AsureQualityprovidesexpertaudit,inspection,verification,andcertificationservicestoorganicproducers,processorsandretailersinthedairy,meat,seafood,horticulture,wineandarablesectors.
Accreditedbytheworld’sleadingorganicorganisations,IFOAM(InternationalFederationOrganicAgriculturalMovement),AsureQualitycanenablemarketaccesstotheUSA,EuropeanUnion,Australia,SouthEastAsia,theUKandJapan.
ReferencesmaybemadethroughoutthisStandardtootherorganicstandardsthatAsureQualitycertifiesto.
THE ASUREQUALITY ORGANIC MARK
Producers,processorsandproductsthathavebeencertifiedtoAsureQuality’sOrganicStandardcandisplaytheAsureQualityOrganicMarkandwillbegivenauniquecustomernumberthatguaranteestraceabilityandaccountabilitythroughoutthefoodsupplychain.
TheAsureQualitylogoisavailableinarangeofformats,bothincolourandblackandwhite.Alltheinformationregardingtheuseofthelogoisinthelicenseagreementthatisrequestedandsignedcompletedfollowingasuccessfulorganicaudit.
TheAsureQualityMarkisaclearindicationthattheproducthasbeenorganicallycertified.Itdoes,however,notsayanythingaboutqualitywhichisyourresponsibility.

THE ORGANIC CERTIFICATION PROCESS
Thetimetakentobecomefullyorganicdependsonthenatureofyourbusiness.Aroughguidelinewouldbeuptotwoyearsforlivestock,twoyearsforannualhorticulturecropsandthreeyearsforperennials(subjecttovariablessuchasthenatureofyourproperty).Farmsinatransitionalstageandthathavebeenusingsomeorganicpracticesforaperiodof12monthsormoremaylabeltheirproductsas“conversiontoorganic”providedallrequirementsaremet.
Tobegintheprocessyouwillneedto:
1. CompleteandreturnaregistrationformfromtheAsureQuality“GoingOrganic”registrationpack.
2. Completeandreturntheorganicmanagementplanapplicabletoyourbusiness.Thisrequiresdetailedinformationonhowyouoperateanddocumentstheaudittrailofyourbusinessincludingbothinputsandoutputs.
3. ComplywiththeAsureQualityOrganicStandard.
Completeanon-siteassessment/audittoensurethateveryaspectofyouroperationcomplieswiththeAsureQualityOrganicStandard.Ifyouarealivestockorhorticultureoperatorintendingtoexport,amulti-residuesoiltestisusuallyrequired.
Followingtheon-siteaudit,theauditorwillsubmitaformalreportonthefindings.Thiswillinclude(butmaynotbeconfinedto)anynon-conformanceagainsttheAsureQualityOrganicStandardthatneedstobeaddressed.
Theorganicauditorwillagreewithyouonhowtoresolveanynon-conformancesandsettheclosingduedate.
4. Whenallnon-conformancesareclosedout,anorganiccertificationstatuscertificatewillbeissuedcoveringthescopeofyouroperation.Onceasignedlicenseagreementhasbeencompleted,theAsureQualityorganiclogocanbeusedinapprovedmarketingmaterials.
MAINTAINING YOUR ORGANIC STATUS
Anannualauditisrequiredtorenewandmaintainyourorganiccertificationstatus.

Wehaveboth“fullorganic”and“In-Conversion”statussignsavailabletohelpyoumarketyourorganicstatus.Thesignsareidealforputtingonyourgatesandboundaries,fortakingtotradeshowsorputtinginyourorganicstore.Yourfirstfull,orin-conversionorganicsignfromAsureQualityisfree.
MULTI-RESIDUE TESTING
AsureQualitycarriesoutawiderangeofresidueanalysesforthefoodandbeverage,environmentalandagriculturalindustries.Wecarryoutphysio-chemical,inorganicandorganictestingtocharacterisesoil,air,waterandproductsamples,todetermineproperties,contaminantlevelsandcompliancewithregulatoryandcertificationrequirements.Weprovidefullmatrixservicesforpesticides,poisonsandveterinarydrugs.

