The United Nations World Food Programme (WFP) is giving 14 automatic weather stations toUganda’s Ministry of Water and Environment. The high-tech sets, which come in boxes and areeasily assembled, conduct an array of weather monitoring and forecasting tasks. Collected datawill be available to both the government and the private sector. WFP has provided 12automatic stations in the past three years, which are already in use in the Karamoja and Tesoregions, to help farmers and food producers cope with increasingly unpredictable weather.

“This contribution is being made in support of the National Development Plan which calls forthe overhaul and automation of meteorological instruments in Uganda,” says WFP CountryDirector Sory Ouane. “This should lead to more timely and reliable weather forecasts which willbe particularly useful to farmers for planting and harvesting. Health and safety expert KBC hasassisted international mining giant

Anglo American in speeding up itscontractor prequalification time, whileimproving reciprocity between its SouthAfrican-based divisions, by making use ofthe electronic Contractor Passport system.

The KBC Contractor Passport is a web-based electronic solution that monitors, records and stores all medical and trainingrecords of all on-site employees; thereby, ensuring compliance with health and safetyregulations, while eliminating duplicationand loss of hardcopy documents.

KBC operations director Norman Hartmanpoints out that the company developed acustomised Contractor Passport for AngloAmerican in early 2011, with the purpose ofcapturing data and effectively managing thereciprocity between its divisions.

“The introduction of the customisedContractor Passport at Anglo now enables acontractor who is working in the Platinumdivision to easily move across to Coal or IronOre for example, without any major delays,”he explains. “As part of the ContractorPassport, every contractor on-site is issuedwith a unique card at employee, supervisorand management levels. The main benefit ofthe card is that it reduces duplication and, very importantly, speeds up the contractorprequalification process.”

In order to improve productivity and efficiencyin challenging shipping applications in coastalregions, internationally-recognised conveyorequipment manufacturer Melco has installedits range of supreme high-densitypolyethylene (HDPE) rollers on entire conveyorbelt systems at ports across South Africa.

Melco sales and marketing director CraigWarmback explains that HDPE is apolyethylene thermoplastic, and offerssuperior resistance to abrasion and corrosion, and provides the conveyor belt system with alifecycle often exceeding 12 years.

Warmback highlights the fact that the Portof Richards Bay has been making sole use ofMelco’s range of HDPE rollers on all of itsconveyor belts since 1990.

“Our HDPE rollers, branded as the MelcoSupreme roller, have a longer lifespan than

standard steel rollers in harsh port conditions, thanks to a 12 mm external HDPE sleeve, which ensures overall cost savings withregards to maintenance and downtime.”

The machined finish of the Melco HDPE rollerresults in low total indicated run-out, whichultimately minimises vibration and noise levels, adds Warmback. “The reduction of noisepollution is essential to all ports, as many aim toincrease productivity without the consequentincrease in noise levels, due to the fact that mostharbours are located fairly close to residentialareas with a high population density.”

Melco works closely with other portauthorities in South Africa, and Melco idler setsand rolls can also be found in Durban harbour, the Port of Saldanha Bay and Port Elizabethharbour. Melco managing director Gavin Hallnotes that Melco was involved in a successful2009 conveyor upgrade project at the Port ofSaldanha Bay.

“Melco was involved in the entire upgrade ofthe port’s conveyor belt system, in order toincrease throughput. With regard to theconveyor idlers, the existing 5-roll garlandswere replaced with deep trough 3-rollunderslung idlers, which increased thematerial cross sectional area by approximately20 per cent,” he explains.

WEG has supplied 62 self-monitoringmotors for the recently- opened

55,000 m3/d Trekkopje sea waterdesalination plant in Namibia. The plant isthe largest of its kind in sub-Saharan Africaand is a vital water supply asset in acountry where 98 per cent of the land isconsidered arid or semi arid. The WEGmotors, ranging from 18.5kW to 750kW,drive pumps that are considered crucial tothe plant’s reliable operation.

Designed and built by specialist watertreatment firm, Keyplan, part of the AvengGroup, the Trekkopje plant converts seawater from the Atlantic Ocean into potablewater for use at the large Trekkopjeopencast uranium mine.

The desalination process entailsabstracting salt water via pipes that areplaced one kilometre out to sea. The seawater is then pumped to the plant wherescreening and ultra filtration prepares it forreverse osmosis, a process where amembrane selectively retains the salt, allowing the desalted water to pass through.

The 750 kW motors were fitted with softstarters while the remainder of the motorswere combined with variable speed drives. All motors were supplied with anti-corrosioncoating because of the corrosive nature ofthe environment. In addition, because theambient air is very moist due to omnipresentfog, the installation of anti-condensationheaters in every motor was imperative tokeep the motors heated and thus eliminateany moisture build-up and ingress.

Recently-formed steel merchant TWR Steel hasentered into a preferential supply agreementwith Pan Mixers South Africa (PMSA), whichsupplies concrete brick, block and paving-making machinery and technology in Africa.

PMSA has hence improved control over thesupply chain of its critical steel parts.

TWR Steel is based in Boksburg, SouthAfrica, and operates a 2 800 m2 manufacturingfacility and 570 m2 of office space. It is awholly-independent company that serves as apreferential supplier of steel products to PMSA,which are used by the company for themanufacture of equipment components.

TWR Steel sets itself apart from thecompetition by specifically-focusing onimproving the predominantly prolonged anddelayed service delivery periods that currentlydominate the local steel market.

Dov Zerah, Chief Executive Officer of the Agence Française deDéveloppement (AFD), and Kanayo F. Nwanze, President of theInternational Fund for Agricultural Development (IFAD), recently signeda financing agreement to support the development of agricultural indexinsurance in West Africa.

