Burris-Floyd is a passionate public servant. She was the first African-American elected to the Gaston County Board of Commissioners, serving as the Vice Chair from 2006-08. In 2008, she was elected to the NC House of Representatives District 110. She served as a State Representative from 2009-11. Burris-Floyd has served on committees on aging, appropriations, education, election law and campaign finance reform, and health and mental health reform.

Burris-Floyd has also served on various boards, including the Gaston County Board of Health, Pathways Mental Health Board of Directors of Cleveland, Lincoln and Gaston Counties, the NC Association of County Commissioners, NC Insurance Pool, and CaroMont Health. She was appointed by Gov. Beverly Perdue to serve as a member of the State Board of Directors for the Partnership for Children in 2011 and reappointed to this board by Gov. Pat McCrory in 2014. She was appointed by the North Carolina General Assembly in 2015 and reappointed in 2019 to serve on the Board of Governors of the University of North Carolina System. Her term will end in 2023.

Burris-Floyd is currently the secretary for the Board of Governors and serves on two committees: the University Governance Committee and as secretary on the Historically Minority-Serving Institutions Committee.

She graduated from the University of North Carolina at Chapel Hill with a bachelor's degree in biology and from the UNC-Chapel Hill School of Medicine Cytology. She earned a master's degree in health administration from Pfeiffer University.

Burris-Floyd's service to the community is rooted in her faith. She is an ordained minister and member of the First Baptist Church in Dallas, NC, where she currently serves as the Chair of the Board of Trustees. She is a motivational speaker and has offered keynote addresses at health care forums, women's empowerment conferences, and leadership retreats.

The club is excited to welcome Ms. Burris-Floyd as this year’s auction guest speaker and we hope to see many of you in attendance at this much anticipated event with great silent and live-auction items!

Legislative Update

Legislative Update from the Office of Senator Bill Rabon Submission by the Office of Senator Bill Rabon

Pay Raises and Bonuses for Correctional Officers The Senate unanimously passed legislation to provide correctional officers with a five percent pay raise, plus bonuses of at least $7,500 for officers at the highest vacancy prisons.

There was broad agreement on this item, since the governor’s budget proposal also requested a five percent raise for correctional officers.

As most of us know, our prisons are dangerously under-staffed, and correctional officers are dangerously over-worked. The largest contributing factor to the tragic correctional officer deaths over the past several years is unsafe staffing levels.

That’s why we felt prison safety should not be held hostage while the legislature and governor disagree over whether to expand Medicaid, and why we passed this bipartisan bill.

Pay Raises for Law Enforcement Officers and State Employees Finally, the Senate passed bills that provide pay increases to Highway Patrol officers, State Bureau of Investigation (SBI) and Alcohol Law Enforcement (ALE) officers, and state employees.

Both the governor’s budget offer and the budget that passed the legislature contained the same raises as the bills that passed, so this is another area where Republicans and Democrats agree.

House Bill 126 appropriates more than $10.5 million to increase pay for State Highway Patrol Officers by 5 percent over the next two years and also funds the annual year over year step increases for officers.

House Bill 777 appropriates more than $5 million to provide SBI and ALE officers at least a five percent raise over the biennium.

And House Bill 226 provides a five percent raise to state agency employees over the next two years, which is the largest increase in more than a decade. The bill also funds the retirement system and the state health plan.

Providing pay increases to hardworking state employees and law enforcement officers who put their lives on the line every time they go to work is one more thing on which we should all agree.
