DEIC (District-wide Educational Improvement Council) Meeting Notes May 17, 2012
1. The minutes from the March 21, 2012, meeting were reviewed and approved (Roy Garcia) 2. Introduction of Federal Funds Presentations (Roy Garcia) 3. Title I, Part A: Improving Basic Programs (Barbara Levandoski) Federally-funded program provides funds for economically disadvantaged; State of Texas decides which districts receive this money. Title I provides funding for curriculum coaches and specialists, financial secretary, etc….We have not yet received an amount for the 2012-2013 Title I Budget. 4. Title I, Part C: Carl D Perkins/CATE (Denise Kubecka) Federally-funded through Title I; used to enhance career and technical educational programs, job-specific skills to students, integrating career and academic content areas, Must target “at risk” student populations: students with disabilities, educationally or economically disadvantaged students, LEP, pregnant teenagers, or single parents. Targeted programs: Auto tech NATEF, cosmetology, Industry certifications, non-traditional studies, pregnant teenage and single parent programs. 5. Title II, Part A: Teacher and Principal Training and Recruiting Fund (Mary Jadloski) Provides financial assistance to school district to increase students’ academic achievement based on review of scientifically-based research; broader goal to eliminate the achievement gap between low income and minority student. Districts must use these funds for recruiting, hiring, providing professional development, retaining qualified personnel, and reducing class size. 6. Title III, Part A: English Language Acquisition (Maria Trejo) These funds are used to increase the English proficiency of limited English proficient children. Cypress-Fairbanks used LEP money for mini-grants, two-day ESL summer academy, on-going staff development for teachers and para-professionals, new arrival centers, etc. Immigrant Funds are for Saturday and evening parenting classes which focus on learning English, computer skills, parenting classes, and more. 7. Individual w/Disability Education Act (Jane Flinn) Special Education is specially designed instruction for a student with a disability. It is federal and state regulated, funding comes from IDEA (federal), State Special Education money, local budget money. IEPs are made based on individual student needs, by a group of people with the least restrictive environment (LRE) in mind. Other services include PPCD, in-class support, resource, adaptive behavior, life skills, homebound, speech, etc. 8. Code of Conduct (David Garcia) He reviewed recommended changes to the code of conduct. We are no longer going to print a code of conduct for every student. We will have a few copies on each campus for those without internet access. This results in considerable savings each year.

1. Review and Approve Minutes for May 17, 2012 meeting. (Macias)
The minutes from the May 17, 2012 meeting were reviewed and approved.
2. District-wide Education Improvement Council Training. (Linda Macias)
The DEIC membership was trained on the roll and responsibilities of the DEIC.
3. 2012 Adequate Yearly Progress Report. (Linda Macias)
Adequate Yearly Progress is the federal accountability provision in the No Child
Left Behind Act and Districts, campuses, and the State are required to meet AYP
on three measures: R/LA, Mathematics, and either graduation Rate for high
schools and district or Attendance Rate for elementary and middle schools.
Twenty-five of our campuses did not meet AYP and seven of the twenty-five are in
Stage 1 of School Improvement because they have not met AYP for two
consecutive years. School choice was offered for students at the Stage 1 schools.
The AYP standards for this school year are 93% for reading and 92% for math. The
standards for the 2013-2014 school year are 100% for reading and 100% for math.

TEA has been working with two committees of educators and community members to develop the new state accountability system.
Proposal of one accountability system with four main indicators: Student Achievement Student Progress Closing Performance Gaps Postsecondary Readiness
The Commissioner of Education has not finalized the accountability system or the performance standards.
State Accountability Update
March 1, 2013: State announced submittal of AYP Waiver
Waiver requests that the state accountability system and intervention system be used for federal AYP requirements so that there will no longer be two separate systems.
TEA has until April 15, 2013 to submit final request.
We do not know when or if the waiver will be granted.

Meeting Notes
November 29, 2012
1. WELCOME (Linda Macias)
Linda Macias welcomed the DEIC members and expressed her gratitude to them
for being part of the DEIC Committee.
2. Review and approve minutes from September 27, 2012 meeting (Linda Macias)
The minutes from the September 27, 2012, meeting were read and approved.
3. District Improvement Plan (Ashley Clayburn)
Dr. Ashley Clayburn, Assistant Supt. for School Improvement and Accountability,
reported on the District Improvement Plan. Goals and priorities were shared and
discussed with the DEIC.
4. Adequate Yearly Progress (AYP) Update (Ashley Clayburn)
Dr. Ashley Clayburn gave an update on the federal accountability program, AYP.
She shared information with the DEIC on the waiver that the State has proposed
to submitted to the USDE.
5. Student Handbook and Code of Conduct, 2013-2014 (David Garcia)
The process of writing the Student Handbook and Code of Conduct has been
ongoing since September. However, decisions that will be made by governing
bodies need to be in place. Student, parent, and staff feedback is welcomed.
For your convenience, an English and Spanish copy of the handbook and the
DEIC campus feedback forms can be found in the DEIC section of the district
website. For suggestions of change or improvement, please use these forms and
return them to David Garcia at ISC-West by Friday, December 14, 2012. Also,
these can be faxed to David at 281-807-8139.
6. Instructional Calendar, 2013-2014 (Dan McIlduff)
Mr. McIlduff shared the calendar committee’s recommendation for the 2013-2014
instructional calendar. He highlighted changes in comparison to the current year
calendar. The Board will vote on the calendar at the December meeting.

Meeting Notes
April 4, 2013
1. WELCOME (Dan McIlduff)
Dan McIlduff welcomed the DEIC members and expressed his gratitude to them
for being part of the DEIC Committee. He explained that Dr. Linda Macias was
preparing for Board Goal setting workshop. He and Mary Jadloski would facilitate
the meeting.
2. Review and approve minutes from November 29, 2012 meeting (Mary Jadloski)
The minutes from the November 29, 2012, meeting were read and approved.
3. STAAR (Dan McIlduff)
Dan McIlduff presented the STAAR 3-8 testing overview. He pointed out the phase
in timeline and how standards would increase. Data for Reading 3-8, Math 3-8,
Writing 4 & 7, Science 5 & 8, and Social Studies 8 were reviewed. Additionally,
CFISD scores were compared to the five largest school districts in Texas. Eighth-
grade students take Math 8 or Algebra I and only take the test aligning with the
curriculum each studied.
4. State Accountability Update (Mary Jadloski)
The new proposal for state accountability was reviewed. Four main indicators are
being considered: 1) student achievement; 2) student progress; 3) closing
performance gaps; and 4) post-secondary readiness.
5. AYP Waivers (Mary Jadloski)
Texas is asking the USDE to allow the state accountability (new) to be used for AYP
purposes. TEA has until 4/15/13 to submit the final request.
6. May EOC Schedule (Dan McIlduff)
Mr. McIlduff shared the End-of-Course exam schedule. He also reminded DEIC
members that we have a TEA waiver (2nd year of a 3-year) that allows adjustment
of schedules during testing to minimize instructional interruptions. Juniors and
Seniors will arrive late on May 8, 9, and 10, during the 9th & 10th grade End-of-
course testing.
7. Legislative Update (Dan McIlduff)
The bill regarding change to EOC testing and graduation plans were shared. DEIC
members were asked to review the CLC update on the district website frequently
and actively communicate with legislators.
