FROM THE PREZOn Saturday, March 16th, Club members visited the California Automobile Museum in Sacramento. Of note was a new exhibit of Micro Cars which opened on March 15th. Pictures and info on our CAM visit are elsewhere in this newsletter. The Club has no designated event for the month of April. For May, however, the recommended Club activity is the “Spring Fever Niles” Car Show, on Saturday, May 11th, 9 am to 3 pm sponsored by the “Niles Merchants Association”. This organization is almost impossible to locate online or by phone. (They have given up their web site, [Face Book only for now], and there is constant infighting with another Niles organization.) I was able to verify the show date by cross-referencing a couple of other show web sites. For those of you who are anticipating attending the “Spring Fever Niles” Show, in the past, pre-registrations of $25 for this show were usually due by May 1st and registrations after May 1st or on the day of the show were usually $30. After an hour of searching and plenty of frustration, I was ultimately unable to locate any online registration form. I am planning to register on the day of the show.

If past shows are any indication, this show usually has lots of great cars on display and plenty of restaurants and antique shops to visit. Club members usually set up in the lot with the white picket fence across the street from Bronco Billy’s. Plan on arriving early between 0730 am and 0800 am to secure consecutive parking spots. Please let Vern know if you planning on attending.

CALIFORNIA AUTO MUSEUM VISIT MARCH 16thWe did our outing by kick-starting it with a Lunch at the Black Oak Restaurant in Vacaville, CA.

The restaurant was very busy until about 11:45 when it seemed like the Breakfast crowd tapered off. So we had at least 30 minutes to visit before we were seated. The weather was sunny so standing outside was pleasant, but in the shade it was cool.

Our group totaled 8 and included Dave & Joyce DeCato, Vern Hance, John Knebel (plus his daughter Carol and her husband, Jim), Joe Tattersall and Jim Wagner.

After our large breakfast we got started a bit late but arrived at the Calif Auto Museum about 2:30.The display was impressive, both from the quantity and quality of the display and cars. Our NCKCC

member, Jarl de Boer, had his 1959 Berkeley SE328 on display (above), along with an East German Trabant and a French Citroen 2CV in the background. The Berkeley is powered by a 328 cc, 2-cylinder, 2-cycle air-cooled engine with a top speed of 60 mph.

The NSU Printz II (next page) was a German manufacturer better known for motorcycles. This 1960 model was powered by a 583 cc, 2-cyl. 24 hp engine that would top out at 65 mph. Meanwhile, Joe Tattersall, John Knebel, Dave DeCato are examining other cars in the background.

The Crosley (below) was a U.S. small car built from 1939 - 1952. Early models had a 2-cylinder air-cooled engine, but later came with a water-cooled 4 cylinder engine, such as this Station Wagon.

The Fiat 500 based Vignale Sport Roadster (center-right) was the idea of a Monaco Fiat Dealer. Coachbuilder Vignale designed and built 300 before poor sales forced it out of business.

The ’91 Nissan Figaro (lower-right), with a full length sunroof, became a cult car and the 8,000 planned production was extended to 20,000 cars. A 4-cyl. 987 cc engine gave a top speed of 106 mph.

WHAT’S NEXT?Our next club event is on May11, 2019 at the ‘Niles Spring Fever’ car show in the Niles District of Fremont. Arrive early.

I had the same problem as Jim Wagner in finding entry forms. I will continue to try to obtain them and post them to our website.

Also we will list August 17th Hot August Niles Car Show as an official NCKCC event. I will also search for the entry form for this show and post it.

In searching the internet, I discovered several car shows that I wasn’t aware of:

1.) The Silverado Resort and Spa Car Show takes place on the Mansion Lawn on Sunday, April 28 from 11 am - 3 pm. In addition to more than 150 cars on display, the event features live music and amazing food. SPECTATOR ENTRY IS FREE!If you would you like to show off your ride? Register before April 21, 2019 for just $39 or after for $49. Search for Silverado Resort Car Show on the web.

2.) Cobra Day at the “Cobra Experience” 777 Arnold Drive, Martinez is on June 1st from 10 am to 2 pm. Only Cobras and Ford products are welcome, however spectators are welcome and free.

SEMA LEGISLATIVE NEWS1.) Legislation (AB 210) in California to exempt motor vehicles manufactured prior to the 1983 model-year from the state’s emissions inspection requirement was removed from consideration by the bill’s author in order to build additional support for the measure. Current law still requires the biennial emissions testing for all 1976 and newer model-year vehicles.

The bill had been scheduled for a hearing in the Assembly Transportation Committee on March 25, however the legislation will now be eligible for reconsideration by the California legislature in 2020.

An overwhelming response was received from enthusiasts in response to requests for action on this bill. The SEMA Action Network says: Thank you to everyone who voiced support.

2.) Legislation (AB 390) has been introduced in California to repeal the section of a 2018 law (AB 1824) that amended how state law enforcement officials issue citations for exhaust noise violations and broken mufflers. Under the current law, a vehicle cited for violating exhaust noise laws no longer receives what is known as a “fix-it” ticket. Instead, violations now result in an immediate fine. AB 390 would re-institute enforcement’s discretion to issue “fix-it” tickets. The bill passed the Transportation Committee, but will now be considered by the Appropriations Committee. SEMA testified at the March 25th hearing as the sponsor of the bill.

3.)  The EPA issued a proposed regulation that would allow U.S.gas stations to sell E15 (gasoline that’s 15% ethanol) during the summer months (June 1 through September 15). If finalized, the EPA would overturn its long-standing prohibition on the sale of E15. The EPA’s effort to allow year-round E15 sales would expand the number of gas stations selling gasoline with higher amounts of ethanol.