Weather index-based insurance can help secure the income ofsmallholders who are particularly vulnerable to climate variability. It canimprove rural livelihoods and reduce food insecurity. One of the aims isalso to improve access to credit by lowering the risk of default forfinancial institutions.

Over the past few years, index-basedcrop insurance has been developed andbrought to scale, particularly in India andLatin America. Compensation iscalculated using an index, such as thelevel of rainfall, which represents asclosely as possible the impact thatweather shocks have on yields andtherefore incomes. This precludes theneed to assess losses on farmers’ plots, which is a long and costly process. Todate, there have been few experiences inWest Africa.

The development of a range ofspecific crop insurance products willhelp protect producer incomes in the event of weather shocks, improving their capacity to invest in their farms and therebycontributing to improved food security for the region.

The objective of the project is to set up a mechanism for monitoringand managing weather risk through the development and testing of aninnovative index-based insurance approach in West Africa. Morespecifically, the project aims to put in place adapted technical solutionsby using satellite technology to measure the impact of weather shockson yields.

AFD is combining this with support to Planet Guarantee, co-financedwith the Global Index Insurance Facility, a programme of theInternational Finance Corporation, which is part of the World BankGroup. This component will contribute to the launching and testing on alarger scale of agricultural index insurance for the region, and willcontribute to mitigate food-price volatility in markets.

The financing agreement signed by AFD and IFAD is a new exampleof collaboration between the two institutions, which already cooperatetogether through the African Agriculture Fund, the African Agribusinessand Agroindustries Development Initiative, and other cofinancing.Managing agricultural risk is a core focus of the project, which calls forpreparation of a multi-donor platform to improve coordination amongdonors and to meet demand from partner countries on this issue.

26 African Review of Business and Technology - August 2012

Recent improvements in Kenya’sinternational and local connectivity arehaving a profound effect on the

country’s economic prospects, the wayinternational and local businesses operateand even upon how individuals go abouttheir daily lives.

Businesses are taking advantage ofimproved networks and enhanced serviceofferings to boost their efficiency andproductivity in a variety of ways: includingthe provision of better inter-officecommunications; enabling remote workers toaccess corporate information and email ‘onthe road’; facilitating home working andincreasing the availability of ‘cloud’-basedservices. The enhanced connectivity is alsoimproving access to other African andinternational markets and customers, creating opportunities for organisations inKenya to extend their business reach andgrow their revenues.

For individuals in Kenya, mobile broadbandservices in particular are delivering improvedaccess to online information, music and videostreaming, mobile banking, online gamingand popular applications including Facebook,Twitter, YouTube, LinkedIn and Skype. Alliedwith increasingly affordable handsets andlower cost service offerings, this has causedthe number of internet users in Kenya to risesharply - up from just under four million inJune 2010 to 10.5mn at the end of 2011(according to www.internetworldstats.com).With 25.5 per cent of the population

accessing the Internet, Kenya is the fifthhighest-ranked country in mainland Africa -behind Morocco, Tunisia, Nigeria and Egypt.Facebook usage in Kenya has rocketed too,up by 142,000 in the last six months to1,325,000 (according to social media statisticsportal www.socialbakers.com). An analysis ofAfrica’s Twitter traffic in Q4 2011, conductedby Portland Communications in associationwith media platform Tweetminster, revealedthat Kenya was the continent’s second mostprolific country, behind South Africa, with justunder 2.5mn tweets.

Telecoms in KenyaTelecoms is a very significant market inKenya. According to Pyramid Research’s‘Kenya Intelligence Report’ (February 2012),it was worth an expected $1.5bn in 2011and is predicted to reach approximately$1.7bn by 2016.

Increasing revenues in the mobile sectorare driving growth in the telecoms market asa whole. The largest revenue currently comesfrom mobile voice - estimated at $886mn in2011. However, the healthiest growth is inmobile data, due to the adoption of mobilemoney transfer services (M-PESA) and thepenetration of 3G-based services supportingbroadband internet. Mobile data revenuesare expected to increase from an estimated$457mn in 2011 to $751mn in 2016, almost a44 per cent share of total telecom revenues.Mobile voice will lose revenue share tomobile data and broadband internet as voice

tariffs experience further reductions due toongoing price wars.

Consequently, mobile voice revenue isexpected to decline from 60 per cent of totalmarket revenues today to a projected 48 percent in 2016.

The predicted growth in data andbroadband services will place furtherdemands on the country’s national andinternational telecommunicationsinfrastructure. Ongoing investment in bothwill be required to maintain social andcommercial benefits.

Opportunity KenyaA powerful combination of factors –including the explosion in mobile broadbanduptake and huge growth in the use of data-rich personal and business applications – ishaving a profound effect upon Kenyans,Kenyan business communities and thecommunications market in Kenya.

For this to continue, Kenyan andinternational operators must find ways tomeet ongoing demand for reliableinternational connectivity. Suchorganisations are looking to specialistcapacity wholesalers such as Africa’s carriers’carrier WIOCC, to deliver the scalable,diversity-rich, seamless connectivitysolutions they require to serve the needs ofKenyan businesses and consumers. ■

Engagement in economic diversificationHow the United States and Nigeria are working to diversifypetroleum-dominated trade

Since its start in 2000, the African Growth and Opportunity Act(AGOA) has tripled overall trade between the United States andSub-Saharan Africa, with Nigeria joining Angola, South Africa,

Chad, and the Republic of Congo among the biggest beneficiaries ofincreased commerce.

At more than US$38bn, two-way trade between the United Statesand Nigeria is up 10 per cent over 2011 as Africa's biggest crudeproducer continues to boost oil exports following the drop off ofNiger Delta violence. But the focus of US/Nigerian talks surroundingthe 12th AGOA forum in Washington, DC, was about increasingAGOA-eligible exports in cocoa, rubber, seeds, grains, and nuts.

