To this end, a survey has been developed and can be accessed by typing in the following link: http://www.surveymonkey.com/s/NJRH3V8 The City has offered an I-pod and a number of family passes to city facilities as draw prizes to those individuals who fill in the survey and provide their email in the last question. All information received will be collated by community and distributed to each association that takes part except for any identifiable information regarding respondents. We ask that all responses be completed by June 30, 2010 and the draw will occur shortly after this date. Greetings As I mentioned in the February Newsletter, the ECCA newsletter will be going through a few changes over the next couple of issues until a satisfactory product is achieved. Thus this issue does have a different look than the previous one and the next one may also. As the ice melts off the river and the geese return along with the early flowers poking up through the dirt, the signs of spring are here. The increased use of the pathways with runners and walkers and bicycle riders are another sign that spring is upon us along with the increased sunlight in the evenings. The past couple of months have been quiet but with spring does come construction. As we can see, construction on the Peace Bridge has started while construction on the Centennial Buildings (across from the Canterra building) and the Louise Station Fire Hall and buildings are almost complete. Regarding the Peace Bridge please be aware of the detours along the river pathway on your daily stroll. Also on page 2 is a notice regarding the conversion of 8 th street SW from one way to a two way street between 4 th and 6 th Avenue. This is happening later this month thus please read the notice. The Board continues to be busy with revising the ByLaws, implementing a website, and the overall monitoring of parking, noise, and developments in the area. A detailed planning and development report will be available in the June newsletter. March was membership month and once again you have responded positively. Thank you. As always support our advertisers as they support us. For Your Safety With the warmer weather coming and the longer evening light, we all move outdoors onto our patios and terraces. Please remember to lock these doors and your windows when you are not home or when you retire for the night. If your apartment and patio is near or on the ground level be especially aware of people on the street or pathways wandering by and if they see an open door or window they may decide to take a look inside. Also at night, with lights on and your curtains open you are very visible to the outside. You do not have to become a hermit but just be aware that with the warmer weather there are more people out and about.

ECCA NewsGreetings—Now that we have survived the Grey Cup Fes-tivities, we can turn our thoughts and activities to winter and the holiday Christmas season. As I get older it seems that December comes earlier and earlier each year (and maybe a bit colder). In this newsletter we have a couple of new adver-tisers and some recipes from the River Café. As always, sup-port our advertisers as they support us.

From the Board: Your community association board has identified sev-eral key issues to be overhauled during the next year. Our planning commit-tee is keeping on top of developments in the area (the office/housing market being what it is, developments are not as intense as in previous years), their report appears on the following page. Our parking committee also has a re-port regarding on street parking for our residents and visitors. We will be re-viewing and revamping our objectives and bylaws. With the bylaws being over 15 years old, a brush up is required, along with defining our member-ship criteria. We are exploring a website design and implementation. We are looking forward to having our own community website to help increase in-terest in our community. With many of our residents travelling and spending time out of the City this will provide an opportunity to keep in touch with the community. Of course, we will post the newsletter on the site in all its glori-ous colours! We have a new community liaison officer from the Calgary Police Service. Constable Kevin Whitley reported that car prowlings and theft are on the rise, which is what usually happens at this time of year. Lock your vehicle and remove anything that may be of interest to a thief. Put your packages and valuables into the trunk or take them with you. Cst. Whitley provided infor-mation regarding Apartment Block Watch. This is a building by building program and for more information check out their website www.calgaryblockwatch.com.

Olympic Torch Relay—The Olympic Torch will arrive in Calgary the evening of January 18, 2010 at the Olympic Plaza. It will be in the Calgary/Banff area on January 19th and 20th. Eau Claire Community Parking Report ECCA in discussion with Merle Jensen, Coordinator Parking and Special Events – Traffic Engineering, City of Calgary, it was confirmed that the visitor parking permit program is not currently being discussed regarding its termination and that there is no current plan or agenda to discuss terminating this program in the future. April Showers bring May Flowers

NOTICE 8th Street SW ConversionFriday April 16 – Sunday April 18, 2010

This notice is to inform you that 8th street, between 4th to 6th Avenue SW, will be converted from one way traffic to two-way traffic. The conversion will begin Friday April 16, 2010 and completed by Sunday April 18, 2010. 8th street will be converted to two-way traffic to accommodate emergency vehicles responding to calls from the new fire station at Louise Station. Businesses and traffic between these avenues can expect traffic delays due to significant road construction activities. Your patience is appreciated. Below are the activities relating to the conversion process:Friday April 16, 2010 • 9:00 a.m. to 3:00 p.m. - Calgary Police Services

will control the intersection of 4th Avenue and 8th Street SW to accommodate work on traffic signal revisions.

• The west lane on 8th Street between 4th and 6th Avenue SW will be closed to replace a southbound signal arm.

Saturday, April 17: • 8th Street SW will have only one northbound lane

from Saturday 7:30 a.m. to Sunday 6:00 a.m. between 4th and 6th Avenue SW.

• Calgary Police Services will control the intersection of 5th Avenue and 8th Street SW to accommodate signals revision work at 5th Avenue.

Sunday, April 18 • 6:00 a.m. to approx. 6:00 p.m. - Full closure of

8th Street SW from 4th to 6th Avenue SW. • Calgary Police Services will control the

intersection of 6th Avenue and 8th Street SW due to road construction work and signal revision at 6th Avenue.

• 8th Street SW should be completely open for two-way operation between 4th and 6th Avenue SW by approximately 6:00 p.m.

