G alicia, one of the leading regions in the development and imple-mentation of ICT in Public Administration, issued a call for ten-ders through AMTEGA (the Agency for the Technological Moderni-

sation of Galicia), for a project to develop the Galician digital archive, thepreservation of documentary heritage and the elimination of paper in ad-ministrative regions (of Galicia and northern Portugal).

DIGIBÍS has been awarded the two lots from this tender, as reported inpages 8 and 9 of this issue.

The solution offered by DIGIBÍS, based on DIGIARCH© 3.0 covers the sys-tem for the preservation of the digital objects, the dissemination and har-vesting system and the management system for archival descriptions anddigital objects. Therefore, it is a complete and integrated solution thatallows for managing, consulting, harvesting and preserving archival infor-

mation, in compliance with archival standards, using Linked Open Data technology and followingthe OAI-PMH protocol, which allows for the har-vesting by national and international aggregators, such as Hispana, Europeana and the DigitalPublic Library of America.

This complex and complete network/structure,can be applied to any institution interested in themanagement, preservation and dissemination ofits collection. Through it, DIGIBÍS maintains its

commitment to Linked Open Data technology applied to archives, librariesand museums (already mentioned in the previous issue), as well as theadaptation to the corresponding regulations and the latest internationalstandards, adapting to them and keeping up with the evolution of informa-tion technology.

Digital preservation

For this project, DIGIBÍS has established a strategic relationship withthe company Libnova, which specialises in digital preservation accordingto the OAIS model and whose Libsafe product communicates with ourDIGIARCH 3.0 program through the input of METS files as SubmissionInformation Packages. Likewise, this product will be used for the harvest-ing of the Galician website, for the purpose of preserving it in the WARCformat.

EUROPEANA

INTERNATIONAL Europeana Business Plan 2015

F ollowing up on the recommendations madein the Europeana Annual General Meetingheld in October 2014, the Europeana Busi-

ness Plan 2015 was completed in May of this year, under the evocative title/motto Make the Beauti-ful Thing. Its many objectives include, as usual, the improvement of data quality, the enrichmentof metadata and the development of tools thatstreamline work processes, as well as the promo-tion and dissemination of the contents of the web-site. The development of a new interface, a newdata aggregation infrastructure and the creationof three themed channels are also included.

Europeana Cloud and Europeana Metis in development: the new data aggregation infrastructure

Both the technology and needs of providers andusers of Europeana have changed and the currenttechnical infrastructure for data aggregation hasbecome outdated –remember it was created fiveyears ago–. Therefore, one of the goals of the 2015Business Plan is to create a more efficient and dy-namic system, that eliminates unnecessary man-ual processes and facilitates the participation ofinstitutions as the data providers they are.

One of the ideas is to turn aggregators into ex-pert hubs –a concept that is yet to be developed–. To reach this goal, the Europeana Metis toolwill be developed for the aggregation of EDM andthe cloud infrastructure (Europeana Cloud) willbe used. The pilot project of the latter will betested in late 2015 and it is expected to be imple-mented gradually by the remaining membersstarting in 2016.

More visibility, more dissemination, more participation

The current Europeana interface will be re-newed and special attention will be given to so-

called multipliers (social networks and externalplatforms, such as Facebook, Pinterest, Tumblr,Wikipedia, DailyArt, Mashable, etc.), which allownot only for increasing visibility but also for en-couraging participation by users.

The other Europeana sites. Updates

Europeana will maintain and develop other ex-isting sites, such as “Europeana 1914-1918”, inaddition to creating three new sites devoted toMusic, Fashion and Art History.

This last site is noteworthy for its launch, as acampaign, set for autumn this year, will be organ-ised, through which the 10 most representativeworks of art will be chosen through the citizenparticipation of each member country. .

Make the Beautiful Thing. Europeana Business Plan 2015.