"Our challenge with Nigeria, as with any of the countries in sub-Saharan Africa, is how do we take the success that we’ve had in AGOAand multiply it?" said Deputy US Trade Representative DemetriosMarantis. "How do we work to increase the opportunities thatNigerians and other sub-Saharan exporters have under AGOA toexport to the United States?"

Assessed for interestsEach of the 40 sub-Saharan countries eligible for AGOA exemptionsare judged annually for meeting conditions of market-basedeconomies, rule of law, poverty reduction, protections for workers'rights, and anti-corruption efforts. In Washington's opinion, they mustnot undermine US foreign policy interests or engage in gross humanrights violations.

Of Africa's leading economies, AGOA officials say South Africahas generally made better use of the duty waivers than Nigeria bymore effectively diversifying its annual $10bn of exports to the

United States, including machinery andmotor vehicles.

But US Assistant Secretary of State forAfrican Affairs Johnnie Carson said there isno denying the economic might of morethan 170mn Nigerians, especially with bankrecapitalisation complete and formerly-toxicassets off Asset Management Corporationbalance sheets.

"We hope that the benefit that it derivesfrom AGOA will help to stimulate evenfurther its economic growth anddevelopment," Carson said. "We wantgenerally to be a strong, engaged tradingpartner with Nigeria, given its largepopulation and the enormous economicpromise and potential that it holds for thosewho are engaged in commerce with it."

The need to diversifySuccessive Nigerian leaders have spoken oftheir over-reliance on crude (which accountsfor 92 per cent of foreign currency earnings)especially when oil prices fall, as they did in2009 during the global financial crisis.

The good news for diversification is thatthe value of Nigeria's non-oil exports is upnearly 20 per cent over that period.

The Nigeria Export Import Bank's $61mnSea-Link project aims to keep that growthgoing by boosting trade among the coastalstates of West and Central Africa withsupport from the Guarantee Fund for PrivateInvestments in West Africa, the West AfricanDevelopment Bank, and the ECOWAS Bank

for Investment and Development.NEXIM Bank CEO Roberts Orya said the

public-private partnership will benefitNigerian manufacturers and exporters bycreating new markets for consumer goodsand raw materials through reduced costs andtransport times, boosting foreign exchangeearnings and creating new jobs.

The infrastructure potentialPoor commercial sea links within West andCentral Africa mean some regionaltransshipments are routed through Europeand South Africa. Shipping industry analystssay some African exports to Europe andChina reach their destination in less than onemonth while intra-continental trade can takeas long as two months.

So it is no surprise that 45 per cent ofECOWAS exports go to Europe while onlyabout 11 per cent of exports stay in theregion.

US Secretary of State Hillary Clinton hastold the AGOA forum that she hears oftenabout "how burdensome it can be to shipgoods from one country to the country nextdoor" when "there's so much more potentialfor the people of Africa to trade and investmore with each other".

That is why she made infrastructuredevelopment a driving theme of this year'smeeting.

"It is still much harder to do business thanit should be because the right infrastructureis still not in place," she said. "I mean both

physical infrastructure - like roads, ports, modern power grids - and regulatoryinfrastructure - like how easy it is to register anew business or get a construction permit."

Africa needs more roads, but Clintonbelieves regulatory infrastructure is just ascritical.

"Now, many countries are focused on thisand taking steps, taking a hard look atcorruption, for example, that impedeshealthy trade and investment," she said. "Andsome are making key investments in regionalinfrastructures by building, for example, regional transportation corridors thatpromote more economic integration."

Speeding a common external tariff andtrade liberalisation scheme tops the agendaof the new ECOWAS commission presidentKadre Desire Ouedraogo, who sees a"rigorous application of fiscal and monetarypolicies" to spur development of acommunity investment code, commonagricultural policy, and the long-discussedEconomic Partnership Agreement with theEuropean Union.

The opportunity for NigeriaNone of which are possible withoutNigerian leadership. Secretary Clinton'schief deputy Bill Burns has said at ameeting of the US/Nigeria BinationalCommission ahead of the AGOA forum thatthe United States is invested in Nigeria'ssuccess because it sees Abuja as a "strategiccentre of gravity".

"But we also recognise a broader truth:across the continent, communities arestruggling to find productive paths forgrowing youth populations; to defeatcorruption; to turn a corner in improvinggovernance, infrastructure and public health;to hold together different faiths and regionsand to take on the drivers of extremism. Inother words, Nigeria’s challenges are Africa’schallenges," Burns said.

"If we can help Nigeria chart a secure, prosperous and democratic course, thenNigeria’s successes can be Africa’s as well -successes we can measure in improved lives, livelihoods, and leadership in the region."

Through AGOA, Secretary Clinton isencouraging US capital to seek out "thehighest rate of return on foreign directinvestment of any developing region in theworld. In fact, it is the only developingregion where the growth rate is expected torise this year."

"We in the United States like to talk aboutourselves as the country that is the land ofopportunity," she told AGOA leaders. "It’s apoint of national pride. Well, in the 21stcentury, Africa is the continent that is theland of opportunity." ■

Angola's oil industry has been growingsteadily since deep-water discoveries in1996 and the Greater Plutónio project

coming onstream in 2007. Proven oil reservesare in excess of eight billion barrels with totalreserves thought to be around 40 billionbarrels. Angola rivals Nigeria as the largest oilproducer in Africa, with production of around200 barrels per day (bpd). The oil sectorproduces more than half of Angola's GDP andabout 90 per cent of exports.

