PROMOTING THE COMMUNITY
The Napa Chamber leadership recentlyreceived inquiries from our membershipregarding supporting Piner Ambulance. Theletter that follows was written in response to
one request; however, it carries a messageabout our process that our membership shouldbe informed of. The formal protest hearing forthe Ambulance Contract is August 3rd at 10a.m., Jury Room in the Historic Napa CountyCourthouse. The leadership for the NapaChamber of Commerce will be in attendance.
Piners is a long- standing and valuedmember of the Chamber and we support them. For this reason, when it was not selected duringthe rst RFP round, the Chamber decidedto take up the issue on Piners behalf. Thisrequired a substantial investment of timeand commitment by all levels of Chamber
management, including support through therigorous legislative action process required forsuch actions by Chamber policies and bylaws. This process involved forming a specialtaskforce and meetings of the Napa ChambersBoard of Directors and Legislative ActionCommittee (LAC). The LAC meeting includedrepresentatives from Piners and the Countywhere each presented its side of the issue andtook questions from the committee. Afterdedicating these considerable resources andgaining a thorough understanding of the issue, the Chamber voted to support Piners andrequest that the County set aside the results of
the rst RFP and start the process anew. In itsletter to the County, the Chamber reiterated itssupport for local preference policies, statingthat businesses with a history of supporting

In 2000 a dedicated group ofvolunteers spent countless hoursresearching, questioning andconstructing the Napa Chamber ofCommerce Five Year Vision statement, which was adopted in 2001 and was
updated slightly in 2005. It provedan invaluable benchmark againstwhich to guide Chamber activities, endorsements and strategies. As withbusiness, so with strategic statements change is the source of life. As veyears had passed, the Napa ChamberBoard of Directors recently undertook

testing the statement againstcurrent conditions in theNapa business and culturalenvironment, resulting in arevitalized document to guidethe Chambers purpose andactivities during the next veyears.
Part of supporting
a sustainable future isdeveloping this type ofdocument for leadership touse in supporting our localeconomy, said CEO LisaBatto. Ten years ago, theidea to create a vision by aChamber of Commerce wasgroundbreaking. Today, manyChambers of Commercehave created visions for theircommunities and are ndinggreat success in collaboration, building strong economiesand representing business togovernment.
Initiated at the AnnualBoard of Directors Retreatin November of 2010,the Board split into workgroups to study the sixareas represented in thestatement: EconomicVitality, Education, Jobs
and Housing, Transportation,Protection of Natural Resourceand Community Leadership. The day was spent examiningsurveys from the membershipas it related to each piece forrelevance and discussion. Outof this effort a smaller grouptook this work and, over manymonths, crafted a meticulously
worded guiding statementand included a new category,Healthy Community. The Boarof Directors adopted the naldocument on June 27th.
Napa Chamber Chairmanof the Board, Ryan Gregorysays of the effort, In my year aChairman so far, we have usedthe Five Year Vision many timeas our internal sounding boardwhile making decisions. Wetook the time to get the new oneright and set the Chamber up fo
success for the next ve years. The Five Year Vision
can be found on the Chamberwebsite at http://www.napachamber.com/ve_year.html and will provide Chamberstaff and leadership with abenchmark against whichperformance can be measured ithe coming ve years.
On the enhancements to the way theChamber delivers its enews publications,Zimmer added, By consolidating ourcontent and delivery we can give ourmembers the news they have come tocount on in a more streamlined manner. The Chamber will start including itsChamber E-Sheets with the BusinessFocus Enewsletter on a monthly basis, which will decrease the number ofemailed broadcasts from three to one, allowing for a more comprehensive newsdelivery and less frequent enews emails.

our community deserve support from localgovernments when they are competitive andqualied to do the job within appropriateguidelines. Chamber volunteers andstaff worked hard to support Piners andmake sure they got another shot at Napasambulance contract.
When the County conducted a secondRFP round for the ambulance contract,Piners submitted a proposal but again wasnot selected. It has now submitted a formalprotest after not being selected a secondtime.
The Napa Chamber recently receiveda request from Piners to write a new letterof support for use in the upcoming protesthearings. While the Chambers support ofPiners has not wavered, there is a uniquelydifferent set of facts and circumstancesrelated to this second process. These
new facts and circumstances have notbeen studied by the Chamber as requiredby its policies and bylaws. The timerequired to run the new situation throughthe Chambers legislative action processas well as lack of available meetingsprecluded us from taking any formal actionin advance of the protest hearing ofcersdecision.
BUSINESScontinued from page 1... Weighing in without all the facts, based solely on our demonstratedsupport for Piners, would bebased purely on emotion and couldcompromise the long-term integrity oChamber processes and diminish ourability to advocate for local business,
including Piners, in the future. The Chamber shares the strong
sentiment expressed by the communityfor this long-standing local business. And we have made our position clear. Ifthe appeal process results in the ndingthat Piner Ambulance is competitive andqualied to do the job, then they deservthe contract.

Lisa BattoLisa Batto joined
the Napa Chamber ofCommerce eight years agoas a marketing assistant.
It did not take long for herto realize she had foundher professional home, but little did she knowshe would grow to become the Chambers 97thPresident and Chief Executive Ofcer. Lisa says; When I rst started work at the Napa Chamberas a part-time marketing assistant, I felt that I hadnally found my work home. This was a placethat recognized my ability, my creativity and myenergy. In turn, my passion for helping businessesthrive, in any economy, was born. Lisa came tothe Chamber from a diverse work backgroundwith experience in many elds. From retail toreceptionist, photographer to production manager,
her previous 20 years held lots of transition andmovement. Of her varied background Lisa says;I think my early job experience really lends itselfto the Chamber profession because working in somany different environments and industries helpsme understand the difculties facing our businesscommunity.
As CEO of the Napa Chamber of CommerceLisa leads one of the most successful andrecognized Chambers in California. She sees herrole as comprised of three major concerns; I amthe leader of a business organization with over1200 members and the steward of their interests.I manage a team of nine happy, engaged andpassionate people. I plan strategies and set goalsfor myself and the organization with the Board ofDirectors as my guide. One has to be a visionaryin this business and in this economy in order tobuild a pliable organization that can ex with theneeds of its members. Lisas calm demeanorproves invaluable in the inevitable stressfulsituations that occur in any business and her teamhas come to rely on this stabilizing effect in thetwo years since she took the helm.
Lisa is the proud mother of two, Jessica andCharlie, and her family reaches six generationsback in Napa. In the category of Little Known
Facts, Lisa was a very strong competitor in theMonticello Horsemans Association. She had aquarter horse named Angel and they were verytough competitors. She enjoyed the Gymkhanasin which the Key Hole was her best race and shetook second place in overall statistics when shewas 16 years old. When asked which three peoplewith whom she would most like to have dinnerthe response was individualist author Ayn Rand,Past Napa Chamber President and CEO KateKing, now resident of Texas and whom she missesgreatly and lastly, Bill and Melinda Gates.
