1.0 PREFACE TO ...1.!:!E REPOR'I.

1.1 LOCATION

Th~ area considered in this study extends from and

includes those buildings at th~ rear (east) of the Mint

Museum formerly associated with the Mint manufacturing

processes together with the subsequent accretions;the land

occupied by the multi-storey court building;the Open car ..

spaCe area to the north of this extending from th~ newly

construc~ed fence dividing the Museum grounds from the car

park;and the land between the Mint manufacturing buildings

and th~ ~ormer boundary wall to the hospital, now incorporated

in the Hyde Park Barracks Museum complex. The easternmost

extension of the study area is defined by the beginning of

the Domain.

1.2 AIMS

The aims of this report are twofold:first'to

compile archival evidence to detail the development of the

built environment in this area~thereby determining the

maximum archaeological potential of the site and providing

an historical ~onte~t for the standing structureS and secondly

to provide an archaeological assepsment of the site as a

basis for future planning decisions.

Basic archival r~search of graphic and

documentary resourCeS was carried out in the major repositories.

Selective USe has been made of this documentation because

the research design of this report is different to that of

an architectural search, requiring data only relevant to

th~ nature, location and development of structures.

The only constraint met in the implementation of

this programme is that common to all archival research, that

of insufficient data pertinent to the architectural

development of this site, particularly in Phase Ill.

DEVELOPMENT OF THE SITE,1810-1984.

Watson claims that,at this timA,the ground floor

During the initial occupation of this site the

later "Mint" building and its immediate environs formF!d one

third of thp New General Hospital of SydneY, constructed

c.1810-1816. The barrack building was designatAd for use

as a residencp by four Assistant SurgF!ons,one Purveyor and

one Apothecary. There v.zere "necessary" outbuildings. (1)

However,during the period 1815-1820 numerous

changes were madF! to the original proposed uses, primarily

to accomodate court facilitieS within thA hospital compound,

These were mainly concprnp.d with the management of space

within thF! northern and central blocks,although,on a numbAr

of occasions, it was proposed to convert the southprn wing

into court. accomodation. This schAmA was finally abandonAd

in NovembAr 1820 when Francis GreAnway declared that he

could not guarantee thA safety of thp southern wing. (2) It

In all phases, but particularly in Phase I,minimal

referAncp is madp to thp outbuildings and surrounding grounds

of thA southern wing o~ the hospital. ThA majority of thA

documentation is concernAd only with thA developmAnt and

problems associated with the barrack building. Assessing

thp development of the eastprnmost sAction of this compound

may only be achipved by referAncA to minimal documentation

and pxtrapolation of the Avidence.

In January 1823 CommissionAr Biggp d~scrib~d thp

In a rAport of c.1827 it is confirmAd that thA

southArn wing was bAing uSAd as a military. hospital, at this

time for thA 57th Rpgim~nt,and " ••• onp of thA wards or rooms

has b~An givAn up to bhA SurvAyor G~n~ral as an officA until

thA N~w Building ArActing for that dppartmAnt is complAt~."(7)

ThA Assistant SurgAons had b~An movAd to accomodation in th~

nO;r'th~rn wing.

In 1828 this occupation is again rAfArrAd to by

GovArnor Darling who statAd that thA building " ••• is at prAsAnt

occupiAd as an hospital by th~ 39th R~gimpnt and has for

somA tim~ past b~~n appropriatAd to on~ of th~ Corps in

Garrison••• ". (8)

In 1838,during trial proc~~dings for on~ of th~

surgAons,d~tail~d ~vid~nc~ was giv~n rAgarding thp

occupation of th~ south~rn wing. It was statpd at this timA

that thA ground floor hous~d thA mAdical storA and a sAction

of thA uppAr floor was u ae-d as quar-ce-r-s for th~ assistant. '.

surgAon and th~ r~maindAr as wards for sick offic~rs. In

thA rAar of this building WArA two kitchAns,stablps,a

dissActing room and a gard~n (9).

