Project Background
The Base Line Terminal Project is a joint venture between Kinder Morgan Canada Terminals and Keyera Corporation.
Located at Keyera’s Alberta Enviro Fuels facility in Sherwood Park, Alberta, the Base Line Terminal Project is an
approximately $741 million project that includes:
The construction of 12 tanks with a total capacity of 763,000 m³ (4.8 million barrels)
A pipeline bridge that crosses Baseline Road (Baseline Bridge Crossing Project)
An overhead pipe rack
The Base Line Terminal Project is located on 80 acres of land located within SW-32-052-23 W4M, in Strathcona County.
This area is zoned for heavy industrial use, as per Strathcona County’s Municipal Development Plan, and is surrounded by
other industrial facilities including those owned by Kinder Morgan.
The overall project construction began in November 2015 and commissioning is anticipated to be completed by
November 2017 with an in-service date of December 2017. The pipeline bridge, which is planned to cross Baseline Road,
is planned to commence in September 2016.
The Base Line Terminal Project addresses industry storage demands that currently exceed storage capacity in the
Edmonton area. It has been designed to provide producers with a storage solution for their hydrocarbon products. It also
provides connectivity options by moving products from Kinder Morgan’s existing North 40 and Edmonton Terminals to
various destinations via pipeline or rail.
Kinder Morgan has gathered feedback from applicable government agencies and stakeholders to ensure we meet or
exceed regulatory requirements. Agencies consulted include the Canadian Environmental Assessment Agency, Alberta
Energy Regulator, Alberta Transportation, Alberta Infrastructure, Aboriginal Consultation Office and Strathcona County. In
addition, we have consulted with landowners, occupants and industry located near the proposed project.
Environmental Considerations
Environmental considerations factor significantly
into the planning and design of this project. Our
goal is to avoid impacts to the most practical and
feasible extent, and mitigate any impacts caused
by the project.
To minimize the potential for air emissions,
pipelines will be completely welded and coated
to prevent external corrosion. Drains and vents,
which will be closed during normal operations,
would be temporarily opened during some preventative maintenance inspection activities.
In the event of a leak, our detection systems would alert our 24/7 Control Center Operations who would immediately
initiate our Spill Response Plan.

Baseline Road Bridge Crossing
A pipeline bridge is the least impactful way for multiple
new pipelines to cross Baseline Road given the density of
industrial structures in the area and setback
requirements.
Kinder Morgan is therefore proposing a pipeline bridge,
that would cross Baseline Road, to transport crude oil and
condensate from our existing Terminals to our new Base
Line Terminal. The selected pipeline routing and bridge
crossing location will minimize construction impacts to
Baseline Road and provide flexibility for other energy
companies’ facilities to grow within the existing right of
way, thereby reducing future expansion impacts.
The bridge clearance will be approximately seven meters
above the road with an initial width of 10.5 meters, which
could be expanded to 18.5 meters to accommodate
potential future pipelines. The bridge will initially hold
eight pipelines ranging in diameter from 12 to 36 inches,
but can carry up to 16 pipelines within the structure. The
bridge can be expanded in the future to accommodate an
additional 16 pipelines. Pipelines on the bridge will not be
visible from ground level.
The bridge supports will be set back from the edge of
Baseline Road, allowing for future road expansion. The
abutments will incorporate visually pleasing architectural
elements, subject to Strathcona County approval.
Pending regulatory approvals, bridge construction is planned to commence September 2016 and be completed in
September 2017. Bridge construction will begin with the installation of piles and the construction of the concrete abutments
on either side of Baseline Road. Partial lane closures lasting 7-14 days are expected while concrete pours for the abutments
are completed.
Pre-fabricated girders, which will be staged by the south side of the road, will then be installed on top of the abutments.
Placement of the girders will require a full road closure and will be completed at night to minimize impact to the public.
Once the girders are in place, the deck will be installed and concrete will be poured. Secondary steel to support the pipelines
will then be installed.
The life expectancy of the bridge is 75 years and will be maintained and inspected by Kinder Morgan on a regular basis.
Safety Considerations
Kinder Morgan is committed to public safety, protection of the environment and
operation of our facilities in compliance with all applicable rules and regulations.
Our industry-leading maintenance and pipeline integrity programs ensure the
long-term uninterrupted operation of our assets. Similar to our existing pipelines,
the newly proposed pipeline and bridge crossing will have multiple safeguards in
place to ensure constant monitoring and upkeep.
The Base Line Terminal Emergency Response Plan (ERP) ensure timely
management and resolution of emergency situations. Operating personnel will be
trained in ERP practices and implementation. Kinder Morgan will continue to
collaborate with Strathcona County Emergency Services to ensure appropriate
safety measures are in place.
The Baseline Bridge Crossing will be inaccessible to the public through the use of
security fencing near the abutments and security cameras.
Project Benefits
The entire Base Line Terminal Project is anticipated to employ an average of 450
workers per day throughout the peak construction period and will utilize both
union and non-union labour. Upon completion, the Base Line Terminal will create
23 full time equivalent positions located in Strathcona County.
Once in service, the Base Line Terminal will contribute additional municipal,
provincial and federal tax revenues.
