With regret, the Kennel Club must announce the cancellation of this year’s

Discover Dogs event, planned to take place in London in October. This is due to the continued restrictions arising from the Covid-19 pandemic and current Government advice against staging large public gatherings such as indoor exhibitions. At present, there is no prospect of these restrictions being lifted in the timescale required to organise the event.

The Kennel Club takes the health, safety and security of everyone who takes part in its events very seriously and this must remain the prime consideration at all times. We shall look forward to welcoming you all to Discover Dogs next year.

Updates in relation to next year’s Discover Dogs event will be posted at www.discoverdogs.co.uk

Previously, Mark worked at Dogs Trust Ireland as Executive

Director and prior to this he was Chief Executive with the Irish Society for the Prevention of Cruelty to Animals (ISPCA). He has also chaired a number of high profile working groups including the Companion Animal Working Group at Eurogroup for Animals and the International Greyhound Forum and he was heavily involved in the

establishment of the EU Cat and Dog Alliance.

Tony Allcock OBE, Kennel Club Chairman and interim Executive Chairman, said: “Mark has held a number of senior strategic and executive roles and, during a thorough and extremely competitive search, he stood out as an exceptional candidate. I believe he has the vision, leadership and drive to steer The Kennel Club through its next phase.”

On his new role, Mark Beazley commented:

”I am absolutely delighted to be joining The Kennel Club as its next Chief Executive. The Club carries out hugely valuable work from world class events such as Crufts through to its positive contributions to improving breeding. The Kennel Club would like to confirm that any show which has been rescheduled within 12 weeks of its original date due to the coronavirus pandemic must keep the original qualifying dates. If a dog was eligible for a class on the original date it would still be eligible to enter that

class on the rescheduled date. For example, if a dog was eligible for Junior on the original date, even if it is over 18 months old on the rescheduled date, it can be entered into Junior and, should it win a class and meet Junior Warrant criteria, relevant

Junior Warrant points can be claimed.

Furthermore, if a dog is eligible for a class on the rescheduled date, it can enter this class. Therefore, if a puppy was too young for a show if it took place on the original date but is now 6 months or over on the

rescheduled date it can be entered into the show.

The Kennel Club would like to confirm Bournemouth Canine Association has rescheduled within 12 weeks. It should be noted that Blackpool & District Canine Society has not rescheduled within 12 weeks.

Covid-19 update: rescheduled showsOn July 13, the Kennel Club issued the following statement:

Three young dog lovers have been crowned winners following an online competition to celebrate the bond between owners and their canine companions and how this has helped them through lockdown, winning prize money of £100 in each age category.

Sponsored by the Kennel Club Educational Trust and hosted by the Young Kennel Club via its social media channels and website, the Life in Lockdown competition saw almost 100 entries from members aged from 6

to 24 years. The entries

were varied in their format, from slideshows to photo montages and even videos captured from the dog’s point of view, showcasing the talent and creativity

of the youngsters and celebrating the positive role that our four-legged friends play, not only during lockdown but as lifelong companions.

Alexandra Morgan, 20, from Caversham, Berkshire and her Labrador, Ollie, won the 18-24 category, with their very funny video captured from Ollie’s point of view, teaching Alexandra ‘how to be a dog’.

Susanna and her crossbreed Teasel won the 12-17 category, with their highlight reel of their lockdown activities, including birthday celebrations and

making homemade treats.Elsie Bradley, 9, from

Marske-by-the-Sea, North Yorkshire and her crossbreed Daisy won the 6-11 category, with their slideshow comprised of snapshots of all the fun activities the pair had been up to, keeping active and sharing laughs.

In view of the Covid-19 pandemic, there has never been a more important time to ensure dogs and

their owners are supported, with the demand for puppies having increased drastically during lockdown. As such, the new Kennel Club manifesto, A Voice for Dogs, calls upon the Welsh government to ensure the laws surrounding the welfare of dogs are robust and can be reshaped where needed in order to deliver far greater protection for dogs across the UK.

