Pursuant to DILG Memorandum Circular No. 2015-24, Barangay Officials

are expected to deliver their State of the Barangay Address (SOBA).

Today’s Barangay Assembly has for its theme –

“Isaalang-alang Ang Kapakanan ng Inyong Barangay,

Aktibong Makiisa sa Asembliya”.

MINUTES OF THE BARANGAY ASSEMBLY FOR THE 1ST SEMESTER FOR

THE CALENDAR YEAR 2015 HELD ON APRIL 18, 2015 AT THE

BARANGAY PLAZA AT 7:00 O’CLOCK IN THE EVENING.

PROCEEDINGS:

THE PUNONG BARANGAY CALLED THE ASSEMBLY TO ORDER.

Everybody was requested for the Opening Prayer followed by the

Pambansang Awit ng Pilipinas.

The Assembly formally started at 7:10 in the evening. The Words of

Welcome was given by the Punong Barangay, Dr. Salve T. San Juan.

PB San Juan welcomed the Sangguniang Barangay Members and Staff.

She acknowledged the presence of Mr. Jose Taraya, DILG Officer of

Virac, Mrs. Susan V. Isidoro, Community Affairs Officer of the

Municpal Mayor’s Office and Company, the Youth Task Force, Barangay

Tanods, Barangay-Based Workers, Senior Citizens, Members of the Barangay

Development Council, Lupong Tagapamayapa, Purok Officers and Members,

Cavinitan Educators Association, 4P’s Beneficiaries and to all the residents of

Barangay Cavinitan.

She explained the purpose of the Barangay Assembly and enjoined

everyone to listen attentively to the Barangay Council’s report on Barangay’s

previous, on-going, accomplishments and future projects. The Barangay

Treasurer and Appropriation Committee Chairman will also render their

report.

Before PB San Juan rendered her report she gave the floor to Mr.

Taraya, DILG Officer of Virac for his message and for the reading of the

Message of the Secretary of Interior and Local Government (SILG), Hon. Mar

Roxas, II.

The message of the Secretary focused on the importance of the

people’s participation in local governance adding that the local residents

should get involved in barangay assemblies. He said, it is in the barangay

assembly where their local officials report of their accomplishments, on-

going programs, plans and where the funds of the barangay are spent. The

Secretary also added that the barangay assembly is also a venue for a

healthy dialogue where issues and concerns are raised and addressed by

concerned officials and offices.

After the message, PB then proceeded in giving her report using a

multimedia presentation for the audience to appreciate and understand it

better. The other presenters followed.

ACCOMPLISHMENTS FOR CY 2014 2ND SEMESTER:

1. DRAINAGE PROJECT

Location: Purok 1, CavinitanLength: 50 MetersEstimated Cost of Project: P51,420.00 (Barangay Fund)

This Project was implemented and accomplished during the 4 th quarter of the previous year (2014). This drainage project benefitted several households in Purok1.

2. ROAD REBLOCKING

Location: Purok 1,CavinitanLength: 67 MetersECP: P 275,289.00 (Barangay Cont. Appropriation)

This 67 meters Road Reblocking Project was implemented at Purok 1, from Mr. Igmedio Teves down to Mr. Dante Rojas’ residence in front of San Antonio Chapel. This project gave convenience especially to the growing number of students in the area who are studying at the Catanduanes State University having difficulty and experiencing the muddy and flooded streets during rainy days and also to all the residents in said area.

3. DRAINAGE PROJECT

Location: Purok 1, CavinitanSource of funds: 20% EDF of Provincial Office.

This Drainage Project was implemented by the Provincial Office amounting to P500, 000.00 benefitting several households and solved the overflowing of water on the streets during rainy season.

COMPLIANCE TO DILG MEMORANDUM CIRCULAR 2014-81

In compliance to DILG Memorandum Circular 2014-81, the Barangay

Council of Cavinitan posted its Annual Budget, Summary of Income and

Expenditures, 20% Component of IRA Utilization, Annual

Procurement Plan, List of Notice of Award and Itemized Monthly

Collections and Disbursements for the information of the barangay

residents. A bulletin board was set up at the Barangay Multi-

purpose Hall (Barangay Octagon) where our people can see the

different transactions of the barangay.

UPDATES ON 2015 BARANGAY ACCOMPLISHMENTS, PROJECTS AND

PROGRAMS

1. ON-GOING IMPROVEMENT OF FARM TO MARKET ROAD

This project funded by the Department of Agriculture and

implemented by the Municipal Government of Virac was started during

the 4th quarter of year 2014. This construction and upgrading of Farm-to-

Market road (FMR) is one of the priority infrastructure interventions with

significant impact on the increasing agricultural productivity and reducing

losses incurred by farmers.