CBC Calgary Reads Book Sale To most of us, it’s as fundamental as learning to walk, as elemental as our ability to speak, as natural as breathing. Most of us cannot imagine life without reading. It’s a tool, a diversion, a pleasure to be anticipated. But learning to read does not come easily to everyone. Without adequate literacy skills, children struggle with low self-esteem, reduced academic achievement and ultimately, given limited career choices, face a life of poverty. Early literacy programs, if administered during the magic window between Kindergarten and Grade 2, are highly effective at improving the ability and confidence of children struggling with reading. Calgary Reads, an early literary initiative, was designed to identify and support children struggling with reading. The program piloted in 1998 with 25 trained volunteers providing individual tutoring to 40 students. Today 350+ volunteers work with 500+ students and their families in over 75 Calgary and area schools, to ensure that each child is given the tools needed to instill the confidence to read. The CBC/Calgary Reads book sale has become a major annual fundraiser for the program, and an essential event for book lovers. Last year the book sale raised $98,000 for Calgary Reads. Every year thousands of book enthusiasts return home with arms laden with high quality used books. Some have even been lucky enough to scoop up a rare edition or two for the insanely low price of $2. So do come to the 8th Annual CBC/Calgary Reads book sale, to be held April 30 (4-9pm) and May 1 - 2 (9am-4pm) at the Triwood Arena. You never know what treasures you may unearth while helping to raise the funds needed to assist a child in learning to read. You can also help by donating your quality used books by dropping them off at the CBC from April 12-26. Great News from Ward 8 - Alderman John Mar Last November 5th an event of partners of Clean to the Core & the Centre City Safety Impact Team was held with over a dozen initiatives undertaken by individuals and groups that have made a difference in keeping Calgary’s Centre City safe & clean. Some of the recent projects that have been launched by the Centre City Team have included: Operation Sentinel, a Clean to the Core safety strategy. Alderman Mar launched this awareness program to remind all that public telephones are to be used for legitimate purposes. Corporate Security and Calgary Police Service in cooperation with TELUS launched a pilot on 30 public telephones on City property and placed WARNING stickers on them. Another project was to address the number one form of litter in the Centre City which is cigarette butts. A pilot called Bubbles & Butts is underway whereby 60 small litter bins have been placed in various locations in the centre city such as on the 7th avenue C-Train corridor, in the Beltline next to many of the pubs and nightclubs and in James Short Park. According to the C-Train Station attendants, citizens appreciate the units and have been using them. Since the inception of Clean to the Core it appears that safety has increased in the Centre City as well. The three year crime trends are down in the areas of social disorder, person crimes and property crimes. You might also notice more officers on the street as over 4000 man hours are clocked each month by the dozens of beat officers walking in Calgary's Centre City. Other initiatives include all agencies (EMS, Bylaw, CPS, Transit) now have mountain bike units with 63 officers trained; LRT officers have adopted C-Train stations, etc. The Clean to the Core's Safety Impact Team has run several successful operation plans and initiatives pertaining to education on pathway safety, arresting drug traffickers, education on water safety on the Bow & Elbow, education about legitimate public telephone use and telephone removal policies, closed circuit television, and addressing social disorder and safety in and around entertainment and drinking establishments. Automated Garbage Collection - Ward 7 Alderman Druh Farrell After a successful pilot program for waste collection, the age of automation has finally arrived in residential garbage collection in Calgary. With it comes the near elimination of injuries inherent with hand collection. The pilot project that began in October 2008 resulted in zero injuries to garbage collectors in the first year compared to 215 injuries related to hand collection from Oct. 2008 to Sept. 2009. Black cart collection rolls out to the rest of Calgary starting this year at no extra cost to Calgarians. Automated collection uses trucks equipped with mechanical arms to collect garbage from wheeled carts. One of the main safety improvements is that workers no longer manually lift up to 13,000 kilograms of waste a day. There will continue to be some residential hand collection as excess garbage bags can be placed beside the black carts. But the pilot showed that only 13 per cent of garbage collected was placed outside the carts. The pilot, paid for by City health and safety funds, served 15,000 households in Cedarbrae, Citadel, Deer Run, Dover, Huntington Hills and Mount Pleasant. Results showed that not only do black carts improve safety; they also keep neighbourhoods cleaner and are easy to use. A survey of those participating in the pilot project found that 93 per cent were satisfied with black cart collection and 78 per cent found the cart was large enough to hold their weekly garbage accumulation. Homes up to and including fourplexes will eventually receive a black cart along with detailed instructions on how to use it. Each cart can hold the equivalent of three to four garbage bags. Quilt Canada 2010 - April 26 - May 1, Telus Convention Centre

In a pot, sauté the ginger, garlic, shallot and fennel in the cooking oil over medium heat for 10 minutes or until tender. Be careful not to let it brown. Add the white wine to deglaze. Place the peppercorns, bay leaf, juniper, onion and carrot in a piece of cheesecloth and tie it up to make a sachet (spice bag). Add the water, thyme, oregano, lemon juice, mustard, cooked beans and the sachet to the pot. Bring up to a low simmer.In a hot frying pan, sauté the mushrooms quickly. Add them to the pot. Continue to simmer for 20 minutes. Season generously with salt. Just before serving, add the asparagus and the fiddleheads and adjust the seasoning. Recipe courtesy of River Café.

1 lb (500g) beech mushrooms1 Tbsp (15ml) vegetable oil1 cup (250ml) fresh asparagus, blanched, cut into 1” (3cm) pieces1 cup (250ml) fresh fiddleheads, rinsed, blanched and rinsed again
