How to Encourage lsquoMake inIndiarsquoThough there is hardly anydoubt about dumping by Chinaand its ill effects on Indias SmallScale sector it is equallyimportant to understand thatChinese government providesmost conducive atmosphere forthe development of industry andentrepreneurship in China andhas turned China into amanufacturing hub of the world

In India costly electricityoutdated labour lawscomplicated tax system highrates of taxes problems ingetting finance lack ofinfrastructure laws inhibitingstart of enterprise inspector rajand perverted environment lawsare some of the problems whichhave been coming in the way ofhealthy development of SmallScale Sector Thus we can saythat not only the problems arisingout of unequal competition fromimports there is a whole plethoraof problems faced by themranging from start of enterprise tothe marketing of final produce

Need for Separate LabourLawsNobody would deny theimportance of protection andwelfare of labour Though policyof unjustified hire and fire policyis no good and we need toprotect workers interestshowever one cant justify samelaws for big and smallenterprises Scenario haschanged now and due tocomplex labour laws SmallEnterprises instead of hiringregular labour have startedshifting to contract labourContract labour is exploitedby the intermediaries and organicrelationship betweenentrepreneur and the labourgoes missing affecting welfare ofboth entrepreneurs and workersGiven this problem the SecondLabour Commission gave animportant recommendation toenact separate laws for SmallEnterprises Workersorganizations also favoured suchinitiative Sometime ago a billcalled Micro Small and MediumEnterprises Bill was formulatedHowever need to have separatelabour laws for Small Enterprisesremains

FinanceBanks and other FinancialInstitutions feel that its risky andcumbersome to lend to smallenterprises There is hardly anytruth in this thinking given theNPA crisis being faced by banksdue to big loans turning bad Dueto this preconceived notions ofbanks they try to avoid lending toSmall Enterprises evencircumventing their legal bindingof priority lending to SmallEnterprises Further SmallEnterprises get loans at higherinterest rates whereas bigborrowers get loan at muchcheaper rates and on more easyterms without hassles

After the current governmenttook over the rein of power it hastried to facilitate Small and MicroEnterprises through Micro UnitsDevelopment and RefinanceAgency (MUDRA) Start upschemes etc Beneficiaries of

MUDRA loans have not onlyemployed themselves ratherthey have created many morejobs

Restricting Flooding andDumping of Imports

Although foreign trade is anormal phenomenon in moderndays however it has been amajor cause for distress to SmallEnterprise Reason is dumpingby some foreign countriesespecially China Centralgovernment has now startedimposing Anti-Dumping Duty in abig way In a written reply inRajya Sabha the thenCommerce and Industry MinisterNirmala Sitharaman had saidthat Anti-dumping duty is in forceon 93 products concerningimports from China In addition40 cases concerning importsfrom China have been initiatedby the Directorate General ofAnti-Dumping and Allied Duties

We find that the imposition ofanti dumping duties on someitems in the year 2016-17 yieldeddesirable results Now since onmany other items of imports fromChina anti-dumping duty hasbeen imposed it is expected thatimports from China will furtherdecline This would not only givereprieve to domestic industrytrade deficit wilh China is alsoexpected to come down

Preference in GovernmentProcurementIn order to protect and promotesmall enterprises there used tobe a clear and comprehensivepolicy of preferentialprocurement from SSIs whichused to take the form of pricepreference or purchasepreference However with thepassage of time thesepreferences were more or lessweaned away

A preferential procurementpolicy has been made by thegovernment implemented bymaking General Financial Rules(GFR) Rule 153 of GFR states

In procurement of goods forRs 50 lakhs and less and wherethe Nodal Ministry determinesthat there is sufficient local

capacity and local competitiononly local suppliers will beeligible

For procurements valued atmore than Rs 50 lakhs (or wherethere is insufficient local capacitycompetition) if the lowest bid isnot from a non-local supplier thelowest-cost local supplier who iswithin a margin of 20 per cent ofthe lowest bid will be given theopportunity to match the lowestbid

It is expected that preferentialprocurement of domestic goodswould go a long way inencouraging domestic industry ingeneral and Small Scale Industryin particular

There is a need to facilitatenew entrepreneurs by singlewindow clearances of all typesSome states have initiated thisprocess As more and more stategovernments are going onlinethis process will furtheraccelerate Under new initiativesfor Startups online clearancesare given

Building InfrastructureIts almost impossible to start andrun Small Enterprises in a remotearea They are neither connectedwith rail or road nor do they haveassured source of power Even inbig and developed places

assured power supply is a bigissue At many placesgenerators are under rampantusage This not only raises costbut is a source of pollution andunits equipped with generatorsare subject to exploitation byconcerned departmentsinspectors There is need todevelop infrastructure of variouskinds including rail road powerskill development markets(including e-portals) etcUniversal electrification ofvillages boost being given tosolar energy fast track building ofroads by the present governmentis expected to help promotion ofsmall scale and tiny industriesespecially in rural areas E-procurements have also beenstarted by the government

By nature Indian people areentrepreneurs hardworking andenthusiastic They needconducive environment forentrepreneurship developmentMuch has been done by thegovernment and much more isexpected

HOW MUCH DOES ONE NEED TOSPENDIn so far as the fees for the courses inforeign languages are concerned theyvary from University to University andfrom Institute to Institute However thecourse fees in JNU and Delhi Universityare reasonably lower than otherUniversities and Institutes The differencein the fees structure for these courses issubjected to the sort of language and thenumber of students opting a particularforeign language

However foreign languages such asKorean Japanese and Chinese arereckoned as fairly tough and theirinstitutes are also fewer so they areavailable at very high costs whereasArabic and Persian are commonlyavailable at all Universities in the countryand so these courses are offered at

relatively lower costs Roughly suchcourses cost anywhere between Rs 2-3lakh per annum
