April 8, 2017 Real Estate Council of San Antonio 8626 Tesoro, Suite 803 San Antonio, Texas 78217 RE: San Antonio Water System (SAWS) Certificates of Convenience and Necessity (CCN) and Sewer Area Maps in the northwest and northeast area. Dear Ms. Mangum, This letter is to follow up on the request for SAWS to provide maps of our existing service area (CCN) and sewer collection system associated to the presentation provided to the Real Estate Council of San Antonio (RECSA) on March 8th, 2017. Two maps are provided as attachments to this document. One map shows the far northwest sewershed area and the other map shows the far northeast sewershed area. Each map shows SAWS sewer collection system in green, SAWS existing service area (CCN) in blue, and major roads for reference. The areas outside of the blue are not part of SAWS existing service area. There are two major projects underway to increase additional wastewater capacity, the W-31 project in the northwest sewershed and the E-19 project in the northeast sewershed. Currently each of these wastewater lines has wet weather capacity constraints which means there is limited capacity in these lines during periods of rain. Therefore if a Utility Service Agreement (USA) is requested for a tract outside the SAWS’ CCN area (any part outside of the blue shaded area on the maps) that would impact these lines, then capacity restrictive language may be included in the USA. This language would state that wastewater service may not be available until the completion of the W-31 project for new development in the far northwest area, and E-19 project for new development in the far northeast area. The estimated completion for W-31 and E-19 is mid-2018 and mid-2019 respectively. It is important to note that any of these developer projects, outside SAWS CCN, will be evaluated on a case by case basis to determine the impact to the system. For new development within the SAWS CCN (blue shaded area on the maps) the technical review process and infrastructure requirement evaluation will remain unchanged and SAWS will provide wastewater service to those areas.
