For the past few months, viewers who watch WILL-TV on DIRECTV have had their patience tested by an unexplained interference problem with our signal. The interference puzzled many seasoned broadcast engineers as well as investigators from a number of agencies. It disrupted the viewing habits of WILL-TV viewers among DIRECTV’s 65,000 customers.

I’d like to welcome these viewers back to full-time quality viewing of WILL-TV. I’m grateful for your understanding while we investigated and developed a solution to the problem. We are now delivering our signal to DIRECTV by fiber-optic cable to avoid the interference. The road to the restoration of the signal has been longer and more expensive than we ever expected. Illinois Public Media has invested $15,000 on equipment and committed to a recurring monthly fee of $1,400 to implement the fix for the problem. It was the least expensive solution we could find that could be put in place as quickly as possible. As for the interference, we still don’t know the source. We’re simply working around it.

Believe me, we did not welcome an unplanned expense, particularly in these difficult economic times. But our commitment throughout this process was to put our viewers first and remain true to our mission. We want all of our viewers to be able to count on WILL-TV for public affairs shows, children’s programs, concerts, dramas and documentaries. Making sure that families, many of them in rural areas, can get WILL-TV programming was our top priority.

In some cases, viewers informed us that they would no longer watch or support WILL until we fixed the signal. The interference period included two pledge drives, and we have experienced a loss of revenue because of decreased donations. As we begin the first TV fundraising drive of our new fiscal year, I invite you to experience all that WILL-TV has to offer—with more entertaining and informative programs to come this fall. We hope you’ll enjoy viewing our programs and continue to support us with your financial contributions. As summer winds down, it’s time to kick back and take in some memorable music. Where better than at home with WILL-TV?

Located in the Berkshire Mountains of western Massachusetts, Tanglewood is one of the world’s most beloved music festivals, and the summer home of the Boston Symphony Orchestra (BSO). This year the venue celebrated its 75th anniversary with a one-of-a-kind concert on July 14, filmed by Great Performanc-es for the PBS Arts Summer Festival. The program airs at 8 pm Friday, Aug. 10.

The BSO, the Boston Pops, the Tangle-wood Festival Chorus and the Tangle-wood Music Center Orchestra—led by conductors John Williams, Keith Lock-hart and Andris Nelsons—are joined by iconic Tanglewood artists Emanuel Ax, Yo-Yo Ma, Anne-Sophie Mutter, Peter Serkin and James Taylor. Among the selections on the evening’s program are Copland’s Fanfare for the Common Man;

Then at 8 pm Saturday, Aug. 18, take a look back at Ed Sullivan’s Top Per-formers—from the U.S. television debut of the Beatles in 1964 to the Doors’ infamous one-time-only ap-pearance—in a new special that also features superstars of the 60s pop-rock era who graced The Ed Sullivan Show stage, including the Mamas & the Papas, The Rolling Stones, John-ny Rivers, the Beach Boys, Tom Jones and Creedence Clearwater Revival.

Next, Jackie Evancho follows up her 2011 Great Performances solo concert from the Ringling Museum of Art with a new special showcasing great songs from the silver screen in Jackie Evancho: Music of the Movies. Recorded in the Orpheum Theater in Los Angeles, the 12-year-old puts her unique stamp on such audience favorites as “My Heart Will Go On” (Titanic), “Some Enchanted Evening” (South Pacific), “Can You Feel the Love Tonight” (The Lion King), “Pure Imagination” (Willy Wonka & the Chocolate Factory) and many more.

WILL participates in Stratton’s microsociety project

Citizens of every society need information to help them make decisions. It’s no different for students at Champaign’s Stratton Leadership and Microsociety Magnet School, who are forming their own mini-democracy this year. Illinois Public Media will play a major role in the microsociety, teaching students to become both critical consumers and creative producers of media.

WILL educational outreach coordinator Molly Delaney will teach media literacy to every student in the school, including how to analyze media messages and make a connection between advertising and their own consumer behaviors. WILL producers will teach a core of media venture students to shoot and edit video in a new digital TV studio at the school, conduct interviews and create Web content.

