  • MINUTES OF 452nd MEETING OF OPERATION & COORDINATION SUB-COMMITTEE OF WRPC HELD ON 17th OCTOBER 2013 AT DAKC,

    RELIANCE, MUMBAI

    The 452ND meeting of Operation & Co-ordination Sub-Committee of WRPC was held on 17th October 2013 at DAKC, Airoli, Mumbai. The list of participants is enclosed at Annex-I.

    Sh. V.K Reddy, President (Operations) of Reliance Power welcomed the Member

    Secretary, WRPC and all the participants of OCC and expressed that it was an honour

    for Reliance Power to host this apex meeting at Dhirubhai Ambani Knowledge City.

    He said that Reliance group has approximately 3000 MW operational capacity today,

    which comprises of Coal based, gas based, solar and wind powered stations all over

    the country. The Dahanu Thermal Power Station of Reliance is a benchmark for

    operational performance which has been operating continuously at 100% PLF for

    years together. He said that with the commissioning of the first 660 MW unit of Sasan

    UMPP, Reliance has become part of the national grid and will contribute proactively to

    the activities of WRPC and the betterment of the grid.

    Shri S D Taksande, Member Secretary, WRPC extended warm welcome to the

    members and participants of the 452nd OCCM. He expressed his gratitude to Shri V K

    Reddy, President(Operation), Reliance Power Sasan for willingly agreeing to host

    452nd OCCM at DAKC, Mumbai. He specially welcomed Central Railways

    representative who are attending OCC forum of WRPC for the first time.

    He informed that 24th WRPC meeting held on 08th & 09th October at GOA and the

    important decisions taken & subsequently their implementation is prime focus of 452nd

    OCC meeting. He intimated that out of various islanding schemes Kawas islanding

    scheme has been put into operation and Kakrapar, TAPS 3&4 islanding scheme are in

    discussion stages. He further intimated that allocation to Bangadesh of 200 MW have

    been commenced. He stated that important issues would be taken up for discussion

    before resorting to regular agenda items. Thereafter following importantissues were

    taken up for discussion.

    A. ABRUPT CHANGE IN HVDC FLOW IN MUNDRA-MOHENDERGARH HVDC LINES.

    CE, SLDC Gujarat intimated vide letter No. GujSLDC/CE/MIS/APL-HVDC flow

    rise/141013 dated 14.10.13 that it was observed on 11.10.2013 at 08:02 Hrs that APL,

    Mundra - Mohindergarh HVDC flow started increasing suddenly above 1500 MW.

    The details of power flow on HVDC lines were as under:

    08:15 Hrs 1500 MW This is very serious phenomenon and may lead to grid disturbance. SLDC, GETCO

    wrote to M/s. APL requesting them to clarify the matter immediately and submit the

    occurrence report. Also, they were directed not to vary flow on HVDC without consent

    of SLDC- Gujarat as they are operating under control of area of SLDC-Gujarat.

    NLDC asked M/s. APL to forward the settings of the Frequency Controller only after

    Frequency Controller has acted upon and intimated promptly by Gujarat SLDC, this

    clearly indicates that M/s. APL have put it in service on their own and have failed to

    intimate even NLDC.

    Such a huge and abrupt change in parameters would indeed have a great impact on

    the system security, stability and reliability. Though M/s. APL is under the control area

    of Gujarat SLDC, neither M/s. APL nor WRLDC have intimated about such an

    important controller being put into service.

    Member Secretary, WRPC requested APL to explain the case.

    APL representative made a brief presentation :

    There is a frequency controller at HVDC which acts in the following conditions :

    1. When the Mundra Bus # 4 get islanded, that is, meaning that there is no AC grid

    available at Mundra Bus #4 (Case of detected islanding). This is active all the

    times.

    2. When Mundra Bus #4 bus coupler is closed but the frequency of bus rises above

    preset frequency, in this case 50.5 Hz or falls below 48.5 Hz.

    In case 1, the controller sees the opening of bus sectionalaliszer breakers. In such a

    case, the HVDC Controller follows the frequency and increases/decreases HVDC

    power so as to bring the frequency of Mundra bus #4 to acceptable level.

    In case 2, the controller purely depends upon the frequency and acts in case the

    frequency goes beyond 50.5 Hz in upper side and 48.5 Hz on lower side. The power is

    restored once the frequency returns within the dead band.

    The action happened on 11.10.2013 is similar to case 1. This controller is enabled

    when the frequency controller is switched ON. Controller 2 got activated on 11-10-

    2013 morning at 08.00.08 when the frequency crossed 50.5 Hz. As the frequency was

    rising, the power also increased and when the power reached 2150 MW at 08:03:18

    hrs, the upward trend of frequency stopped and downward trend started. As the

    frequency started returning towards normal, the frequency controller also started

    reducing power automatically and at 08:07:00 hrs when the frequency returned below

    50.5 Hz, the power level returned to earlier 1500 MW. The frequency plot is attached

    at Annexure-A.

    The controller was earlier kept off. It was switched on 24th September, in compliance

    to the Minutes of Meeting dated 5th September 2013 taken by Chairperson CEA under

    “Other issues” point No. 11(ii). APL sent confirmation of switching ON of the

    frequency controller to NLDC and WRLDC vide email dated 24th September. SLDC

    Gujarat was also sent the mail along with all the documents by mail dated

    28th September.