ENUMERATE

INTERNATIONAL

T he ENUMERATE project, created in 2011 atthe European level, for the purpose of de-veloping a reliable statistical database

about digitisation, digital preservation and on-line access to European cultural heritage, pub-lished, in late June 2015, the results of its ThirdGeneral Survey, the first one carried out withinEuropeana version 3, which the project joined in2014.

ENUMERATE is the successor of the NUMER-IC project (2007-2009), both funded by the Euro-pean Commission. This Third Survey is actuallythe fourth largest study carried out so far re-garding the status of digitisation in Europeancultural institutions. The fact of being part of theEuropean Digital Library is important, as it iscurrently developing a digital observatory (ENU-MERATE Observatory), which will provide accessto both the documentation and the statisticaldata gathered.

Spain, the country with the widest participation in this Core Survey 3

Between February and May 2015, over 1,000institutions from 31 countries, including Spain, participated by sending their answers to thequestionnaire, which focused on collections, digi-tisation activity, online access, digital preserva-tion strategies and investment in the digitisationof heritage. As on other occasions, DIGIBÍS hasbeen the national coordinator of the survey inSpain.

General participation, including Spanish par-ticipation, has decreased compared to previoussurveys. However, our country, with 194 surveyssubmitted, has been the one with the widest rep-resentation in this issue.

The great majority of the surveys received be-longs to memory institutions with collections thatmust be preserved for future generations and84% already have digital collections.

Digitisation and preservation strategies increase

The number of institutions with a written digiti-sation strategy has increased from 36% to 41%while the written preservation strategy remains thesame. About 47% of institutions have not yet devel-oped a long-term digital preservation strategy.

The growth of digitised collections remains inconstant –albeit slow– growth (3% more in eachSurvey compared to the previous one), with thepercentage of works that remain undigitised de-creasing by half.

It is positive to see how the percentage of cul-tural heritage institutions gathering works origi-nally in digital form has increased (from 52% to60%), especially among libraries. In terms of on-line access, almost half (45%) of metadata isavailable. Libraries show the highest percentageand museums the lowest one.

The average budget invested in digital collec-tions is of 276,471 euros (budgets range from tenmillion to ten thousand euros). Full-time staff de-voted to digitisation remain the same as in theprevious survey.

The different statistical reports and the datagathered by the surveys (completely anonymous)can be accessed through the ENUMERATE DataPlatform (http://dataplatform.enumerate.eu/),developed by DIGIBÍS in the first phase. Using thisplatform, institutions can compare their perform-ance indicators with those of other institutions(whether national or from other European coun-tries).

LAB APPLICATIONS

O n 4 May 2015, DIGIBÍS wasawarded the contract in thetender by AMTEGA (Agency

for the Technological Modernisation ofGalicia) to design, develop and imple-ment the Electronic Archive of GalicianHeritage.

Created in 2011, AMTEGA is thestrategic and executive tool driving themodernisation of the government andthe economic and social development ofGalicia, allowing for greater efficiencyand reductions in expenditure. TheARPAD Project, the framework of thecontract awarded to DIGIBÍS, is part ofthis commitment to ICT.

The ARPAD project is a cooperationinitiative between the administrations inGalicia and northern Portugal, whichwill allow for reducing the use of paperin government operations in two ways:through the use of electronic documentmanagement, with the creation of theDigital Archive of Galicia, and throughthe development of digital administra-tive services and interoperability. Thegoals of this project include the preser-vation and promotion of Galician andnorthern Portuguese documentary her-itage.

Divided into two lots, the tender in-cludes, first of all, the creation of a sys-tem for the preservation of the digitalcultural heritage of Galicia and, secondly, a sys-tem for the dissemination and harvesting of Gali-cian digital cultural heritage and a managementsystem for archival descriptions.

The integration and interconnection of thesethree systems is necessary for greater workingefficiency in terms of staff, costs and resources, which corresponds to one of the goals of theARPAD project. For this reason, DIGIBÍS offered a

complete solution that interconnects the systemsspecified in both lots of the tender and allows forunifying tasks.