The ten-point plan highlights the key issues facing dogs and their owners, and details the legislative changes and measures which need to be taken. These include the following:

• Increase powers for local authorities enforcing dog breeding offences by allowing them to issue Fixed Penalty Notices and improve training to improve consistency of enforcement

• Allow the UKAS-accredited Assured Breeder Scheme to self-regulate its members, thereby avoiding duplicated local authority inspections

• Incentivise low volume domestic breeders to breed puppies to ensure a good supply of happy and healthy pet dogs and ensure that the licensing system is more proportionate for low volume breeders

• Review the Microchipping of Dogs (Wales) Regulations 2015

• Assess and promote best practice, non-legislative measures which will empower dog walkers to avoid livestock and conflict on their walks

KENNEL CLUB GAMEKEEPER AWARDED ACCOLADE

Raymond is the first gamekeeper to be employed by the Kennel Club and, prior to working at the Estate

which opened in 2017, had more than 30 years’ experience on various estates across Scotland including ten years on the renowned Kinpurnie estate near Dundee where a number of field trials were held every year including the very successful 1990 International Gundog League championship.

Each month this year, BASC is profiling a UK gamekeeper and their story as part of Year of the Gamekeeper 2020, an initiative to support, raise the profile and ensure the future of the Gamekeepers’ Welfare Trust, a charity which supports gamekeepers, ghillies and stalkers, and their families, in times of hardship and

strife as well as helping young people access college courses and future employment.

The moorland of the Emblehope and Burngrange Estate stretches to some 7,550 acres and is ideal for walked up trialling and training for retrievers, spaniels and hunt, point and retrieve (HPR) breeds. The estate also offers opportunities for all breeds of gundog to demonstrate their natural working abilities. Working trials (tracking and patrol) and Bloodhound trials are also suited to the terrain.

KENNEL CLUB OFFERS ADVICE TO PUPPY SEEKERS DURING LOCKDOWN

The Kennel Club has welcomed the news that The Animals and Wildlife (Penalties, Protections and Powers) (Scotland) Bill has become law upon receiving Royal Assent after it received cross party support in the Scottish Parliament on June 17.

As well as raising the maximum sentence for animal cruelty in Scotland to up to five years, the

Bill also ensures that the Government reviews the current legislation on electric shock collars and pet theft before 1 April 2025, thanks to an amendment tabled by Maurice Golden MSP and accepted by MSPs.

Holly Conway, Head of Public Affairs at the Kennel Club, said: “We welcome this as a major step forward for dog welfare in Scotland. It is vital that cruelty towards

animals is punished with the full force of the law as a means of deterrent and delivering justice. Scotland has led the way in doing so, and we very much hope that England and Wales will soon follow suit.

“We are confident that the review into pet theft legislation will similarly result in tougher sentencing in order to reflect the emotional impact that it

brings, which far exceeds any financial loss.

“Both veterinarian bodies and welfare organisations, including the Kennel Club, have long campaigned for a ban on electric shock collars and this is a significant move in the right direction. We hope that the review will ensure real changes are made and the welfare of dogs is improved.”

With the surging demand for ‘pandemic puppies’, scams rife and rogue breeders cashing in, the Kennel Club has released tips to help puppy buyers find a good breeder, as well as how to spot key red flags – which when missed can lead to devastating emotional and financial consequences:

RESEARCH IS VITAL if you are to bring home a happy, healthy puppy which suits your lifestyle

and will be your friend for life. 25 per cent of puppy buyers spend less than two hours researching their puppy and where to get it from, meaning they are less likely to be aware of what to look out for.

Due to Lucy’s Law campaign to end puppy farming, commercial third party selling of puppies

and kittens has been made illegal – so once you’ve done proper research, GO DIRECT TO A BREEDER and be prepared to wait. 38 per cent admit to sourcing their four-legged friend from third party sellers, directly over the internet or from an online pet shop.

ALWAYS SEE THE PUPPY’S BREEDING ENVIRONMENT and it interacting with its mum

and littermates – they will have an obvious bond. 37 per cent don’t collect

their puppy from where it was bred, instead the seller delivered or met the puppy buyer in a neutral location, like a motorway services. Not collecting the puppy from its breeding environment can enable unscrupulous breeders and traders to hide horrific breeding conditions.

RESPONSIBLE BREEDERS WILL ALSO HEALTH TEST to ensure puppies are healthy and happy.

71 per cent don’t receive the relevant health tests for the puppy’s parents

and 61 per cent miss seeing relevant vaccination certificates for their puppy.

