Recent changes to the Defence Act however, are now impacting on this. Currently, CBAF and HQ AAFC are working to address the changes with a view to resolution by end of month. APPOINTMENTS 1. IMPORTANT NOTICE

Until recently, the Chief of Air Force had delegated his powers, functions and duties in respect to

the appointment (enrolment) and termination of Officers and Instructors of the Australian Air Force

Cadets under the Cadet Forces Regulations 2013 (CFR). Recent changes to the Defence Act

however, are now impacting on this. Currently, CBAF and HQ AAFC are working to address the

changes with a view to resolution by end of month.

10. Expressions of interest are now invited from suitably qualified and experienced AAFC OOCs for the

position of Director Personnel Services detailing their skills, knowledge and experience against the criteria

shown on the position description attached as Annex A. Interested applicants must return a signed copy of

the PD when submitting their application along with their “CV” and responses to the selection criteria.

11. Applications should be sent electronically (i.e. by email only) to DCDR-AAFC by COB on Monday

29 Aug 16 at [email protected] . Hard copy applications will not be accepted. Appointment of the successful

candidate will be for an initial three year term with an option available at the sole discretion of the CDR-

Develop and maintain processes and procedures in respect of staff on-boarding, appointments, promotion, transfer, personnel occurrence reporting, organisational performance (personnel);

Contribute to the development and implementation of the AAFC 2020 Development Plan in regard to workforce planning matters;

Oversee the establishment and maintenance of effective internal and external networks and relationships between the Directorate and a range of internal and external stakeholders, including OCs, DOPS-AAFC, CB-AF and the ADO (specifically RPAC).

Participate in tri-Service working groups regarding personnel matters;

Conduct analysis and evaluation of personnel services programs and develop improvements to meet the objectives of the AAFC;

Lead and inspire the members of the Personnel Services Directorate in the provision of direct support services to all personnel;

Identify, attract, induct, train, manage and motivate staff in accordance with PSD establishment and succession planning objectives;

Effectively administer and apply the Equity and Diversity and WHS policy and practices of the AAFC to the Directorate; and

Demonstrated high degree of interpersonal, oral, and written communication skills, including the ability to establish and maintain effective working relationships within the AAFC, ADFC and ADO in order to produce quality outcomes despite geographical limitations.

Relevant experience in the formulation and articulation of policy and procedures.

Demonstrated negotiation and dispute resolution skills.

Knowledge of AAFC policies, WHS, AAFCSafe and codes of conduct.

Knowledge of Cadet One and AAFC Intranet personnel support systems.

Experience as a senior officer within the AAFC or ADF

Time Requirements:

AAFC Headquarters is a virtual headquarters with no set parading times. As such, this position is ideally suited to someone who can commit the time on an ad hoc basis across the week with availability to attend both weekday and weekend meetings. Travel to various locations through Australia may be required to attend meetings.

This is an excellent opportunity for an experienced Officer to deliver superior executive and policy support to the CDR-AAFC and operational wings by leading and motivating a small team of dedicated staff by utilising personal skills in leadership, policy development, dispute resolution, relationship management and business acumen.

Role To provide leadership, support and guidance to whole of organisation in all areas of diversity and inclusion including Indigenous, gender, cultural and LGBTI.

To create and implement a diverse organisation with an inclusive culture for all AAFC members through policy, procedures and implementation of key programs that enhance the cadet experience within all levels of the AAFC.

Appointment EOI with selection Board and appointment for a fixed term of 3 years initial + 2 years exercisable at the discretion of CDR AAFC.

Duties & Responsibilities

- Act as the principal adviser to the CDR-AAFC in all areas of diversity including indigenous, gender, cultural and LGBTI

- Create and develop key stakeholder relationships within the

AAFC, ADFC, AFHQ, CB-AF and CRESD to develop a diverse organisation with an inclusive culture that encompasses all members of the AAFC.

- Work effectively within the AAFC’s EMT and consult on

matters that arise pertaining to diversity and inclusion.

- Consult and manage the strategic direction of all matters pertaining to diversity and inclusion across the AAFC.

- Proactively promote and develop diversity and inclusion programs across the AAFC effectively.

- Assess what programs are currently required within the AAFC and create a plan on what needs to be implemented

by whom and by when whilst working within the AAFC’s 2020 Development Plan

- Budget and manage financial support of the diversity and inclusion program within the AAFC

- Assess and create a diversity framework at wing and squadron level to enable the diversity programs to be supported at all levels.

- Develop and manage recruiting programs that attract and engage minority groups.

- Create opportunities for inter-wing and inter- service interaction annually within a social and working context.

- Other duties and tasks as directed by CDR-AAFC

Requisite Skills and Attributes

Demonstrated high degree of interpersonal, oral, and written communication skills, including the ability to establish and maintain effective working relationships within the AAFC, ADFC and ADO in order to produce quality outcomes despite geographical limitations.

Ability to maintain confidentiality

Detailed knowledge of AAFC policies and procedures; particularly in regards to governance issues at both WG and HQAAFC level.

Demonstrated ability to lead a team, and be self-motivated.

Demonstrated ability to respond to change and initiate change when required.

Demonstrate a commitment to the principles of Diversity and inclusion in the AAFC

Experience as a senior AAFC Officer

Ability to lead, coach and develop staff members with various and diverse backgrounds

Experiences across a broad spectrum of AAFC activities.

Ability to role-model compliance and policy of the AAFC and governance

Demonstrated ability to provide timely response to queries and request for information.

Ability to create and work with eternal key stakeholders to produce quality and well considered programs that can be used within the AAFC

Commitment to engage in training and further development in these areas

The capacity to be a credible advocate of Diversity matters

Desirable Attributes and skills

Demonstrated suitable computer skills including use of spreadsheets.

Undertake necessary training and ongoing professional development

Act as a Diversity resource and good practice advocate within the AAFC.

Time Requirements:

HQ AAFC along with most Directorates operates virtually with no set parade times. As such, this position is ideally suited to someone who can commit the time on an ad hoc basis across the week with availability for weekend work and travel as required.
