1. EXECUTIVE SUMMARY
This is Storage capacity enhancement project of Existing HPCL LPG bottling Plant from 900 MT
to 2400 MT at Village Rahukhedi A B Road NH-3, Post Manglia Indore Madhya Pradesh. This
project falls under item no. 6 (b): Isolated storage & handling of hazardous chemicals under the
category “B” (general conditions apply) as per the EIA notification 2006 and its amendments.
The proposal will increase LPG storage capacity and enhance from 2.5 days cover to 6 days
cover.
2. INTRODUCTION OF THE PROJECT
2.1 Identification of the Project and Project Proponent
M/s Hindustan Petroleum Corporation Limited (HPCL), a Government of India Undertaking, is
engaged in Refining, Storage and Marketing of Petroleum Products. Hindustan Petroleum
Corporation Limited (HPCL) is a leading government owned PSU in India. Due to its strong
presence in the market for long time, it has acquired a sizeable share in the Indian market. The
company has already setup many bottling plants all over India. The Manglia LPG Bottling Plant
of M/s Hindustan Petroleum Corporation Ltd. (HPCL) was commissioned in the year 2004 and
the LPG Bottling Plant is situated in Manglia, the present setup has a bottling facility spread
over area of 34 acres. The nearest villages are Rahukhed and Lasudiya Parmar situated
approximately 0.40 KM and 1.30 KM at south-West and north-East respectively. Some industry
is at south-West side of the plant. Agriculture land at North, East and South side of the plant.
Agra-Bombay NH-3 Highway at West of the plant. Bottling plant is engaged in receiving bulk
tankers from Gail Vijaypur, Aegis Pipavav, ONGC Hazira, IOC Koyali, BPC Bina, Essar Vadinar,
RIL Jamnagar, Gail Gandhar etc. The bulk tankers are unloaded into three storage vessels of
total 900 MT (3x300 bullets) capacities. Plant is having Tank truck decantation unit with six bays
each having unloading arms. HPCL LPG Bottling Plant Manglia supplies packed LPG domestic
& non domestic filled cylinders in Twenty two revenue district of Madhya Pradesh.
2.2 Brief Description of nature of the Project
The proposed LPG storage capacity enhancement of LPG bottling plant from 900 MT to 2400
MT by constructing new 3 X 500 MT Mounded Storage Vessels within existing plant premises.
LPG will be coming to the Plant by road in trucks from Gail Vijaypur, Aegis Pipavav, ONGC
Hazira, IOC Koyali, BPC Bina, Essar Vadinar, RIL Jamnagar, Gail Gandhar etc. This is being
stored in bullets then filled in various capacities of the cylinders within the plant and sold
(dispatched) to the distributors spread in 22 districts of Madhya Pradesh.

2.3 Need for the Project and its importance
Based upon LPG consumption scenario, need is felt to enhance the LPG storage capacity at
Manglia LPG Bottling plant. To achieve the same, HPCL LPG Bottling Plant proposes to install
three new mounded storage vessels of capacity 500 MT each. This will improve the storage
capacity of LPG at existing plant with enhanced cover from 2.5 days to 6 days and distribution
network. Moreover Mounded Storage Vessel is the safest and proven storage in vogue.
2.4 LPG Import
At HPCL LPG Bottling Plant Manglia, LPG is being received from Gail Vijaypur, Aegis Pipavav,
ONGC Hazira, IOC Koyali, BPC Bina, Essar Vadinar, RIL Jamnagar, Gail Gandhar etc through
tanker trucks.
2.5 Cylinder Supply
HPCL LPG Bottling Plant Manglia supplies packed LPG domestic & non domestic filled
cylinders in twenty two district of Madhya Pradesh.
2.6 Employment Generation due to the Project
The proposed expansion project will provide indirect employment to about 20-25 persons during
the construction phase and also in transportation during construction phase.
3. PROJECT DESCRIPTION
3.1 Type of the Project
This is storage capacity enhancement project of existing HPCL LPG bottling Plant at Manglia
from 900 MT to 2400 MT. This project falls under item no. 6 (b): Isolated storage & handling of
hazardous chemicals under the category “B” (general conditions apply) as per the EIA
notification 2006 and its amendments.
3.2 Project Location
The Project site is located at village Rahukhedi, A B Road N H-3 Post Manglia Indore Madhya
Pradesh 453771. The distance between project site & Indore city is 15 KM.

3.3 Topography:
Manglia District is a district of Madhya Pradesh state in central India. The exact cartographic co-
ordinates of Manglia (Plant Location coordinates) are 22050’18.24” N 75056’55.16”E. It has an
average elevation of 537 meters (1762ft.).

