The 2017 Spring Conference Committee, through their programming, will help us better understand how others perceive us from the Board Developer’s conversation on Coffee Stains to the candidate conversations of four national site selectors throughout Thursday.

The conference will be fast paced kicking off with Arizona Cardinal’s President Michael Bidwell giving us his thoughts on how to keep Arizona’s economy on the winning track.

He will be followed by national site selectors who have worked in Arizona as they provide us insight into the following topics:

• What You Build Today, Impacts What You Build Tomorrow

• Why Do We Win and Why Do We Lose: Attraction of Companies

• Know Your Labor Market Suitability & Demographics Attributes

• BR&E- How to Get in the Door, What to do Once Inside?

• Candid Conversation on the State of Arizona

We will take time over lunch to examine ourselves in order to make us better economic developers. Board Developer’s CEO Jim Hayden, and Director, Chris Ronzio, will tee up the conversation that will encourage analysis and reflection on our lives including the identification of defects, known as coffee stains.

The 2017 Spring Conference’s “Let’s Talk, Candid Conversations for Your Community” promises to deliver dialogue which will endure after the conference ends. We wish you well with your community conversations!

Michael BidwillPresident, Arizona Cardinals Football Club

Michael Bidwill joined the Cardinals in 1996 after six years

as a federal prosecutor in Phoenix. Since he took over as team President in 2007, the Cardinal have gone .500 or better in seven of 10 seasons (just twice in previous 20 years) and have posted four double-digit win seasons (none in previous 20 years). Of the Cardinals seven all-time postseason wins, five have come during Bidwill’s 10 years as team president. Both of the Cardinals NFC Championship Game appearances (2008, 2015) and their first-ever Super Bowl appearance (2008) have also come during his tenure. Michael notably spearheaded the effort that led to the creation of University of Phoenix Stadium where the Cardinals have sold out all 114 games played since it opened in 2006. The iconic, award-winning stadium has been a major factor in the transformation of the Cardinals and catalyst for the team’s success. In early 2015, it hosted its second Super Bowl and Bidwill was also instrumental in getting the 2015 Pro Bowl moved to Arizona, marking just the third time the annual all-star game has been played outside of Hawaii. Michael has taken on an increasing role in the NFL and the greater Phoenix business community. In addition to serving on four NFL committees - Business Ventures, Stadium, NFL Foundation and Workplace Diversity – he chairs the Security and Fan Conduct Committee and in December of 2014 was

tapped by NFL Commissioner Roger Goodell to chair the league’s new Conduct Committee. In Arizona, he is past Chairman of the Greater Phoenix Economic Council and serves on the boards of the Arizona Commerce Authority, Greater Phoenix Leadership, Arizona Super Bowl Host Committee and the Pat Tillman Foundation. Bidwill earned a B.S. in Finance from St. Louis University and a law degree from Catholic University in Washington, D.C.

Brian CordeManaging Partner, Atlas Insight, LLC

Brian Corde is a co-founder and managing partner at Atlas

Insight, LLC, an independent member of the BDO Seidman Alliance firm network. Atlas assists businesses from all sectors in helping them choose strategic operating locations for their operations, helping create competitive advantage and achieve overall corporate goals by using location and incentives as ways to reduce operating costs and produce optimum results. Corde brings 18 years of economic development experience to the Atlas team. Prior to founding Atlas, he was a regional practice leader within BDO Seidman’s Business Location Incentives and Site Selection (BLISS) group and was the point person on the firm’s U.S. and European site selection clients. Prior to joining BDO, Corde was a partner with Mintax, where he developed their site location and discretionary incentive practice and held the position of executive director over the Location

Advisory and Economic Development Incentive group at ADP. Throughout his career, Corde has assisted numerous Fortune 500® companies, such as Wells Fargo, Allstate, HSBC, Kraft, Philip Morris, Pfizer, Computer Sciences Corporation and Yahoo with their site selection and incentive needs. He has also assisted government agencies with their business attraction and retention policies and has helped write incentive legislation to keep them competitive within the global marketplace. Corde has authored numerous articles for various trade publications, including Area Development magazine, and has been the featured speaker at conferences including the Industrial Asset Management Council (IAMC), CoreNet Global, Tax Executive Institute and The World Research Group. He is the former Chair of the Associate Membership Committee for IAMC. Corde is a graduate of Rutgers University with a degree in Economics with concentrations in Accounting and Finance. He received accolades for his work within the Labor Studies Department and was invited back as a teaching assistant.

