It gives me great pleasure to welcome you all, on behalf of the Board of Directors, the members of the Conference Committee and the ADHA

Secretariat, to the ADHA 2015 National Conference here at the Pullman in Albert Park.

ADHA has experienced tremendous growth over the past five year period with a 45% increase in membership over that time and currently represents 70% of the stand-alone day hospital sector. The theme of this year’s conference ”Day Hospitals - The First Choice”, recognises the quality outcomes demonstrated by the day hospital sector, now and in the future. This is complimented by the recognition of ADHA as the peak industry body. During the past year, significant relationships have been established with the Federal Minister for Health’s Advisers, the Commonwealth Department of Health, the Department of Veterans’ Affairs and some of the major Health Insurance Funds. As a consequence, the conference program has incorporated topics and speakers relevant to some of the work undertaken by ADHA over the past 12 months.

The Session entitled ”Future Funding for Day Hospitals” has speakers representing the Common-wealth Department of Health, Health Insurance Funds and the Department of Veterans’ Affairs. Janet Anderson, from the Department of Health, will provide data and commentary on the 2015 Intergenerational Report and the impact of trends observed in the health sector at large and the day hospital sector in particular. The Keynote Address will be given by Craig Rispin, Business Futurist and Innovation Expert. Craig has been invited back this year after overwhelming feedback from the 2014 delegates who requested that he be invited to return in 2015. Prior to the Conference, I briefed Craig on some of the real issues confronting day hospitals and his presentation will comprise of totally new material and will examine innovative ways of addressing some of these issues. This year, for the first time, we welcome our MCs from Humour Australia, Troy and Zara, who will add a new element to the whole conference program injecting humour throughout proceedings.

About ADHA

ADHA is a public company, governed by a Constitution and required to meet the legal requirements of the Australian Securities and Investments Commission (ASIC). The organisation began in the early 1990’s and was then known as the Australian Day Surgery Association. Follow-ing the changes resulting from the Private Health Insurance Act of 2007, the organisation changed its name to the Australian Day Hospital Association (ADHA) to reflect the hospital status provided under the Act to day facilities that met the appropriate State or Territory Health Department requirements and held accreditation with a recognised accrediting body. After rapid growth over the next couple of years, a Board of Directors was established in 2009, replacing the previous Management Committee. Growth of the organisation has continued over the past six years. It became difficult for the organisation to continue its work with volunteers alone. There has been a gradual development of the ADHA team over the past eight years. The Secretarial team has three National Secretaries p/t based in Perth, Adelaide and Sydney. Due to the significant growth of the organisation over the past few years, currently representing 70% of the day hospital sector, the Board appointed the inaugural CEO on the 1st July 2014 to manage the organisation on a day-to-day basis, as the work load had become too great to be achieved on a voluntary basis. This positon has enabled the organisation to consolidate its role as the peak body representing the day hospital sector and provided added representation on many external national committees.

ADHA’s Vision Statement: “ADHA is acknowledged as the peak Industry Body representing the

sector and will continue to provide advocacy and support to the day hospital sector to ensure

relevancy and sustainability. ADHA will position the day hospital sector as “First Choice” through

ongoing support, promoting best practice, developing relevant partnerships and increasing

professionalism of the sector”.

Speaker Profile: Tim Puyk, ADHA President Tim has over 10 years experience working in the operating theatre of the Royal Victorian Eye and Ear Hospital (RVEEH) in a range of roles from Clinical Nurse Specialist, Manager of the Central Sterilisation Department and also Managing the RVEEH satellite service at Maroondah Hospital. He accepted and held a position as DON at The Eastern Eye Surgery Centre from 2000 to 2005 and assisted in the Strategic Direction between Eastern Eye Surgery Centre and Vision Group in 2004. In 2006, Tim joined the Victoria Parade Surgery Centre (VPSC) as DON and assisted the Board and Management success-fully commission and open the facility. In 2013, Tim accepted the position of Chief Executive Office/Director of Nursing. VPSC is a five theatre Day Hospital specialising in Ophthalmology and ENT procedures. Tim was the Co-founder and President of the Victorian Branch of the Australian Ophthalmic Nurses’ Association (AONA) from 1996–2005 and Vice-president from 2005-2009. Tim joined ADHA as Chair of Victoria in 2010 and has been the Victorian Board Director since November 2012. He took on the role of Acting President on 1 July 2014 and was endorsed as President in September 2014.