3.3 Process Details
At Plant LPG is received through Truck Tankers of generally 18 MT capacity from LPG is being
received from Gail Vijaypur, Aegis Pipavav, ONGC Hazira, IOC Koyali, BPC Bina, Essar Vadinar,
RIL Jamnagar, Gail Gandhar etc. There is 6 bay gantry for unloading of LPG. Further it is stored
in above ground bullets 3 X 300 MT. Maximum existing inventory of LPG at the plant is 900 MT.
Plant operates in two shifts. LPG from bullets is pumped with the help of LPG pumps to electronic
carousel for cylinder filling operation. Domestic and Commercial cylinders of sizes 5 Kg, 14.2 kg,
19 kg, 35 kg 47.5 kg are filled. HPCL LPG Bottling Plant supplies packed LPG domestic & non
domestic filled cylinders to the twenty two revenue district of Madhya Pradesh. Defective cylinders
are segregated for correction before dispatch to the market. All standard operating procedures
are followed as per OISD and best engineering practices.

3.4 Risk Analysis and ERDMP
Since plant is having Hazardous chemical inventory exceeding threshold quantity as per MSIHC
Rule-1989, amendment 2000”. Quantitative Risk Analysis and DMP report has been prepared
and updated regularly. Same shall be reviewed and updated with augmented facility. ERDMP
report has also been prepared and shall be in compliance with PNGRB regulations-2010.
3.5 Liquid Waste Management
There is no manufacturing process as it is only storage and filling plant hence there will be no
generation of effluent. Sewage will be treated through septic tanks and soak pits. Effluent from
cylinder washings and soap solution/Lubricant used for conveyor belt will be treated in effluent
treatment plant and treated water will be used for gardening purpose.
3.6 Hazardous and solid waste Management
There will be no generation of any hazardous waste by the plant. Total Solid Waste Generated
from the proposed facility will be disposed through pollution control board approved vendor.
3.7 Fire Fighting Details
3.7.1 Fire Fighting System Description as per OISD 144 standard
Following are the type of fire protection systems for LPG bottling plant,
Automatic Fire Water Pumping System consisting of six firefighting engines & two jockey
pump.
External Hydrant & Water Monitor System covering the entire plant area for manual
firefighting.
Medium Velocity Water Spray System for Cylinder filling shed, Filled storage shed, Tank
truck gantry (six bays), LPG Pump /Compressor shed, above ground bullets,
Loading/Unloading shed, Cold Repair shed and Connecting platforms.
Fire Detection & Alarm System covering the entire plant area.
Portable Fire Extinguishers.
Personnel protective equipment.

3.8 Power Supply
For the existing project, power is received from Madhya Pradesh Paschim Kshetra Vidyut Vitran
Company Ltd. The power demand is 33 KV, 275 KVA. The power requirement shall be remain
same after the proposed capacity expansion. DG sets are available for emergency
Generators Capacity: 125 KVA - 1 No.
380 KVA - 1 No.
3.9 Communication System
Communication facility available at plant for internal and external communication purpose is as
follows
Telephones/mobile - 3 Nos.
VHF - 12 Nos.
Page phone - 12 Nos.
Hand siren - 7 Nos.
4. SITE ANALYSIS
4.1 Connectivity
The Plant site located around 15 Km away from Indore City
The connectivity of the site to airport, railway and road is as follows:
a. Airport connectivity- The nearest domestic airport is Devi ahilyabai Holkar airport Indor
which is about 18 Kilometers.
b. Rail connectivity- The nearest railway station is Indore, which is about 15 kilometers from
the site
c. Road connectivity- Nearest highway is Agra-Bombay highway.
d. Police Station – Shipra Thana, Indore, Madhya Pradesh.
e. Hospital- Primary Health Center, Which is about 6.78 Km .
5.0 PROJECT SCHEDULE AND COST ESTIMATES
5.1 Project schedule
The company has proposed to enhance the storage capacity of the LPG in the plant by 3 X 500
MT Mounded storage vessels to increase the storage capacity to 2250 MT. This will improve the
storage cover from existing 2.5 days to 6 days. Project execution will be started after approval of
EC. Implementation period will be approx. 18 month from EC approval.

5.2 Cost estimates
The total cost of the project is estimated to be 31.5 crores.
5.3 Corporate Social Responsibility (CSR) Policy
The company is actively involved in CSR related activities, budgetary provisions have been made
in the financial year 2016-2017 to spend on Corporate Social Responsibility (CSR) by HPCL head
office.