INTRODUCTION
ThisStandardhasbeenpreparedforthepurposeofprovidingminimumrequirementstobecompliedwithtogaincertificationfortheproductionof,andthelabellingandclaimsfor,organicallyproducedfoods.
TheaimsofthisStandardare:
• Toprotectconsumersagainstdeceptionandfraudinthemarketplaceandagainstunsubstantiatedproductclaims.• Toprotectproducersoforganicproduceagainstmisrepresentationofotheragriculturalproduceasbeingorganic.• Toensurethatallstagesofproduction,preparation,storage,transportandmarketingaresubjecttoinspectionand
complywiththisStandard.
ThisStandardsetsouttheprinciplesoforganicproductionatfarm,preparation,storage,transport,labellingandmarketingstages,andprovidesanindicationofacceptedpermittedinputsforsoilfertilisingandconditioning,plantpestanddiseasecontrol,foodadditivesandprocessingaids.
Organicagricultureisaccomplishedbyusing,wherepossible,cultural,biologicalandmechanicalmaterialsandmethods,asopposedtousingsyntheticmaterials,tofulfilanyspecificfunctionwithinthesystem.
Anorganicproductionsystemisdesignedto:
• Enhancebiologicaldiversitywithinthewholesystem• Increasesoilbiologicalactivity• Maintainlong-termsoilfertility• Recyclewastesofplantandanimalorigininordertoreturnnutrientstotheland,thusminimisingtheuseofnon-
renewableresource• Relyonrenewableresourcesinlocallyorganisedagriculturalsystems• Promotethehealthyuseofsoil,waterandairaswellasminimiseallformsofpollutiontheretothatmayresultfrom
agricultural practices• Handleagriculturalproductswithemphasisoncarefulprocessingmethodsinordertomaintaintheorganicintegrity
andvitalqualitiesoftheproductatallstages• Becomeestablishedonanyexistingfarmthroughaperiodofconversion,theappropriatelengthofwhichis
determinedbysite-specificfactorssuchasthehistoryofthelandandtypeofcropsandlivestocktobeproduced

OrganicagriculturalpracticesandthisStandardcannotensurethatproductsarecompletelyfreeofresidues,duetogeneralenvironmentalpollution.However,thepracticespermittedwithinthisStandardensurethelowestpossibleriskofresiduesatthelowestpossiblelevels.
Continuedcertificationofallproducersandoperators,whethertheyareattheproduction,processing,handling,transport,storageorsalepointsofthechain,iscontingentonaccuraterecordsoftheenterprisesconcerned.
RecognisingthatorganicproductionsystemscontinuetoevolveandthatorganicprinciplesandStandardswillcontinuetobedeveloped,theseStandardswillbereviewedonatwo-yearlybasisbyAsureQualityLimited,allstakeholdersand/orinterestedpartieswillbeincludedinanyreview.ControlofthisStandardwillbeinaccordancewithAsureQualityprocedures.Implementationdatewillbethedateofissue.
1.1 SCOPE
1.1.1 ThisStandardappliestothefollowingproducts,whichcarry,orareintendedtocarry,descriptivelabellingreferringtoorganicproductionmethods:
a) Unprocessedplant,animaloraquacultureproducts b) Processedproductderivedmainlyfrom(a)above
1.1.2 Aproductwillberegardedasbearingindicationsreferringtoorganicproductionmethodswhere,inthelabellingorclaims,includingadvertisingmaterialorcommercialdocuments,theproductoritsingredientsisdescribedbytheterms:
“organic”,“biodynamic”,“biological”,“ecological”orwordsofsimilarintent.
1.1.3 Paragraph1.1.2doesnotapplywherethesetermsclearlyhavenoconnectionwiththemethodofproduction.
1.1.4 Allmaterialsand/ortheproductsproducedfromgeneticallyengineered/modifiedorganisms(GEO/GMO)arenotcompatiblewiththeprinciplesoforganicproduction(eitherthegrowing,manufacturingorprocessingandtheuseofingredients,additivesandprocessingaids)andthereforearenotacceptedunderthisStandard.Inputs,processingaidsandingredientsshallbetracedbackonestepinthebiologicalchaintothedirectsourceorganismfromwhichtheyareproducedtoverifythattheyarenotderivedfromGMOs.
1.1.5 RequirementsoutlinedintheAsureQualityStandardarecomplementaryandadditionaltootherhealth,social,agriculturalorfoodregulatoryrequirementswithinNewZealand.
1.1.6 Socialjusticeandsocialrightsareanintegralpartoforganicagricultureandprocessing.RefertoSection8forstandardsregardingSocialJustice.
• Whereproductionisbasedonviolationofbasichumanrightsandclearcasesofsocialinjustice,thatproductcannotbedeclaredasorganic