She represents the Australasian College for Infection Prevention and Control on the Australian Standards Committee responsible for AS/NZS 4187 Reprocessing Reusable Medical Devices in Health Service Organisations and the sister Standard AS/NZS 4815 applicable to office-based practice.

Thursday, 11.00am - 12.00pm Recent Trends in Health Fund Contracting The current climate for health fund negotiations is contradictory. The common health fund refrain is that we must restore profitability to PHI. But often day surgeries feel the fund is not interested in proposals that it (the day surgery) expect might save the health fund money. Instead, health fund negotiations seems to have been ‘dumbed down’ to such a degree that there is no opportunity for creative problem solving despite the mantra of affordability and sustainability. Day surgeries with a genuine interest or willingness to share both value and risk with the fund may struggle to even get an audience with key health fund decision makers. Moreover they note that large expensive overnight facilities remain in contract with all funds each year and presumably on much higher rates for equivalent services. It is little wonder then that day surgeries might just ‘give up’ and it is even less surprising that some are considering whether a HPPA is worth committing to at all. In his presentation Bruce will explore how health fund negotiations have become a perfunctory and ultimately demoralising activity and contemplates the alternatives for day surgeries.

Established in 2009, Health Care Funding Solutions Pty Ltd works with clients to build viable revenue streams, implement practices aimed at fortifying the client’s revenue line and build strong internal intelligence around their HPPA arrangements and the ever changing private health agenda. Given the long term unsustainability of a fee for service payment model, Health Care Funding Solutions Pty L.td was originally conceived to meet a need for intelligent risk based payment models that would deliver better outcomes for progressive private day surgeries and hospitals (and private health funds) now and into the future. While the need for alternate payment models may be great-er than ever, changes in the operating environment over the last five years have demanded a more real time focus involving short to medium term solutions to immediate problems. Health Care Funding Solutions Pty Ltd has combined business analytics and strategic thinking with local client intelligence to build resilient solutions to these problems. Overall, Bruce believes the major reform work is still ahead of us and that it will be informed and innovative private day surgeries and hospitals who will not only survive but also shape this reform.

Prior to 2009, Bruce was a senior HPPA negotiator with MBF/BUPA. In this role Bruce was also intimately involved in the design and development of various funding models both at a company level as well as an indus-try level. Prior to his work with MBF/BUPA, Bruce has been a Director of Nursing, Clinical Teacher, Flight Nurse and general ward nurse. In the ‘old’ language, he is qualified as a Registered General Nurse and as a Registered Psychiatric Nurse. He also holds a Bachelor of Applied Science. Bruce has spoken at many conferences in Australia and abroad and has been published in Australia, Canada and the United Kingdom.

He will also examine some of the commonly occurring risk exposures for day hospitals and the relevant legislation pertaining to those risks. He will also consider the various insurance solutions available to mitigate against those risks and the conditions and obligations imposed by those policies.

Speaker Profile: Michael Gapes, Partner, Carter Newell Lawyers Michael Gapes is a Partner in Carter Newell’s Financial Lines Team. Carter Newell has offices in Brisbane and Sydney and visited offices in Melbourne. Carter Newell has one of the largest insurance practices in Australia and acts on behalf of most domestic and international insurers, including many Lloyd’s based insurers and syndicates. Michael regularly acts on behalf of the insurers in the defence of medical malpractice claims across a very broad spectrum of the med-ical and allied health sectors and frequently appears in the District, Supreme and Federal Court jurisdictions. He successfully represented the interests of seven general practice networks in the much publicised Federal Court litigation issued by Primary Healthcare Ltd over the use of the term ‘primary health care’. He also acts in relation to disciplinary investigations and appears at tribunal hearings. He advises health care and Government funded organisations with regards to compliance and funding issues, as well as advising in respect to employment-related issues, commercial disputes, defamation and copyright and IP issues.