A GOOD BREEDER WILL ALWAYS BE INTERESTED IN YOU and ask you lots of

questions – they want the best forever homes for their puppies. 75 per cent admit they weren’t asked any questions about their suitability for owning a dog or puppy.

We are currently still processing official cancellations so the following events are subject to change.

The Kennel Club  would like to advise and reassure competition organisers, exhibitors and competitors that our Sports Committees are working on solutions to help enable shows, competitions and other events to resume when Government guidance allows and the current restrictions are sufficiently reduced or relaxed. We are also actively seeking Government advice and clarification on guidance already issued. We are looking at the safety measures that may need to be put in place, together with any Kennel Club Regulations which may need to be amended or relaxed to enable competitions to resume.  As soon as more information is available, our guidance will be issued. We are aware that everyone is keen to resume their dog-related activities as soon as it is practical to do so, but please bear with us as we work towards helping you to provide the safest possible environment to allow for this.  The continued health, safety and security of all participants at Kennel Club events is of paramount importance.

The Kennel Club is the largest organisation in the UK devoted to dog health, welfare and training, whose main objective is to ensure

that dogs live healthy, happy lives with responsible owners. As part of its External Affairs activities, the Kennel Club runs a dog owners group KC Dog which was established to monitor and keep dog owners up to date about dog related issues, such as Public Spaces Protection Orders (PSPOs) being introduced across the country and public consultations on animal welfare.

Local authorities in England and Wales can use PSPOs, and in Northern Ireland DCOs, to restrict where dog walkers can go with their dog and how they walk their dog (such as having a means to pick up, or having a certain lead length). These restrictions may specify a particular park (or area within the park) where dogs must be kept on a lead at all times, or ban dogs from a beach for specific times of the year. At present, there are no equivalent powers available to local authorities in Scotland.

As a general principle, we would like to highlight the importance that all PSPOs to be necessary and proportionate responses to problems caused by dogs and irresponsible owners. It is also important that authorities balance the interests of dog owners with the interests of other access users.

There are many PSPOs running throughout the August period, all of which warrant attention from those who live in the area or those who visit it regularly with their dogs. The proposals suggested within the consultations below are varied and concern many aspects of the dog walking

experience. Examples include the seasonal exclusion of dogs from beaches in North Devon throughout summer, dog owners being required to carry poo bags at all times in Plymouth, and the exclusion of dogs from all cemeteries and crematoriums in Preston.

10. Under item 10 of the agenda, the Chairman proposed on behalf of the Board the election of Mrs JP Wood as an Honorary Life member in recognition of her dedication and service given to the Club over the years. It was confirmed that the proposals did not require a seconder under the terms of the Articles of Association. The proxy votes had been counted and the proposal was carried.

11. The Chairman proceeded to item 11, the election of nine members of the Board in accordance with Article 29; eight for a three-year term and one for a two-year term. He paid tribute to Miss PA Sutton and Mr SA Croxford who had opted not to stand for re-election.

There were seventeen candidates, six of whom were retiring by rotation and who were offering themselves for re-election and eleven further nominations. Those standing were Dr R Barbour, Mrs J Campbell, Mr PR Eardley, Mrs SEM Wiles, Mrs EA Stannard, Mr M Walden, Mr C Habig, Mr AW Young, Mrs N Ackerley-Kemp, Mr SJ McCabe-Bell, Mr P Harding, Mr RIH Heathcote, Mr KR Newhouse, Mrs Y Croxford, Mrs YR Billows, Mr L Janaway and Mr MW James.

The Chairman advised that he would announce the result at the end of the meeting and moved to item 12.

12. Item 12 was to receive a report from the Board in accordance with the Articles of Association of the Kennel Club Limited (Article 41.3.1). The Chairman gave the following report:

On behalf of the Board, I shall report on the activities of the Kennel Club since its last Annual General Meeting in May 2019. This report complements the annual report which was sent to you with your AGM pack.

As ever, the annual report offers a clear reflection of the work carried out by the Kennel Club from April of last year to March of this. Of course, much of this feels rather out of date due to the events which have overtaken all of us over the last three or four months. I am sure that you will understand therefore if much of this report is dedicated to the effect that Covid-19 has delivered and presented many challenges to the Kennel Club.

