SPECIAL PROVISION SECTION 645
HIGHWAY SIGNING (Special Work No. 1: Relocate Sign Pylon)
Description This work shall consist of relocating the existing Maine Turnpike Exit 102 service plaza sign pylon from its present location on the west side of the service plaza entrance southwesterly approximately 55’ to a new location on the west side of the reconstructed service plaza entrance as shown on the project plans, including new reinforced concrete footings and piers, new structural steel tube sleeves in the footings and piers, removal of existing and construction of new water struck brick column facades, dismantling and reassembly of Lexan sign faces, relocation of sign power transformers and wireless communication components, installation of new electrical conduit and wiring, disconnection and reconnection of power for internal lighting, relocation and attachment of service plaza information signs to the pylon columns, removal of existing reinforced concrete footings and piers, and all labor, equipment and incidental materials necessary to relocate the sign pylon in accordance with these specifications and in reasonably close conformity with the plans. General The relocated sign pylon shall be installed with sign faces approximately perpendicular to the centerline of the existing Route 9/126 approaches. The exact location and orientation of the relocated sign pylon shall be determined in the field, subject to approval of the Resident. All materials to be furnished shall be new unless otherwise noted. Existing materials to be removed and not reinstalled shall be disposed of by the Contractor. Materials In addition to other requirements of this Special Provision, materials shall meet the requirements of the following Sections of the Standard Specifications: Structural Concrete 502 Reinforcing Steel 503 Structural Steel 504

New concrete footings and piers shall be Class LP. New structural steel tube sleeves to be installed in new concrete footings and piers shall be fourteen feet (14’) lengths of ten inch (10”) square, one-quarter inch (1/4”) wall thickness, A500 structural steel square tube. New brick for reconstructed sign pylon column facades shall be Morin Waterstruck Brick manufactured by Morin Brick Company, a division of R.J. Finlay & Co., Auburn, Maine. Color and texture shall match that of the existing sign pylon column brick facades. Construction All construction and materials required for relocation of the service plaza sign pylon shall match that shown on Maine Turnpike Authority “9393” Record Drawings dated December 2, 2008 for the existing sign pylon, except as noted in this Special Provision. The applicable Maine Turnpike Authority record drawings follow this Special Provision. The Contractor shall be responsible for structural analysis and submittal of documentation to the Department for confirmation that the sign pylon structural steel tube columns and reinforced concrete footings and piers meet requirements of the current edition of AASHTO “Standard Specifications for Structural Supports for Highway Signs, Luminaires and Traffic Signals”. Any increases in size or thickness or addition of other structural components found to be required to meet current AASHTO specifications, if any, will be considered incidental to lump sum payment for Pay Item 645.14. Existing service plaza sign pylon Lexan sign faces shall be carefully removed and stored by the Contractor to be reinstalled in the relocated sign pylon. Other existing sign pylon components, including but not limited to vertical seam steel roof panels and internal lighting, may be carefully removed at the Contractor’s discretion to avoid damage and stored by the Contractor to be reinstalled in the relocated sign pylon. Existing wiring for internal lighting of the sign pylon shall be disconnected. Existing sign pylon brick column facades shall be removed, and waste material shall be disposed of off the project. New reinforced concrete footings, minimum thirty-six inches (36”) diameter by minimum five feet (5’) length shall be placed at the new sign pylon location approved by the Resident. Precast footings will not be allowed. Reinforcing shall be as shown on record drawings of the existing sign pylon, at minimum. One 14’ length of minimum 10” square structural steel tube shall be cast into each footing and anchored to the footing with J-bolts. The top of the footings shall be approximately six inches (6”) below finish grade of adjacent ground. A 24” by 24” by 36” high reinforced concrete pier shall be placed separately on each footing, centered on the footing and with the east and west sides of the piers oriented to be parallel to the sign faces of the sign pylon. The top edges of each pier shall be chamfered as directed.

