There were 42 members present to hear Julius Ballanco
on Forensic Engineering. This was a smaller audience
than was anticipated by the education committee to
learn about what you may become involved in should
you or your company get caught up in a legal suit and
have to testify. Julius was responsive to the many ques-
tions asked of him by the attendees after a very good
presentation. Everyone in attendance received a copy
of his presentation and was encouraged to use it for
guidance when in need. His handout can be obtained,
while they last, at future ASPE meetings. We were extremely disappointed in
the lack of table top displays, having only one for the November meeting.
Manufacturers, you were missed. Joe Hernandez continued his class on the
CPD Training course and Ginny again provided a good dinner.
To those of you who do plan review, Irvin Poke from the State of Michigan
is the instructor for the December meeting. For those needing C.E.U’s, this
would be a good time to accumulate some of them (be advised inspectors &CPD’s). Plumbing design engineers, this is the time for you to find out
whether or not your plans are satisfactory in meeting codes and standards, or
not, and having an opportunity to get some answers to some of your ques-
tions direct from the source. I am looking forward to seeing you all on
December 18, 2007. Joe Hernandez will be starting to cover Fire Protection
with Part 1 of a three part series.

Irvin J. Poke is the chief of the Plan
Review Division of the Michigan Bureau
of Construction Codes and a member of
the International Code Council. He is
responsible for review and approval of all
construction documents for projects within
the state jurisdiction. The division also
approves and monitors manufacturers and
third-party inspection agencies involved in
Michigan’s Pre-manufactured Units pro-
gram. Mr. Poke is an architect licensed in the state of Michigan
and a technical training instructor for state and local govern-
ment code officials. He has also conducted seminars for AIA
Michigan in accessibility, and participated in the Michigan
Architectural Foundation Educational Facilities Conference.
Irvin assumed his current position in 1989 and became a mem-
ber of BOCA International. He has served on the BOCA
Education and Training Committee and currently serves on the
Structural Loads Committee. In 1996 Irvin was appointed to
the International Code Council Performance Code Committee
representing BOCA and the State of Michigan. He chaired the
subcommittee that wrote the draft sections for Egress,
Plumbing, Mechanical, Electrical and Interior Environment. In
1985, Irvin was hired as project architect by the state of
Michigan, Department of Management and Budget, Office of
Facilities. In that capacity, he supervised design professionals
in the preparation of planning and bidding documents for state
facilities. During the four years in this position, he handled
professional service contracts for more $200,000,000 in capital
outlay construction projects ranging from prisons to university
facilities. Irvin is native of Detroit and earned his degrees in
Architecture at the University of Detroit. He worked for the
firm of Nathan Johnson and Associates in Detroit, becoming
the project architect responsible for code compliance.
The two hour program includes: When is plan review
required? We will explore the requirements for plan review and
when it may be waived. What is required to be submitted and
how to receive the documents? Familiarize the participant with
what should be submitted and the appropriate way to receive
the information. What are construction documents and when
are professional services required? Will explore what consti-
tutes construction documents and when professional services
are required. We will also cover the requirements for seals and
signatures on the construction documents. Use Groups? We
will review the classifications of use and occupancy defined in
the building code. Performing the Plan Review and document-
ing the findings? This module will walk through the process of
performing the plan review and documenting the findings and
approval. Fast track projects? The process of how to handle
fast track projects and keep your sanity. Prototype buildings?
The section will show how to document prototypical buildings
and maintain the records.

ASPE International President, dealt with
the crucial issue, ”Forensic Engineering
and Your Liability.”
To hear a speaker give a talk that’s dynam-
ic was to hear Julius Ballanco do the sub-
ject of Forensic Engineering. Delivered
with energy and power, having a speaker
with enthusiasm was both enjoyable and a learning experience.
Everyone was kept wide awake during the whole presentation.
What was very disappointing is that only 42 members and guest
were present.
A golden opportunity was totally missed by those who did not
attend this meeting. They were not there to begin understanding
the roll that is played in the field of plumbing, engineering dis-
ciplines, knowledge, good records, proper design techniques
and honesty in delivering to our clients the best services in the
world. SERVICES, THAT IS, WHICH CAN STAND UP TO
THE SCRUTINY IN A COURT OF LAW. A complete copy of
the PowerPoint presentation, with 50 pages in FULL COLOR
was distributed, by Julius Ballanco. Thank you very much for
your time and efforts, Mr. Julius Ballanco, PE.
Our caterer, Ginny, again provided an excellent dinner consist-
ing of stuffed cabbage rolls, mashed potatoes, tomatoes au jus,
bread, salad, delicious dessert but, no turkey.

CONGRATULATIONS to both, John Nussbaum and Cindy
Zatto, upon being recognized by the national ASPE organiza-
tion for their individual efforts to promote and expand services
to members. As Chapter President, John’s very active leader-
ship has brought new ideas to the table and kept the Chapter
thriving. The national office honors John for a job well done!
Thank you, John! Cindy was honored for her continuing efforts
on behalf of ASPE to bring in new members as well as follow
up with current members. Cindy is always on the job and her
dedication and support are appreciated by the Chapter as well
as the national office. Julius Ballanco took the opportunity,
while he was in town, to personally do the presentations on
behalf of the Society (see photos on page 2).For the December meeting, Irvin Poke, AIA, Chief Plan Review

Safety, is our special guest presenter. He will outline what are
good parameters a plan reviewer is looking for in the set of
plans. Plan on being there to hear inside the mind of a reviewer
of our designs and how they are interpreted. This is another
good design program to increase our knowledge in plumbing
presentations.

Development Group of Southeastern Michigan at the MCA

same time, enquire about the January 17, 2007 seminar deal-
ing with the code changes being put on by Robert Konyndyk
