Critical Days of Summer campaign wrap up This year’s Critical Days of Summer safety campaign wraps up Tuesday. The cam- paign, with the theme “Safety – It’s Personal,” began May 25, and is a reminder that safety is everyone’s responsi- bility and that the decisions we make have an impact. As of the campaign’s 12th week, the Air Force had suf- fered 13 fatalities. Seven of the 11 were from motorcycles; two from drown- ing; two from four-wheeled vehicles; and one residential fire, according to Dave Decker, 78th Air Base Wing Ground Safety chief. None of those fatalities were local; however, Robins Airmen have accounted for 34 off-duty injuries here through week 12, according to Decker. Investigations he said have shown that of the 34 injuries, six happened at home, five were vehicle accidents, 21 were sports and recreation related, and two involved water activities. Moving into the Labor Day weekend, everyone is remind- ed to continue to stay focused on safety. Gene Jameson III found his combat communications training put to use at a Bagram Airfield com- pound in Afghanistan. A year later, he was recog- nized for heroism here with a Bronze Star Medal with Valor during a ceremony Aug. 23. During his deployment, insur- gents attacked the base with rockets. One hit a building inside a United Arab Emirates Special Operations compound, and ignit- ed a fire which moved to nearby buildings. “It was spreading pretty fast,” recalled Jameson, 689th Combat Communications Wing manager of wing policy. “It started out with one building, and ended up burning five and a half acres – roughly 80 to 90 buildings.” Once on site – about 10:30 p.m. on Aug. 20 – he began directing heavy equipment oper- ators, and determining a fire break to stop the fire. There was a lot of fuel inside the compound to feed the fire, including a multitude of explo- sives, 80,000-gallon fuel tanks and a diesel generator. Hours into helping fight the flames, Jameson found himself entering and exiting the compound sever- al times, carrying materials away from the fire. “The fourth time I found two crates of explosives – one was filled with shoulder-launched anti-tank missiles, and the other crate held grenades,” he said. “When we went to relocate them, the last building we were trying to demolish fell slightly to the left. “It completely blocked our entrance and exit to the com- pound,” he added. “It left me and one of my staff sergeants trapped.” The chaotic scene included random munitions explosions and flames raging up to 60 feet high. Jameson assessed the situa- tion, and found a way out through an area 150 yards long and a yard and a half wide sur- rounded by flames. He and the sergeant carried the two crates, holding 250 pounds of high explosives, down the path and out safely to the other side. Exhausted, and having already churned out a 16-hour workday, he came out alive – but with boots melted, hair burned off his arms and a charred uniform. The Command and Control, Intelligence, Surveillance and Reconnaissance division, which manages the U2 Program, is exploring options for organic repair and partnering with the Warner Robins Air Logistics Complex to fully repair a dam- aged U-2 aircraft and bring it back into service. The aircraft was transported by truck to Robins and arrived Aug. 24. The plane incurred damage during scheduled maintenance in 2008 and soon after, returned to Air Force Plant 42 at Palmdale, Calif., where U-2 Flight Test and Periodic Depot Maintenance are routinely performed. The aircraft was later retired under PBD720 - Public Law stating that one U-2 would be retired in 2009. Ultimately, the most cost- effective repair process will be selected, and the aircraft will be returned to Fully Mission Capable status. It’s possible the effort will be the start of long-term organic sup- port for the U-2. The U-2 pro- gram was recently extended to 2025 and these extended opera- tions warrant another look at the jet by aircraft battle damage repair experts at the complex. About the Dragon Lady The Lockheed U-2, nick- named “Dragon Lady,” is a sin- gle-engine, very high-altitude (70,000 feet) reconnaissance air- craft operated by the Air Force and previously flown by the Central Intelligence Agency. It provides day and night all- weather intelligence gathering. The aircraft is also used for elec- tronic sensor research and devel- opment, satellite calibration and satellite data validation. The U-2 is capable of simultaneously col- lecting signals, imagery intelli- gence and air samples. While fly- ing at operational altitudes, the U- 2 is invisible to the naked eye. The U-2 has been the global eyes and ears of the U.S. for more than 50 years, and remains an essential and irreplaceable recon- naissance asset. That’s due to its ability to direct flights to objec- tives at short notice, which satel- lites can’t do. The aircraft at Robins is a 1980s model, which consists of a more rigid airframe than its prede- cessor from 1968. It was the last jet of its kind off the assembly line. Mason Award for Depot Maintenance Excellence. The 560th Aircraft Maintenance Squadron includes a workforce of more than 1,100 who provide pro- grammed depot-level maintenance and modifications to C-130 air- craft. The award covers the time period from Oct 1, 2010 to Sept. 30, 2011. After beginning fiscal 2011, a recovery plan was put in place with the 25 projected late aircraft and 13 carryover aircraft that would move into the new year. “We developed a transition plan of care and we built that focusing on due date performance,” said Richard Frey, 560th AMXS direc- tor. “We looked at focusing on quality and safety, maximizing manloading, increasing our throughput and managing our infrastructure.” “Part of the plan for the PDM line was to also stop working so many aircraft and maximize that manloading,” he continued. “So we developed a six dock plan that allowed us to only work six aircraft at a time.” The squadron also focused on quality improvement initiatives, such as building new break rooms, a snack bar, and renovating rest- rooms as well as the facility where PDM is accomplished, to improve morale and motivation.     A small group of Robins civicleaders representing the 461st AirControl Wing joined their counter-parts from 9th Air Force wings acrossthe Southeastern United States atShaw Air Force Base, S.C., Aug. 14and 15, for the 9th Air Force CivicLeader Forum.

