• The Center makes use of state-of-the-art technologies and modern protected communications systems. The technical capabilities of the Center allow getting all the necessary information from all across Russia in real time. National Center for State Defense Control of the Russian Federation has become a key element in the military management system of the country, integrating various management and monitoring systems used by the ministries and armed services into a

single system. Central control of the armed forces performs:

• Monitoring the military combat readiness of the armed forces

• Managing, coordinating and monitoring the performance of military tasks and military combat alert

• Control of participation in international operations and special activities

National Center for State Defense Control of the Russian Federation is a system for centralized management of the armed forces of the Russian Federation, management of the day-to-day activities of the land forces, the aerospace forces and the navy as well as for the col-lection, summarizing and analysis of information on the political and military situation around the world, including specific strategically important areas and information on the social and political situation in the Russian Federation in time of peace and war.

National Center for Crisis Management is a multifunctional intelligent system that combines the latest scientific and technical developments in the field of monitoring, automation of assessment and analysis of the situation, decision-making and ensuring the management of forces and assets in crisis situations and daily mode with the use of the most modern technologies, including remote sensing of the Earth and global satellite navigation systems

FUNCTIONS:

• Comprehensive analysis of the current situation and the state of the interdepartmental grouping of forces and means

• Monitoring implementation of preventive measures when responding to emergency risks

• Operational accounting and assessment of risks of natural and emergency situation caused by a man-made impact

• Evaluation of the protection of territories and people from emergencies of natural, technogenic, biological and social nature

• Modelling and forecasting of the consequences of emergencies

• Operational planning and control over the measures to eliminate the consequences of emergencies

• Cross sectoral exchange of information on the prevention and elimination of emergencies

The national crisis management center is designed for day-to-day management of the Unified state emergency prevention and response system and civil defense, as well as for timely inform-ing and population warning about the threat and occurrence of emergencies.

The system offers decision support through predictive and prescriptive analytics methods that make use of situational modeling, forecasting and a recommender system. Other functions include contingency planning based on mathematically defined tasks, interactive

forecast map visualization, automatic generation of best course of action recommendations using an expert knowledge database with the system then following its own recommendations in simulations to assess the effectiveness of the proposed action plans.

The BRIZ platform is designed to collect information, monitor the situation and control in various industries and fields of activity. The BRIZ platform is used as the foundation for distributed systems allowing various governing authorities to operate with organizations reporting to them in a single information space regardless of their geographical location. Within the framework of the BRIZ platform, the tasks of operational

information collection and decision support, as well as the management of forces and resources are solved. Every day, information on all emergencies and significant accidents on the territory of the Russian Federation is entered into the BRIZ information system by the territorial bodies of the Ministry of Emergency Situations of Russia for subsequent analysis and decision making.

This is a software/hardware firewall system monitoring the traffic through the system in accordance with pre-set parameters. The system offers protection for specific segments of the network or specific hosts against unauthorized access through vulnerabilities in the protocols of the OSI network model or in

the software installed on network computers. Firewalls allow or deny traffic by comparing its characteristics with the specified templates. It can be supplied as a PAK on a Russian-made component base - MTsSTJSC. The system is compatible with Astra Linux, Debian based Linux.

A software system for effective processing of all kinds of spatial information. The geo-platform consolidates spatial information from various external sources such as digital geographic data about a specific area, information about the current location of specific units and assets as well as geographic information about certain natural and socio-economic factors that are highly relevant because they may have a critical impact on the decision making process. The geo-information platform has components that can provide geo-

information analysis, process new geospatial information they receive, geo-code data that don’t have any obvious geographical or location properties, generate and publish cartographic web services, generate a consolidated interactive map showing the current situation on the ground. As part of the efforts to develop and deploy the geo-platform, we refined interdepartmental cooperation methods for gathering and displaying information from external sources in the context of specific geographical data.
