Assessment Framework
A structured process of evidence collection of a persons competencies and evaluated against
an agreed criteria and evaluating the competence of the learner with respect to the
occupational standards or learning objectives.
This structured process involves following steps:
Identifying

Interpreting information
Competency is cluster of related knowledge, skills and attitude that affects a major part of
ones job and can be measured against well-accepted standards and can be improved via
training and development.
In short a demonstrated ability to apply the relevant knowledge into action, which is skill and
attitude.

Type of question
It should be restricted to the essential knowledge without which the person must not be able to do the job.
Question should cover at least fifty performance criteria [PC] out of all the PCs
Learning objective should match with PC based question
Question paper will be computerized.
Should be of objective type [MCQ] involving selection of correct response rather than writing sentences
Question paper should contain sketches/diagrams/photographs/drawings to overcome the problems of reading comprehension.
Should be of short duration

Each trainee has to perform minimum two NOS based skill test.
Assessment has to be PC based in context of NOS.
All 2 NOS will be core domain based
Practical question paper is to be printed and given to the candidate with performance checklist.
Learning objective should match with PC based practical.

It will be correlated to soft skill related NOS
Performance will be evaluated upon the observation of 2 core domain related NOS practical
Questions asked must be clear and have only one interpretation
Question must be easy to use and require minimum time to answer
As far as

possible equal time should be given to all questions having same scores
Questions having same time and same score should have same degree of difficulty

Competencies of an assessor for job role [general/patient care duty
assistant GDA]:
To carry out skill assessment of a candidate in a fair and just manner based on skill knowledge
effectively evaluating the competence of the learner with respect to the occupational standards
or learning objectives using the expertise possessed by the assessor.
Competency is demonstrated ability applying knowledge, skill and attitude for the intended
purpose of assessment.
Competency assessed should be in accordance with the occupational standards, which identify
and group, different tasks associated with a particular occupation and describe the degree of
knowledge and level of skills that a worker must demonstrate to be considered competent in
the occupation.