By law, all oil companies operating in Angolamust form a joint venture with the Angolan oilparastatal Sonangol. Sonangol is responsiblefor all government involvement in oil, and foradministering exploration and productionagreements with foreign companies.Exploration agreements usually last for threeyears, with an option to extend for a furthertwo years, whereas production licences last forup to 20 years.

In addition to handling legal and regulatoryissues, Sonangol is also responsible forcollecting government revenue from oilproduction. Licensing requirements stipulatethat inputs are sourced from local companiesand that expatriates be replaced by Angolannationals after four years.

Sonangol accounts for about 45 per cent oftotal Angolan oil exports and assumed a keyrole in Angola's recent diplomatic andeconomic power. Moreover, revenues fromSonangol prevented total economic collapseduring and after the civil war. Due to its

financial strength, the company now marketsitself as the leading force for nationaldevelopment and has branched out intoproperty development and biofuels.

RisksCorruption risks remain severe as most newcontracts involve a hefty kickback, especiallywhen government officials are involved. On theForesight Political Risk Platform, Angola’s 6.0Bribery and Corruption score is one of thehighest in the region. It falls behind Somalia’s6.8, Zimbabwe’s 6.4 and Nigeria’s 6.2.

There is pressure to operate with localpartners, which increases exposure tocorruption for foreign companies. On 16 April2012, media reported the disclosure by threesenior Angolan officials that they heldconcealed stakes in a joint venture with CobaltInternational Energy, a firm which is currentlybeing investigated by US authorities under theForeign Corrupt Practices Act (FCPA). Theofficials have warned that should a US proberender Cobalt's operations in Angola 'unviable'(i.e. if Cobalt is forced under the terms of theFCPA to pay penalties and sever business tieswith Nazaki, which it is in joint partnershipwith), Angola would renegotiate Cobalt'scontracts and instead award the drilling rightsto other partners.

Internal MPLA reshuffles and replacementsin the Army high command are likely after the2012 elections. As new power-brokers emerge, both current and future mining operators are

likely to become vulnerable to new enforcedpartnerships and bribery demands. This isespecially the case in the mining sector.Resources termed 'strategic', such asdiamonds, must, by law, be explored in jointventure with state diamond companyEndiama, increasing the risk to diamondminers, including Ascorp (partially held by thepresident's family), Russia's Alrosa and LevLeviev, as well as state company Sodiama.

In the enclave province of Cabinda there is arisk of Liberation Front of the Enclave ofCabinda (FLEC) attacks on oil company cargo, assets and personnel. Cabinda comprises over50 per cent of Angola's oil production, butCabindans have fought for independencesince the 1960s.

FLEC statements indicate that its maintargets are government troops, and thatunintended civilian casualties are accepted ascollateral damage because oil companies areperceived to support Cabinda's occupation.FLEC attacks on prospecting or supply convoysprotected by the FAA are likely to be limited tonorthern and northeastern Cabinda betweenRepublic of Congo (Kimongo and Moukondzi)and DRC (the Dingue area of Conde Grande, near Luali and Tshela).

FLEC lacks the capability to target offshoreassets, and Cabinda city and ChevronTexaco'sMalongo oil terminals are protected by themilitary and private security. Although FLEChas threatened to target aircraft supportingoilfields, risks are low.

The government's dependence on oilrevenue and the complexity of developingdeepwater finds reduce risks for large energyfirms. Smaller foreign companies, however, and those in sectors other than energy are atgreater risk given the government's revenuedependence. ■

32 African Review of Business and Technology - August 2012

Angolan telecommunicationscompany Movicel is deploying a newtechnological standard to put the

nation’s connections ahead of the rest of thecontinent’s, to support prospects forbusiness growth and socio-economicinclusion.

Angola’s communications infrastructurewill be the first in the continent to benefitfrom commercial operation of LTE FDD 1.8GHz network technologies. The LTE standsfor long term evolution, an advancedstandard of wireless communications forcellular carriers, offering high-speed datafor mobile phones and data terminals. Ithelps mobile communications firms - alsoknown as operators - to accommodatelarge increases in mobile broadband trafficand reduce the per-bit costs of networkoperation.1.8 GHz is the radio frequency atwhich the installed deployment functions.Movicel’s LTE deployment is the product ofa commercial contract with Huawei, aChinese multinational networking andtelecommunications equipment andservices company, signed in February 2012.Under this contract, Movicel has deployeda LTE FDD 1.8 GHz network in Cabinda, themost productive crude oil region inAngola. The network was commercialisedin May 2012.

A future-oriented operationAccording to its future-oriented networkdeveloping blueprint, Movicel is providingmobile broadband services with a downlinkspeed of up to 100Mb/s across the entirecountry. Its roll-out began with the high-value and dense urban areas, including thecapital Luanda. The business plan is tocomplete a step-change approach to thecountry’s network, to meet areas of demandfor high-speed, high valuetelecommunications services - with aparticular focus on enterprisecommunications.

According to Mr. Yon Moreira da SilvaJunior, CEO of Movicel, the move tointegrate LTE technology is aligned with thebooming economy of Angola, driving ademand to provide a leading service, comparable with global standards, that willsupport further socio-economic growth. Asignificant factor is speed. LTE networksoffer astonishing data connectivity speedsfor the population - and in Angola’s case isaimed specifically to foster the economicinclusion of the young population throughdigital inclusion.

“Movicel is doing its share to pave thefuture of Angola and Africa with this state-of-the-art communication infrastructure,”said Mr. da Silva Junior. “It will remove the

gap between Northern and Southernhemispheres networks.”

