RESIDENTS’ FORUM: Don and Brenda Fowler were concerned that when the tennis courts are resurfaced later this spring, pickleball lines would be marked on both of the tennis courts. Bob Bell noted that the contract with Court One indicated “…two (2) sets of blended playing lines…” so one tennis court will not have any pickleball lines. Don also was concerned about a concrete structure that was built near the Aqua retention pond because there is a droning sound coming from the structure. He mentioned that Bonnie Giles of Towne Properties was looking into this; however, The Preserve is no longer managed by Towne Properties. He also did not know on whose land the structure was built. The meeting was called to order at 6:05 PM by Bob Bell. Before the minutes were approved, Beth Cornwall mentioned an assignment from the February meeting that is still open, and she will include it in the March assignments. John Bartelme moved that the minutes be approved, Don Ferranti seconded the motion, and the minutes were unanimously approved SOCIAL COMMITTEE: Annie Mailloux said that the semi-annual yard sale will take place on April 6. She is also looking into having food trucks on Friday nights during the summer months. Annie will talk with Geoff Stevens regarding a “thank you” event in May for all of the people who have volunteered on various committees over the past year. Annie will also look into beverage tickets being supplied for this event. Annie is not in favor of proposed concert by Jason Damico due to the logistics of where to set it up and the noise factor. Annie also announced that she will not be the social committee chairperson next year. She was thanked for all of the events that have taken place over the past two years. GROUNDS COMMITTEE: The storm damage at the Coneflower retention pond has been cleared. There is erosion at the Brown Bear retention pond. APS proposed a solution to the problem that involved either packing the erosion ruts with clay soil, seeding the area, and covering it with an erosion mat or installing landscape fabric and a rock dissipater. However, it was decided to try to put a pipe into the existing downspout and run it to the retention pond. John Bendelow will be contacted by Dana Taylor. Regarding the damage to the berm, geotextile, and rip rap at the Broad Leaf retention pond, Triangle Pond Management supplied a quote to repair the damage in the amount of $5,150. Dana Taylor was asked to obtain another quote. MOTION: A motion was made by John Bartelme to approve the annual Trutech Wildlife and Animal Control contract in the amount of $1956.00. James Brown seconded the motion, and it was unanimously passed. Bob Bell signed the contract. James reported that there have not been any recent sightings of beavers at Swan Lake. MOTION: John Bartelme moved that the ECOtek Termite & Pest Control contract for seven mosquito treatments ($99/treatment) be approved. Don Ferranti seconded the motion and it was unanimously passed.

Chris Osterhoudt (APS) notified Dana Taylor and John Bendelow that there is a tree down on The Preserve’s common area across from 408 Bear Tree Creek. In addition, Susie Smith of 82 New Rhododendron emailed Dana Taylor that there is a large tree down in The Preserve’s common area behind her house. It has always been the policy of The Preserve not to remove any fallen trees in any of the common natural areas unless they are a danger to residents’ properties. Dana Taylor was asked to notify Susie Smith and APS of The Preserve’s position regarding fallen trees.

Regarding the boatyard, there are currently six spaces available. Dana Taylor is waiting for the payments from three people. Beth Cornwall will put a notice in The Preserve Perspective regarding the availability and cost of boatyard spaces.

The Grounds Committee will meet in April to review the budget and to discuss stop sign proposals, Sears Phase III plans, and irrigation repairs. It was noted that many of the wires to the landscape lighting were cut when the new plants were installed at the front of The Preserve. This year it was proposed that a budget of $8,000 be approved (Grounds Extra) to repair the lighting at the entrance; however, there is not a lighting plan in place and the $8,000 has not been approved. John Bartelme said that by next month the new plantings should be greening out and perhaps the lighting problems could begin to be addressed. There is $15,000 in reserves for Phase III of the Sears landscape plan.

Regarding the irrigation system at the amenities center, no complete map of the existing irrigation system exists. In addition, no one knows whether or not the playing field is irrigated or if it was to be irrigated as part of the spray field. Discussion was held as to the repair of the system versus the complete replacement of the system. Currently there is $5,000 in the budget for irrigation. (Removed on April 16, 2019 as there is no money specifically for irrigation in the budget.)This will be further discussed at the Grounds Committee meeting.

AMENITIES: James Brown said the pool has been lowered so that the final light can be installed and it

should be completed by the end of the week. Ten years ago the pool was resurfaced (plastered), and the Board should consider putting plastering of the pool in the budget. It was mentioned that it is in the Reserve Study for 2020. Because this work needs to be done in the fall after the pool has been drained, there will be two more seasons (2019 and 2020) before it can be done. The quote now for plastering is between $50,000-$70,000.

The pool will open on May 11, 2019, and the pool opening party will be held on June 1, 2019. Food trucks are being scheduled for the opening party. There are currently five people on the pool committee.

APS will buy the waste bags for the dog waste station and charge the amount to The Preserve. APS is also in charge of emptying the station once a week.

