SUB: REVISED FEE STRUCTURE FOR SPOKEN WORD/ MUSIC/ AND OTHER PROGRAMMES OF ALL INDIA RADIO AND FOR ARTISTES BOOKED ON ASSIGNMENT BASIS

1. A decision to revise the existing fee structure has been taken with a view to rationalise payment to artistes and to attract the best available talent to AIR broadcasts.This new fee structure will come into force w.e.f. 01.01.2013, except in the case of Sports programmes. As per revised fee structure, a provision has been made for a 10 per cent increment over the basic fee, every year to artistes. This increment will be given on 01st January, every year, to all artistes. The decision to this effect may be taken at the Station level with the approval of Regional ADGs. Regarding all Sports Programmes and events, a separate fee structure is being finalised and will be issued shortly after due approval from Prasar Bharati. Till then, the existing fee structure shall be in force. AIR Stations are expected to make all necessary efforts to improve the quality of programmes, keeping in mind the revised fee structure.

2. All graded artistes (Music artistes, Sports and Non-Sports commentators, Drama artists) from among the staff (except those appointed as musicians and music composers etc.) will be eligible for payment of 50 per cent of the basic fees prescribed for their respective grades. Playwrights from among the staff will also be eligible for payment of 50 per cent of the prescribed basic fees. Such payment of fees to Members of the Staff shall be restricted to a maximum of four paid performances in a calendar year. Stations will send a quarterly report to the Directorate regarding artistes payments made to Staff. Such employees themselves would be responsible for income tax deductions, if any.

3. Not more than two drama scripts by members of the Staff may be included in the Drama Schedule, every year, after due approval from Regional ADGs.

4. Winners of Sangeet Natak Akademi Awards etc. will be given a 10 per cent increment over the basic fee prescribed for the type of broadcast.

INSTRUCTIONS

Music

With the implementation of revised fee structure of Casual music Artist of All India Radio, the following instructions may be scrupulously followed by the Stations in respect of payment to Casual Music Artists.

1.Classical Light Folk & Tribal Music Artists -The revised fee fixed on CBR

2.Musical Features and Operas - For Musical features and operas two basic fees will be payable to artists, if a Musical features of Operas is of a duration of upto 60 minutes. All these recordings shall be on CBR. The same principle will apply to participating artists, instrumentalists, Composers and Authors of Musical features/Opera. It should be entirely musical.

3.Choral Songs/Vadya Vrinda - Fee of rehearsal for Choral songs @ Rs. 150/p per day both for artists and accompanists shall be paid to AIR Choral Groups/Vadya Vrinda Rehearsal will be limited up to 5 days only.

4.Public Concerts -For all public concerts of classical, light folk and tribal, two basic fees on CBR will be payable to artists and accompanists irrespective of the duration of the concert or number of appearance. The revised fees include fees for rehearsals and performance/recording. As a special case, Folk and Tribal Music artists/parties shall also be paid 50% additional basic fee if they perform in their costume.

5.Escorts- Henceforth escort will be permissible only to Visually challenged artists. Escorts accompanying such artists will be paid two and half rail fares of the same class as admissible to the artists. However, in case of Top grade artists, DG s prior approval to taken for airfare to escort.

6.Travelling Allowance -All A & B Grade shall be paid two 2nd A/C railway fares and all Grade B artists shall be paid two 2nd class railway fares. In case of parties leaders of the parties shall be paid two 2nd A/C sleeper railway fares for grade BH and above. In case of Grade B parties, their leaders shall be paid two 2nd class railway fares. All other members of the parties irrespective of the grade of the party shall be paid two 2nd class railway fares. But if train services are not available all entitled for 2nd A/C railway fares shall be given deluxe bus fare. Artists/other members entitled for 2nd class railway fare shall be paid ordinary bus fare only. *as per Ministry s Order no. 27/26/90-B(P) dt. 7.11.1990, all Top grade artists would be entitled for Air Fare economy class.

7.Hill Travelling- All casual music artists irrespective of their grading will be allowed 2nd A/C travel for journey in Hill Sections. Hill sections may be those which are defined as such railway authorities or hill stations/sections otherwise.

8.Increments -Programme Head of All India Radio Stations (SD/ASD) are authorized to grant only one increment at a time to an artist of BH Grade and fix the fees up to the maximum permissible of the revised fees scales. After fixing the fees of artists in the revised pay scale, it should be revised for increments only after three years. Increments in case of deserving artists should be granted only once in two years. The grant of increments and fixation of fee of artists will be done with the approval of the respective regional DDG s under intimation to this Directorate.

9. Sangeet Natak Akademi Award Winner- If an artist graded lower is selected for Sangeet Natak Akademi award or other national award, his case for upgradation should be taken on merit with the Directorate by the station concerned.

10.National Programme of Music, Akashvani Sangeet Sammelan, National Programme of Light and Folk Music etc. - There shall be no change in the fees payable for national programme of Music National programme of Light and Folk Music Akashvani Sangeet Sammelan that is two basic fees.

11.Ungraded Artists -All ungraded artists playing on the effect instruments including Tanpura and Harmonium the fee the fee Rs. 473/- fixed will be paid (As far as possible efforts to made to book only graded artists for Tanpura and Harmonium. In exceptional cases ungraded artists may be booked with proper justification with the approval of regional DDGs. Quarterly statements of such booking should be sent to Music section of this Directorate.

12.Accompanists -All India Radio books accompanists either as scheduled artist in classical music items along with the artist of the day or for special light music productions or special light music items on CBR. Artists booked for day to day recording on daily basis i.e. for one day, two days or 6 days, they should be booked for the whole day and not for one artist or one programme only. Any artist booked the day is expected to provide accompaniment to the artist booked for that day, may be one, two or three. Only those artist who are booked to accompany scheduled artists for the broadcast in classical items should be booked on the programme/artists basis.