    The forum offered civic attendeesa better understanding of 9th AirForce’s missions, challenges andcommunity-related needs. It also pro-vided them an opportunity to garnerbest practices in supporting militarycommunities from each other.

    “As a first for 9th Air Force, thiseffort brought together motivatedcivic leaders from four states to sharetheir experiences of helping ourAirmen,” said Maj. Gen. LawrenceWells, 9th Air Force commander.

    Forum attendees represented civil-military partnerships in Georgia,North Carolina, South Carolina andVirginia. They came from all sevenof 9th Air Force’s active-duty wings,including the 461st Air Control Winghere; the 4th Fighter Wing, SeymourJohnson Air Force Base, N.C.; the20th Fighter Wing, Shaw Air ForceBase, S.C.; the 23rd Wing and 93rdAir Ground Operations Wing, MoodyAir Force Base, Ga.; and the 633rdAir Base Wing and 1st Fighter Wing,Joint Base Langley-Eustis, Va.

    The Robins group consisted ofScott Free, Coldwell Banker Robbins& Free; Kathy Balletto, Golden KeyRealty; Beth McLaughlin, HoustonCounty Board of Education; JanetKelly, Middle GA Technical College;and Michael Chalmers, SpherionStaffing Corporation.

    On Aug. 15, the parties met atShaw for a day of briefings and opendiscussion. Wells kicked off the brief-ings with a presentation on 9th AirForce’s mission.

    “We organize, train and equipAirmen. We’re the only numberedAir Force solely focused on that mis-sion,” he said. “We prepare the forcesto go downrange and fight in com-bat.”

    When 9th Air Force Airmen aresent to support deployment opera-tions, their communities rally to helpcare for their families. Forum atten-dees described how their communi-ties hold dinners and other events forfamilies of deployed Airmen. Forinstance, at Robins, the HoustonCounty Board of Education andRobins partner to provide supportgroups within local schools for chil-dren with deployed family members.

    Following the mission briefing,members from each civic leadergroup described the structure of theirmilitary-support organizations.

    “It provided them an opportunityto show what their civic communityis doing to support its local Airmen,bases and military missions,” Wellssaid. “Our goal is simple: to take careof our Airmen and their families; thisforum is a huge step forward in meet-ing our goal.”

    Forum discussion topics wereselected with First Lady MichelleObama’s “Joining Forces” initiativein mind, which seeks to “mobilize allsectors of society to give our servicemembers and their families theopportunities and support they haveearned,” according to the WhiteHouse Web site,http://www.whitehouse.gov/joiningforces.

    Civic leaders meet for forum,share top military-support strategies

    TThe love that ChiefMaster Sgt.Richard Konopka,Air Force ReserveCommand Headquarters,has for the Cloud CapInn, Mount Hood, Ore.,prompted him to call the‘That Others May LiveFoundation’ with an ideato bring wounded Guard-ian Angel Airmen togeth-er on the mountain.

    Guardian Angels arean Air Force weaponssystem comprised ofcombat rescue officers,pararescuemen, and sur-vival, evasion, resistance,and escape specialistsknow as SERE.

    “I’m very familiarwith the beauty of MountHood and its tranquility,”said Konopka. “So thisseemed the perfect placefor our veterans to re-charge themselves aftervery horrific, life-chang-ing events.”

    According to Konopkathere are about 500 PJs inthe Air Force, and manyof the wounded Angelsknow each other – eitherfrom indoctrinationschool, training togetheror combat.

