HAMILTON COUNTY BOARD OF EDUCATION 1 REGULAR SESSION – APRIL 21, 2016
The Hamilton County Board of Education met in Regular Session in the Board Room at 3074 Hickory Valley Road on Thursday, April 21, 2016 Chairman Welch called the meeting to order at 5:10 p.m.
ROLL CALL: Present were Chairman Welch, Vice Chairman Horn, Mr.
Galloway, Dr. Highlander, Dr. Martin, Ms. Mosley, Mr. Ricks, Mr. Testerman, Mrs. Thurman, Ms. Snakenberg, and Superintendent Smith.
Executive Session Chairman Welch adjourned into Executive Session for the Board to hear from the
attorneys regarding matters needing the attention of the Board. Chairman Welch reconvened the Regular Session.
I. Approval of the Agenda Chairman Welch stated the following amendment to the agenda: under
item III. Recognitions and Presentations add E. 31st Annual National School Library Month; under IV. Delegations add B. Elizabeth Crews – UnifiEd, C. Pam Thompson – Hope Street Group Fellowship Program, D. Stacy Voelp – Ooltewah Girls Soccer Team, and E. Pam Durham; under VII. Mr. Ricks made a motion, seconded by Dr. Highlander, to approve the
agenda, as amended. ROLL CALL VOTE: Mr. Galloway, Mrs. Horn, Dr. Highlander, Dr.
Martin, Ms. Mosley, Mr. Ricks, Mr. Testerman, Mrs. Thurman, and Chairman Welch voted aye.
MOTION UNANIMOUSLY APPROVED II. Separation Agreement for Mr. Rick Smith – Dr. Kirk Kelly, Acting
Superintendent Mr. Galloway made a motion, seconded by Mrs. Mosley, to approve the
Separation Agreement, as recommended. ROLL CALL VOTE: Mr. Galloway, Mrs. Horn, Dr. Highlander, Dr.
Martin, Ms. Mosley, Mr. Ricks, Mr. Testerman, Mrs. Thurman, and Chairman Welch voted aye.

Meditation and Pledge to the Flag Mrs. Kelly Coffelt, Principal of Chattanooga School for the Arts and
Sciences, gave the meditation and led the pledge to the flag. III. Recognitions and Presentations
A. Recognition of Teacher of the Year 2016 – Aimee Randolph The Tennessee Teacher of the Year Program promotes recognition
and appreciation for excellence in teaching. This program, sponsored annually by the Tennessee Department of Education, recognizes a Teacher of the Year in each of three categories: Grades PreK-4, 5-8, and 9-12. Mrs. Randolph recognized the Teacher of the Year in each of these categories for Hamilton County: Diane Huseman - Grades K-5 – Nolan Elementary, Carrie Bishop - Grades 6-8 – Hixson Middle, and Kirsten Legac - Grades 9-12 – East Hamilton.
B. Recognition of Brainerd High School Boys’ Basketball Team – LeAndrea Ware/Sheryl Randolph
The Tennessee Science Teachers Association (TSTA) continually promotes the development and advancement of science education. TSTA encourages classroom education, activities, and programs which will stimulate an interest in science. Ms. Ware and Ms. Randolph recognized Ms. Shannon Seigle, teacher at the STEM School Chattanooga. Ms. Seigle has been selected the TSTA Science Educator of the Year, grades 9-12.
C. Recognition of Tennessee All-State Musician – Karen Hollis Ms. Hollis recognized the students from Hamilton County who
have achieved the title of Tennessee All-State Musician. D. Recognition of Tennessee High School Science Educator of the
Year – Jamie Parris Mr. Parris and Principal Uras Agee recognized the Brainerd High
School Boys Basketball Team for their participation in the 2015 and 2016 TSSAA Class 2A Boys’ State Basketball Tournament.
E. 31st Annual National School Library Month – Aimee Randolph, Becky Coleman, John Maynard
Mrs. Randolph, Ms. Coleman, and Mr. Maynard recognizing school librarians in education throughout the Hamilton County School District by presenting a proclamation announcing that April 2016 as, “School Library Month.”
IV. Delegations A. Dan Liner - HCEA Mr. Liner addressed the Board on behalf of teachers. He stated that
was his purpose for addressing the Board each month; to be the voice of teachers in Hamilton County. He spoke about the calendar beginning with June 30, 2014 to date and the loss of the 2014 Memorandum of Agreement between Hamilton County Board of Education and the Hamilton County Education Association. He

