Following the delivery of the Tier Two course, November 2018 saw the delivery of the inaugural Tier One Cybercrime Invesgaons Course delivered by APNIC bringing together members from 7 Pacific Island Police Services including 11 members of the Royal Solomon Islands Police Force (RSIPF). The course was delivered at the newly renovated RSIPF computer labs at the Rove Police Headquarters. In November the CSP program launched a CSP Invesgators Page on the All Partners Access Network (APAN). This page provides a networking space for members who have aended the Tier Two Cybercrime Invesgaons Course to connect with other invesgators in a secure seng. 2018 also saw two members from the Pacific selected to travel to Australia to aend the CSP Tier Three Cybercrime Invesgaons Course. Both Sgt Nilesh Kumar of Fiji Police Force and Invesgator Johntos John of the Republic of Marshall Islands Police Force joined members of the Australian Federal Police, Queensland Police and New South Wales Police in receiving training in the invesgaon of complex cybercrime. 2018 in review

I have been reflecting on what has been the Cyber Safety Pasifika (CSP) Cybercrime Investigations Programs busiest year to date. June 2018 saw the inaugural delivery of the CSP Tier Two Course in Nadi, Fiji. Delivered by the Australian Federal Police (AFP) Cyber Operations, accompanied by presentations from Asia Pacific Network Information Centre (APNIC) and Facebooks Law Enforcement and Policy division, was delivered to police officers from 15 nations across the Pacific. Following the delivery of the Tier Two course, November 2018 saw the delivery of the inaugural Tier One Cybercrime Investigations Course delivered by APNIC bringing together members from 7 Pacific Island Police Services including 11 members of the Royal Solomon Islands Police Force (RSIPF). In October 2018 the collaboration between Cyber Safety Pasifika and the Oceanic Sporting Committee commenced. The intent of this collaboration is that CSP trainers can get in contact with the sporting groups in their jurisdiction and organise a time to deliver the CSP Awareness presentation delivered to them.

Trainers will then be able to discuss and agree on delivering the training to other schools and community groups together.

We highly encourage you to get in contact with these sporting groups and join together to get the Cyber Safety Pasifika message out to as many people as possible.

Please get in touch with your local sporting groups, the link to the directory is on the CSP website through the trainer’s portal.

Looking forward to 2019

2019 is shaping up to be an even bigger year with three Tier One courses scheduled. Kicking off in late January the first courses of the year will be delivered in Nadi, Fiji immediately followed by the first Tier Two course .

The Cyber Safety Pasifika program, in consultation with the Pacific Police Training Advisory Group (PPTAG), will begin to embed the Tier One training into the recruit courses of various Pacific Island Police Services.

The CSP team continues to engage with industry representatives from various multinational technology and internet companies to become guest presenters on future Cybercrime Investigations Courses. With the expansion of the pro-gram into 2019 I am looking forward to continuing our important work in CSP Cybercrime Investigations

Training.

The third Cyber Safety Pasifika Awareness Train the Trainer course for 2018 was held in Nauru on 26 – 28 November 2018. This was the largest course to date with 20 participants from 17 countries. The course was successfully run by Cyber Safety Pasifika trainers SGT Illona Dowedia from Nauru Police Force and SGT Aporo Kirikava of the Cook Islands Police Service. Both trainers delivered the content of the course professionally and demonstrated that the CSP Train the Trainer courses are developing a pool of amazing trainers. The CSP team would like to thank Commissioner Corey Caleb for the generosity and hospitality received from the Nauru Police Force.

Updates from Vanuatu Vanuatu Police Force Children’s day Awareness Program

Introduction:

This Police Crime Prevention report is submitted in respect of the joint children’s day program in partnership with the Ministry of Jus-tice that was conducted at Korman stadium on the 24th of July 2018.

Background:

On the 24th of July 2018 at about 09.00hrs the program was convened. The theme for the day was, ONLINE SAFETY BLO PIKININI EMI BISINIS BLO EVERWAN.

This theme was given due to rise of cybercrime issues in school and targeting parents to know about what issues children are facing on social media.

Discussion:

It started with a Parade from the USP complex down to korman stadium. The Police Commissioner was present during this parade and around 3,000 + children and parents were there to be part of the parade. Around 2,000+ were down at the stadium awaiting the pa-rade to arrive.

The parade arrives at 09.33hrs, followed by speeches and poems from 7 representatives from 7 different schools in Port Vila. The Po-lice commissioner made a wonderful speech on cybercrime issue affecting our communities and the official speech and opening was from the Minister of Justice, Honourable Ronald Warsal.