Amy GerberExecutive Vice President, JLL

Amy Gerber is an executive vice president in the Business and

Economic Incentives practice, a consulting division of JLL. Gerber specializes in state incentive and tax negotiation and implementation. She utilizes her state and local tax background when working with economic development teams to interpret and change tax statutes that generate significant operating and tax savings for

her clients. Gerber is the practice expert in renewable and sustainable energy disciplines. Amy Gerber has led and managed numerous multi-state incentive negotiation engagements for both office and industrial projects for clients, including Fiserv, Kaiser Permanente, CSC, Dick’s Sporting Goods, Owens Corning, New Belgium, Under Armour, Materne, Cisco Systems and Bed Bath & Beyond. She comes to JLL as a Staubach Company legacy employee. Prior to joining the Staubach Company, Gerber worked at KPMG, LLP with the State and Local Tax Practice/Strategic Relocation and Expansion Services Division. She possesses over 14 years of experience in state and local incentives negotiation.

Amy Gerber holds a Bachelor of Science degree in Accounting from Montana State University. She is a member of the Georgia Traditional Manufacturers Association and a board member with the Georgia Chamber of Commerce. Gerber is a top producer within JLL and received the 2011 “Industrial Deal of the Year” award in Atlanta.

Jim Hayden is a seasoned C level executive with over 25 years of leadership,

development and executive coaching. Scott KuppermanPresident, Kupperman Location Solutions

Scott Kupperman formed Kupperman Location Solutions (KLS) in July

of 2011, after spending 12 years with A. Epstein and Sons International, Inc., a Chicago-based architectural/engineering/construction firm. KLS focuses on providing full-service, site location consulting services designed to maximize the long-term value of a wellinformed facility location decision. The firm specializes in working with companies in the food and beverage industry, including processors, ingredient and packaging suppliers and distribution facilities for retailers. Kupperman’ s 25-plus years of experience includes more than 11 years working for one of Florida’s largest community developers. His background includes nationwide experience in evaluating property solutions, labor availability, utility availability, state and local government support, incentive programs and other state and local resources that offer value to a particular requirement.

Over the past 15 years, Kupperman has worked with clients to successfully deliver such site selection services as site acquisition support, acquisition/operating cost analysis and comparison, due diligence management, entitlement and permitting acquisition and incentive identification and negotiation. As a sole practitioner, he manages and coordinates all aspects of the site selection process in a highly cost effective manner. Kupperman has

spoken and continues to speak at economic development functions around the country and contributes to publications that cover the economic development and location-consulting realm.

Bradley MigdalExecutive Managing Director, Transwestern

Bradley Migdal has over 10 years of experience managing

corporate site selection engagements, business incentives projects and economic development consulting assignments. His expertise is in the areas of domestic site selection and location analysis, economic incentives research and acquisition and demonstrating the economic and fiscal impacts of a wide variety of projects to both corporations and governments. He specializes in working with state agencies and local municipalities in connection with negotiating incentive packages. His prior successful negotiations have included financing assistance and grants, job credits, training grants, sales and use tax benefits, property tax abatements and other in-kind benefits. and owner of Halcyon Business Publications, Inc., which specializes in economic development media and conferences. He has 40 years of experience with HBP, Inc. and has served as the company’s president and as the publisher of Area Development since 1986. HBP Inc. properties include Area Development magazine (published since 1965) and related custom publications, its online media group, including Area Development.com, and The Consultants Forum conference group, organizers of more than 50 highly regarded best-practice conference events open to economic developers.

He is a co-founder and managing director of FastFacility LLC, the developer of FastFacility.com, a free-access searchable building and site database and FastGIS, custom-built GIS database applications for economic development agencies.

In 2015, he became a founding member of The Site Consultants Advisory Group (SCAgroup), a collaborative effort developed between a select group of leading site selection consultants and Area Development magazine. He has been a featured speaker at professional economic development conferences