The Kennel Club held its AGM by video conference using Microsoft Teams on 30th June 2020. Due to Covid-19 and the restrictions imposed by the Government on public gatherings, non-essential travel and social distancing, and as previously advised to members, it was necessary to change the format of the AGM. The meeting was abridged to deliver only the agenda items as prescribed under the Articles of Association. Owing to the technology available, members were not able to attend live but this report and a recording of the meeting were made available following the meeting.

1. The Secretary, Mrs KE Mansfield, read the notice convening the meeting at 11.30am and the Chairman, Mr A Allcock OBE, chaired the meeting. The Chairman advised that the only people able to join the meeting in real time were the Secretary, Kathryn Mansfield, Legal Executive, Linda Branwhite, Membership Secretary, Shirley Gregg, representatives from the press office and the independent scrutineers, Mi-Voice, and the current Directors of the Kennel Club. He advised that the proxy votes received in advance of the meeting had been counted by Mi-Voice who had delivered the final vote counts to the Chairman that morning.

Before continuing with the agenda, the Chairman reported that the following members had died since the last meeting: Honorary Life Members: Brigadier RJ Clifford and Mr BJ Hall; Members: Mrs LJ Allman, Mr PG Bailey, Mrs BM Banbury, Dr GKJ Bodegard, Mrs AD Bradley, Mr KM Butt, Mr RA Chesher, Rev RS Clarke, Mr PC Coughlan, Mr A Curry, Mr TT Donovan, Mrs R Field, Mr T Hylands, Dr DI McRobbie, Mr IJ Sparham, Mr M Stander, Mr JB Townsend and Miss GAE Tully. The Chairman asked the members to share a moment of quiet reflection in their memory.

2. The members received the report of the Annual General Meeting held on 21st May 2019 and published in the August 2019 issue of the Kennel Club Journal.

3. The Chairman advised that there had been no notification of items arising from the Annual General Meeting.

4. The members received the report of the Special General Meeting held on 12th November 2019 and published in the January 2020 issue of the Kennel Club Journal.

5. The Chairman advised that there had been no notification of items arising from the Special General Meeting but that he would give a brief update on the challenges facing the Kennel Club regarding registrations under item 12, the report on behalf of the Board, and that members would be given more information when they next met in person.

6. The Chairman then moved to item 6, which was to receive the audited accounts for the year ended 31st December 2019 for the Kennel Club Limited under Article 41.3.2. He advised that there had been some questions received in advance of the meeting in relation to the accounts and the responses to these would be circulated to all of the members after the meeting.

7. Agenda item 7 was to appoint BDO LLP as auditor for the ensuing year and resolve that their remuneration be agreed by the Board. This was proposed by the Board and it was confirmed that no seconder was required under the terms of the Articles of Association. The proxy votes had been counted and this was agreed.

8. The Chairman then turned to item 8, the election of Vice Presidents for the ensuing year. He proposed the following for re-election as Vice Presidents: The Earl of Buchan, The Rt Hon Lord Fairhaven, Mr JPC James, the Lord Kirkham and Sir John Spurling. It was confirmed that the proposals did not require a seconder under the terms of the Articles of Association. The proxy votes had been counted and the proposals were carried.

9. The Chairman advised that item 9 of the agenda, was the proposed election of Mrs AM Cavill, Mr MC James, Mrs DA Kenis Pordham and Mrs G L’Estrange West as Honorary Life members in accordance with Article 33. It was confirmed that the proposals did not require a seconder under the terms of the Articles of Association. The proxy votes had been counted and the proposals were carried.

Having received the May 2020 management accounts and carried out budget reforecasts for both 2020 and 2021, we have not yet seen any significant net adverse impact on our financial position from Covid-19 in the first five months of 2020. However, we do anticipate that lag factors, such as breeding gestation periods, and the longer term impact of adjusting to the new normal are likely to impact the Kennel Club’s finances during the remainder of this year and into 2021. The Finance team are working to mitigate the financial impact of the pandemic through tighter internal controls over the management of costs.

As part of the Kennel Club’s response to Covid-19, we launched an Emergency Relief Initiative in April. In its first round of applications, the Charitable Trust gave grants totalling just over £50,000 to 20 canine welfare organisations. The Trust was very proactive in engaging the support of Our Dogs and a joint appeal raised over £40,000 in additional funds, which have recently been granted to a further ten applicants in a second round of applications. There is still a little money left and the Trust anticipates being able to offer a third round of applications in due course.