2. AIR CONDITION UNIT AT DAY CARE CENTER

The Air condition unit installed at the Day Care Center was the product

of the popularity contest, Mr. and Ms. Cavinitan 2014 sponsored by the

Youth Task Force with the assistance of the Barangay Council. A very

small amount derived from the contest with a net income of twelve

thousand plus pesos (P12 000) only and the five thousand pesos (P5 000)

given by Congressman Cesar V. Sarmiento, this barangay was able to

purchase the aircon unit. Cavinitan Day Care Center is probably the first

barangay in Virac to have an air conditioned classroom for the

convenience of the Day Care Pupils of the barangay.

3. INSTALLATION OF WINDOW GRILLS at the DAY CARE CENTER

This project is also from the donation of Mrs. Leila Arcilla-Dietrich, a

former pupil of PB San Juan working abroad and one of those who

supports our Barangay Development Projects. The Day Care Center is now

safe considering the equipment found in the center, like computer set,

radio, refrigerator and many others.

4. CONSTRUCTION OF PUBLIC RESTROOM (beside Barangay Hall)

From the funds of Hon. Nel B. Asanza, Provincial Board Member of

Catanduanes amounting to P40, 000.00, this Public Cr was constructed.

Aside from being a relief area for our people during occasions and

activities held at the Barangay Plaza, this project also aims to promote

cleanliness in its surroundings.

5. SOLICITED BIKES FOR TANOD USE

From the generous hearts of PB’s long time friends and former

students, Mr. Ruel Popa, Elaine R. Ang, Ms. Ana Marie Ann, and the very

generous, Ms. Helen Lumbao, of this barangay, four (4) units of bikes

were purchased and now being used by the Barangay Tanods during

their night patrol or roving around the barangay. These bikes make it

easier for them to perform their duties and responsibilities.

6. SOLICITED JETMATIC PUMPS

As part of the Social Services Program, the Barangay Council

especially the Punong Barangay continuously seek funds to provide

Jetmatic pumps in the different areas of the barangay for easy access to

potable water or at least water for their daily use. Two (2) jetmatic pumps

were again solicited and was installed at Purok 4 (Mr. Eddy Lumbao’s

compound) and Purok 7 (Mr. and Mrs. Joselito Icaranom’s residence)

benefitting several households in said areas.

7. OFFICE OF THE KATARUNGANG PAMBARANGAY

From the financial assistance of Vice Governor Jose “Bong” Teves, Jr. in

the amount of thirty thousand (P30,000.00) pesos, the Katarungangg

Pambarangay was put up at the ground floor of the Barangay Hall.

Repainting of the room, a dozen of chairs, electric fan and two (2)

tables was purchased.

Disputes referred to the Barangay are now being settled in this office.

There is now confidentiality of what is being settled and only both parties

can hear the issues being discussed.

OTHER ISSUES AND CONCERN:

A. DISASTER PREPAREDNESS

1. Purchase of Disaster/Calamity Equipment

From the BDRRM Supplemental Fund (from unexpended balance of year 2011-2013), the Barangay Council purchased the following equipment as part of Disaster Preparedness and Response:

Generator Set Chainsaw Siren Tent (8x16) and (8x20) Shovel Aluminium ladder

Hacksaw Jap saw Emergency light Search light Manila rope Rubber boots

These are also important tools used in different Barangay related activities

(Along Molina’s residence) was also funded from the BDRRM

Supplemental Fund amounting to P30,000.00. This project aims to avoid

floods in the area during heavy rains for the convenience of the residents.

3. Update of Household Survey for the formulation of

Contingency Plan and BRMM Profile

Yearly update of Barangay Profile is a necessary data in the

preparation of a Contingency Plan which has a general purpose of zero

casualties during disaster.

B. PEACE AND SECURITY

1. Implementation of Curfew Hours

Barangay Cavinitan has adopted the Municipal Ordinance No.

2005-084-064 imposing Curfew Hours to Youths below 18 years of

age. It was observed that with the implementation of said ordinance less

youths are seen going home or staying late at night in the streets. This is

one of the measures on peace and security to avoid them from getting

into troubles and accidents.

2. Coordination with Police Authorities on Anti-Drug Campaign.

In line with a Drug Free Barangay, Barangay Cavinitan supports the

Philippine National Police’s program in its campaign on prohibited drugs.