This was th~ conclusion aftAr two yAars of long and

quitA bittAr wrangling which had occurrpd ovpr thA occupancy

of th~ south~rn compound. This had b~gun in 1836 whpn th~

Stor~s MastAr movAd into thA building, sharing with thA

Assista~~~ Surg~on,ward spacA and storAS. SubspquAntly thp

Assist'ant: 'Surg~on was rAqupst~d to lAav~7h~.o.rAsist~d this

rpqu~st. AftAr many argum~nts it could b~ statpd in 1837

Discussion conc~rning th~ n~~d for a Sydn~y Mint

had b~gun soon aft~r th~ official notification of th~

dd acov-sr-y of gold in Australia-.but it was not until

January 1852 that th~ d~cision was confirm~d and £10~OOO

s~nt to Britain to purchas~ ~quipm~nt,machin~ryand building

parts (1). Th~ first offic~rs w~r~ appointod,b~ingCaptain

F.C.Ward (D~puty Mint Mas~~r) and Mr Trick~tt (Sup~rint~ndant

of th~ Coining D~partm~nt). In 1853 Mr Trick~~t was s~nt to

Sydn~y to act as ~l~rk of Works on th~ building sit~ and

CaFtaln Ward r~mainod in England to arrange th~ purchas~ of

supplios.

Tho d~v~lopmont of tho occupation of th~ sit~ from

this point onwards is not on~ of changing t~nancy but

adjustm~nts of th~ sit~ to suit.tho singlo occupant. Aft~r

th~ docision hado b~~n mad~ to d~v~lop tho old hospital

This was locat~d in thp ~xtremp south-~ast~rn corn~r

of th~ sit~,approximat~lyon the location of th~ old

diss~cting room. Th~ first r~f~r~nc~ to th~ building is in

1860 wh~n a Iott~r was s~nt " ••• r~sppcting th~ ~r~ction of

Assay offic~s and othpr r~pairs at th~ Mint". Notification

of approval of th~s~ m~asur~s was also attached (~3). Th~..offic~ is cl~arly se~n in Plat~ No.3. Th~ 1884 sit~ plan

shows the basic block plan b~for~ additions. (Plan No.12)

In c.1896 ext~nsiv~ alterations w~r~ carri~d out

on this building having b~~n " ••• r~constructed and

practically a n~w building er~'ct~d,containing on th~ ground

floor the accomodation necessary for th~ Assay d~partment,

while the upper floor is fitt~d up as quarters for th~ offic~­

k~eper."(34). The 1896 plan (Plan. No.16) shows th~ n~w

arrangem~nts and ground plan. This was still standing in

1953 and app~ars to hav~ only be~n demolished in 1956 to make

way for th~ new District Court building.

By 1953 th~s~ had b~~n consid~rably ~xt~nd~d into

a maz-e of timb~r,cast iron and brick she-ds (Plan No.2D).

Initial d~molition of th~ W.C.,Assay Stor~s and sh~ds b~gan

in 1956 to mak~ way for th~ construction of th~ District

Court building. Th~ r~maind~r stay~d in situ until th~ Mint

r~storation programm~ b~gan (Plat~ No.tO).

During 1859/60 a n~w m~thod for crushing an0

t~sting aurif~rous quartz was d~v~lop~d. A n~w room was built

and machin~ry acquir~d to utiliz~ th~ proc~ss. This was

locat~d on th~ north~rn facad~ of th~ ~ngin~ hous~ and in

contrast to th~ earlier buildings was construct~d in brick

·(~2). This was locat~d on the sit~ of a pr~vious op~n yard

with two W.Cs. The West~rn side of th~ yard was adapt~d to

hous~ a bathroom and W.C. betw~~n the wall of the rolling

room and th~ quartz crushing room (Plan No.16). By 1896 a

large shed had be~n construct~d on the ~ast~rn elevation

and this app~ars to have b~~n still intact in 1953. By 1928

the ar~a had b~en conv~rt~d to a ministerial garag~ (Plan No.:~~)~

This was d~molish~d in 1968.

location in 1945. Tho site plan of 1953 (Plan No.~» shows

its final form. It was domolishod in 1956 to mako way for the

construction of tho District Court building. Tho sito is now

part of a car park.

xiii) Mint Suporintondant's Rosidonco c.1870s: A.II.10

This contraI houso has no documontary ovidonco for

its initial construction but it, is cortainly lator than tho

north oastorn residonco (A.II.10),not appoaring in Plato No.3

whon tho lat~or doos. Howovor,tho houso doos appoar in the

1884 sito plan (Plan No.12). In 1896 a bay window was addod

to tho Wostorn olovation (PLan No.15). It is soon in Plato

No.6.