Also as part of the Emergency Relief Initiative, the Educational Trust awarded grants to 14 applicants involved in the training of dogs, one of many activities which has been curtailed during the pandemic.

One important activity which we have been able to move ahead with despite the situation, is the appointment of a new Chief Executive for the Kennel Club. As members are aware, Rose Smart stepped down from this position earlier this year after 18 years in the role and having served the Kennel Club for nearly 45 years in total. I would like to formally thank Rose for her commitment and passion for the Kennel Club and world of dogs in general and am pleased to say that she will continue to act in an ambassadorial role for the Club as well as taking on the position of being a trustee for the Charitable Trust.

Last week, we interviewed four excellent candidates for the vacancy of Chief Executive and I am pleased to say that we have made an appointment, subject to references and the formal contract signing. On behalf of the Board, I look forward to sharing this news with members as soon as possible.

Whilst welcoming new appointments, I would also like to inform members that

I would like to start by paying tribute to the Kennel Club staff, who have adapted to the situation very quickly and skilfully and who have managed to keep much of the work of the Club going in this time, which is quite remarkable.

Unfortunately there are some staff who were not able to work from home due to the nature of the roles they undertake, or whose work has not been business-critical during this time. We therefore introduced a staff furlough scheme which broadly mirrors the Government Coronavirus Job Retention Scheme, into which we have registered and made and received two claims for reimbursement from HMRC. 68 Kennel Club staff have agreed to be furloughed and this has been reviewed regularly, and not less than every three weeks, with 52 currently remaining on furlough. Whilst a significant proportion of furloughed staff are from departments most affected by the closure of the Kennel Club buildings, most departments have had at least one member of staff in this category. The executives have now begun the process of establishing how and when to bring back staff to their roles.

All Kennel Club buildings were closed at the end of March and this largely remains the case today, although the Emblehope farm remains operational and timber felling may begin shortly.

The Aylesbury office reopened on a limited basis last week to allow for staff training on the new customer relationship management system, known as Nexus. We successfully completed a risk assessment to ensure that the office was Covid-19 secure, and have followed strictly a number of steps, which include:

* Cleaning, handwashing and hygiene procedures in line with guidance are in place

* Reasonable steps have been taken to maintain a 2-metre distance in the workplace (with the implications of reduction to 1 metre plus being worked on now)

We have been able to open the Aylesbury office well before Clarges Street, mainly due to the respective public transport challenges. There is also a substantially lower cost base and, therefore, financial risk inherent in opening this property. We expect a proportion of staff to return to their office-based jobs in Aylesbury towards the end of July, obviously subject to restrictions.

There are no plans at present to open the London site in the immediate term but we will be carrying out

preparatory work in order to undertake risk assessments with a view to reopening sometime after the summer, at least for a significant proportion of staff. This situation is obviously subject to practical considerations and Government advice at any given time.

We will continue to monitor Government guidance on the hospitality sector and how this will affect the reopening of the Club. We cannot as yet make a judgement on when this might be. However, we will shortly be carrying out a survey of the Kennel Club membership to see how you are all feeling about travelling into London and other matters relating to Covid-19. We will use these results to inform our decision-making process and they will be most valuable.

Upon re-opening both Aylesbury and Clarges Street more fully, the meeting and office spaces will also be likely to be subject to significant social distancing and other health and safety restrictions which will require new thinking on how we best use our buildings and/or what work can be successfully carried out from home. Once we have established safe capacities for our premises, we plan to start this work in consultation with staff as required.

The opening of Emblehope to events will be driven by the risk assessments being carried out by Knight Frank in consultation with the on-site team. Similarly, we will continue to assess the situation regarding the Kennel Club Building at Stoneleigh in anticipation of the government relaxing the restriction on the number of people who may gather together in due course. In both cases these decisions will also take into account our ongoing guidance on the resumption of events.

Regarding events in general, we have issued guidance to clubs and societies to recommend strongly that they cancel forthcoming events to the end of September given the heightened safety risks from Covid-19. At the time of speaking, 1,354 licensed events have been cancelled or postponed during this period and the Kennel Club has supported an enormous number of show societies at a cost of £60,000 by refunding their licence fee or deferring this year’s licence fee to next year’s show.