There were two proposals for resurfacing the tennis court: 1. Court One: Bid of $12,712 to include repairing, resurfacing, and relining tennis courts. This

bid includes $738 for adding two sets of pickleball lines. 2. North State Resurfacing: Bid of $15,050 to include repairing, resurfacing, and relining tennis

courts. This bid includes $300 for adding two sets of pickleball lines. MOTION: Beth Cornwall made a motion that the Board accept the Court One bid of $12,712 for the

resurfacing of the tennis courts. John Bartelme seconded the motion, and it was unanimously passed. Dana Taylor was asked to find out when the court resurfacing can take place. A notice will be placed in the newsletter letting residents know that the courts will be resurfaced.

Beth Cornwall will contact Habitat for Humanity to see whether or not they will pick up the white chairs, umbrellas, and tables. The new pool furniture will be delivered after April 12, 2019, and residents will be asked to help unload it from the delivery truck.

There is no update on the clubhouse storage room that was discussed with Keith Shaw this past summer. John Bartelme will try to meet with Keith at one of the ARB meetings (first and third Wednesdays) to find out the progress of any architectural drawings of a storage room.

There will be a Memorial Day ceremony on May 27, 2019, beginning at 11:15 AM at the Bradley Beard Memorial Flag Pole. Denny Lewis is in charge of the ceremony, and information will be put in The Preserve Perspective.

COMMUNICATIONS COMMITTEE: Beth Cornwall reported that the April Preserve Perspective

will be delivered earlier than usual because Bob Bentley is going on vacation. It was mentioned that signs for

the front of the neighborhood should be printed at The Sign and Print Shop of Pittsboro as their prices are lower than Office Depot.

SECURITY AND SAFETY COMMITTEE: Dwight Weaver contacted American Alarms regarding a security camera at the front door of the clubhouse, a security camera in the back room of the fitness center, and repair of the existing camera in the fitness center. Dwight also said that American Alarms felt that trail cameras at the front entrance were not feasible as they could be seen by any thieves.

MOTION: Beth Cornwall made a motion that no more than $1500 be spent to add two new security cameras and to repair one security camera. John Bartelme seconded the motion and it was unanimously passed. Dana Taylor will send the purchase order to American Alarms.

James Brown mentioned that the kids have torn off the stainless steel spikes at the top of the cement block wall in the basketball court for the second time. He will work on a replacement. It was suggested that a sign, such as “Do not climb on the wall” be placed on the wall. Dana Taylor will look into a sign.

ROADS: Bob Bell spoke with Brian Smith of Raleigh Paving about the feasibility of saving the millings

from the road project and putting them in the boat yard. He was told that it would cost approximately $8,000 to have the boatyard leveled and the millings spread. In addition, if asphalt were to be put on top of the millings, it would cost $16,000. It was decided not to spread the millings on the boatyard or to pave it.

The proposal from Raleigh Paving to patch and resurface some of the roads in The Preserve is $409,567.05. This includes $3,500 for a speed table on Broad Leaf Court. There could be some overruns depending on the amount of patching necessary.

Questions were raised about traffic control during the project. Brian Smith indicated that traffic control will be simple as the project will not take weeks to complete. John Bartelme said that traffic control is important and wanted to make sure it was written in the contract.

The proposal has been sent to Adam Beaudoin, The Preserve’s attorney, for review. Bob Bell will sign the contract after Adam has reviewed it.

Depending on the days that the paving will take place, in addition to the residents, the following will have to be notified: schools/buses, post office, FedEx and UPS trucks, and any other delivery/construction trucks.

The Whitaker bid for HA5 only is $270,596.05; this includes $25,000 in traffic control. It will take five or six days to apply HA5 to the roads and will be done one month after Raleigh Paving’s work.

MOTION: John Bartelme made a motion to approve the Whitaker bid not to exceed $280,000. James Brown seconded the motion, and it was unanimously passed.

The Board agreed that the work should start as soon as possible. There is a $1,000 fee to update StreetSaver Pavement Management Software. In addition, training is

necessary in order to use the program. Three options were given regarding training in/updating the software: 1. Blair Barnhardt will charge $300/hour to update. 2. Elite Management Professionals will be trained in order to update the information. 3. Bob Bell will charge $275/hour to train The Preserve’s property manager(s) in order to update the

information. After much discussion, suggestions for training and updating the software was tabled. TREASURER’S REPORT: There was no treasurer’s report because the financials have not been

received from Elite Management. Dana Taylor indicated that Tiffany has corrected the $729 error in the year-end financials. Dana noted that there was $256,599.18 in the current operating budget. There is approximately $1.219 M in the reserve fund. She also said that the accountant from Petway Mills & Pearson, PA is working on the taxes and audit.

Beth Cornwall made a motion that the general session be adjourned at 8:15 PM and the Board move to

the executive session. It was seconded by John Bartelme and was unanimously passed.