1.2 DESCRIPTION
FoodsshouldonlyrefertoOrganicProductionMethodsiftheycomefromanorganicproductionsystemthatemploysmanagementpracticeswhichseektonurturethoseecosystemsthatachievesustainableproductivity.Theseecosystemswillprovideweed,pestanddiseasecontrolthroughadiversemixofmutuallydependentlifeforms,recyclingplantandanimalresidues,cropselectionandrotation,watermanagement,tillageandcultivation.Soilfertilityismaintainedandenhancedbyasystemwhichoptimisessoilbiologicalactivityandthephysicalandmineralnatureofthesoilasthemeanstoprovideabalancednutrientsupplyforplantandanimallifeaswellastoconservesoilresources.Productionshouldbesustainable,withtherecyclingofplantnutrientsanessentialpartofthefertilizingstrategy.Pestanddiseasemanagementisattainedbymeansofencouragingabalancedhost/predatorrelationship,theaugmentationofbeneficialinsectpopulations,biologicalandculturalcontrolandmechanicalremovalofpestsandaffectedplantparts.
1.3 GENERAL REQUIREMENTS
1.3.1 TheoperatormustprepareandmaintainanOrganicManagementPlan(OMP)outliningtheconversion,production,preparation,handlingandmanagementpracticesemployedtomeetthisStandard,andanyinputsused.
1.3.2 TheOMPmustbereviewedatleastannually,andiftherearechangesthesearetobesenttoAsureQualityforapprovalpriortoimplementing.RequestsforinputsanddispensationsshouldbesenttoAsureQualityforapprovalprior to use.
1.3.3 TheOMPmustincludeadescriptionoftherecordkeepingsystemsusedtoensuretheorganicintegrityoftheproductthroughtraceabilitythroughouttheproductioncyclefromrawmaterialthroughtosaleoftheendproduct.
1.3.4 TheOMPmustincludecontingencyplansthatwouldbeinvokedintheeventofextraordinarycircumstancessuchas:
• Shortageoffeedduetoextremeweatherconditionsoranaturaldisaster
1.3.5 OperatorsmusthaveaccesstoacurrentversionoftheAsureQualityOrganicStandard.
1.3.6 Operatorsmustdemonstratethatworkershavehadadequatetrainingintherelevantorganicrequirementsrelativetothetaskstheycarryoutwithintheorganisation.
1.3.7 IfyousubcontractworktolowriskoperatorsyoumusthavecontractswiththemtomeetalltherequirementsofthisStandard.AlistofsubcontractorsalongwiththeiractivitiesistobeincludedaspartoftheOMP.Ifthesubcontractorisasublicenseeunderthesupervisionofanothercertificationbody,thenthewrittenagreementmustincludeprovisionforthesharingofinformationbetweencertificationbodies.
Interpretative Note:UnderUSDANOP,thegrowingoforganiccrops,rearingoforganiclivestock,slaughteringoforganicanimals,orprocessingoforganicproducts,maynotbecontractedouttoapartythatisnotcertifiedtotheUSDANOP,unlesstheactivityoccursonthecertifiedpropertyitselfandhenceunderthesupervisionofthecertifiedoperator(e.g.mobilebottlingplant).
1.3.8 Recordsrelatingtoorganiccertificationmustbekeptfortwoyearsandberetrievable.NB.Retentiveperiodsforotherorganicstandardsmaybelonger.
1.3.9 Foranyorganicproducts,oringredientsusedinorganicproductionorprocessing,theoperatormusthavedocumentstoverifytheorganicstatusofsuchproducts.Detailsmustenableverificationof:

1.3.10 TheoperatorshouldgiveAsureQuality,forinspectionpurposes,accesstotheunitandtowrittenaccountsandrelevantsupportingdocuments.Theoperatorshouldalsoprovidetheinspectionbodywithanyinformationnecessaryforthepurposesofinspectionincludingfinancialrecords.
1.4 MONITORING FOR CONTAMINATION
Testingisnotrecognisedasameansofdeterminingtheorganicstatusofanendproduct;however,ithasaroleinverifyingthattheproductionprocesshasappropriatemeasuresinplace.Organiccertificationisbasedonfullimplementationoftheorganicproductionprocess.AsureQualityconductsrandomandtargetedtestofproductsbothatretailandthroughtheproductionprocess.
1.4.1 Whereoperatorsdotheirowntesting,anyadverseresidueresultsaretobereportedtoAsureQualityatthepointofdiscovery.
1.4.2 Whereresiduesarefoundonorincertifiedproducts,reasonsforthecontaminationwillneedtobeinvestigatedalongwithfurthertesting.
1.4.3 AsureQualitymayrequireongoingmonitoringbytheoperatorwhereresidueshavebeendetectedinthesoilorendproduct.
1.5 RECERTIFICATION OF PRODUCTION OR A PRODUCT
Foraproductionoraproducttobere-certified,itmustbecertifiedaccordingto:
• AnIFOAMaccreditedprogammeandtherearenoadditionalrequirementsneededtoberecognisedundertheAsureQualityProgramme,or
• CertifiedagainstEURegulations(orequivalent)plusadditionalevaluationrequirementsdependingonwhetheritisaplantbasedproductoralivestockproduct.
IfyouwishtousecertifiedingredientsforproductsintendedfortheUSDANOPmarket,thenyoumustsourceUSDANOPspecificorganiccertificatesfromeachofthesuppliers.
1.6 RECOGNITION OF A CERTIFICATION BODY
Forrecognitionthecertificationbodywillbe:
• IFOAMaccreditedandtherearenoadditionalrequirementsneededtoberecognisedundertheAsureQualityProgramme,or
• AccreditedtoISO17065plusadditionalevaluationrequirements.
1.7 DUAL CERTIFICATION AND TRANSFERENCE TO ANOTHER CERTIFICATION BODY
Incaseswheretheoperator(orsubcontractor)hasdualcertification,ortransferscertificationtoanothercertificationbody/controlbody(CB),ANDtheoperatoriscertifiedtoaprogrammeforthepurposesofexportingorganicproducttotheEuropeanUnion,AsureQualityrequireswrittenpermissionfromtheoperatorto:
• ProvideanexchangeofinformationwiththeotherCB(dualcertification)• ProvidecopiesoftheappropriatecontrolfilestothenewCB(transference)• WrittenpermissionwouldnormallybegrantedviaanapplicationformorOMPupdateform