Similarly this applies to our own events and the International Agility Festival and YKC Camp have sadly had to be cancelled. Discover Dogs in October this year and Crufts 2021 are being closely monitored to establish how best to plan with the least possible impact from Covid-19 and that we don’t suffer substantial losses from a late cancellation.

13. The Chairman reported, under item 13, that there were currently a total of 1,479 paying members, of whom 1,352 are ordinary members and 127 are overseas members, and a further 74 Honorary Life members or Honorary members.

The Chairman read out the result of the ballot for members of the Board and announced that the eight members elected for a three-year term were Dr R Barbour (557 votes received), Mr PR Eardley (497), Mrs EA Stannard (494), Mr RIH Heathcote (444), Mr P Harding (420), Mr AW Young (397), Mr KR Newhouse (390) and Mr MW James (385), and the member elected for a two-year term was Mrs J Campbell (309 votes received).

The Chairman invited the members to congratulate those who had been elected.

Following the announcement of the ballot votes, the Chairman advised that any unsuccessful candidates wishing to know the number of votes that they had received, were welcome to contact the Secretary, Kathryn Mansfield for this.

The Chairman advised that a report of the meeting would be sent out that day to all of the members and the recording of this meeting would be made available in due course, which will be available by request to the Membership Secretary, Shirley Gregg. He advised that the Kennel Club would be responding to the questions received in advance of the meeting within the following two weeks and that this document would be sent to all members.

The Chairman then declared the meeting closed.

we have also appointed a new Chief Financial Officer, Mark Johnstone. Mark has been working for the Kennel Club on an interim basis since November last year and happily he has now accepted the substantive role on a fixed term basis until June 2022 with the total support of the Finance Committee and the Board.

I do have one departure however to announce to the Members and that is the forthcoming retirement of Club Manager, John Golding. John has served the Kennel Club for over 35 years, having joined in 1984. I know that any of you who have ever eaten in the Club rooms at Clarges Street will recognise John and will have appreciated the efficiency and good humour which he has always brought to the role.

Earlier in the meeting I advised that I would give a brief update on our registrations activity since the SGM last November. We are delighted to be able to report that since October 2019, registrations have been growing. In 2020, we have seen a 6.2% increase in registrations compared to the same period last year.

The Kennel Club has entered into a formal Primary Authority partnership with City of London Corporation. City of London is acknowledged as the leading authority on the licensing of dog breeders and offers training to local authority dog licensing inspectors throughout the UK.

In the first instance this partnership will be of benefit to members of the Kennel Club Assured Breeders Scheme in England who are licensed by their local authority. ABS members will be able to report issues surrounding regulations to the Kennel Club, who, as co-ordinator, will pass these concerns on to the City of London to receive ‘Assured Advice’. This assured advice will be published on our website to help other breeders who may not be members of the partnership.

We have undertaken a lot of work to ‘promote the pedigree’ in the past six months. Primarily this was done through Crufts promotion before, during and after the show and through the television broadcasts. This work was focused on promoting pedigree dogs, including finding the right breed for your lifestyle, vulnerable native breeds, and showcasing the new breeds at the show.

We also promoted pedigrees through our YouTube TV show, Crufts Extra, which included segments on focusing on what pedigree dogs are. The eye-catching Crufts creative campaign illustrations, which were seen by millions of people, featured less well-known pedigree breeds to the public, including the Gordon Setter and Wire Fox Terrier.

You may also have seen in recent weeks that we have worked closely with Channel 4 to produce a series of five programmes based on Crufts and its history, an excellent opportunity for us to showcase yet more pedigree dogs in a new and unique way outside of the traditional March time.

Furthermore, we have also been focusing our communication efforts on ensuring that potential puppy buyers are using Kennel Club resources to get the best advice due to the surge in puppy buying as a result of Covid-19.

There is much more that I could say on this subject but the nature of the meeting is such that it would be suited to a presentation in person, which we intend to take place at the SGM later this year if circumstances allow.

This therefore is just a flavour of the wide range of canine activities that the club is involved in. I hope that this report, combined with the information previously circulated to members in the Kennel Club Annual Report gives members an insight into the vast variety of work which the staff and committees of the Kennel
