What is a sector?
Baume and Tolbert (1985)
a sector is a matter of aggregation and it can in principle be fixed at
any intermediate point between the individual project and the national
investment program. Thus, the definition of a sector is largely a matter ofconv ent ion and conv enience.
A sector comprises, the producing or operating units in the
economy that have a common function or output.
shared or common contributions to the economy and the
daily quality of life

How do we measure
sector impacts?
impact indicators
quantitative and qualitative aspects at given
times and places
5 to 10 indicators
Health Sector
infant mortality
rate
The infant mortality rate(IMR) is the number of deathsof infants under one year old per
1,000 live births
life expectancy Life expectancyat age xis the mean number of years that would be lived by a group ofindividuals of age xexposed until death to specific mortality conditions
population growth population growth rate refers to the change in population over a unit time period, oftenexpressed as a percentage of the number of individuals in the population at the beginning of
that period

morbidity

Framework
Policy and Legal Framework

inputs, efficient delivery of outputs and the
significance of the expected impact
Institutional Framework and Capacity
capacity of institutions (public, private, community
based) to support and promote the development, progress, and social well-being of the people
