forced to reply for each question.

    Never right the name of the Public Information Officer (PIO) or address the RTI

    application to the PIO by name. There will be only one Public Information Officer and just

    write the designation, as you never know that by the time your application reaches him he/she

    might have changed.

    While submitting the RTI Application for Central Government Departments, you will need

    to deposit a fees of Rs 10.

    For getting information, you have to pay Rs 2 per page of information provided for Central

    Government Departments (This will be intimated to you later by the PIO)...again keeping

    things simple for initial stage just deposit Rs 10.Different State have different mode of payment for RTI application fee. Generally, you can

    deposit your application fee via:

    - In person by paying cash [remember to take your receipt]

    - By Post through:

    o Demand Draft

    o Indian Postal Order

    o Money orders (only in some states)o Affixing Court fee Stamp (only in some states)

    o Bankers cheque

    Do specify the mode in which you want the Information e.g. hard copies (read paper) or e-

    mail or in pen drive etc.

    Do give your contact details so that you could be contacted by the Public Information

    Officer (PIO) e.g. either your address, email or phone number.

    4. Send speed post/register post to passport office with below address,

    1. Use proper format if prescribed by state govt under its RTI rules, otherwiseuse format at http://www.rtiindia.org/forum/blogs/...rti-rules.html on this site.

    2. Statewise details are available on www.rti.gov.in. For central govt informationplease use format at http://www.rtiindia.org/forum/blogs/...govt-info.html3. Pay correct amount of fee by proper mode of payment as prescribed in state

    RTI rules. For central govt pay by postal order of Rs.10/- in favour of

    Accounts officer ___________[mention name of organization to which you

    are addressing application].

    4. Send application with fee by regd or speed AD post. Avoid submitting inperson. Avoid courier also. Do not address in personal name of Public

    Information Officer. Use official designation as Public Information Officer.

    5. Framing query is very important part of application. Do not ask questions as towhy, when, who, whose, how etc. Instead ask for certified photocopies of

    records which contain the information required by you.6. For example do not ask why my application is not attended so far? Instead

    ask Please provide me reasons on record and certified copy of records

    7. Even if you do not desire to carry out actual inspection of records of govtoffice, make a request as under in the application: On receipt of information

    under this application, I intend to carry out actual inspection of records at your

    office. I may be permitted such inspection.

    8. If you are not very conversant with language of record, please add followingsentence to the para at 5 above: I may also be permitted to seek assistance of

    my relative/friend during inspection, as I am not fully conversant with thelanguage in which your records are maintained.

    9. Visit if available, website of the govt office, whose information is required andstudy RTI icon.

    10.Do not waste too much time and energy in deciding which information can beasked and which cannot be. Just ask what ever you want. If you ask you may

    get, if you do not ask, you may not get. At the most Public Information Officer

    will say NO to your query.

    11.Confine to one subject per application.12.If you want large information, please submit application for few of them and

    once you get it, shoot another and then third application. This is costly and

    time consuming, but effective method.

    13.Invariably seek names, designations and details of action taken by dept againstemployees/officers of the govt office who failed to process your pending

    request as per rule.

    14.Ask for free copy of citizen charter of govt. office to be supplied with reply.You can know many things about that office.

    15.Do not mention your phone/mobile numbers in the application, so that allcommunications are in writing. This helps in further appeals.

    16.Be crystal clear, firm and to the point but at the same time be courteous. Giveserial number to query and avoid essay type application.

    17.Do ask for photocopy of file notings pertaining to your matter or application,even if you do not require.

    18.If you know section of RTI act or decisions of CIC/State InformationCommission, which are in favour of your query mention the same at the end of

    the respective query as [refer CIC decision No.____________dtd.______or

    refer section _______of RTI Act. etc]

    19.If you apprehend problem for you for asking information of sensitive nature

    which may harm powerful vested interest, please ask your relative or friendliving in other state to file the application for the same information.

    20.Provide all relevant information already available with you on the subject toPublic Information Officer to facilitate early locating of records at his end.

    22.It is advisable to give back ground of seeking the information, though notrequired by the act.

    23. Please add following para as a note in RTI application:

    For your kind information, I add that in addition to RTI Act 2005, I can

    proceed against public authority and its officers under The Consumer

    Protection Act 1986 as decided by National Consumer Disputes Redressal

    Commission, New Delhi on 28-05-2009, in REVISION PETITION NO. 1975

    OF 2005 in complaint filed by Dr. S. P. Thirumala Rao against Municipal

    Commissioner, Mysore City Municipal Corporation, Mysore.

    Even at the end of non-RTI applications made to govt depts., mention as under, giving

    indication that you know RTI and if this application is not properly attended to RTI

    application may follow.

    RTI IS MIGHT OF COMMON INDIAN or

    RTI IS 2 DEMOCRACY, AS AIR IS 2 MAN or

    CITIZEN IS OWNER OF GOVT INFO, OFFICER IS CUSTODIAN or such other catchy