The successful buy bust operations of PNP to suspected drug dealers in

the barangay is concrete evidence that the government is seriously doing

their job. PB San Juan also reminded the parents of the barangay to

monitor their children not to be indulged in this illegal activity.

3. Purchase of Tanod Paraphernalia

The purchase of Tanod paraphernalia is supporting tools to every

Tanod’s conduct of their function. Proper uniform and gears during their

night duty made it easy for them to be identified and recognized by the

residents as peace and security enforcers. These supplies also keep

themselves safe in times of response to barangay insurgency.

4. Tanod Participation on Trainings

The knowledge acquired during the Training attended by one of our

Tanod, Ely Timbal is very necessary in performing the duties and

functions of a Tanod Member. This training was sponsored by the PNP

and the Provincial Government. Tanod Timbal shared to his co-

members the insights he gained from that training. It is a welcome

move to upgrade the skills of the members of our law enforcement

people.

C. SANITATION

1. Adoption of Provincial Ordinance 002-200

With the promotion of a Rabies Free Barangay, Cavinitan has adopted the

Provincial Ordinance providing for the compulsory registration and vaccination of

all dogs three (3) months and above, also including the proper disposal of stray

animals in the province of Catanduanes. PB San Juan discussed the initiative of

the Barangay Council thru the Committee on Health and Sanitation in capturing

stray dogs in the barangay which usually scatters unattended garbage in the

street and also caused accidental biting. However, confined dogs in the

barangay were not claimed by their owners. Residents were briefed of the

consequences if they let their pets unchained and unattended.

D. SOLID WASTE MANAGEMENT

At this time PB San Juan brought the big problem that not only the Barangay

is currently facing but also the entire nation. The dilemma brought by improper

disposal of garbage leading in different ecological dangers.

PB discussed the enacted Republic Act 9003 in the year 2000 the “Ecological

Solid Waste Management Act. This RA provides the legal framework for a

systematic, comprehensive and ecological solid waste management program

that shall ensure protection of public health and the environment. It

underscores, among other things the need to create the necessary institutional

mechanisms and incentives, as well as impose penalties for acts in violation of

any of its provisions. Republic Act 9003 gives prime importance of the roles of

LGUs in managing their respective solid wastes.

In response to this major call to save the environment, PB san Juan discussed the

effective ways the barangay may do like:

• Conduct information drive

• Educate our people at the Purok Level

• Educate youth and children in our school

• Educate business sectors

• Conduct house to house campaign

• Create a Barangay Ecological Solid Waste management Team to help and

spread the Campaign in our Puroks

• Pass an Ordinance on Solid Waste Management

PB San Juan also emphasized to practice of “TAMPAD MO LINIG MO” and be

responsible residents of this barangay.

OTHER INDORMATION:

- PB San Juan endorsed to the Senior Citizen the 3 dozens of Mono block chairs

with 1 Mono block Table (2 dozens purchased by the barangay and also 1 dozen

with table solicited from Ms. Brenda Clarete-Fink) to the Cavinitan Senior Citizen

Association President, Mr. Roger Magtangob thru a signed Memorandum Receipt.

She explained that all properties of the barangay must be in the custody of the

barangay however she’ll take the risk for the said items.

- The 1% share from IRA for the Senior Citizens was allocated and the Association

is required to submit their proposal since disbursement will follow the usual

accounting procedure.

- Upcoming road concreting project at Marawi St. and Angeles St. – These

Concreting Projects is funded by the Municipal Government to be implemented

within this summer. Then at Angeles St. it will continue the pavement started at

the Purok opening along National Road.

- Concreting of Lalaogon St. was requested with fund thru a submitted resolution

to the office of the Vice-Governor Jose “Bong” Teves, Jr. and the request was

allocated with 1.7 Million by the honourable Vice-Governor.

- Youth and Sports Committee is on the process of preparing and planning a

Training Design for the proposed Youth Camp to focus on leadership training,

livelihood skills and lectures on Health & Nutrition and Climate Change.

COMMITTEE REPORTS

1. Committee On Peace and Order / Human Rights:By: Hon. Ariston T. Manoguid, Jr.

Barangay Kagawad / Committee Chairman

Kagawad Manoguid expressed his sincere thanks to the donor of Bikes for the

use of the Barangay Tanods. The said vehicles minimized the barangay’s

consumption of gasoline using motor vehicles during their roving. He also

informed the residents that Tanod Members are involved in backyard gardening

utilizing the property of the Avila’s in front of the Barangay Hall where they

planted different kinds of vegetables. He ended his dialogue with a request to

the people of the barangay to be observant and cooperate with the Barangay

Tanod. They must report to the Tanod on duty whatever unfamiliar or strange

people or activities in their area that may cause harm.