The digital preservation system serves the pur-poses of preserving documents created digitally,

ARPAD Project to create the

Website of the Agency for Technological Modernisation (AMTEGA) establishing the

objectives of the ARPAD Project and its lines of action, including the design

and construction of the Digital Archive of Galicia.

managed by the Administrative Electronic Archiveand the digitised document managed by the Man-agement System of Archival Descriptions. TheOAIS protocol defined by the ISO 14721:2012 stan-dard will be applied, it being the reference modelfor open archive information systems.

For this project, DIGIBÍS has established astrategic relationship with the company Libnova, which specialises in digital preservation accord-ing to the OAIS model and whose Libsafe product

communicates with our DIGIARCH 3.0 programthrough the exchange of METS files. Likewise, this product will be used for the harvesting of theGalician website, for the purpose of preserving itthrough the WARC format specified by the ISO28500:2009 standard, ensuring its preservation.

Specifically, the system performs passivepreservation (backup copies and metadata cata-logues) and, especially, active preservation thatallows for the evolution to new file formats, mod-ifications or updates of standards and digital sig-nature management. Furthermore, the systemalways maintains version tracking and does noteliminate previous metadata, so that new meta-data sets linked to an object can be created with-out losing all the previous ones.

For the Archival Description Management Sys-tem, the DIGIARCH© WEB© 3.0 program by DI-

GIBÍS will be used, migrating the data and meta-data of existing files to it. For all analogue or dig-ital archival documentation, this system acts as aconnection and coordination component betweenboth the administrative electronic file and thepreservation system and the digitised archivaldocuments and the Preservation System. TheArchival Description Management System willcomply with the ISAD(G) and ISAAR(CPF) normsand the EAD (Encoded Archival Description) andEAC (Encoded Archival Context) standards. Fur-thermore, data and metadata will be encapsulat-ed in METS. This will ensure their preservation.

Regarding the Dissemination and HarvestingSystem, its main objective is to provide a virtualcollection of all the digital objects generated inthe Euroregion of Galicia and northern Portugaland is aimed at being the single consultationpoint of all the digital cultural and scientific her-itage of Galicia. To do this, the OAI-PMH1 protocolwill be used.

A complete and integrated solution

With this functional architecture, DIGIBÍS pro-vides a complete and integrated solution for theconsultation, harvesting and preservation of his-toric archival information, always using the ap-propriate standards of digital informationarchives, as well as Linked Open Data, which pro-vides added value. It is clear that this integratedsolution prevents errors, rationalises all digitalprocesses and makes them more economicallyviable.

DIGIBÍS offered a complete solution thatinterrelate the specifiedsystems in the two

batches of the contestand allows unify tasks

1 DIGIHUB© generates an OAI-PMH repository that willallow for digital cultural and scientific heritage to be harvest-ed by other national and international harvesting services, such as Hispana and Europeana.

D IGIHUB, a program developed internallyby DIGIBÍS, is an integrated system thatharvests metadata of digital objects us-

ing the OAI-PMH protocol and displays them in arepository that uses the same protocol.

DIGIHUB has been used since 2006 by Hispana, the national aggregator, which currently containsover 5 million digital objects and which has beenmentioned in the Europeana Business Plan 2014as a prime example of a national aggregator.

The new 4.0 version of DIGIHUB has been up-dated with new protocols and formats while thedifferent modules have been made more cus-tomisable, allowing for their adaptation to theneeds of the customer/institution/project. Version4.0 will be used for projects such as the digitalrepository of Galicia and northern Portugal.

Directory of Digital Collections

• It allows for the inclusion, removal and mod-ification of digital collections to be integratedin the system, as well as their data

• It allows for the inclusion, removal and mod-ification of the OAI-PMH repository associat-ed with each digital collection as well as itsdata

• It incorporates a web interface for public con-sultation that can locate a specific collectionor repository. It also allows for searchingmetadata in a specific repository.

