Project SummaryThe SCE – Auberry Nursery Potting Shed involves the construction of a new 2,400 square foot pre-engineered steel potting shed building with a 1000 square feet canopy, an attached 1,000 square feet Bulkhead soil retention area, a fire pump house and a 9,999 gallon fiber glass water tank.

The energy conscious design takes advantage of minimizing the solar heat gain while maximizing the energy efficiency of the building. Drawings have been provided of the proposed potting shed design. For energy efficiency, Skylights and exterior windows have been provided for natural day lighting and energy star compliant fluorescent lighting are included throughout the facility. There are also two ADA compliant multi stall bathrooms one male and one female. All plumbing fixtures are low flow water saving devices with hands free infared faucets for both hand washing sinks. The ceiling of the bathrooms is also capable of supporting 2 men walking and for additional storage. All construction work will be done in accordance with SCE standards.

The schematic site plan also holds the proposed location of the Bulkhead soil retention area, water tank and pump house.

The entire design-build project schedule is estimated to take approximately six month’s (6) with the cooperation of SCE staff and local city officials. To perform this work, Perera will also depend heavily on the performance of its subcontractors and staff. Perera’s design-build team has been selected and sized specifically for their expeditious flow of work and responsiveness to the SCE needs. Additionally, Perera’s subcontractors are pre-qualified for their knowledge, manpower, financial capacity, vendor relation, buying power, management experience and previous performance and relation with Perera.

Please refer to the preliminary construction schedule included with this proposal for sequence of construction. In summary, the Work Plan will involve:

Mobilization & Preconstruction ActivitiesUpon receiving a Notice of Award, Perera will immediately mobilize it’s design team to:Perform Design which include:

Schematic layout and drawings for review of Potting Shed & Soil Mixing Area with SCE•Further develop SCE approved layouts to 50% completion•Present and review 50% drawings with SCE•Review drawings with County of Fresno Planning Department for pre-application comments•Finalize plan and submit to Planning Department for Planning Commission and/or Public Hearing•Continue developing construction plans to determine budget•Identify and secure long lead time items•Submit design-build items for permitting: Pre-engineered metal building & Fire Sprinkler System•Upon receipt of the Planning Department Approval, 100% complete construction plans will be •submitted to the City Process submittals and coordinate/communicate with A/E team & SCE•Identify, coordinate and resolve design/construction issues (RFI’s) to eliminate potential delay and/•or to accelerate constructionSCE Security Badge and clearance for subcontractor’s worker (if required) •Submit a Project Specific Safety Plan•

Conduct Pre-construction Kick-Off Meeting with Subcontractors, SCE and Consultants, including:Identify SCE Criteria, Quality and Performance level required•Review Edison’s EH&S requirements with all construction personnel and subcontractors•Coordinate Edison’s self-perform work•Review and emphasis Project Construction Schedule•Communication, submittals, RFI and COR protocols between Subcontractors, Perera, Architect and •SCEIdentify Closeout Requirements, as-built, warranty, owner manuals and lien releases.•Identify Safety meeting & weekly reporting requirements•Identify Milestones for successful and timely completion of key activities/components•

Field mobilization task which include:Coordinate lay down area and access to site with SCE•Install temporary facilities such as project trailer, temporary fencing, sanitary facility… etc.•

Construction ActivitiesPlease refer to attached preliminary construction schedule for a detailed list of activities and sequence of construction. Perera plans to construct the Potting Shed and Soil Preparation Area concurrently in order to meet SCE’s anticipated start date. We also plan on obtaining separate permits for the Building Pad and Site Work in order to minimize the duration of the project and General Condition expenses.

Site Pre-Construction Work:Identify all underground with the help of Dig Alert and SCE as-built drawings (if available)•Install and construct erosion controls barrier and implement SWPPP Plan•Construct safety barriers where required.•Perform remedial grading work at new construction areas.•Install underground utilities, including routing of electrical service, pot holing will be done where •unidentified buried utilities may be suspected.

Potting Shed Building Construction (general description, see attached schedule):Perform site demolition and grading work for building.•Foundation work•Erect pre-engineered metal structure•Construct soil Prep Area•Complete envelop of Potting Shed•Complete interior build-out.•

Completion of Construction:Punch out and Turn-over.•

Work Hours & HolidaysOur schedule is base on 8-hour work days, Monday through Friday•Work hours shall be 7:00 am to 5:00 pm (or city’s standard work hours if different)•Off-hour work will be performed for certain work, if required, for coordination with SCE work•Perera observes the following public holidays: New Year’s Day, Memorial Day, Independence Day, •Labor Day, Thanksgiving Day, Day Following Thanksgiving, Christmas Day.