    Member Secretary, WRPC requested APL to clarify following queries:

    i Under which regulation/Order/direction, APL put and activated Frequency

    Controller.

    ii Which agency approved the settings of frequency controller and why approval

    of WRPC was not taken as mandated by IEGC.

    iii How frequency came down below 50.5 Hz at 8:15 hrs. does the power will

    reduces as soon as frequency come down below 50.5 Hz or is there any band

    for frequency control action.

    iv Why there is need to implement frequency controller in synchronous grid

    v Whether HVDC have earlier been tested for power flow more than 1500 MW?

    GM, APL informed that

    i) The settings were done to comply with item 11) ii) of the MOM taken by CEA on

    05/09/13 which reads “The controllers at the HVDC terminals such as frequency

    controller and power oscillation damping (POD) controller may also be put in

    service with immediate effect. M/s APL would forward the study reports at the

    time of commissioning.”

    ii) The setting applied were standard one as per general operating pattern of NEW

    grid and as per recommendations of SIEMENS and APL presumed that CEA had

    obtained concurrence of WRPC/WRLDC.

    iii) GM, WRLDC intimated that increase in frequency was due to cyclone effect.

    Also, frequency was dropped due to tripping of power evacuation lines in NR.

    Koteshwar (4x100 MW=400MW) was out immediate after incidence without load

    loss which might brought the frequency below 50.5 Hz

    iv) As per SIEMENS recommendations. APL could not give satisfactory rationale.

    v) HVDC has not been tested for power beyond 1500 MW.

    Member Secretary, WRPC directed APL to deactivate both frequency controller and

    Power Oscillation Damping controller till it is discussed and approved by WRPC.

    APL representative intimated that frequency controller was already put in off mode

    after receipt of mail from NLDC on 12.10.2013. He also assured to disable POD

    feature immediately. APL vide email have intimated that APL have disabled POD

    controller on 17.10.2013 as per directions of WR OCC forum.

    Member Secretary, WRPC suggested APL to get endorse any decision from

    appropriate forum of WRPC before implementing any protection scheme in Regional

    Grid, including in their own system as APL is a major player in operation of

    interregional grid.

    Sub-Committee noted as above.

    B. OUTAGE OF 500 KV DC CHANDRAPUR-PADGHE HVDC BI-POLE:

    DGM(WRTS-I), Nagpur vide letter dated 14.10.2013 intimated that POWERGRID is

    constructing 400 KV Aurangabad(POWERGRID)-Aurangabad(MSETCL) line and 400

    KV Aurangabad-Boiser line, which are in advance stage of completion. These lines

    are crossing Chandrapur-Padge HVDC Bi-pole lines at FOUR locations. The

    shutdown was proposed on Chandrapur-Padghe HVDC Bi-poles in September,2013

    to facilitate the completion of crossing work of 400 KV Aurangabad(POWERGRID)-

    Aurangabad(MSETCL) and 400 KV Aurangabad-Boiser line. The shutdown was

    discussed in last OCC meeting, however, could not be approved due to system

    constraints. The preparation for crossing of above these two lines with HVDC lines

    has been completed and the lines are scheduled to be commissioned in November,

    2013.

    In view of this, it is requested that the shutdown of following lines are required to

    complete the power line crossing work of 400 KV Aurangabad(POWERGRID)-

    Aurangabad(MSETCL) and 400 KV Aurangabad-Boiser line.

    1. 500 KV DC Chandrapur-Padghe HVDC Bi-pole line on 9.11.13 and 10.11.13 on

    continuous basis.

    2. 220 KV Chitagaon-Shendra line of MSETCL on 9.11.13 and 10.11.13 on

    continuous basis.

    The proposed shutdown period shall be from 0700 HRS of 09.11.2013 to 1800 HRS

    of 10.11.2013.

    Sub -Committee discussed the matter and members have agreed for outage of 500 kV

    DC Chandrapur-Padghe HVDC bi-pole on 09.11.2013 and 10.11.2013 from 0800 hrs

    to 1800 hrs on continuous basis.

    The above line outage shall be subjected to following conditions:

    1. 400 kV Parli – Pune line (Reliance line) should be in service.

    2. 400 kV Solapur-Kolhapur D/C line might be in service(Reliance may make

    all efforts to restore line before 09.11.2013)

    3. Kawas & Gandhar Generation shall be picked up and beneficiaries shall

    requisitioned up to maximum extent possible if necessary

    4. Koyana generation shall be picked up during the outage period.

    Further the line outage approvals are subjected to real time conditions as decided by

    WRLDC.

    Sub-Committee noted as above.

    C. TECHNICAL MINIMUM REQUISITION FOR COAL FIRED CENTRAL SECTOR GENERATING STATIONS:

    In 24th WRPC meeting held on 09.10.2013 at Goa, constituents agreed on

    following decisions as regards to scheduling of central sector coal fired stations

    during very low demand period.

    TCC recommended that the unit having capacity more than 500 MW and above

    shall scheduled at technical minimum of 60% of their capacity and below 500 MW

    shall be scheduled at 70% of their capacity.

    (i) WRLDC ensured to take care of ramping up and down the units/stages during

    schedule.