Sport activities were organized by the Crime Prevention Stakeholders such as Just Play, Save the Children, World Vision, Ministry of Justice, and Correctional services. Free lunch was also provided by the Crime Prevention Office, sponsored by the VAPP.

VPF Wan was responsible for the lunch preparation.

Prizes were donated by Cyber Safety Pasifika.

The awareness program continued until 14.00hrs then followed by the athletics program that was organized by the ESSSA committee.

The Police Commissioner was given the honour to present the medals for the 100 meter and 800 meter finals.

Conclusion:

In conclusion, the children’s day celebrations and awareness program ended successfully and a lot of positive comments were raised by the Parents who attended the celebrations on the awareness given and activities of the day.

Crime Prevention Office would like to convey their words of appreciations to the Police Commissioner, Commander VAPP, Commander South, Director CID, all Unit commanders, all VPF officers and their spouse and children, for making the day a possibility and an enjoya-ble day.

Updates from Niue Cyber safety Pasifika Rugby Tournament 2018 – Niue

Despite the pouring rain, the Niue Police Bluelight program in partnership with Niue Rugby Union proceeded with the first ever school rugby tournament Thursday 13th December 2018.

One of Niue Police's prevention strategies is working with children to bring them together by way of sport. Rugby is known to draw crowds from the community and we feel that delivering the importance of Cyber Safety to the children through the values of the game of rugby - Try, Play and Stay Safe Cyber Safety Pasifika through the Niue Police's Bluelight program have invested in awareness programs targeting the schools.

As the Niue Police Bluelight program is a non-profitable organisation, Chief Edwards applauded Cyber Safety Pasifika (CSP) who is the main sponsor of the jerseys for this tournament for their generosity. CSP funded 8 sets of jerseys for the two schools.

Niue Police believe that through the game of rugby in schools, the children will make a difference and be role models

by setting positive behaviours’ towards each other, build respect for each other and also work together as a team.

Antiope Mokalei (photo above) who is the police officer responsible for CSP in Niue delivered the message for and on

Cybercrime Investigations—Honiara

Tier One Cybercrime Investigations Course Delivered in Honiara

The AFP Pacific Police Development Program – Regional (PPDP-R) in conjunction with Solomon Islands Police

Development Program (SIPDP) and the Asia Pacific Network Information Centre (APNIC) have delivered the inaugural Cyber Safety Pasifika (CSP) Tier One Cybercrime Investigations Course in Honiara, Solomon Islands.

Bringing together members from Federated States of Micronesia, Guam, Kiribati, Nauru, Papua New Guinea and

Republic of Marshall Islands along with counterparts from Royal Solomon Islands Police Force (RSIPF) the course aims to provide an introduction to computers, the internet and cybercrime investigations.

During the course members received training in General Computer Concepts, Document Metadata and Internet Based Applications and Internet Threats. Members also learned to identify the physical components of a computer through dis-assembly and re-assembly of different types of computers donated by AFP Desktop and Mobility Support.

In opening the course RSIPF Commissioner Matthew Varley highlighted the importance of the Cyber Safety Pasifika

Program saying “The Cyber Safety Pasifika Program is extremely important to the Pacific region in helping members

increase their skills in the effort to combat cybercrime” and noted the high priority placed on the program by the

Pacific Islands Chiefs of Police (PICP).

Results of Cybercrime Investigation course

Fake Facebook Profile Removed

The Fiji Police Force have been able to effectively use the contacts made within Facebook to have a fake account purporting to be owned by Fiji Prime Minister, the Honourable Mr Frank Bainimarama removed. The fake account was attempting to use the profile of the Fiji Prime Minister to fraudulently make financial gains by requesting payment via Facebook Messenger to process and approve loans for individuals.

The alarm was raised when a member of the public was contacted by the account and offered a loan for an upfront payment became suspicious and reported to police. After receiving the report Fiji Police put into practice the skills learned on the CSP Tier Two Cybercrime Investigations Course and leveraging the networks made with members from Facebook’s Law Enforcement and Policy division was able to have the account removed within 12 hours.

This case highlights the importance of the work you are all undertaking as a part of the Cyber Safety Pasifika family. From the Cyber Safety Pasifika Awareness presenters delivering the safety program to the Cyber Safety Pasifika trained Cybercrime Investigators who investigate such profiles to disrupt and discourage those behind the accounts. Together making the internet a safer place for everyone across the Pacific.