    To rekindle the friend-ships and rehash oldtimes, the retreat kicked-off with the woundedAngels coming togetherwith Angels from the304th Rescue Squadron,Portland Ore., who co-sponsored the retreat.

    All climbed aboard aTimberline Lodge trackedvehicle that took themthousands of feet up thenorth side of MountHood where they bondedduring lunch.

    The rest of the weekthe wounded Angels werehosted by the Crag Rats,an all-volunteer mountainrescue group that main-tains the U.S. ForestService-owned inn.

    “It’s a real pleasure to

    host this event; it’s a nat-ural fit,” said BillPattison, Crag Ratsspokesperson. “The CragRats and the 304th have along history of workingtogether.”

    All details throughoutthe week were taken careof: transportation, shelter,daily menus and all activ-ities. Angels spent theirdays hiking Mount Hood,swimming at a localswim hole, fly fishing,and visiting local attrac-tions – but most of allenjoying the serenity themountain has to offer.

    “When you getinjured, you come backand you’re removed fromyour unit ... you sort ofget isolated,” said StaffSgt. Jimmy Settle, 212thRescue Squadron, JointBase Elmendorf/Richard-son, Alaska. “You don’tfeel so much like it’syour fault that you can’t‘play’ with your [rescueteam], but you feel thatyou’re not worthy, yougo to a dark place. This[retreat] connects youwith dudes who get it.”

    Settle struggles tocope with what mostwould consider simpledaily tasks.

    While on a rescuemission in Afghanistan in2010, the helicopterSettle was on came underfire. Rounds from AK-47assault rifles pelted thechopper from all direc-tions. Rounds penetratedthe floorboards of thechopper. Upon impactone round fragmented,

    sending it on a trajectorythat went betweenSettle’s helmet and fore-head, finally lodging intohis scalp.

    The injury left Settlewith traumatic braininjury and strugglingwith daily responsibili-ties, such as rememberingto shave, how to wear hisuniform and even recog-nizing his wife.

    “I’m walking aroundwith my cool-man beret... that beret that I workedso many years for, andnow, if you run down thechecklist, I’m not quali-fied,” said Settle. “I feellike I’m putting on a cos-tume, a PJ costume. I feelI’m not worthy, and Idon’t belong anymore.It’s very lonely and leadsto dark places in themind. Coming out herekinda stokes the fire,these guys understand,they have walked thesame path.”

    “[It] created an envi-ronment that I didn’thave to worry about thelittle stuff,” he added. “Icould focus on the socialstuff and working onme.”

    Plans are in the worksto make this an annualevent.

    “We’re very pleasedon how the retreat turnedout,” said Maj. Christo-pher Bernard, 304th RQScombat rescue officer andretreat organizer. “Wegained an understandingof what it is to be awounded Angel; we’re alltouched.”

  • Air Force Spice testing labgoes full throttleThe Air Force Spice Testing Lab became fully opera-tional Aug. 1, in support of the Air Force’s focus onquality Airmen. The lab establishes a robust urinalysistesting program as part of the Air Force’s ongoingefforts to deter use of “spice,” the common name forsynthetic cannabinoids.The spice lab is capable of handling 2,500 active-duty Air Force samples per month, with the potential toincrease testing to 60,000 samples per year. Equippedwith two liquid chromatography/tandem mass spec-trometry (LC/MS/MS) instruments and a trained staff,the lab is taking over the full spice-testing responsibilityfrom a commercial contract laboratory that previouslyhandled the testing.During the past year, the Air Force has made signifi-cant strides in the deterrence of spice abuse among itsmembers. Spice compounds are sprayed onto plantmatter that is then generally smoked, causing hallu-cinogenic, psychotic and other harmful and sometimesdeadly effects. In July of 2012, the President signedlegislation placing 15 of these compounds on ScheduleI of the Controlled Substances Act.     HILLAIR FORCE BASE, Utah –During a Combat Hammer exercise,Alaska F-22 Raptors became the first oper-ational F-22 unit to drop GBU-39 small-diameter bombs.Although small-diameter bombs have

    been employed by test pilots, CombatHammer, a weapons system evaluationprogram sponsored by the 86th FighterWeapons Squadron, provided an opportu-nity for an operational unit to employ themin a realistic tactical training environment.“The Utah Test and Training Range is

    the only location in the United Stateswhere the F-22s can employ SDBs atspeeds and altitudes unique to the Raptor,”said Maj. Wade Bridges, a Reserve F-22pilot assigned to the 302nd FighterSquadron.The 3rdWing F-22s that have the