    (ii) Beneficiaries who had already given requisition for full, it will not be reduced and schedule raised suitably.

    GM(Comml), GUVNL, suggested for operation of required Generating Units at their

    rated capacity instead of operating all the units at technical minimum which may

    improve the performance of unit & also save the fuel.

    Constituents have agreed with stage wise operation so that entitled allocation of

    beneficiaries should not be affected.

    In view of the above GM, WRLDC intimated vide letter dated(copy enclosed at

    Annexure-SA-2) that the requisitions received from few of the beneficiaries were in

    large variance with 24th WRPC decision.

    Also during 24th TCC/WRPC at Goa it was clarified that all machines at SSP would

    be kept running under spill over condition so as to tap the potential available. The

    machines may have to shut down in case of transmission constrains.

    Member Secretary, WRPC appraised the forum about the decisions taken in 24th

    WRPC Meeting held at Goa on 8/9 Oct 2013 regarding technical minimum scheduling

    of coal based units. He informed that technical minimum level for 500 MW units was

    decided at 60% and for 200/210MW units it would be 70%. In case of requisition from

    beneficiaries being lower than the technical minimum the schedule shall be enhanced

    by WRLDC to at least technical minimum levels.

    NTPC informed that despite the agreements during above TCC/WRPC Meeting,

    technical minimum scheduling of NTPC units is not being ensured and that there is

    abnormal variations in the schedule being allotted to NTPC units without any regard to

    ramp-up/ramp-down provisions of IEGC. In this regards NTPC quoted specific

    incidences of abnormal variations in scheduling of Vindhyachal stage 1 & 3 on

    13/10/2013. NTPC stated that on one hand schedules substantially less than technical

    minimum were being allotted and on the other hand NTPC was being served over

    injection/under injection notices by WRLDC . Further NTPC also informed that on

    many occasions NTPC was asked to take up directly with the beneficiaries for

    revising the schedules to achieve technical minimum levels which was not as per the

    practice followed by WRLDC till recently.

    NTPC also requested that maximum technical capability of on-bar units should be

    considered by WRLDC while compiling schedules of various beneficiaries.

    In this regard WRLDC stated that the beneficiaries of respective stations should

    ensure technical minimum scheduling by revising their schedules to achieve the

    technical minimum levels.

    Member Secretary, WRPC intimated that WRPC forum is highest forum in regional

    level and any decision taken in that forum cannot discussed in lower forum i.e. OCC

    as WRPC forum has consented only after due deliberation in TCC forum where all

    beneficiaries participated. Thereafter he further stated that the decision taken in

    WRPC has to honored by constituents.

    Member Secretary, WRPC finally concluded that WRLDC and all beneficiaries must

    ensure technical minimum schedule of NTPC coal based units and also that proper

    ramp-up/ramp-down time should be considered in line with agreements in 24th

    TCC/WRPC Meetings till final decision taken in the issue of Reserve Shutdown of

    units and technical minimum in a meeting of separate group to be held in first week of

    November 2013.

    Sub-Committee noted as above.

    Member Secretary then requested to SE(Operation), WRPC to take up the regular

    agenda items.

    ITEM No. 1: CONFIRMATION OF THE MINUTES

    Minutes of 451st meeting of Operation & Coordination Sub-Committee of WRPC held on

    12th September 2013 at NTPC Mumbai, hosted by NTPC were forwarded vide letter No.

    WRPC/OPN/OCC-Minutes/2013-14/9837 dated 23.09.2013.

    CE, SLDC Kalwa, Maharashtra commented on Agenda Item no.9.6 : SPS

    commissioning at Tiroda:

    Quote

    “ MSETCL informed that the SPS envisaged for Tiroda was yet to be implemented. “

    Unquote

    Should be replace by

    “MSETCL informed that SPS envisaged for Tiroda, based on inputs from Wardha(PG)

    substation was yet to be implemented, but SPS based on WRLDC SCADA input is

    implemented and is operational.”

    As above modification reflects the factual position, modification was accepted.

    Minutes of 451st OCCM were confirmed with above modifications.

  • Minutes of 452nd OCC meeting held on 17th October 2013

    ITEM No.2: REVIEW OF SYSTEM OPERATION DURING THE MONTH OF SEPTEMBER 2013

    SE(Operation), WRPC requested WRLDC to brief the Committee on Grid Operation

    experiences during September 2013.

    Chief Manager, WRLDC in the presentation ( copy attached at Annexure – 2 in soft copy) concentrated broadly on the performance of the grid for month of September 2013 as below:

    Frequency Particulars WRLDC presented the following highlights of grid operation during the month of

    September 2013.

    During September 2013 the system frequency was below 49.7 Hz for 1.51 % of

    time against 0.6 % of time during August 2013. The system frequency was within the

    IEGC range of 49.7 Hz -50.2 Hz for 89.24 % of the time against 75.17 % of time during

    August 2013. The average monthly frequency was 50.02 Hz during September 2013,

    whereas it was 50.07 Hz in the month of August 2013. Regarding operation in high

    frequency range, frequency during the month of September 2013 was above 50.20 Hz

    for 9.25 % of time against 24.11 % of time during August 2013.

    The detailed frequency particulars are enclosed at Annex- 2.1.