2. Committee on Education / LivelihoodBy: Hon. Salvador G. Borja, Jr.Barangay Kagawad / Committee Chairman

Health:

Kag. Borja gave a brief report on his accomplishment in the last quarter of year

2014 as previous Chairman on Committee on Health and Sanitation. He reported

that on November 27, 2014 he attended a seminar on Dengue at the Municipal

Health Office together with a BHW member Mr. Jose Zafe. At the said seminar,

lectures on preventative measures on Dengue were given which was very timely

since during that time Virac is encountering a Dengue Outbreak.

Having heard of the report of dengue cases in the barangay he immediately

went to the area of the patient and sprayed a solution requested from the

Municipal Health Office to kill mosquitoes carrying dengue virus. He then

appealed to the residents to keep and maintain their surroundings clean as

number one preventive measure to avoid this harmful dengue carrying

mosquitoes.

Education:

February of this year 2015, he attended a meeting called by the Calatagan High

School to discuss the issues and concerns regarding their students. One concern

that was brought during the meeting is the failure of the parents to attend

meetings and failure to appear to discuss matters regarding their son/daughter

in the school despite of the notice sent thru their children.

On his regard he suggested to the School Principal to request the assistance of

the Barangay Officials in searching for parents and delivering notice or

communication especially when it comes to matters involving their children. He

said that the reason these students intentionally failed to give to their parents

the notice because they are scared of their reactions. Then unknown to the

parents, their children are having difficulties in the school because of

undelivered information. Kag. Borja offered that he, as the Chairman on

Education he can be approached anytime to personally deliver said

communications to the parents in Barangay Cavinitan.

He also mentioned the support of the Barangay Council to the Day Care pupils

during the Municipal Talents Day held at the Virac Sports Complex. The

Cavinitan Council Members also donated medals and trophies to the Cavinitan

Day Care Achievers during the closing exercises last March.

3. Committee on Infrastructure, Public Works and Highways / Youth & Sports DevelopmentBy: Hon. Angel V. TorresBarangay Kagawad / Committee Chairman

Kag. Angel Torres said that his report on Infrastructure projects implemented in

the barangay were properly discussed by PB San Juan as presented with

documented photos in the slide presentation. The accomplished barangay

project is the one hundred thirteen (113) meters Constructed Drainage Project at

San Martin St., Purok 2 funded from the Continuing Appropriation of the

Barangay. This coming months there will be concreting projects in the barangay

funded by the Municipal and Provincial Government. He strictly monitors the

ratio or mixing of cement and also the quality of materials used. “Maski inano

kahalawig na concreting an kung basta basta man sana ang pakagibo, dae

matagal sa init, ulan buda sa ga aging mga sasakyan kaya dapat kita uya sa

barangay batid mag obserba” said Kagawad Torres.

4. Committee on Ways and Means / AgricultureBy: Hon. Josephine B. PantaleonBarangay Kagawad / Committee Chairman

As new Chairman on Committee on Ways and Means, Kagawad Pantaleon is giving much attention to the strict compliance of business establishments in the barangay in securing business clearance and permits especially those huge enterprises and general merchandise. He also appealed to the business operators/owners of different Internet Cafe and Computer shops to display the Adopted Municipal Ordinance 2002-2007 regulation re- persons 17 years old and below are prohibited from playing computer video games or any cyber games from 7:00AM until 5:00PM on school days including Saturday.

For the Committee on Agriculture she thanked the cooperation of the Farmers in the Barangay in pursuing the Cavinitan Farmers Association with new set of officers headed by the newly elected President, Mr. Roger Magtangob. The registration of the association is already submitted at DOLE. Kag. Pantaleon informed the residents of the importance of this association, to be active as one of the requirements of a barangay to be a recipient of the different programs and projects of the Department of Agriculture and Agrarian Reform.

She also thanked the family of former Vice-Gov. Alfred Aquino for allowing the Barangay MRF installed at their vacant property.

BRIEF INFORMATION DISSEMINATION OF MUNICIPAL GOVERNMENT’S PROGRAMS AND PROJECTS

Representing the Municipal Mayor’s Office, Community Affairs Officer, Mrs. Susan Isidoro congratulated the Barangay Council for the Barangay Assembly with active attendance and participation of the residents.