Agricultural product/product of agricultural originmeansanyproductorcommodity,raworprocessed,thatismarketedforhumanconsumption(excludingwater,saltandadditives)oranimalfeed.
Allopathic treatment:Alsocalledconventionalmedicine,andaretreatmentswhichproduceeffectsdifferentfromthoseexhibitedbythedisease.Thisistheoppositeofhomeopathy.
Anthelminticisasubstanceusedtokillorexpelinternalparasites(subgroupofparasiticide)
Antibioticsareaclassofdrugwhichareusuallysynthesisedbyalivingmicro-organismandusedatappropriateconcentrationinhibitthegrowthofothermicro-organisms.
Aquaculture:Themanagedproductionofaquaticplantsand/oranimalsinfresh,brackishorsaltwaterinacircumscribedenvironment.
Auditisasystematicandfunctionallyindependentexaminationtodeterminewhetheractivitiesandrelatedresultscomplywithplannedobjectives.

Background contamination:Alsoknownasunavoidableresidualenvironmentalcontamination(UREC).Backgroundlevelsofnaturallyoccurringorsyntheticchemicalsthatarepresentinthesoil,orpresentinorganicallyproducedproducts,thatarebelowestablishedtolerances.
Botanical pesticidemeansapesticidederivedfromplants.

Canada Organic Regime (COR):NameoftheNationalStandardofCanadacoveringorganicfoodproductssoldinCanada,whichispublishedbytheCanadianGeneralStandardsBoard.
Certificationistheprocedurebywhichwrittenorequivalentassuranceisgiventhatfoodsorfoodcontrolsystemsconformto requirements.
Certification bodymeansabodywhichisresponsibleforverifyingthataproductsoldorlabelledas“organic”isproduced,prepared,handledandimportedaccordingtothisStandard.
Chain of Custody:Theconceptthatallrelevantstepsintheproductionchainincludingthegrowing,handling,processingandotherprocesses,havebeeninspectedorcertifiedasappropriate.
Competent authoritymeanstheofficialgovernmentagencyhavingjurisdiction.
Commercially available:Theabilitytoobtainaproductioninputinanappropriateform,quality,orquantitytofulfillanessentialfunctioninasystemoforganicproductionorhandling,asdeterminedbythecertifyingagentinthecourseofreviewingtheorganicplan(USDANOPdefinition).Thecostoftheorganicingredient(s)isnottobeusedasacriterionforcommerciallyavailable.

3.8.3 LabellingofFeed-Wheretheformulationincludesin-conversionfeedthismustbeclearlyshownintheingredientslist.NB.Undersomestandardstheremaynotbeanoptiontosellformulationswhichincludein-conversionfeed.
3.9 IDENTIFYING THE CERTIFIER AND LEGAL RESPONSIBILITY
3.9.1 Yourlabelmustidentifytheorganiccertificationbody.ThiscanbeachievedthroughtheuseoftheAsureQualityMarkwhichincorporatesyourorganicregistrationnumber.Alternativelyitmaybeinwordsintheform:“CertifiedorganicbyAsureQualityLimited”plusyourorganicregistrationnumberas“RegistrationnumberXXXX”or“Reg.#XXXX”.NB.Forcertainmarketsitiscompulsorytousethewordingirrespectiveofwhetherthelogoisused.AsureQualitywillissueyourpersonalisedAsureQualityMarkafteryousigntheapplicableLicenseAgreement.
3.9.2 IfusingtheEULogo,thenyoumustusetheappropriatedescriptionforwheretheproductwasfarmedandAsureQualityCodeNumberinthesamevisualfieldastheEULogo(e.g.bothonbackpanel).ThecodenumberisintheformatNZ-BIO-XX.