    The Sub-Committee noted. Inter-regional exchanges status:

    There was a net inter-regional export of 2231.41 MUs by WR against net export

    schedule of 2326.41 MUs.

    The Sub-Committee noted as above. 2.3 Voltage Profile

    Voltage profile at some of 765/400 kV sub-stations during the month of

    September 2013 furnished by WRLDC is enclosed at Annex-2.3. During the month, the deviations of voltages from the accepted limit on either

    The Sub-Committee noted as above. 2.4 U/F Relay Operations

    As per WRLDC records during September 2013 the system frequency didn’t touched 48.8 Hz. The details of UFR operation for the month of September 2013 is enclosed at Annexure-2.4.

    The Sub-Committee noted as above. 2.5 Power Cuts / Load Restrictions

    The committee noted the details of Power Cuts and Regulatory Measures during

    September 2013 as furnished by the state utilities as per the enclosed Annexure-2.5.

    2.6 Details of Generating Units under Forced outages

    Details of generating units under forced outages during September 2013 were discussed. The modified details of force outages programme of Generating units are given in Annexure-2.6.

    The Sub-Committee noted the above. 2.7 Details of Generating Units under Planned outages The status of planned outage is modified as per intimation by concern members. The modified details of generating units under Planned Outages during September 2013 are given in Annexure-2.7.

    The Sub-Committee discussed and finalized the planned outages.

    ITEM No.3: OPERATIONAL PLANNING 3.1 Proposed outage programme of generating units

    The maintenance programme of generating units for October 2013 & November 2013 was discussed. The Sub-Committee finalized the outage schedule of generating units for the above period and the modified outages plan is placed at Annexure-3.1.

    3.2 A. Outage Programme of Transmission Lines/elements

    SE(Opn), WRPC informed that for the 453rd OCC transmission elements outages planning data, must be submitted on or before 05.11.2013. Inter-regional outages proposal must be submitted on 01.11.2013 so that it can be take up with the counterpart of other region as well as NLDC. The Committee discussed the maintenance Programme for transmission lines/elements for the months of October & November 2013.

    The Sub-Committee discussed and finalized the planned outages(enclosed at Annexure-3.2 A & Annexure-3.2 B).

    B. Line outages planned vs. implemented:

    In 445th OCC it was decided that the status of lines planned vs. lines availed and any

    deviation from planning or emergency outages for the concerned month shall be

    submitted by WRLDC for discussion in respective OCC. Accordingly in the next OCC,

    WRLDC would furnish the status of complete list of line outages during the month of

    October 2013 planned vis-à-vis implemented.

    WRLDC submitted the status of planned transmission element outages vs.

    actual availed or emergency outages during the September 2013(Attached at

    Annexure-3.2-C).

    SE(Operation), WRPC pointed out that out of approved transmission outages bulk

    quantum of outages are not availed by constituents even when there is no real time

    condition problem. He further stated that after approving outages for particular date

    for particular line, outage on parallel line or for the line in the same corridor is very

    difficult owing to consideration of the fact that the approved outage would be availed

    by that constituent. But non-availing of such outage by any constituent deprives other

    constituent requiring important outage. Also, sometimes the outages for two agencies

    are clubbed together with change in dates suitable to one agency. In case such

    outage is not availed by the agency for whom the dates are suitable, other agency

    unnecessarily have to shuffle their plan/manpower which cause trouble to them.

    He requested constituents to restrict the proposal on outages to really required. The Sub-Committee noted as above. 3.3 ANTICIPATED POWER SUPPLY POSITION FOR THE MONTHS – OCTOBER

    8.1 QUARTERLY REVIEW OF CRISIS MANAGEMENT PLAN

    All the constituents are requested to submit the CMP report for the Second

    quarter (July 2013 to September 2013) for the year 2013-14.

    8.2 STATUS OF PHYSICAL & CYBER SECURITY IN POWER SECTOR REGARDING

    Status of physical & cyber security in Power Sector for the Second quarter (July

    2013 to September 2013) have not been received from some of the constituents.

    Chief Engineer, DPDD, CEA , intimated vide letter dated 22.07.2013 that office of

    Secretary(Security), Cabinet secretariat vide letter dated 13.06.2013 forwarded by MOP

    letter dated 21.06.2013 to CEA have sought the present status for preparation of cyber

    security plan to counter cyber attacks by power utilities. Therefore all the constituents

    shall furnish the present status pertaining to their system to the Chief Engineer, DPDD,

    CEA, Seva Bhawan, R K Puram New Delhi 110066(fax no 011-26102793) under

    intimation to WRPC Secretariat at the earliest.

    In 451st OCC meeting NTPC representative made a presentation on current

    procedures adopted by NTPC on cyber security. It was further decided that PGCIL

    would prepare and issue guidelines for all transmission licensees for implementation of

    CMP and present in next OCC meeting. Due to scarcity of time the presentation by

    PGCIL could not be taken in this OCC. PGCIL would make a presentation in next OCC.

    The Sub-Committee noted as above.