    upgraded increment 3.1 software were ableto drop the GBU-39 SDB.The GBU-39 is a 250-pound, precision-

    guided glide bomb that is intended to pro-vide aircraft with the ability to carry ahigher number of bombs and to employwith greater stand-off.“The employment of the GBU-39s was

    very successful,” said Bridges. “The ammoand weapons personnel who built andloaded the weapons did so with amazing

    professionalism and technical expertise.“They were evaluated during the entire

    process and received nothing but praise fortheir work. The pilots who employed theweapons did an excellent job delivering theweapons in a tactical environment. Theentire process from building to employingthe weapons was a tremendous successresulting in 100 percent of the SDBs beingreleased successfully.”The training event allowed for Total

    Force Integration across the F-22 fleet. The302nd Fighter Squadron led a Total Forceteam from Joint Base Elmendorf Richard-son.Pilots from both the 302nd and the

    525th Fighter squadrons and maintainersfrom the 3rd Maintenance Group and the477th Fighter Group filled the deploymentroster making it a true total force effortfromAlaska.In addition to theAlaska based effort,

    pilots from the 199th and 19th FighterSquadrons and their associated maintainersparticipated in the exercise. It was the firsttime operations and maintenance personnelfrom the 199th and 19th Fighter Squadronsstationed in Hawaii have deployed.“The successful deployment experience

    and delivery of air-to-ground weapons is amajor milestone for the Hawaiian Raptoroperations and maintenance team towardsdeclaration of Initial OperationalCapability,” said Lt. Col. Robert Jackson,19th FS commander.

    BiRD, or Buses intoRobins Daily, continues tobe a viable source oftransportation for thoseworking on base.Numbers of passengers

    have slowed during thesummer due to vacations,lower gas prices and per-sonnel changes, but haveremained steady since theprogram began inNovember 2010.The transit route is

    offered by the Macon-Bibb County TransitAuthority for Robins per-sonnel, and has experi-enced continued growthsince it began with 214riders in December 2010.BiRD has averaged

    905 riders from Maythrough July.Robins continues to

    offer other alternativemethods to get to work,including carpool andvanpool.Since more than 60

    percent of Robins’mili-tary and civilian employ-ees live in HoustonCounty, a feasibility studywas conducted to deter-mine additional mass tran-sit options.

    For the Warner RobinsArea TransportationStudy, input for publiccomment has closed, anda final recommendationwill be made in Septem-ber.Warner Robins offi-

    cials have been workingwithAtkins and ConneticsTransportation Group onthe study, resulting in 385surveys collected.

    Advances inside the C-5 Engine Shop haveresulted in not onlyhigher morale, but also qualityof life and efficiency improve-ments.As C-5 engines are brought

    into the shop for Isochronalinspections, maintainers mustmove over, under and aroundeach engine. In the past year,new engine stands were intro-duced, which allow variousaccess points on different lev-els so mechanics can movemore freely around the entireengine.As a result of this, safety

    hazards have decreased. Oncethis process progressed,mechanics also saw a need foran idea to reduce hazards fromtripping on cords which layacross the shop floor. Nowthere are overhead trusseswhich have been installedwhich provide air and electriccapabilities through drop-downcords. Upcoming plans are alsoin the works to add a hydraulicpower supply line to the over-head system.“Everything we’ve done

    inside this shop has made itmore user friendly,” said ScottBall, 559th AircraftMaintenance Squadron produc-tion supervisor.“Much of what has driven

    this is the result of the Volun-tary Protection Program,”added Roy Rudd, 559th AMXSteam lead.Other improvements includ-

    ed mounted LED lightsinstalled under each enginestand so mechanics can use

    both hands while working(they’re also magnetized). Theshop floor was stripped andpainted bright white to add bet-ter light reflection, and a largeconsolidated shop tool kit wasadded to speed up the workprocess, eliminate lines andincrease efficiency.The shop has moved to

    eliminate paper copies of tech-nical orders through the use of10 Toughbooks, or laptops withhard, protective shells, so theycan be used by mechanics asthey work.The shop is the first in the

    402nd AMXG to prototype thenew Electronic Work ControlDocuments. By having infor-mation automated, the new sys-tem will save time and benefitthe workforce with futureinspections by reducing oppor-tunities for mistakes.“All of these improvements

    make a better quality of life for

    the mechanic and maximizeour efficiencies,” said KevinHamilton, C-5 ProductionSupport Flight chief.