OAI-PMH Harvester

• Updated formats: MARC_OAI, ESE v.3.4.1,DIDL (DRIVER), EAD3 OAI_DC, METS, MODS,DPLA Metadata Application Profile v.4.0,LIDO.

• Consultation of harvesting: Harvesting can beconsulted, with direct access to all OAI-PMHrepositories registered in the system, allow-ing users to obtain an overview of the status

of harvesting. DIGIHUB displays the harvest-ing consultation as a summary, offering thepossibility of sorting the results. Thus, thesystem administrator can obtain the follow-ing information quickly: repositories activat-ed for subsequent harvesting; errors arising

during harvesting; repositories with thegreatest number of pending changes; repos-itories that provide the largest number ofrecords, etc.

• The system administrator can perform thefollowing operations:

• Invalidate the records harvested; • Assign the records harvested to a spe-

cific set in the OAI-PMH repository. Thisallows each repository to be harvestedas chosen: wholly or partially, with afew specific formats or all of them. Thesame thing can be done for supplyingdata to external aggregators, such asEuropeana, Hispana and OAIster.

• Access to harvesting history

Web consultation interface

The consultation interface includes a sectionshowing the total number of providers (OAI-PMHrepositories) registered in the system and the totalnumber of records harvested and available forconsultation. It also shows the last three providersof harvested data (OAI-PMH repositories).

The list of results, thanks to the Europeana andDPLA APIs, displays search results in these har-vesters.

Records are displayed in a record sheet andOAI_DC formats, in addition to all formats provid-ed by the source repository since DIGIHUB har-vests all the formats existing in the source repos-itory. New facets have also been added to furtherimprove searches.

Both the static content of the system and eachof the tags related to the search fields are avail-able in the languages specified by the system ad-ministrator. DIGIHUB includes a content manage-ment module to facilitate the translation of theweb interface into any languages desired.

The web interface also allows for the use of anyRSS aggregator to notify updates, as well as for con-necting to the institutional profile of the institutionon social networks, such as Twitter or Facebook.

OAI-PMH repository

DIGIHUB features an OAI repository that allowsfor a harvesting system to be harvested in turn.

The OAI-PMH repository supports formats forlibraries, archives and museums.

The system administrator can configure:• Repository data For instance, the data of-

fered to the Europeana harvester and theminimum data that can be used to limitthe records that should be harvested.

• Repository description (content, metada-ta licence, update policy, data permis-sions, other comments)

• Data access configuration: configurationof sets to differentiate harvestingprocesses as required by the system it-self.

• Configuration of sets to define specific partsof a repository, thereby facilitating the har-vesting of resources by harvesters.

SRU Server

It allows for accessing the metadata harvestedin the system using CQL queries and provides themeans to create APIs for different web services, including discovery.

Configuration and settings of the system: ac-cess to the different system tasks can be cus-tomised through users and user profiles.

Linked Open Data

The program allows for accessing all the infor-mation of digital collections, complying with therequirements of Linked Data.

Potential new features:• Conversion of harvested data to the new in-

ternal data model. • Generation of new entities in the internal

DIGIHUB linked data model.• Use of the OAI identifier to generate URIs in

an indexed field, allowing for the quick loca-tion of a record using said identifier.

• Validation of the RDF and URIs generated us-ing the online tools from W3C and similar in-stitutions.

T he update process to version 9.1 of the DI-GIBIB Integrated Library System, a propri-

etary development by DIGIBÍS, has begun. This in-volves the Virtual Library of Aragonese Law(http://www.derechoaragones.es/) and the VirtualLibrary of the Principality of Asturias (http://bib-liotecavirtual.asturias.es/).

Currently, the digital preservation of culturalheritage is as important as its accessibility. This iswhy, in DIGIBIB 9.1, the OAI-PMH and LinkedOpen Data (LOD) repositories have been adaptedto the latest version of the Europeana Data Model(EDM 5.2.6 of December 2014), a mandatory re-quirement for the aggregation of resources in Eu-ropeana.

