TEAM/PROGRAMME: Awards Unit

LOCATION: Philippines

GRADE: TBCCONTRACT LENGTH: 6 months

CHILD SAFEGUARDING: Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE: As a member of the Awards Management Team, this position will provide technical assistance to programme teams for all aspects related to Awards Management. The post-holder will be mainly responsible in the managing, directing, and coordination of awards and contractual requirements between programme teams and members and/or donors from planning, budgeting, proposal development, contracting, roll-out, reporting, etc. S/he will also support in partnership management, facilitate audits, and help in capacity building of staff.

KEY AREAS OF ACCOUNTABILITY:

As a member of the Awards Management Team, contribute to: Co-ordination of awards and contractual requirements. Follow an organisational culture that reflects our values, promotes accountability and high performance and frees up our people to deliver outstanding results for children and excellent customer service for our Members and Donors

Awards management responsibilities: Ensure efficient use of tools/reports along in coordination with budget-holders and finance colleagues to facilitate budget monitoring Support the Head of Awards in preparation of replying to queries from Donors, Members and HQ about awards compliance related matters. Follow up with members on timely debt clearance from donors of grants assigned to the post-holder Review and ensure award documentation and filing is compliant for audit requirements Support and coordinate the close-out of awards that have ended, from pre-close, in a timely manner and ensure all awards that have ended have successfully completed and acknowledged by member and donor including final financial and narrative reports, any outstanding expenditures/liabilities, fixed assets and any remaining issues such as remaining cash and fund balance

Budgeting, proposal development and contracting Work closely with finance, PDQ, and program managers in preparation of the financial proposal Ensure consistency in budget and narrative proposal and respective logframe Work with finance teams in drafting of Scheme of Delegation to ensure compliance with award. Review of Award agreements/Fund Summaries to ensure that the terms and conditions are acceptable and practicable Ensuring all proposals, Fund summaries, budgets and amendments are uploaded onto AMS to enable timely authorisation, and these are approved and circulated to appropriate staff, field offices. Support budget-holders in preparing their program budgets, so they are systems compliant, in coordination with finance, and also in-line with donor mapping. Manage awards management statistics including key performance indicators (KPIs) and progress report to evaluate the performance of each awards as compared to agreement and set targets

Support to Partnership Management & programme teams Support Partnership Advisors in the roll out of Partnership agreements and contractual agreements with partners to ensure that they fulfil donor requirements. Support team in assessment of Partner capacity to address all related donor compliant risk in coordination with finance colleagues. Support partners in building their capacity in efficient and effective award management. Support in the implementation of audit recommendations, in coordination with finance and operational manager, as soon as possible for partners.

Strategic and Operational Planning: Closely work with Head of Awards in preparing award projections, cost extension, no-cost extension and budget revisions Support in organizational strategic and operational planning Actively provide technical guide and assistance in review of Funding strategy and Master budget in line with policies/procedures required.

Capacity Building: In coordination with finance, support budget-holder training and Partners award management training and refreshers Regularly visit programme offices, to provide monitoring support and conduct trainings in award compliance for all relevant staff in Philippines as required Capacity building of staff assigned specific Awards Management responsibilities. Support preparation of capacity building and succession plans for programme and awards teams and ensure management support to enable implementation.

Audit Facilitate audits as per HQs and donors requirements. Support in implementation of auditors recommendations, in coordination with other departments, as soon as possible.

QUALIFICATIONS AND EXPERIENCEEssential Substantial relevant experience of managing large and complex grants, contracts and sub-agreements with knowledge of major funders guidelines including in-depth knowledge of grant documents and compliance issues Excellent budgeting and accounting skills, and presentation/communication skills. Experience in producing financial reports. Experience in developing large-scale or strategic proposal budgets, including the development of consortia proposals Experience in both development and humanitarian sector preferred. Good interpersonal skills with the ability to communicate and negotiate clearly and effectively at all levels, taking into account cultural and language difficulties. Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures. Strong results orientation, with the ability to challenge existing mind-sets. Ability to present complex information in a succinct and compelling manner.