    8.3 SHIFTING OF 50 MVAR AKOLA-I REACTOR :

    POWERGRID requested that 50MVAR Akola# 1 reactor at Aurangabad is out of

    service since 06/09/2013. The request for shifting of this reactor was put up to OCC

    members in 450th meeting and accordingly the shutdown was approved to shift the

    reactor from Waluj MSETCL S/S to POWERGID Aurangabad S/S in Aug-2013,

    however the reactor could not be shifted due to it’s requirement on account of high

    voltages. Since the reactor is not taken into service from 06/09/13 it is proposed to

    shift the reactor to POWERGID Aurangabad immediately, accordingly necessary

    shutdown of Akola# 1 needs to be accorded by WRLDC.

    SE(Operation), WRPC queried MSETCL regarding problems in handing over reactor

    to PGCIL. MSLDC representative intimated that he would talk to their management

    and resolve the issue within 7 days.

    8.4 TRAIL OPERATION OF TRANSMISSION ELEMENTS:

    Petition No: 96/TT/2011 dated 27.09.2013:

    In the matter of Approval under Regulation 86 of Central Electricity Regulatory

    Commission(Conduct of Business) Regulations 1999, and Central Electricity

    Regulatory Commission (Terms and Conditions of Tariff) Regulations 2009, for

    transmission tariff for LILO of Nalagarh –Kaithal line at Patiala along with associated

    bays and 125 MVAR Bus Reactor at Patiala and 400/220 kV 500 MVA ICTs both at

    Patiala and Malerkotla S/S along with bays under Northern Region Strengthening

    Scheme –XIV (NRSS-XIV) in Northern Region from revised anticipated date of

    commercial operation i.e. 1.7.2011 to 31.3.2014, Hon’ble CERC pointed out that the

    2009 Tariff Regulations do not define the trial operation in case of transmission

    elements and the successful test charging is considered as trial operation accordingly,

    successful test charging by the petitioner is considered as completion of trial

    operation.

    Further Hon’ble CERC directed RPCs to discuss the issue of trial operation of

    transmission elements and submit the proposals to CEA who in turn shall submit a

    consolidated proposal regarding trial operation of transmission elements to the

    Commission. The staff of the Commission shall study the proposal made by CEA and

    make suitable changes to the existing Regulations to deal with all such cases in

    future.

    OCC discussed the matter and commented as below:

    • Since the trial operation of transmission elements was conducted after diligently

    following all the pre-requisite such as availability of protection system, all the

    associated elements, approval of inspectorial wing of CEA, metering and

    availability of data etc.

    • The trial operation could be considered as commissioning of transmission

    elements as it is presumed that all the aspects of transmission elements are in

    place and functional.

    • Line should be in service for sufficient period for stabilization more than 48 hrs.

    • Claused in BPTA signed by beneficiaries with transmission licensee to be

    followed.

    • No planned shut down should be allowed during the first one month of trial

    operation and if planned outage is availed the commissioning of elements

    should be considered after the completion of planned outage and charging of

    the element subsequent to planned outage.

    8.5 FORMULATION OF ISLANDING SCHEME FOR KAKRAPAR APS

    SE(opn) SLDC, GETCO vide letter no GujSLDC/CE/MIS/KAPS islanding mtg/081013

    Dated 08.10.13 intimated that a special meeting held at Kakrapar on 03.09.13 for

    reviewing / formulating various islanding schemes in WR, a meeting was convened at

    SLDC, Vadodara on 08.10.2013, for discussing and working out the details of

    islanding scheme for Kakrapar APS. The Minutes of the said meeting is attached at

    Annexure 8.5 for suggestions / comments.

    GM, WRLDC intimated that a meeting is fixed on 18.10.2013 at WRLDC for

    discussions on above issue. SE(Operation), WRPC requested constituents to offer

    their suggestions/comments and forward the outcome of meeting on 18.10.2013 to

    WRPC.

    8.6 VENUES FOR OCCMs: SE(Operation), WRPC stated that due to increasing number of utilities representing

    OCC forum of WRPC and monthly frequency of OCC meeting it is proposed that

    monthly OCC meeting may be hosted by the various utilities who are regularly

    represented through their membership in the OCC at their respective sites/ nearby

    locations. Accordingly following roaster has been prepared tentatively commencing

    WRLDC stated that there were no excursions below 49.2 Hz during August 2013. All

    the members were urged to expedite implementation of the revised UFR settings. Member Secretary, WRPC asked constituents to submit the status of installation of No of

    SE(O), WRPC requested constituents to implement settings in stage wise starting

    from 49.2 to 48.6 Hz and complete all the settings wherever UFR relays are available

    9.2 DEMAND MANAGEMENT DURING DIWALI FESTIVAL: This year the Diwali festival falls on 3rd Nov 2013. As observed from previous years

    demand graph, there is a variation of around 3000-4000 MW before and after the

    Diwali day. The following table summarizes the peak demand pattern of different

    WR constituents during the Diwali festival in 2012 and 2011.

    range of 2000-2500 MW per hour on the Diwali day. The WR constituents may plan

    appropriate measures for the anticipated demand fluctuation during Diwali festival so

    as to keep drawl as per schedule for secured grid operation during the festival.

    9.3.2 Status of Tertiary Reactors in WR: The tertiary winding reactors of 400/220/33 kV ICTs can be utilized for voltage improvement on HV side. The

    list of 25 MVAR tertiary reactors available in WR grid is given below.