The generation of BibTeX references, supportfor ALTO files and the management of large PDFfiles have been improved, which results in greatervisibility and access to the digital object for users.

The adaptation affects both cataloguing and web consultation

The adaptation to the latest amendments ofMARC21/RDA (Update 19), including new fields, affects both cataloguing and web consultation.Along with this, the improvement in the genera-tion of links and the possibility of using any link tonavigate to web resources in any field will facili-tate and enrich consultation by users.

As a new feature in the Virtual Library ofAragonese Law, there is the possibility of per-forming a differentiated or common search in thetwo virtual libraries it contains (Civil Law and

Public Law). The second one of these libraries al-lows for full-text searches, thanks to OCR digiti-sation. There are also downloadable digital re-sources in ePub and Mobi formats, after the pub-lication of e-books by DIGIBÍS.

The Virtual Library of the Principality of As-turias, thanks to its application of LOD, is a clearexample of semantic enrichment in a Spanishdigital collection accessible through Hispana andEuropeana. Bibliographic and authority recordsare enriched with the information provided bylinks external to the List of Subject Headings(LEM) in SKOS, to VIAF and DBpedia.

The use of OCR in the digital objects of this li-brary also allows for full-text searching.

New installations of DIGIBIB 9.1

The Virtual Library of Aragon updated to version 9.1and a page of full-text search results. In this case, the search term is “arts”.

The new version of DIGIBIB promotes the use of Linked

Open Data.

T he implementation of a prototype digitalmuseum with the collections of the FélixCañada Museum of the Gómez Pardo Foun-

dation, announced in the previous issue, is now areality.

The digitisation of part of the museum’s paint-ing and sculpture collection has begun, while theIT, innovation and documentation departmentsare working together on the creation of the virtualmuseum prototype, which uses the DIGIMÚS pro-gram, a proprietary development by DIGIBÍS, for

the cataloguing, harvesting and web visualisationof the digital collections of museums, historicalsites or temporary exhibits. The people of theGómez Pardo foundation in charge of cataloguingthe pieces of the Félix Cañada Museum have re-ceived training at the DIGIBÍS headquarters tolearn about the operation of this new and updatedcomputer application.

In line with the maximum quality and updatingof DIGIBÍS products, as in all computer productsdeveloped by this company, the DIGIMÚS applica-tion meets all national and international stan-dards: LIDO regulations (Lightweight InformationDescribing Objects) by the ICOM (InternationalCouncil of Museums), EDM (Europeana DataModel), the LOD (Linked Open Data) and SKOS(Simple Knowledge Organisation System) modelsand the OAI-PMH (Open Archives Initiative) proto-col. These standards enable the harvesting of

works by aggregators like Hispana and Euro-peana and the identification of these by searchengines, such as Google.

The Félix Cañada virtual museum prototype iseasy for users to browse. Searches can be gener-al or filtered by name, object type, classificationor date of completion, which can be a single dateor a range of time. The catalogue can also bebrowsed by artist, artistic expression, artistic pe-riod or chronologically, through the use of a time-line.

The presentation of the records of pieces is vi-sual and attractive, especially thanks to the adap-tive design of DIGIMÚS, which allows visualisationto be adapted to any device. Browsing allowsusers to follow their own criteria through materi-als/techniques, object types, periods, authors, agents or place where the work is located. Thus, from a Spanish still life, we can access all theworks in the virtual museum catalogued underthis classification.

Of course, the author record can also be ac-cessed. This is a complete record that containsnot only biographical information but also all re-lations (authors, institutions, etc.) and links toworks, places, professions, activities, languages, etc., of the author in question. The records aredownloadable in EDM format (EDM Agent whereappropriate) as well as LIDO and Dublin Core inthe case of pieces.