stated the management team has been working diligently to create a Memorandum of Understanding.
B. Elizabeth Crews - UnifiED Ms. Crews addressed the Board regarding community meetings
UnifiEd has hosted over the past 12 weeks to call out what the community was looking for in the next Superintendent and also what they want to see in a process. She thanked Board members for participating.
C. Pam Thompson – Hope Street Group Fellowship Program Ms. Thompson addressed the Board regarding the Hope Street
Group and the Department of Education being in partnership for education.
D. Stacy Voelp – Ooltewah High Girls Soccer Team Ms. Voelp addressed the Board regarding the needs for Ooltewah
High Girls Soccer program. F. Pam Durham Ms. Durham addressed the Board regarding her concerns for her
son’s education. V. Approval of the Minutes of the Quarterly Session of March 17,
2016 Mr. Testerman made a motion, seconded by Mr. Galloway, to approve
the minutes of the Quarterly Session of March 17, 2016. ROLL CALL VOTE: Mr. Galloway, Mrs. Horn, Dr. Highlander, Dr.
Martin, Ms. Mosley, Mr. Ricks, Mr. Testerman, Mrs. Thurman, and Chairman Welch voted aye.

VI. Approval of the Consent Agenda Mrs. Thurman asked to pull items VI. C. (6) School Fees from the
Consent Agenda. Dr. Martin made a motion, seconded by Mr. Galloway, to approve the

JROTC will travel to Greenville, Kentucky June 8-12, 2016 to attend camp at Camp Wendell Ford.
#2 Chattanooga School for the Arts and Sciences-Upper School – Seventy-five students enrolled in eighth grade will travel to Washington, D.C. November 13-18, 2016 to visit Williamsburg, Jamestown, and Washington.
#3 Chattanooga School for the Liberal Arts – Eighteen students enrolled in kindergarten will attend a lock-in on the CSLA campus April 29-30, 2016.
#4 Central High School – Thirteen students enrolled in JROTC will travel to Greenville, Kentucky June 8-12, 2016 to attend camp at Camp Wendell Ford.
#5 East Hamilton School – Twenty-six members of the dance team will travel to Cookeville, Tennessee June 14-17, 2016 to attend camp at Tennessee Technological University.

#7 East Ridge High School – Fourteen students enrolled in JROTC will travel to Greenville, Kentucky June 8-12, 2016 to attend camp at Camp Wendell Ford.
#8 Loftis Middle School – Eight members of the Junior Beta Club will travel to New Orleans, Louisiana June 22-26, 2016 to compete in the National Beta Convention.
#9 Lookout Valley Middle/High School – Forty-five students enrolled in seventh and eighth grade will travel to Washington D.C. and Charlottesville, Virginia May 24-28, 2017 to tour our nation’s capital.
#10 Ooltewah High School – Twenty members of the volleyball team will travel to Oak Ridge, Tennessee August 19-20, 2016 to compete in a tournament.
#11 Sale Creek Middle/High School – Ten members of the high school girls’ basketball team will travel to Nashville, Tennessee June 5-8, 2016 to attend camp at Vanderbilt University.
#12 Sale Creek Middle/High School – Twenty-five members of the high school girls’ volleyball team will travel to Gatlinburg, Tennessee September 9-10, 2016 to compete in the Rocky Top Classic Volleyball Tournament.
#13 Signal Mountain Middle/High School – Twenty members of the cheerleading team will travel to Gulf Shores, Alabama May 29-June5, 2016 to attend UCA Cheer Camp.
#14 Soddy Daisy High School – Fifteen students enrolled in JROTC will travel to Carvers Gap, North Carolina April 22-24, 2016 to participate in leadership activities.
*#15 Brainerd High School – Sixteen members of the boys’ basketball team traveled to Murfreesboro, Tennessee March 16-19, 2016 to compete in the TSSAA State basketball Tournament.
*#16 Central High School – Twelve members of the boys’ basketball team traveled to Murfreesboro, Tennessee March 17-19, 2016 to compete in the TSSAA State Basketball Tournament.
*#17 Central High School – Twenty members of the softball team traveled to Knoxville, Tennessee April 8-9, 2016 to compete in the Gibbs Invitational 2016.
*#18 Sale Creek Middle/High School – Nineteen members of the softball team traveled to Gulf Shores, Alabama March 28-April 1, 2016 to compete in the Gulf Coast Classic III Tournament.