    9.3.3 Controlled Shunt Reactors: There are two number of Controlled Shunt Reactors (CSRs) of capacity 2 x50 MVAR on 400 kV SSP-Dhule double circuit

    (D/C) lines at Dhule end. MSETCL intimated that revival of these reactors is in

    process and may become operation within one month.

    9.3.4 NGR bypass scheme for using LR as BR: The LRs on the EHV lines that kept out on voltage regulation can be used as bus reactors for voltage control

    by providing NGR bypass scheme. The list of lines where such changeover of

    LR to BR can be done with NGR bypass scheme is provided at Annex-9.3.4.

    SE(Operation), WRPC intimated that this item was discussed in last PCM and

    WRPC meeting and outcome of discussions is as below :

    1. 30 line reactors are available which can be converted to Bus reactors by

    bypassing NGR. This can be an immediate solution to deal with high voltage problems.

    2. NGR bypass is essential and followed world wide to avoid failure of CBs.

    3. In GETCO line reactors are being used as Bus reactors without

    bypassing the NGR.

    4. TCC recommended for installation of NGR bypass in all new Switch

    yards.

    Unavailability of SCADA data adversely affects the real time grid operation. Similar failure of Communication link was experienced in July-Aug 2013 and was discussed in 450th OCC. Power Grid apprise the members on the measures being taken to address the issue.

    9.5.2 Non-availability of real time data from SASAN: The real time MW and MVAR data of uint #3 at Sasan UMPP was not available at WRLDC control room from 16-Sep-13 to 30-Sep-13. Reliance representative clarify as follows:

    1. 765 kV Bus 1A was under shutdown during this period. Normally unit 3 is connected

    on this bus and this voltage is selected for the MW transducer.

    2. During his bus outage Unit 3 was running on bus 2 through tie bay.

    3. Due to a wrong wiring schematic, the voltage selection for the MW transducer of

    switch yard was not getting the bus voltage feedback (voltage from the second bus)

    4. The issue has been taken up with Reliance engineering and shall be rectified in the

    next bus opportunity..

    9.6 SPS IMPLEMENTATION STATUS:

    9.6.1 SPS at APL Tiroda: The non-operation of SPS at Tiroda was noticed during the tripping of one 400 kV Wardha-Parli line on 2.9.2013. The matter was already discussed during the 451st OCC and MSETCL agreed to implement the intended SPS at Tiroda at the earliest. Post the synchronization of 400 kV Warora-Chandrapur-stg-II line the SPS logic shall be reviewed. Committee discussed the matter and it was opined that there is no need to change the SPS settings unless margins of flow gate at Wardha changes.

    9.6.2 SPS at Balco: The SPS at Blaco was scheduled for commissioning by Nov 2013 after commissioning of first unit of 4x300 MW Balco IPP.

    9.6.3 SPS at CGPL: CGPL have intimated the status of implementation of SPS envisaged for tripping / over loading of evacuating feeders during 117th PCM of WRPC and the status is same as on date.

    9.6.4 SPS for 765 kV Gwalior-Agra D/C (Generation Run back Scheme in WR): One SPS was envisaged for ensuring backing down WR generation by 500 MW ( VSTPS - 200 MW, KSTPS - 120 MW, CGPL - 180 MW) in case of sudden reduction of NR import from WR on Bina-Gwalior-Agra link by 1500 MW. The matter was already discussed in 449th, 450th and 451st OCC and 22nd WRPC meeting. During the 451st OCC NTPC intimated that they have got the approval from their corporate centre and it was decided to implement the same within a month. Regarding CGPL Power Grid representatives confirmed that tele-link was being provided at Mundra by them.

    9.6.5 Defense mechanism for high frequency: With reference to item 9.3 of 450th OCC minutes and 9.15 of 451st OCC minutes, the status of implementation automatic tripping of generation at KSTPS (unit-7:500 MW), VSTPS (unit-7: 500 MW), CGPL (unit-10: 830 MW) at high frequency may be apprised to the committee

    9.7 ENSURING RELIABLE POWER SUPPLY TO RAILWAY TRACTION IN WR.

    Ensuring reliable power supply to Railway Traction network is a priority task of the

    system operators, since it is an essential public service utility. Also quick restoration of

    power supply to railway traction post any grid disturbance is of paramount importance

    and for that a well-planned restoration method needs to be devised and updated from

    time to time. WRLDC is in receipt of some information from Central Railways like

    contact information of key officials connected with traction power supply, traction

    network diagram of Central Railways etc. SLDCs may incorporate the details into their

    system restoration procedures and they may also conduct meetings with the

    respective divisions of Indian Railways connected with their system and collect the

    relevant information for developing restoration plans for the traction supply being fed

    from their state grids.

    Representative from WRLDC intimated that

    • Co-ordination between Engineers from Railway Traction, SLDCs, RLDC

    necessary for quick restoration of power supply to Railway Traction post any

    grid disturbance.

    • The power supply diagram to traction network needs to be incorporated in the

    System Restoration procedure of all the concerned states and WRLDC.

    Member Secretary, WRPC stated that being an essential public service utility reliable

    power supply to Railway Traction network is a priority task. Therefore Indian Railway,

    WRLDC, Concerned SLDC, concerned Discoms/Transco & WRPC may go in detail &

    device an islanding plan for Indian Railway traction system in Western Region. Also,

    Railways to ensure from TATA Discom and Reliance inclusion of Railway feeder in

    their scheme as top priority feeders for restoration.