The 8” square structural steel tube columns shall be cut cleanly at the top of the 10” square structural steel tube foundation sleeves of the existing sign pylon. The structure shall be removed from the existing foundations, transported to the new foundations, and the structural steel tube columns inserted into the new foundation sleeves. Steel tube columns and sleeves shall be capped and welded all around as detailed on the record drawings of the existing sign pylon structure. The sign structure shall be carefully supported throughout the detachment, transport and reattachment process to avoid damage. Any additional dismantling and reconstruction of the structure that the Contractor considers to be necessary to avoid damage during transport and reattachment will be considered incidental to lump sum payment for Pay Item 645.14. Upon completion of attachment of the structural steel tube columns to the foundation sleeves, the brick column facades shall be reconstructed with new brick and tied to the steel tube columns as detailed in the record drawings of the existing sign pylon. Lexan sign faces and other components removed for transport of the structure shall be reattached to the relocated structure. New conduit and wiring shall be installed from a new junction box to be installed approximately at Station 5001+05 Right on the service plaza exit to the new sign pylon location. A new external, lockable, metallic junction box shall be installed above ground on a pier of the new sign pylon location. Wiring shall be reconnected to the internal sign lighting of the pylon. All work and materials necessary for reconnection of the sign pylon internal lighting shall comply with requirements of the latest edition of the National Electrical Code. Upon completion of removal of the pylon structure from the existing foundations, the old foundations, conduit and disconnected wiring within the limits of new roadway construction shall be removed. A large guide sign located at Station 13+82 Right is noted on the plans for removal. Removal of that guide sign will be paid under other items of the contract. Attached to the steel posts of the guide sign are eight (8) small service plaza information signs. The Contractor shall demount the eight service plaza information signs from the guide sign posts and shall reinstall them on the brick column facades of the relocated service plaza sign pylon. The reinstalled information signs shall be arrayed similarly to their existing arrangement, with two information signs on each of the east and west faces of the brick column facades of the service plaza sign pylon. The top of the information signs shall be no higher than the bottom of the service plaza Lexan sign faces. A temporary service plaza sign shall be installed by the Contractor. Sign size is anticipated to be approximately 64 square feet. Maine Turnpike Authority will furnish the sign. The Contractor will be responsible for erecting the temporary sign, supporting it as required with temporary wood posts, removing the temporary sign and supports after completion and acceptance of relocation of the permanent sign pylon, furnishing and installation of temporary ground-mounted external lighting for the temporary sign, and

removing the temporary lighting after completion and acceptance of relocation of the permanent sign pylon. Power service for the temporary lighting shall be by connection to the existing service plaza power service. The temporary sign shall be returned to the Maine Turnpike Authority service yard adjacent to the project upon removal. Temporary lighting hardware shall remain the property of the Contractor upon removal. Method of Measurement Special Work No. 1: Relocate Sign Pylon will be measured for payment by the lump sum complete in place. Basis of Payment The accepted Special Work No. 1: Relocate Sign Pylon will be paid for at the contract lump sum price, which payment shall be full compensation for all labor, materials and equipment necessary to construct new reinforced concrete footings and piers with new structural steel tube sleeves; remove existing sign pylon brick column facades; remove and safely store service plaza pylon signage and other necessary components to protect from damage; disconnect and remove existing sign lighting wiring and conduit; relocate and attach the existing service plaza sign pylon structure to the new piers; construct new brick column facades; remove and reinstall sign power transformers and wireless communication components; install new electrical conduit, junction boxes and wiring; reinstall service plaza pylon signage and other necessary components that were removed for temporary storage; remove existing reinforced concrete footings and piers; demount service plaza information signage from a highway guide sign and reinstall the information signage on the service plaza sign pylon; install, support and remove a temporary service plaza sign; furnish, install and remove temporary service plaza sign floodlighting; and all other labor, equipment and incidental materials necessary to relocate the Maine Turnpike Exit 102 sign pylon with fully functioning internal illumination in accordance with these specifications and in reasonably close conformity with the plans. Any materials removed from the existing service plaza sign pylon that are intended to be reinstalled in the relocated sign pylon and that may be lost or damaged during removal, storage or reinstallation shall be replaced with approved equivalent new materials at the expense of the Contractor.