Félix Cañada Museum, with DIGIMÚS

Website of the Félix CañadaMuseum, developed withDIGIMÚS, the application forthe digital management ofmuseums developed byDIGIBÍS.

Digitisation has also fallenunder the responsibility ofDIGIBÍS, for which reason dig-ital objects have been incor-porated into the museumenriched with the necessarymetadata and standards to beaggregated directly by har-vesters, such as Hispana andEuropeana.

O n 20 January 2015, Casa de Américahosted the presentation ceremony ofthe Virtual Library of Science and Tech-

nology in the American Enterprise, a project bornout of a collaboration between the MAPFRE Foun-dation and the Ignacio Larramendi Foundation.

The presentation was delivered by TomásPoveda, director of Casa de América, who openedthe ceremony; Luis Hernando de Larramendi, Ex-ecutive Vice-President of the Ignacio LarramendiFoundation; Antonio Huertas, Chairman of theMAPFRE Foundation; Xavier Agenjo, Project Di-rector of the Ignacio Larramendi Foundation; andJosé Manuel García-Margallo, Minister of ForeignAffairs and Cooperation, who closed the event.

Among those present at the event were Lour-des Gutiérrez Martínez, President of the IgnacioLarramendi Foundation, and her children; theCuban Ambassador, Eugenio Martínez Enríquez;and different personalities from the Ministry ofForeign Affairs, such as Jesús Gracia, Secretaryof State of International Cooperation for LatinAmerica, from the Government, and from thebusiness and professional world.

The Virtual Library, accessible through thewebsite of Ignacio Larramendi Foundation, isonce again supported by DIGIBÍS technology anddesign, as well as by its General Director, TachiHernando de Larramendi, due to her particularinterest in subjects of heritage preservation. Itcollects the works of Spanish and Portuguesescientists of the 16th century, whom, after the dis-covery of America, studied the new continent inall its aspects (fauna, flora, geography, languageand native culture), delving into the sciences thataffected the technology of the time, such asmathematics, navigation, astronomy and medi-cine, and whose works were admired, translatedand studied by scientists not only of their time butalso of the following centuries.

The creation of this Virtual Library used the DI-GIBIB version 9 software, developed by DIGIBÍS,

which has allowed for the use of the latest codingfor information and technology, i.e. the MARC21format, with the latest update of the RDA (Re-source Description and Access) standard, as wellas Linked Open Data (LOD) technology, in accor-dance with the Europeana Data Model (EDM).Thus, the extensive records of each polymath offera large amount of data, recorded as established inthe RDA regulations, and enriched with links andURIs to open files and lists such as the VIAF (Vir-tual Internacional Authority File), the authoritycatalogue of the National Library of Spain, World-Cat Identities, Library of Congress and DBpedia, among others. The bibliographic records of man-uscripts, monographs, maps, drawings and arti-cles have also been adapted to the MARC21/RDA

The 612 works in this Library have been har-vested from the more than 44 million digital ob-jects in Europeana, through the DIGIHUB har-vester, developed by DIGIBÍS for its library man-agement program, which, as in other Virtual Li-braries of the Ignacio Larramendi Foundation, were improved and incorporated into its data-base.

Furthermore, thanks to the Europeana API,each search performed in the Virtual Library re-turns results not only from the Virtual Library it-self but also those that are incorporated into Eu-ropeana.

The “Introduction” to this Virtual Library, draft-ed by Xavier Agenjo Bullón, Project Director of theIgnacio Larramendi Foundation, reveals the sci-entific importance of the polymaths that composeit, while offering an introduction to the subjectsthat users will find in their works: navigation, cos-mology, cosmography and mathematics, naturalhistory and anthropology, with a summary abouteach author.

For its part, the “Note on the digital edition ofthis Library” focuses on the technical questions(computer- and library-related), with an evolu-tionary journey regarding standardisation and vis-ibility, highlighting the lack of homogeneity exist-ing in transcribed and uniform titles.