Network access for network solutionsLTE may have to sit alongside previouscommunications standards, wherever in theworld it is deployed. Telecommunicationsfirms such as Movicel rely on implementationand operation of radio access network (RAN)technology to enable management of thevarying technologies serving their customers.Key to the Movicel deployment is Huawei’sRAN solution - SingleRAN, a single radioaccess network platform that offerssignificant operational cost savings for mobilecommunications enterprises that have tomanage multiple technologies.

Based its analysis of its customers andcommunications traffic, Movicel adoptedfrom Huawei a SingleRAN solution to meetsubscribers’ demand for both voice and dataunder different technologies across a singleradio frequency. This is a highly efficientmode of operation, which may be expectedto deliver significant cost-savings.

“The joint effort of Huawei’s office inAngola and Brazil ensures the best resourcesto deploy this challenging and passionateproject,” stated Mr. Andrew Ge, CEO ofHuawei Angola and Mr. João Pedro Flecha deLima, SVP of Huawei Brazil. ■

Advanced technologies to connect companiesDigital inclusion for Angolans, built on efficient new standards in wirelesscommunication, promises to foster further socio-economic development

Held on 5 and 6 July 2012 at the Law Faculty of Agostinho NetoUniversity - a public Angolan university based in Luanda - theSecond International Workshop on Decentralisation promoted thetheme ‘Local Authorities and Development’. Organised by theCentre of Excellence (CPPPGL) in partnership with the Ministry ofTerritorial Administration, the seminar was supported by theUnited Nations development Programme (UNDP).

Speaking at the workshop, the Minister of Justice GuilherminaPrata highlighted the benefits around the discussion of thedecentralisation process so that the Angolan executive can moveforward without making the mistakes already verified by other

countries. She said that the Angolan executive intends to collectthe experiences of other countries that are already practicing thedecentralisation process in order to avoid mistakes that othershave committed. The collected experiences will be included intothe relevant legislation. This woud also allow setting the bestsuited model to Angolan legal reality.

For his part, the UNDP Deputy Country Director for Programmes,Olaf Juergensen stressed that decentralisation and localgovernance are now seen as key levers in the fight against poverty, social exclusion and gender inequality, lack of access to publicsector services.

Held in London, in the UK, the 3rd Agenda Africa forumfocused on investment frameworks in Angola, andparticularly on sustainable investment models.

Key points addressed at the conference table included energyprovision, and specifically opportunities for oil and gasextraction, processing, refining, and product supply. with respectto Angola, oil revenues have been particularly important, contributing to the continuity of stable political administration bythe MPLA (People's Movement for the Liberation of Angola -Labour Party/Movimento Popular de Libertação de Angola -Partido do Trabalho), which has governed for more than threedecades. Mozambique's profile is 'emergent' in nature, withgreater reliance on donor finance. However, continuing stabilityand growth may come from a variety of forms of mineralextraction, in addition to gas.

Oil and gas in AngolaThe north of Angola has traditionally borne most explorationinvestment, but newer initiatives have seen explorationundertaken, notably by Sonangol and Total, in the south of Angola.Entry by less established companies, as by small-to-medium sizedpetroleum enterprises, is and may continue to be restricted by thescale of upfront investment capital required.

The legal frameworks and financial considerations for large-scaleprojects like Mozambique, Angola bears a legal heritage in itshistorical association with Portugal. However, there are distinctdifferences to European environments. Issues to consider, withrespect to investment frameworks, include fresh legislation forimplementation of public-private partnerships (PPPs), usingcontractual models for more habitual structures. Much workremains, in both countries, beyond principles and basic structures,

but dialogue in both nations is progressive. A key concern is thatthere is yet to be a clarification with respect to risk, and the matterof whether majority risk is to be borne by private sector investors, and the conditions applicable to risk are or might be. Theexploitation of natural resources is, as might be expected, subjectto a clear concern in this matter - particularly so, since there is anadditional consideration with respect to clarity of governmentalaccounts, and particularly in Mozambique, where the investmentframework may be considered less mature than Angola's.

The concepts and practices that may be associated with PPPs arenew to both Mozambique and Angola. PPP engagement andstructures are worked out on a case-by-case basis in both countries- and the emphasis on financial and legalistic aptitude is, at least, clear - with promising prospects for the evolution of pertinent

frameworks in the future, driven by the need to developinfrastructure and commerce internally, and to comply externallywith such financial strictures as applied by supranational bodiessuch as the IFC.

The culture of commercial and economic advancementAs is the case with Mozambique, the priorities for Angola, withrespect to the development of a culture of commerce for economicadvancement, primarily include investment in mining, petroleum, infrastructure, and agriculture. Concessional credits are available tothe investment community.

There are concerns with respect to building in the concept oflocal content requirements into the law. However, it may be notedthat Nigeria offers an example of a nation where local businessgenerally took what may be regarded as an inordinate period tobenefit from foreign direct investment.

The basic template for raising finance needs to consider localcontent as well as export potentials. Local supply, typically, exceedslocal demand, and so the structure of risk in relation toperformance requires at times extraordinary sensitivity inMozambique, where the legislative framework is less sophisticatedthan Angola's, but the resource portfolio is demonstrably greater.

There is a real risk of a funding gap, as the Eurozone crisis affectsforeign banks, and local content rules may actually prove unhelpfulto those attempting to ameliorate such strictures. What modelschange or are introduced to address this issue remains to be seen, but caution was a watchword at Agenda Africa this year, if with ameasure of optimism borne of financial and legislative progressundertaken and in prospect. ■

There has emerged, within the context of African financialsystems, a fresh impetus for inclusion enabled bytechnological developments that would have been foreseen

by only a select few innovators even five years ago. Chief amongsuch technologies, and such innovators, are a digital commerceplatform that empowers banks/issuing authorities (telecomoperators, FIs) to leverage connectivity - and Finacle, the companythat developed the platform.