    Committee discussed the matter and it was highlighted that :

    • System Recovery Procedure to be modified accordingly to give priority to

    Railways and other important loads such as metro, city loads.

    • Spare transformers, parallel lines to be kept ready

    • To prepare and update contact for senior officials of WRLDC, WRPC, SLDC,

    control rooms etc. and circulate to all.

    • WRLDC in coordination with SLDC/ Railways to prepare a consolidated volume

    of document to be prepared enlisting all connectivity diagrams, important

    feeders and recovery procedure etc.

    The Sub-committee noted as above. 9.8 RESTORATION OF 400 KV KOLHAPUR-SHOLAPUR D/C POST TOWER

    COLLAPSE :

    9.8.1 400 kV Kolhapur-Sholapur D/c lines are out since 17:00 hrs of 20-Sep-13 on collapse of 7 number of towers at approximately 22 kms from Sholapur (PG).

    The prolonged outage of the 400 kV Kolhapur-Sholapur D/c had significantly

    reduced the reliability margin in the nearby area. Several planned outages

    including outage of +/- 500 kV HVDC C’Pur-Padghe bipoles has been

    postponed till restoration of the above 400 kV D/C lines.

    WRTM (Reliance) representative intimated that the lines would be available by

    October 2013 end.

    Further it is observed that in the absence of Sholapur-Kolhapur D/C, the flows

    on Parli-lonikhand D/C has been in the range of 550-600MW per ckt despite the

    flow on C'pur-Padghe in the range of 1200MW. Hence 'N-1' of tripping C'pur-

    Padghe one pole or tripping of one ckt of Parli-Lonikhand D/C will lead to

    emergency state in the grid. Hence Maharashtra shall maintain maximum

    possible generation at Koyna/Jaigad or adequate load shedding so as to

    maintain flow on Parli-Loinkhand D/C to less than 500 MW/ckt. Further

    scheduling at RGPPL may be explored to tide over this critical situation.

    It was requested to Reliance to restore the lines as early as possible.

    9.8.2 220 kV Bachau-Halvad-1 & 2, 220 kV Bachau-Lalpar s/c, 220 kV Bachau-Morbi

    s/c are out since 27.9.2013 due to tower collapse thus causing loss of anchoring at Bachau.

    9.9 VOLTAGE CONTROL THROUGH TAP COORDINATION

    9.9.1 Tap Changing at 765/400 kV Satna ICTs and other locations in WR

    As discussed in 450th and 451st OCC of WRPC the tap changing operation at

    765/400 kV Satna ICTs has been done by WRTS-II (PGCIL) on 18 Sep 2013. The

    voltage on 400 kV reduced by 3-4 kV and the voltage on 765 kV side increased by 14

    kV after the tap changing operation on 18 Sep 13. The following plot indicates the

    voltage profile improvement post the tap changing operation. The IEGC recommended

    band for 765 kV voltage level is 728-800 kV and that for 400 kV level is 380-420 kV.

    It may be seen that prior to change in tap position there was violation of IEGC

    sec 5.2(s) on 765 kV as well as on 400 kV side.

    9.9.2 Generator Transformer (GT) Tap Change at SASAN: SASAN vide letter No COG/SPL/2013 dated 26 Sep 13 confirmed that the GT tap at

    SASAN has been changed from 3 (800/22 kV) to 4 (780/22 kV) as suggested by

    WRLDC. The above tap changing operations are a welcome step toward controlling

    prevailing high voltage condition in those areas. Reliance representative intimated that

    now unit no 3 of Sasan started absorbing MVAR(Attached at Annexure-9.9.2).

    GT Tap Change at Birsinghpur: With reference to WRLDC letter (WRLDC/MO-I/1734/2013) dated 10.7.13 and

    subsequent discussion in 449th and 450th OCC MPPGCL shall update the progress on

    the implementation of the recommended GT tap change for 210 MW units from 3 to 5.

    9.9.3 GT Tap Change at JPL Tamnar: With reference to WRLDC letter (WRLDC/MO-I/1734/2013/153) dated 23.8.13 the

    recommended tap change was to tap no.[4] , for GT-1, GT-2, GT-3) and to tap no. [6] for GT-4. Similarly it was also recommended vide the above letter to change the taps of station transformers (ST-1, ST-2,ST-3) to nominal tap position ie 9b. JPL Tamnar

    shall kindly intimate the status of implementation of the above recommendations.

    9.9.4 GT Tap change at Chandrapur TPS: With reference to WRLDC letter (WRLDC/MO-I/1734/2013) dated 26.7.13 and subsequent discussion in 449th and 450th OCC MSPCGL, Maharashtra shall kindly

    intimate the status of implementation of the recommended tap changes at

    Chandrapur. 9.9.5 GT Tap change at KSK Mahanadi: With reference discussions in the 451st OCC and WRLDC letter (WRLDC/MO-

    I/1734/2013) dated 27.9.13, KSK Mahanadi was advised to change the GT tap

    position from 7 to 12 and ST tap position from 2 to 9. KSK Mahandi shall kindly update

    the status of implementation of the same. 9.9.6 GT Tap change at NSPCL: With reference discussions in the 451st OCC and WRLDC letter (WRLDC/MO-

    I/1734/2013) dated 10.7.13, NSPCL was advised to change the GT tap position from 3

    to 6. The Sub-committee noted as above.