She also congratulated PB San Juan for the projects that she accomplished, her initiative for the betterment of Barangay Cavinitan and of its people thru requested financial assistance and donations coming from her colleagues.

As Community Affairs Officer she then gave the programs and projects of the Municipal Government of Virac:

Health Services:- Expansion at Department of Health- Presence of Blood Chemistry Services at Rural Health Center (RH- Availability of Dental Services- Availability of ECG- Availability of MRI and CT Scan in the future- Regular Check up for mentally challenged every Tuesday

Health services are improved to achieve fast delivery of health services

Agricultural Services:- Purchase of 2 trucks- 5 hand tractors- Sprayers- Certified vegetable seeds distributed to Barangays- Certified palay seeds distributed to Barangays

The Department of Labor and Employment added three (3) Million for Livelihood Starter Kits to be distributed to the different barangays.

The Philippine Rural Development Project (PRDP), is a six-year national project under the Department of Agriculture (DA) that aims to establish a modern, value-chain oriented, and climate resilient agriculture and fisheries sector.

In partnership with LGUs and private sector, the Project shall provide key infrastructure, facilities, technology and information to raise income, productivity and competitiveness in targeted areas.

The speaker also added that when RA 9003 will strictly be implemented in

Rodel Avila is reported, how about income share from some other QP with on-going extractions like Jesus Amata and Mr. Pereyra”

Response:Barangay Treasurer: “The Provincial Treasury Office notifies the Punong

Barangay or Brgy. Treasurer if there is already 40% share (check) for the barangay. “Sa ngon-yan po iyo paman sana ang naglaog kaya iyan pa sana ang na irecord at na ideposit“.

Kagawad Manoguid: “For clarification, Mr. Pereyra’s quarry operation is registered at Barangay Pajo, it only passes at Cavinitan. The Barangay Council will plan for a dialogue with the Barangay Council of Pajo for the right share of Barangay Cavinitan thru agreed resolution.”

2. “If there are seeds coming from the Municipal Agriculture Office distributed to the Barangays, why is it that we the farmers like me haven’t receive any of those. Kag. Pantaleon before said that he will give seeds but there’s none until now?”

Response:Kagawad Pantaleon: “It is true that I have promised to Ex-Kag. Gil Alintana

said seeds but since only few are given by the Municipal Agriculture Office, I suggest that farmers can go directly at the said office to acquire for free seeds.”

3. “May we request that Quarry Operation (extraction) be stopped during weekend (Saturday and Sunday) or at least Sunday to give way to those who would like to fish for family consumption and for those who will wash clothes in the river”

“This is a rejoinder on the issue regarding the 1% share for the Senior Citizen. The proposal I submitted to the Barangay Council was used by the Central CS Association of Virac to be a guide by other barangays in preparing their own proposals. At present the 1% is not yet enjoyed by the Senior Citizen Association since the proposals were assessed by the Municipal Accounting Office checking what are allowable and not allowable projects and activities in the said proposal.”

“As President of Cavinitan Farmers Association, he already submitted the groups’ paper for registration at DOLE.”

“I also appeal to everyone to cooperate in the Anti-Rabies Campaign of the Barangay and keep their pets (dog) chained to avoid accidents.”

“In the presentation of Treasurer’s and Appropriation report, may I suggest to also present and elaborate the sources of income.”

“As a farmer I bought my own seeds for planting, if ever I have a good harvest and produced good seeds maybe I can offer it to others.”

PB San Juan: “All disbursement and income that entered in the account of the barangay can be seen in the Disclosure Board of the Barangay. Anyone who has question or would like to see our records, please feel free to visit the Barangay Hall.”

“As President of the Educators Association, she apologized for not having any project for the barangay sponsored by their association for they are having difficulty on the unsettled transactions of the association like of the “Beer Plaza” during the time of OIC Rudy Mendoza.”

“I also like to apologize if my family didn’t immediately approve to give the portion of our property in the Improvement of Farm to Market Road since a big portion was already taken before. Considering now the advantage of the said project it is proper that we bear with the process.”

“My concerns regarding said project is that all lot owners affected by the project must be well-informed prior to the implementation and that portion of our property taken by the project is still included in the tax that we are paying, Thank you.”