Despite growing digital channels, mobile and online, telecomnetwork operators have yet to engage fully with financialinstitutions, to unlock new revenue streams, to enable banks toserve the under-banked and unbanked with relevant products andservices. Finacle Digital Commerce transforms modes oftransaction – the commerce and banking services that thecontinent needs to achieve sustainable economic growth. This willchange the paradigm for the populations unbanked.

Mobile payments have caught on in a huge way across thecontinent. We are moving to an era when we will be able to pay foralmost everything with a mobile device. You may make paymentsby authenticating yourself through biometrics and making apayment through your virtual wallet, for example.

Mangipudi Haragopal, Global Head of Finacle and Roy RossDirector of Business Banking at Standard Bank, have offered thefollowing contextual insights into mobile channels, and theimplementation of Finacle Digital Commerce. Finacle’s e-bankingand m-banking solutions, they observe , enable inclusiveelectronic and mobile banking, capitalising on connectivity toprovide customers with access to new mobile banking channelssecurely. Standard Bank has implemented this platform as part ofan initiative to reduce the cost of banking to its customers andsupport a new channel to offer services to clients.

The digital opportunity in bankingOf the factors contributing to growth of financial sectors the mostimportant, arguably, is the success of mobile money transfer

services in turning the ‘trade’ in banking institutions to thefinancial inclusion agenda, and to places lacking basicinfrastructure and other forms of connectivity. Here, individuals, communities and enterprises have embraced mobile banking forits simplicity, viability and security as a way to channel savingsand lead a more fiscally responsible life.

The vast population of emerging nations seek avenues ofgrowth within their home markets, products and services overnon-branch channels to bring new channels of delivery andservice.

These markets encompass a variety of customer expectationsthat must be fulfilled, and the mobile opportunity is clear tofinancial institutions operating in these markets to leverageplatforms to offer commerce, money transfer and wallet services,to capture populations for life.

The future looks bright for such untapped markets, whichcollectively are widely acknowledged as representing the world’sfuture growth engine and hub of innovation. But, more than this, and a key driver with respect to Infosys’ emergence as a pioneer inenabling financial inclusion in virgin territories, is the presence ofa refreshingly open mindset amongst the young citizens of suchcountries, and the promise for forward-thinking, instinctivelyexpansive banking institutions such as Standard Bank.

Mobile connections are approaching the six billion mark, making mobile connectivity more accessible than clean drinkingwater.

The mobile commerce opportunity is real, the ecosystem ofbanks, mobile operators, Internet Service Providers, devicemanufacturers, merchant establishments and regulators iscapable - either through distinct ventures, or collaborative or co-branded alliances, to deliver inclusion on a scale and reachhitherto unimagined. Amongst pioneers, amongst pioneeringsolutions, as Standard Bank attests, Finacle and Finacle DigitalCommerce can enable new froms of engagement for financialinstitutions. ■

Slow steaming has been adopted by the world’s shippingcommunity since 2007, and has intensified in focus. The enginesin the world’s fleet were built to run constantly at full load, which

is typically not the optimal operational pattern now. This constitutes challenges to the operators in order to maximise

the performance and competitiveness under these new marketconditions.

Fuel costs are the driving factor with a huge majority both of thosewho have not implemented engine retrofits or upgrades, and of thoseagreeing that it is the overriding reason for adopting slow steaming.

Making more with slower steamingThere are a number of ways of increasing the financial return fromslow steaming. These include slide fuel valves, turbocharger cut-outsolutions, lubrication oil system upgrading, engine derating andpropeller upgrading. Respondents in a survey conducted by MANDiesel & Turbo in 2011,(1) who had adopted one of more of thesemeasures, were clearly pleased with the results.

These measures enable more efficient consumption of fuel andlubricating oil as well as increasing engine performance, addingsignificant further gains to the annual savings of millions of dollarsachieved by slow steaming.

Lower fuel consumption also means fewer emissions – a usefulside effect in a world where environmental regulations arebecoming ever stricter. Those who have implemented engineupgrades rate factors such as fouling of the exhaust gas boiler, soot

deposits in moving parts and correct lubrication as far moreimportant focus areas than those who have not. Generally speaking, there is a positive reaction from customers to slow steaming with littlesign of concern about schedules and planning. There may also be atrend amongst shipping companies to use the financial gains fromslow steaming as a competition parameter. The shipping lines thatdecide to invest in solutions that can further optimise their returnsfrom slow steaming stand to gain an advantage in this respect.

Compliance with local environmental relations is also important forshipping lines requiring access to certain countries and ports. There isa significant difference in the approach to this question by those whohave already implemented engine retrofits and those who have not. Those who have implemented engine retrofits are more inclined toaddress environmental compliance by investing in mechanicalsolutions that are certain to deliver the necessary advantages with areasonable payback time. ■

afford to waste time from files being lost, andAutonomy's solution gives us short, efficient, centrally managed backups that don't occupyour users and provide a robust set of toolsand rich functions to recover data."

Inefficient and unreliablePrior to selecting Autonomy ConnectedBackup, TNPA's users were required to manuallysave their valuable data, an inefficient andunreliable process that presents risk of data lossif laptops are lost, hard drives fail, or a userinadvertently deletes a file. Connected Backupalso offers extended capabilities for eDiscoveryand data analytics with Connected Classify andCollect. This is offered on the same singleplatform, and would support TNPA for vitalcompliance and reporting functions. The abilityto easily extend the deployment of Autonomy'stechnology in this way was another key reasonTNPA selected the solution.