    9.10 INSTALLATION OF BUS REACTORS AND SHIFTING OF 125 MVRA SPARE REACTOR AT JABALPUR TO 400 KV DAMOH S/S.

    The priority of reactors required by WRLDC and discussed in 22nd WRPC Meeting

    held on 26th Feb’2013 has been provided at Annexure-9.10. Also the status of shifting

    the spare 125 MVAR reactor at Jabalpur to Damoh S/S as discussed in the 23rd

    WRPC meeting shall be intimated.

    9.11 MOCK BLACK START EXERCISE As per sec 5.8(b) of IEGC the users/STUs etc. need to conduct black start mock exercises in their respective systems once in every six month under intimation to RLDC. Also the all the black start Diesel Generator (DG) sets are [as per sec 5.8(b) of IEGC] required to be tested weekly and the test report needs to be sent to RLDC on quarterly basis. The summary of the status of mock exercises in respect of black start facilities in western region is enclosed at Annexure- 9.11.

    Accordingly the black start capable stations shall forward their tentative plan for conducting black start exercises in compliance to sec 5.8(b) of IEGC.

    A mock black exercise was planned on 26th September 2013 at Kawas gas based

    power station of NTPC located near Hazira in Gujarat. However the same exercise

    was postponed by GETCO due to heavy rains in Gujarat. The same is rescheduled on

    15 Oct 2013.

    9.12 EXTENSION OF START-UP POWER FOR JP-BINA TPS Also in the 451st OCC, a proposal for devising a restoration plan for JP Bina TPS with

    start-up power from Rajghat / Medikheda HPS was discussed. MPPTCL shall kindly

    intimate the committee on the progress in the issue.

    9.13 RELIABLE OPERATION OF RGPPL GENERATING UNITS : RGPPL had vide its letter dated 23.9.13 expressed concerns about blackout at

    RGPPL on 16.9.13 due to tripping of evacuating feeders on high voltage. The high

    voltage problem at RGPPL is a matter of concern.

    The following measures are suggested in short term for addressing the high voltage

    problem at Dabhol.

    A. 400 kV Dhabol is connected to 400 kV Nagothane and 400 kV New Koyna by

    double circuit Morculla Quad lines. During high voltage condition it is observed

    that one ckt each of 400 kV Dhabol-Nagothane (137 km) and 400 kV Dhabol-

    New Koyna (48 km) are hand tripped for voltage regulation. It is suggested that

    instead of keeping two lines in service only one ckt of 400 kV Dhabol-New

    Koyna D/C shall be kept in service as it is shorter. If the system condition

    permits both circuits of the shorter line i.e. 400 kV Dhabol-New Koyna D/C shall

    be kept in service.

    B. The over voltage setting of 400 kV Dhabol-Nagothane D/C and Dhabol-New

    Koyna D/C lines shall be reviewed and voltage grading along with time grading

    shall be introduced to prevent simultaneous tripping of both the lines on over

    voltage.

    C. Operating three units of Koyna-IV as synchronous condenser during night off

    peak

    D. Maximize absorption of reactive power at Jaigarh

    E. Review the tap setting of the Station Transformer at 400 kV Dhabol and explore

    the possibility of suppressing 400 kV side voltage by changing the tap position.

    F. Review the status of shunt capacitor bank at LNG terminal if any.

    The following suggestions may be looked into for addressing the HV problem in long term

    • RGPPL may also take up with MSETCL for alternate/standby LT connection for

    extending power supply to the LNG terminal in case of loss of 400 kV lines. If

    LT connection is not feasible then a Diesel generator may be installed for back

    up supply during loss of EHV AC interconnection.

    • Extracts from para 9.16 of the Minutes of 450th OCC meeting held in 12th

    August 2013 are quoted below for ready reference.

    “WRLDC also stated that there were several stations like RGPPL in WR that were under shut down and were drawing auxiliary supply from long 400 kV lines. The under-utilization of such 400 kV lines was resulting in severe high voltage in the absence of shunt reactors at the generating station end. Further opening of the 400 kV lines to control high voltage would cause interruption in essential/auxiliary supply at these stations. Members advised that such stations could explore the possibility of having alternate source at LT level and examine the feasibility of shunt reactor at the station.”……

    9.14 SENDING DISTURBANCE RECORDER(DR)/SEQUENTIAL EVENT LOGGER(SERS) OUTPUT TO WRLDC:

    With Reference to sec 5.9.6(c) of the IEGC and section 9.5.3 the Operating Procedure

    of WR-2013, the DR/SER details for all grid incidents/disturbances need to be sent by

    the concerned agency to RLDC, within 24 hrs of the incident. The status of receipt of

    DR/SER by WRLDC from the concerned agencies for the month of Sep 2013 is given

    at Annex-9.14.

    9.15 FREQUENT TRIPPING OF 220 KV AURAIYA MALANPUR AND AURAIYA MEHGAON:

    220 kV Auraiya-Malanpur and Auraiya Mehgaon circuits are frequently tripping on