Thursday 4.00pm - 4.30pm Update from the ASCQHC The introduction of the National Safety and Quality Health Service Standards has provided a unique opportunity to drive change in health services across the country, improve the safety and quality of care and promote the engagement of consumers. By the end of 2015, all acute health services will have implemented the NSQHS Standards and had this verified through an accreditation process. The results of the implementation, improve-ments and ongoing challenges will be discussed. The Commission commenced the review of the NSQHS Stand-ards in 2015. The process, the issues that are shaping a revision of the Standards, and the timeframe for their development and introduction will be covered in this presentation.

Speaker Profile: Margaret Banks, BSc, Grad Dip (Physio), MHA, Grad Cert Management Dip AICD, FACHM, Senior Program Director, Accreditation Program, Australian Commission on Safety & Quality in Health Care Margaret Banks has worked as the Senior Program Director with the Australian Commission on Safety and Quality in Health Care since July 2006. In this time she has worked with stakeholders, consumers and jurisdictions on the development of National Safety and Quality Health Service Standards and a program of systematic accreditation reform for the implementation of the Stand-ards. Prior to this appointment she worked with the Department of Health and Ageing, the Australian Health Workforce Advisory Committee and the NSW Health Department on matters relating to workforce. Speaker Profile: Shane Porter, Acting First Assistant Secretary, Medical Benefits Division Shane Porter is the Assistant Secretary, Private Health Insurance Branch, in the Commonwealth Department of Health. In this role since January 2014, Shane is responsible for all aspects of the Commonwealth’s involvement in Private Health Insurance, as well as overseas students and visitors health cover. Shane commenced as a graduate in the Department of Health in 2000, following which he worked on public hospital financing under the Australian Health Care Agreements; Commonwealth screening programs; genetics policy; diagnostic imaging and pathology under Medicare; and Medicare fees policy. Promoted to the Senior Executive Service in 2011, Shane has had responsibility for Medicare financing and analysis; Commonwealth medical indemnity programs; and the Medical Services Advisory Committee. Shane holds a Bachelor of Science degree with First Class Honours in physiology. Prior to joining the Australian Public Service, he worked in scientific research.

Jenny has been with Medibank for the last 6 years in various roles including Medibank Health Solutions (MHS), where she was involved in managing MHS’ Health Services to Commonwealth Departments, and more recently in setting up Medibank’s Australian Defence Force (ADF) contract. However, with health insurers continually changing or implementing new funding models—what will be the impact for day hospitals?

Speaker Profile: Alicia Mason, Provider Relationships Manager Over the past twenty years Alicia has worked in a broad range of areas within the health sector. This has predominantly been in the areas of clinical dietetics, primary healthcare and health insurance.

As part of her time in healthcare, Alicia has been a hospital admissions clerk, a hospital dietitian for aged care, a research assistant, a community dietitian coordinating Aboriginal health and healthy school programs, liaison for general practice with Divisions of General Practice and involved in the early operations of a Perth metropolitan Medicare Local. More recently Alicia moved to HBF as the Health Support & Coaching Manager focusing on chronic disease and complex healthcare programs for their members. She was the ADHA President from 2010 to 30 June 2014 and served on the Board of Directors and the former Management Committee of ADHA since 2008.

Jane was the Business Manager/DON of Perth Dermatology Clinic and conducted JG Con-sulting. She was the Business Manager of The Women’s Clinic Day Hospital for 7½ years, McCourt Street Day Surgery for 7 years and Nursing Coordinator, Perioperative Services at St John of God Hospital Subiaco for 10 years. In 1997, Jane was sent on a 7 week sabbatical to the USA to explore latest trends in same day surgery. Jane is very passionate about same day surgery and care.