"As hardware gets smaller and employeesare more mobile, devices can be more easilylost or stolen, and hardware can fail at any

time," said David Jones, chief executive officer,Data Protection, Autonomy, an HP Company."Autonomy's technology allows organisationsto intelligently protect their criticalinformation, with minimum impact on theuser and IT infrastructure."

Protecting data todayToday’s data protection solutions provide themarketplace with a unique offering, based onthe ability to understand the context ofunstructured, human information - such associal media, video, images, audio and email.Traditional data protection approaches areunable to understand the ideas and conceptsexpressed in the burgeoning volumes of bigdata. By contrast, once information is indexed bythe Autonomy Intelligent Data Operating Layer(IDOL), the solutions can automatically identifyand prioritise how information is protected, andthe data can be accessed and applied to a widearray of cloud-based solutions, includingarchiving, eDiscovery, information governanceand revenue optimisation. ■

Mercedes-Benz Commercial Vehicles Centurion recently deliveredseven Actros 3344S/33 trucks to seven owner-drivers of Coca-Cola Shanduka Beverages SA’s owner-driver programme.

It was a proud moment for Shanduka managing director, Mr MluMathonsi, when the drivers were handed the keys to their Coca-Cola-red Actros trucks. Mr Mathonsi has been the driving force behind theprogramme for the past four years.

Shanduka’s owner-driver programme aims to provide assistance topreviously disadvantaged drivers in Shanduka’s employ to start theirown businesses. The company provides entrepreneurial support in theform of a learnership programme, on-the-job training, coaching andmentorship. Shanduka also provides start-up capital to enable thedrivers to purchase a vehicle and provides ongoing business support.

“The programme has been in the making for some time, as wewanted to establish a true empowerment initiative and ensure that thedrivers were well-equipped to become successful,” says Mr Mathonsi. “Ithas been a resounding success and has provided many of ouremployees the opportunity to become independent business owners.”

Productive relationsEach owner-driver is allocated a route on which to deliver thecompany’s products and this has proved so successful thatproductivity has doubled since the inception of the programme.

“The owner-drivers have managed to establish excellentrelationships with their customers and some customers prefer to dealexclusively with the owner-driver they have come to know and trust,”says Mr Mathonsi.

The owner drivers boast increased self-confidence and have grownon a personal and business level. They have gained the respect oftheir communities and are now recognised and admired as capablebusiness people.

“The previous owners of the Coca-Cola bottler, now managed byShanduka, had an established relationship with Mercedes-Benz andwe have decided to continue the association,” says Mr Mathonsi.

“Shanduka shares the same business ethos as Mercedes-Benz and thecompany’s favourable BEE credentials also counts in their favour.”

“Shanduka looked for a dealer that would best meet our needs andsupport our owner-driver programme,” says Mr Mathonsi. Thecompany followed a very diligent process and Mercedes-BenzCommercial Vehicles (MBCV) Centurion met the criteria.

“Customer service is extremely important to ensure that our driversget the support they need, and I am confident that MBCV Centurion willdeliver,” concludes Mr Mathonsi.

Anewly developed software systemimproves and accelerates theplanning process for photovoltaic

facilities built in open spaces. Such powerplants have to be customised in line withthe given terrain, weather conditions, customer requirements, and the types ofsolar modules to be used in them.PVplanet (PV Plant Engineering Toolbox)from Siemens generates hundreds ofdifferent plant layouts within just a fewseconds. It can also analyse conflictingplanning objectives such as electricaloutput and costs, and the effect they willhave on one another. As a result, thesoftware reduces planning times byaround 80 per cent as compared to thecommon process to date of creatingindividual layouts and comparing them.Siemens Energy has been testing an initialversion of PVplanet since April 2012.

More cells to convert sunlightThe share of electricity generated byphotovoltaic power plants on roofs or inopen spaces is increasing. Installedphotovoltaic output tripled worldwidebetween 2009 and 2011 alone. The solarcells used in photovoltaic plants convertsunlight directly into electrical energy.Planning large facilities is a very complexprocess, however. For example, if you spreadthe solar modules far apart, you can reducethe shadow each module will cast on theothers, thereby increasing efficiency. Thiscauses a problem, however, becauseincreasing the distance between modulesmeans fewer installed modules and thus lessoverall output. Planning engineers thereforehave to make technical and economiccompromises for a large number ofparameters, while still meeting customerrequirements regarding aspects such as

minimum output or cost limits. In order to make this planning easier,

Siemens Energy and the Fraunhofer Institutefor Industrial Mathematics (ITWM) havedeveloped the PVplanet planning tool, whichsimultaneously calculates the cost andpotential output of a large number of possibledesigns and then identifies the best solution. The software is based on mathematicalalgorithms specially developed by ITWM, aswell as the wealth of experience Siemens hasin designing solar power plants. Engineerswho use the software initially enter basicconditions such as topography and weather. After that, they select module and invertertypes and can also alter or limit parameterslike angles of inclination, service access ways, and component costs. The software uses theresults to calculate the electricity productioncosts and thus the potential profitability of agiven facility layout. ■

Improving sustainability and reducing the environmental impact ofproperties has become an important issue over the last few years, particularly within the commercial sector, due to a combination of

social and economic pressures. Internationally, laws around carbonemissions are driving businesses to become more environmentallyfriendly or risk facing large financial penalties, and this combined withthe ever increasing cost of energy using fossil fuels is acceleratingprogress towards creating and maintaining greener, more efficientbuildings and properties. There are many ways of doing this, includinglooking towards alternative renewable energy sources and the fareasier option of simply incorporating a few changes that can improveenergy efficiency and significantly reduce energy consumption.