“Students are learning real-life lessons about working, finding jobs, managing money and being good citizens,” said Kimberlie Kranich, IPM director of community content and engagement. “They’re also going to learn about all the roles in a 21st-century media

organization and how media is an important part of a democracy.”

With funds from the school district’s U.S. Department of Education Magnet School Assistance Program grant, WILL staff helped set up the TV production studio and will help students figure out the information needs of their microsociety. Then they’ll help the students create media such as videos, talk programs, videotaped school announcements and Web posts to provide that information, and will teach the students all of the crew positions involved in creating a TV show. This year’s students will help train next year’s students to keep the production going.

“By the end of the three-year grant, Stratton teachers will be able to run the school’s media venture studio without the help of Illinois Public Media,” Kimberlie said. “Together, we will have built a sustainable model.”

Kimberlie said Illinois Public Media’s experience creating documentaries with Youth Media Workshop students and University High School students was valuable in helping plan the project. “We’re excited about this new project because media production and media literacy is being incorporated into the social studies curriculum,” she said.

Award-winning political journalists Judy Woodruff and Gwen Ifill (above left, right) will co-anchor The PBS News-Hour’s gavel-to-gavel coverage from the PBS Skybox at the Republican National Convention in Tampa from 7-10 pm, Monday-Thursday, Aug. 27-30, on WILL-TV.

The NewsHour will have extended cover-age online, including a 24-hour livestream with multiple channels offering viewers an “all-access pass” to the conventions. Senior correspondent Jeffrey Brown will

On WILL-AM and WILL-FM, Amanda Vinicky from Illinois Public Radio will be reporting from the Republican Conven-tion, following activities of the Illinois delegation and issues of interest in the state. Her reports will air on Morning Edition, The Afternoon Magazine, and All Things Considered, which will also feature convention coverage from NPR.

With the depth of its broad-based perspectives today, it’s hard to imagine that Environmental Almanac was originally conceived as a radio spot. The idea for the program, which airs at 4:45 pm and 6:45 pm on WILL-AM, came from profes-sor Bruce Hannon, an emeritus professor in the University of Illinois department of geography, and Walter Robinson, a professor of atmospheric sciences, as a way to feature the environmental research of the university’s faculty.

Now a service of the U of I School of Earth, Soci-ety and Environment (SESE), the program gained features on topics ranging from Illinois wildlife to ecosystems when producer Rob Kanter became involved in 2004. He also added a companion blog, environmentalalmanac.blogspot.com/.

Working with the content comes naturally to Kanter, who earned a doctorate in the U of I English de-partment and served as a post-doc there before making the change to writing for the university’s Environmental Council and for the multi-disciplinary Environmental Change Institute. He joined SESE in January 2012.

“My mom took my brother, sister and me fishing from the time we were very young, and we spent a lot of time just playing in creeks and hanging out in the woods around our home in suburban Cincin-nati,” he said. “Given that I value intact ecosystems and access for everyone to outdoor recreation, it’s only natural to be engaged with environmental is-sues.”

While he hopes the program raises awareness of problems, such as the emergence of disease as a threat to wildlife, Kanter also wants to call attention to the earth’s natural beauty—and to highlight the efforts of the many local researchers and conser-vationists who are striving to preserve it.

In late spring, we set out to find the types of WILL Radio, TV and online programs that are most valuable to Friends of WILL, along with learning your thoughts on Illinois Public Media community engagement and education outreach services.

To start this process, we sent a Web-based survey to each member who had provided an email address for our database and who had expressed interest in receiving this type of communication—a group of nearly 5,500 people. We garnered 809 responses. In addition, we posted the survey on the WILL website and received 29 responses there. Thanks to everyone who took the time to share opinions and information with us.

According to these survey results, the top four overall service areas were:

• NPR programs• TV programs• local news and information• classical music

Our Illinois Public Media community engagement activities placed fifth among services. In addition, respondents expressed interest in the idea

of attending community forums on issues related to politics, education, the

environment, health, transportation, social justice, hunger and

sustainability.