Friday 2.30pm - 2.45pm Benefits of Audit Angel System Improving Quality Efficiencies and Decreasing Costs (IPad Auditing Tool) With the introduction of the National Safety Quality in Health Care Standards, most hospitals were daunted by the complexity of the standards implementation requirements and very concerned about the ongoing costs, time and efficiency impact of the auditing and compliance monitoring required. In 2013, Montserrat sought solutions to the growing human cost of the auditing and compliance monitoring required for the national standards. It wasn’t so much the time factor of doing the audits alone but the analysis of a paper based auditing system and data input into excel that sapped time and clinical skills away from the coal face. We ultimately invited in the Audit Angel system Healthcare Auditing and Compliance Reporting from CFS-Australasia which lead to cost savings and an outcome focused on development systems. Speaker Profile: Jane McGrath, Director of Clinical Services & Administration, Montserrat Day Hospitals Jane has been in hospital management roles since 1996 and senior management roles within the private health care sector, day hospitals and overnight facilities, since 2003. Since 2011, Jane has been the Director of Clinical Services and Administration at Mont-serrat Health Care which encompasses 4 day hospitals and head office. Some of the key achievements in this role have been the commissioning of a new hospital - North Lakes Day Hospital; Integration of a new hospital into the company – Sunshine Coast Haema-tology and Oncology clinic; Management of Risk, Quality and Safety systems and successful ISO and National Standard accreditation across the company.

From 2006 to 2011, Jane was the CEO of a major Brisbane overnight private hospital. Key achievements in this role were management of $30 million redevelopment from business cases development, design, through construction and occupation and advertising/marketing. The construction included consulting suites; day surgery, theatre and recovery redevelopment; construction of new maternity and labour suites refurbishment; refurbishment of medical surgical ward and construction of oncology day unit. During Jane’s tenure in this role revenue grew 35%, births increased by 18% and Jane managed an effective team through the preparation for and the impact of these major changes. Jane is motivated to positively manage people to facilitate innovative change and effective organisational culture. Jane has a Certificate in Nursing, Bachelor of Health Science Nursing; Diploma in Cancer Nursing and Diploma in Business Health Management .

ADHA Registration Desk Opening On: Wednesday: 5.30pm - 7.30pm Thursday: 8.00am - 5.00pm Friday: 8.30am - 3.00pm ADHA Staff can be found at Trade Stand TT22 Wi-Fi Advised upon check-in for in-house guests. ATM Nearest ATM is located inside the Hotel, in the Lobby. Car Parking Conveniently located beneath the hotel and accessible via Lorne Street, the car park has 400 parking bays for your convenience. At the time of writing, the rate is $16.00 per vehicle flat rate per day. Conference Dinner Tickets will be given out at the time of regis-tration to all delegates who registered indi-cating they would be attending. These tickets should be given to ICMS staff on arrival at dinner at the Grand Ballroom, so please bring them with you. Conference Sessions All sessions are held in the Grand Ballroom, Level 1 inside the Pullman Hotel. CPD Points Attendance at our full conference will give you 10 hours and 15 minutes towards your CPD. An attendance certificate will be provided for every delegate at the time of registration at the ADHA Conference Registration Desk. Dress Code Smart casual attire is suggested for all confer-ence sessions and the Welcome Reception. Conference Dinner requires Smart Evening Wear (i.e. no jeans). Speaker Presentations Speakers are asked to check in with the ADHA Registration Desk prior to their presentations. An IT Technician is available to assist with presentations.

Mobile Phones As a courtesy to speakers and fellow dele-gates, mobile telephones and pagers MUST be turned off while sessions are in progress. Name Badges Your name badge is your entry to the Confer-ence sessions, morning/afternoon teas and lunches. Please ensure you wear your name badge at all times and if lost please see the ICMS Australasia staff on the Registration Desk for a replacement.