In South Africa, while we currently do not have any legalrequirements around carbon emissions and reducing carbonfootprint, this is likely to come into effect in the near future. With thenational energy provider having to hike up the cost of electricity dueto supply and demand challenges, organisations and property ownersin South Africa are following the international trend of reducing one'scarbon footprint and are beginning to examine renewable energytechnology as an alternate source in order to improve sustainabilityand drive down costs.

The reality of renewable applicationRenewable energy technology itself has evolved dramatically over theyears, and while it currently remains an expensive option due tolengthy return on investment (ROI) times, as fossil fuel energy costsrise and technology matures it is becoming an increasingly viableoption, particularly for new property developments.

Solar energy is a real possibility for South Africa, given the amount ofsunlight experienced throughout the year and the large number ofbuildings that have the potential to be efficient solar collectors due totheir large roof footprints. Solar geysers are also becoming increasinglycommon, replacing one of the most energy-hungry devices in bothcommercial and residential properties.

Wind power is another renewable energy technology that can beused to good effect in the country, as wind turbines can either beconnected into the grid or used to charge batteries and supplyelectrical energy to buildings that are not connected to the grid.

There are many more renewable energy technologies, such as landfillgas power, hydroelectric power, biomass energy which createsrenewable energy from plant and animal waste and geothermal energy,as well as options for reuse and recycling such as grey water irrigationsystems, all of which can be used to decrease the carbon footprint ofproperties. However, while these technologies are available now, thecost of implementing them has proved prohibitive in the majority of

cases. The major driver behind the move towards renewable energy willalways be financial, and until these solutions become more viable interms of payback times and return on investment they remain out ofreach for the majority of property owners.

While renewable energy technology may not currently befinancially viable, the first step in reducing carbon emissions shouldalways be to reduce and optimise current energy usage.

Working with a consultancy to audit energy usage and examine areaswhere improvements can be made now and in the future is vital forreducing carbon footprints, meeting carbon reduction targets andultimately preparing buildings to take advantage of renewable energysources in the future.

The reality is that wasteful energy consumption will furtherhamper the feasibility of adopting green power, so becoming moreenergy efficient now will not only lower energy costs, it will pave theway for renewable energy sources to be harnessed. Makingbuildings more efficient now, which in many cases is financiallyviable, will ensure that they can take advantage of renewabletechnology in the future and harness the benefits of reduced energyusage now, including lower utility costs.

Green properties that use renewable energy to generate power andreduce carbon footprints are a vision for the future and are somethingthat people and organisations are working towards due to economic, social and environmental pressures. ■

Nowhere else is water more preciousthan in the desert – a fact which isknown only too well by the nomadic

Tuareg people, who live in the Sahara and theSahel region. To provide them with support inthis arid area, pump and valve manufacturerKSB has committed itself for three years tothe project “Les Puits du desert” (in English:Wells of the Desert) run by the French aidorganisation of the same name.

New sources from a new partnershipKSB is providing a total of 45,000 euros via itsFrench subsidiary in Paris for the constructionof wells in Niger. Tapping new water sourceswill help Tuareg settlers to irrigate their fruitand vegetable fields at the edge of the city ofAgadez.

The water from these wells will also be usedto supply a girls’ school and a hospital. Underthe programme, up to 400 additional wells willbe created in the desert along the walkingroutes of the nomadic Tuareg.

Close contact has existed between KSB and“Les Puits du desert” since August 2011. Mostrecently, the two parties signed a partnershipagreement at the 6th World Water Forum inMarseille, France.

Community projects“Les Puits du desert” was founded by theFrench woman Christel Pernet in the year2000. Four years later, the organisation joinedforces with the association “Tidène” foundedby Mohamed Ixa, who himself is a member ofthe Tuareg community.

KSB is an international manufacturer ofpumps, valves and related systems for use in awide range of applications. The groupemploys around 15.000 people and has apresence on all five continents, with its ownsales and marketing companies, manufacturing facilities and serviceoperations. KSB supports a range of aidprojects, in particular projects that helpchildren and young people. ■

T he SIMA group of Spanish companies, which has 40 years of experience in the design and production of light

construction machinery, was present atBATIMATEC 2012, the 15th edition of theinternational exhibition of building materials, construction and public works, which washeld in May in Algeria, at the AlgiersExhibition Palace

The organisers of BATIMATEC 2012recorded the participation of 544 Algerianand 488 foreign companies from 23 countries- including Turkey, Italy, France and China.Spain had its own exhibition hall, whichhoused 47 companies.

In this context and bearing in mind thesefigures, David Vílchez, SIMA Manager ofInternational Sales for Europe, Asia and Africaremarked, “We attended this event as part of ourpolicy of expansion and development in theAlgerian market. We simply had to be present atthe most important exhibition in the region.”

Alexis Morales, Manager of French-SpeakingMarkets at SIMA, points out, one objective atthis fair was to complete the training of salesrepresentatives and technical staff working fordealers, “in order to provide them with greaterprofessionalism as regards SIMA and itsproducts”. Thanks to its presence atBATIMATEC 2012, SIMA has secured a numberof important deals.

Algeria, a strategic location Algeria has become a location of particularinterest to Spain, due to its geographicsituation and the strong economic growth inthe last five years (approximately 3.4% onaverage). From the SIMA perspective, DavidVílchez points out that “although 2012 startedslowly, we are now seeing the pace andvolume of sales beginning to pick up”.

The country is the object of heavyinvestment and is undergoing a process ofmodernisation that has led to growth in thebuilding sector. The Algerian government’sFive-year Plan for 2010-2014, which allows fortotal investment of 212bn euros, will see theconstruction of two million houses - 1.2mn ofwhich will be delivered in the next five years -and other infrastructures, such as schools, sports complexes, hospitals, health centres, etc. There has been a slow start to this year, but that is attributable to delays in a numberof public tendering processes. ■