Among news and information programs, those rated most

important were:

• All Things Considered• BBC News & World Report• Morning Edition• Car Talk• Fresh Air• Wait, Wait … Don’t Tell Me

Top-rated classical and cultural programs were:

• A Prairie Home Companion• Classic Mornings with Vic Di Geronimo• Classics by Request with John Frayne• Live and Local with Kevin Kelly• The Evening Concert

Over 71 percent of respondents also told us they turn most often to public radio as their source for

local news, a more than 18-point margin over the next most-often cited source, network television.

We look forward to reporting to you with more survey information and to exploring other research methods to keep in touch with your opinions. As always, we welcome your feedback!

You’ve made it happen for WILL—again. The Friends of WILL provided nearly $2.1 million in support for the WILL radio and television stations. Thank you very much! Your

gifts will help sustain this public media service for tens and tens of thousands of people every day, across central Illinois. We’re still counting our year-end results, and we hope to have a final figure to share with you soon. In the meantime, enjoy a variety of new music programs on WILL-TV or Roger Cooper’s revisit of the 2011 Allerton Music Barn Festival at 7 pm Fridays on WILL-FM’s Prairie Performances.

Comcast changes affect Onarga-area residentsIf you live in Onarga, Danforth or Gilman, you may already be aware that Comcast is consolidating its cable system operations in Onarga and Champaign. The change is expected to take place on or around Aug. 23.

With this change, the WILL primary signal in those towns will move from cable channel 12 to cable channel 13. In addition, you will also receive for the first time the WILL primary signal in high-definition format on cable channel 916, and have access to WILL Create (cable channel 219) and WILL World (cable channel 417).

A new riff on veganAccomplished jazz singer Laura Theodore is bringing her passion for plant-based recipes to the forefront with her PBS show, Jazzy Vegetarian,

now in the second month of its second season.

The author of Vegetarian Cooking for Every Day offers recipes and tips for delicious,

healthy meals and snacks without dairy, meat or egg—and that are completely cholesterol free. Theodore’s step-by-step instructions make preparing healthy food easy and flavorful, winning over both dedicated vegans and hard-core carnivores.

Inside WILL: How TV programming worksBy David Thiel, WILL-TV Program Director

In my role, I’m responsible for acquiring and scheduling the programs you see on WILL-TV. From where do we get those shows?

The majority of our schedule comes from PBS. The Public Broadcasting Service isn’t a traditional broadcast network. While a commercial network such as CBS trades its programming to local stations for the right to sell some of their airtime, PBS receives dues from its member stations. This year we’ll pay about $839,000 for full access to PBS’ program service. It’s a bulk buy; there’s no option to pick out individual series such as Masterpiece. That annual purchase typically accounts for about 85-90 percent of my program acquisition budget.

The remainder goes to other distributors. American Public Television provides a “program exchange” service which stations such as WILL use to share their productions. For a low annual fee—about $12,000 this year—we can access many documentary, how-to and travel shows. (Rick Steves’ Europe and America’s Test Kitchen are examples of APT-distributed

series.) We also rely on APT for our Create and World channels.

The National Educational Telecommunications Association is another supplier of public TV

programming, including Sewing with Nancy, Fons & Porter, and Jubilee.

We’ll pay about $3,400 for the right to use their library.

Then we come to syndicated programming. These are the shows that we purchase individually, and they include some of our

most popular, longest-running series. British comedies, Sherlock Holmes, Poirot, Doctor Who, Hustle, Red Green, Market to Market and The Lawrence Welk Show are all syndicated. Costs vary, and where possible I negotiate the best prices.

How do I choose which to buy? Viewer feedback is valuable; your comments help inform my decisions. (Our annual Britcom Vote is the most public example of this, but regular e-mails and phone calls work

as well.) I also look for strong support during a pledge drive. As syndicated shows are all competing for scarce dollars, it’s easier to make a case for the ones that pay their own way.

And, of course, I’m always on the lookout for something new and exciting. Every year BBC Worldwide (a British TV syndicator) conducts a “showcase” of upcoming dramas, comedies and documentaries. I always come away with several that—budget willing—I’ll be looking to add to the WILL lineup.