By 1900,at least, it had beon allocatod as a rosidonco

for tho Suporintondant of tho Mint. In 1898 tho "four roomod

cottago ll was ropairod and onlargod by tho addition of a

bodroom and sorvant's bodroom. (36). Tho plans for this

arrangomont aro still oxtant (Plan No.l~*. It was domolishod

in 1956 to mako way for tho District Court building.

3.3 PHASE III:1927-1984

Occupation and Dev~lopm~nt of Government and Court Offices

A Assessment of Documentation

The records for this period are copious, however,

the majority are still within separate government

departmental archives and not indexed thoreby making retrieval

of information virtually impossible. A very small percentage

only app~a~s to be concerned with tho various additions to

the site.

B Dovelopment of Occupation

This phase of occupation is the most. complex of all

with a multiplicity of government offices and judicial

dopartments sharing the premises, moving in and out with great

rapidity.

At the closuro of the Mint,after all the machinery

was removed and the site scrupuously cleaned to ensure that

all traces of-gold had boon collected, numerous requests

were mado for space to be let in the buildings. These Wero

from a varietyof departments including the hospital, law

courts and treasury. The Successful applicants in 1926 appear

to have boen sections of the Government Insurance Office,

Treasury,Treasury Insurance Branch and the State Taxation

Department. It is difficult to determine thereafter when one

office left and another moved in, however, it would seom that

the major occupants sO-existing with each other at various

II oxcavation programmo at tho Hydo Park Barrack and Royal

Mint sitos. Tho wostorn wall was found to bo partially

intact, although disturbod and somo stonos robbod,thoroby

boaring out th~ ovidonco of th~ 1854 rocommondation. Tho

romaindor of this building would havo boon complotoly

covorod by tho construction of tho coining dopartmont.

Tho aroa was continually built on for storos and tho liko

throughout tho ninot~~nth contury and,finally,tho aroa

has boon totally disturbod by tho construction of tho

District Court building in 1956.

Tho boundary wall (A.I.4) survivos abovo ground

in only ono location7soctions aro built into tho northorn

wall of tho Hydo Park Barracks compound. Tho oastorn wall

was roplacod in c.1855 by tho Mint wall and this in turn

by tho curront wall in 1956. It is unlikloy that any ovidonco

of tho oarliost foaturo survivos.

likolihood of ovidonco boing found intact from this socond

stablo is minimal.

It is difficult to dotormino tho likolihood of

rotainod ovidonco of-tho foaturos includod by A.I.7,8

(drains,landscaping"otc). Cortainly largo aroas' of potontia!

ovidonco havo boon ontiroly r~movod ,for oxamplo tho District ­

Court sito,othors havo boon sovoroly disturbod. If any ovidonco

is·rotainod,thoroforo,it is likoly to bo in small aroas.

Tho obsorvation of rotainod ovidonco of this kind on both

tho Hydo Park Barracks and Royal Mint sitos,dospito oxtonsivo

building and chango in tho samo aroas,nocossitatos caution

in stating that all ovidonco of this typo has boon

romovod.

In summary it appoars-to bo oxtromoly unlikoly

that furthor structural ovidonco from Phaso I,othor than tho

kitchon wall rovoalod during tho 1982 Stago 11 oxcavations,

will bo r~tainod within tho archaoological rocord. Howovor,

dospit tho oxtonsivo cOBstruction and oarthworks" of lator

phasos thoro is still somo possibility that ovidonco of

Phaso I drainago pattorns,surfaco typos,landscapo foaturos

of ono-vory substantial box drain from this phase was

rovealed during tho Stago I Hydo Park Barracks and Royal

Mint oxcavation phaso and a very oxtonsive,smallor box

drain was excavated during the Stago II programme. Similar

evidonce may_still bo intact.

Tho only aroa of potential that cannot bo assossod

is-A.II.5,tho location of tho Sappers' and Minors J cottagos.

Tho oxact location of thoso cottagos is unknown although it