PB San Juan: “When I was elected and assumed office, I was surprised of the number of unsettled transactions of Barangay Cavinitan especially at the Provincial Capitol by

previous administrations. This includes unliquidated financial assistance given by previous and present officials in the Provincial Office and one of those is a P15,000.00 worth for rented chairs during said “Beer Plaza”. At present, unless such problems are resolved all financial assistance for this barangay will not be given. This is also due to the failure of the Barangay Treasurer to submit monthly reports to the BIR which caused the present administration to pay including penalties so that present transactions will not be paralyzed.”

“My concern in our area is truly the problem brought by stray dogs unattended by our neighbours biting some passersby. I am calling the attention of the Barangay Tanod to help us get rid of them.”

“I remember that the Senior Citizen was provided with mono block chairs during the time of Ex-PB Willy San Juan and I wonder where are those now?”

PB San Juan: “The chairs I endorsed to the present President of Senior Citizen includes the 2 dozens purchased by the barangay and the other 1 dozen with chairs was solicited from Ms. Brenda Clarete-Fink.”

Sa araw na ito, binabati ko ang sangguniang barangay sa pamumuno ng ating

butihing Punong Barangay SALVE T. SAN JUAN sampu ng kanyang mga kagawad

at iba pang barangay officials sa pagtataguyod ng isang maayos at makabuluhang

paglilingkod na nakatuon sa pag-unlad at pagtaas ng antas ng pamumuhay. Ang

pamahalaang kumikilala sa kahalagahan ng “active people participation” tulad ng

pakikilahok ng mamamayan ditto sa inyong barangay assembly at pagpapatunay n

gating pag-ayon sa hayag at tapat na pamamahala. Gusto ko ring batiin at

pasalamatan ang mga residente na dumalo sa pagtitipong ito sapagkat hindi

magiging matagumpay ang mga programa ng inyong barangay kung wala ang

inyong pakikiisa. Ang paglahok sa ating asembliya ay isang magandang simula nh

inyong pakikiisa sa magandang layunin ng mga nakaupongh barangay opisyal. Sa

inyong lahat, magandang gabi po.

Tuwing barangay assemblyday, ang Punong Barangay ay naglalatag ng katatyuan

ng barangay sa pamamagitan ng State of the Barangay Address o SOBA, kung saan

inihahayag ng inyong Punong Barangay, mga Kagawad at iba pang pamumuno ang

kanilang accomplishments at kung paano nila ginastos ang pondo ng barangay na

nakasaad sa kanilang financial report. Ang mga ito po ay inyo ring makikita sa ating

Barangay Full Disclosure Policy Board (BFDP).

Ang barangay assembly ay isang pagkakataon para magkaroon ng masiglang

dayalogo sa pagitan ng mga kasapi ng pamayanan at ng sanggunian upang hindi

lamang pag-usapan kundi matugunan ang mga hinaharap na suliranin na may

kinalaman sa bawal na droga, kapayapaan at kaayusan, paghahanda sa kalamidad,

pangangasiwa ng basura at pangangalaga sa kapaligiran. Ito ang ilan lamang sa

mga problemang hinaharap nating lahat sa araw-araw.

Ito ang diwa ng ;Daang matuwid” – ang sigurihin na ang bawat Pilipino ay may

boses at nakikilahok sa pagtatag ng isang mainlad, mapayapa at ligtas na

pamayanan.

Ang DILG, ang Simbahan at ang Liga ng mga Barangay ay nakikiisa na ngayon

laban sa katiwalaan at pagsasamantala. Ito ang ugnayan tinatawag na “Ugnayan ng

Barangay at Simbahan” o UBAS. Isa sa mga layunin nito ay mabantayan ang

pagamit ng pondo ng bayan sa pagsasagawa ng proyekto at gawaing bayan.

Kasama na natin ngayon ang simbahan sa mga proseso lalo na sa pagmomonitor ng

implementasyon ng Bottom-Up Budgeting na kilala sa tawag na BUB.

Sa gabing ito, inaasahan ko na mas lalo pang lalakas ang ugnayan ng mga

sangguniang barangay, interfaith organization, at ng mga mamamayan na sama-

samang tugonan ang mga hamong kinakaharap tungo sa isang kinabukasang puno

ng pag-asa.

Nawa’y maging makahulugan at pruduktibo ang inyong barangay assembly. Ang

DILG ay kasama ninyo sa isang pagpupunyagi sa kahalagahan ng barangay sa ating

lipunan.

Isaalang-alang ang kapakanan ng inyong barangay, aktibong makiisa sa asembliya!

Mabuhay ang barangay. Mabuhay tayong lahat!