Presentation of the monthly financial report comparing budget to actual through February 29, 2016. The presentation of the monthly financial statement compares actual year-to-date expenditures to the original adopted budget and the year-to-date amended budget.
(4) Budget Amendments – Christie Jordan (a) Federal and Self-funded Approval of the following budget amendments for Federal
Grants and Self-Funded Programs for FY2016. The FederalPrograms budget is amended by items #1-2. Items #1-2consist of a current award and carryover funds from the prioryear. The Self-Funded Programs budget is amended by items#3-8, and consists of grants awarded by non-federal agenciesand designed for a specific purpose. Items # 4, 5, and 7consist of current year contributions. Items #3, 6, and 8consist of carryover contributions. (1) School ImprovementGrant, Chattanooga Girls Leadership Academy CharterSchool (CGLA), with transfers between line items. (2) SchoolImprovement Grant IZONE Schools, with transfers betweenline items. (b) General Operating Budget Transfers Approval to amend the FY16 General Purpose Operating
Budget transfers between accounts, as needed. These amendments reclassify existing budget appropriations between various accounts. Org. 19160000 - CAPITAL TECHNOLOGY, Obj. 51207251 - Equipment - Exceptional Ed $1,749; Org. 19240000 - INSTRUCTIONAL RESERVE, Obj. 51107221 - Equipment - Regular Instruction ($1,749). Transfers between account codes are needed in order to charge expenses to the proper account. No additional funds are requested.
(c) School Nutrition Budget Transfers Approval to amend the FY16 School Nutrition Budget for
transfers between accounts, as recommended. (See Addendum 1)
(5) Grant Application Requests – Christie Jordan Approval of the following grant applications. A budget amendment
will be brought to the School Board for the actual amount awarded, if applicable. (1) East Lake Academy; Project Diabetes. (Funded by Tennessee Department of Health for $450,000. Contact- Robert Sharpe and Lakesha Carson). (2) HCDE Pre-Kindergarten Program. (Funded by TDOE for $2,675,505. Contact- Dr. Brenda Benford). (3) XQ Super School Grant for The Howard School. (Funded by XQ Institute for up to $10,000,000. Contact- Kerri Randolph).

D. Proposed Breakfast Meal Increase for 2016/2017 SY for HCDE
Employees and Visitors – Dr. Lee McDade Due to USDA’s formula for how we set adult meal prices, it is
necessary to increase breakfast meal prices for both the HCDE employees as well as the visitors. We have to take the highest student breakfast cost ($2.00) and add the anticipated federal reimbursement from paying students (29 cents) to arrive at the lowest adult cost. Since we never know the anticipated student reimbursement until the summer, we risk operating under the formula for any given year. Although we currently charge HCDE employees $2.25 for breakfast, we are undercharging by four cents according to this year’s formula. Since the new formula won’t be released until this summer and to hopefully prevent asking for another increase for 2017-18, we ask for this cost to go to $2.50 for HCDE employees and $2.75 for visitors.