Please refer to attached Project Team Matrix and Resumes. A full time project superintendent and a part time project management team will be assigned to this project. Perera’s carpenters and laborers will be utilized, as needed, to maintain the progress of the work.

Perera’s main office personnel will provide administrative support for project activity scheduling, submittals, RFI, changes, documentation control. They will also attend key project functions, such as owner meetings, subcontractor coordination meetings or scheduling meetings as necessary to support the project manager. Perera uses Expedition - Contract Manager 12 Software to document the entire project. This software is available online to all parties of the project, including owners, architect, consultants and subcontractors. The following are approximate percentages of time for each staff member (by title) allocated to this project:

Superintendent - 100%•Project Manager - 60%•Project Manager Assistant - 70%•Project Engineer / Scheduler - 30%•Project Executive - 10%•

CloseoutOur goal is to perform the construction work with a “zero punch list” target which eliminates construction delays and provides a superior building. Our project team is fully aware that this “no look back” type of mind set allows for a smoother transition at the end of the project and a reward of high profitability. At closeout, a complete owner’s manual will be provided which will include all warranties, owner equipment operation manuals, lien releases, submittal items and as-built drawings.

History of Firm; And CareerSince 1982, the office of Victor R. Fabionar Architect has supported the growth and development of corporations, large and small businesses, governmental, and educational agencies throughout California. Fabionar takes his avid amateur horticultural skills into his projects by designing and overseeing landscape implementation on many of his projects. Now, twenty-eight years into his career, Victor R. Fabionar is called upon by clients throughout the state to design innovative buildings for new construction, as well as problem-solve challenging space and resource situations. He is known for interior designs which make sense out of work flows; and for exterior designs which are simple, elegant, and present the client effectively to the general public.

Full-Scope Architectural ServicesMr. Fabionar provides full-scope architectural services. The comprehensive architectural service package includes:

Facility/site master planning of successful business and service delivery facilities throughout the state of •CaliforniaThe production and delivery of effective design and working drawings •Submitting and obtaining document plan approvals from regulatory agencies•Help in selecting and building the construction team: contractor and construction management inter-•agency team, including service staff panel; as well as help in defining expectations and agreements/contracts between/among the agencies Construction contract architectural oversight; and administration •upon request

Consulting, “Component” Service Alternatives Mr. Fabionar also provides component or “modular” services, based upon the client’s needs, resources, and experience in the construction process. He is often consulted for design and problem-solving services. He identifies satisfactory and feasible solutions to challenges presented by limitations of space or funding; prepares feasibility assessments and designs to obtain funding or other required approvals; and problem-solves the redesign or re-thinking of plans and concepts in prior-initiated projects (other architects or design-builders) in the light of new information.

Ability to translate staff desires and organizational visions into unique •and consistently satisfactory solutions. Mr. Fabionar is known for his listening skills and patience—an architect who works through alternative solutions on projects when necessary. The presentation of alternatives helps the client identify the best match between programmatic vision and the best facility solution.Consistent understanding and skill with projects which have a multiplicity of funding sources. Mr. •Fabionar exhibits considerable skill in clarifying and simplifying apparent conflicts between internal and external requirements or within mazes of regulatory requirements, including both funding and timing issues.Creative solutions for challenging problems. Balancing resource, funding, timing, and regulatory •issues often presents non-anticipatable surprises. The Fabionar Architectural Office has guided several organizations throughout California to “grow” their services by providing master plans which accommodate combinations of existing facility use, rezoning, redesign, and new construction. The ability to provide creative and diplomatic solutions to issues which have significantly challenged •prior project teams, either as consultant or by taking over the project/s.

SuccessMr. Fabionar’s success in the areas of design efficiency, creativity, and problem-solving has earned him many long-term, repeating clients, as well as a diversity of clients. For example, he has been hired as consultant by funding or capital sources as well as owner or tenant/clients for a broad range of projects.

His expertise has insured successful negotiation of complex requirements and design of facilities to the satisfaction of all involved: including building owners, agency administrators, agency service-delivery staffs, governmental and private funding agencies, and, ultimately, the organization’s business or service clients. He has often been hired to solve problems not initially anticipated by project planners and initial designers.

To date, Mr. Fabionar has assisted a broad range of clients, including educational institutions from universities to other adult and children facilities; community health centers; municipalities; restaurants; pre-engineered metal buildings; and agricultural buildings. He has

helped organizations consolidate the “spread” of services and administrative infrastructure across various buildings into single or more cohesive facilities and internal working relationships. His firm has also designed rural community village-type housing/retail projects. He pays attention to the use and appearance of the exterior “site plan” or outside space equally with interior functionality, service delivery, quality, comfort, and appearance.
