Minutes of 50th CCM held on 8th August 2008 1

MINUTES OF 50th MEETING OF COMMERCIAL COMMITTEE HELD ON 8th AUGUST 2008 AT WRPC, OFFICE, MUMBAI

The 50th Commercial Committee meeting of WRPC was held at WRPC, Office, Mumbai on

8th August 2008. The list of the participants is enclosed at Annexure-I.

Shri P. Patel, Member Secretary, WRPC welcomed all the participants of the meeting. He

also welcomed Shri M. G. Raoot, who had recently taken over as GM, WRLDC. He added

that experience of Sh. Raoot in North-East and Eastern Regions will be helpful in

deliberations in WRPC. He stated that the issues regarding IPPs for whom LTOA has been

granted by CTU have been included in the agenda in light of Hon’ble CERC order dated 7th

May 2008 in the matter of clarity regarding control areas and demarcation of scheduling

between RLDCs and SLDCs. He hoped that most of the issues included in the agenda will be

resolved and the deliberations would further set guidelines for IPPs coming in the future. He

added that in Chhattisgarh State itself around 40 IPPs with total capacity of around 40,000

MW are expected in a span of 4-5 years. He hoped that guidelines set in today’s meeting will

be helpful in applying the same to the above IPPs coming up in future.

He then, requested Shri S.G. Tenpe, Superintending Engineer (Comml.), WRPC to take up

Agenda for discussion.

ITEM No.1: CONFIRMATION OF THE MINUTES OF THE 49th MEETING OF COMMERCIAL COMMITTEE

Superintending Engineer (Comml), WRPC stated that the Minutes of the 49th meeting of

Commercial Committee held on 17th March 2008 at Jabalpur were circulated to the

constituents vide WRPC letter No.WRPC/Comml-I/2/CCM/Min/2008-2768 dated 1.04.2008.

He stated that GUVNL vide letter dated 6.8.2007 requested for correction in line-1 of Para-3

of Item No.8 viz. “Una-Diu” be corrected as “Dhokadwa-Diu”.

With the above correction, the minutes of 49th meeting of Commercial Committee were

confirmed.

ITEM NO.2: CLARITY REGARDING CONTROL AREAS AND DEMARCATION OF SCHEDULING BETWEEN RLDCs AND SLDCs

2.1 Superintending Engineer (Comml.), WRPC stated that Hon’ble CERC in Petition No.

58/2008 vide its order dated 7th May 2008 (suo motu) gave directions in the matter of clarity

regarding control areas and demarcation of scheduling between RLDCs and SLDCs to be

adopted in future. The demarcations of scheduling responsibilities are as below:

a) RLDCs to coordinate the scheduling of Ultra-Mega Power Projects.

b) RLDCs to coordinate scheduling of large privately owned power plant (of 1000 MW

or larger size) in which States other than the host State have substantial permanent

share (50 % or more).

c) Power plant not meeting the above criterion (a) and (b), should be scheduled by the

SLDC of the State in which they are located.

d) The above guidelines have been specified as a general guideline. However, there

could be exceptions, for operational expediency, by a mutual agreement between the

concerned RLDC and SLDC.

e) The SLDC which is responsible for coordinating the scheduling of a generating

station shall also be responsible for:

(i) Real-time monitoring of the station’s operation,

(ii) Checking that there is no gaming in its availability declaration,

(iii) Revision of availability declaration and injection schedule,

(iv) Switching instructions,

(v) Metering and energy accounting,

(vi) Issuance of UI accounts,

(vii) Collections/disbursement of UI payments,

(viii) Outage planning, etc.

f) It is necessary that the concerned SLDCs are immediately geared up for undertaking

the above tasks.

g) This order may be treated as an elaboration of clause 5.1 (e) and section 6.4 of Indian

Electricity Grid Code.

2.2 In view of the aforesaid directions of the Hon’ble CERC, Superintending Engineer

(Comml), WRPC invited the attention of the constituents to the relevant provisions in Indian

Electricity Grid Code (IEGC) regarding providing of data and communication facilities and

filing of copy of bilateral agreements etc. The relevant paras of Indian Electricity Grid Code

(IEGC) viz. 4.10-“Data and Communication Facilities” and para No.6.4.11-“Demarcation of

Responsibility”are reproduced below:-

“ 4.10 - Data and Communication Facilities

Reliable and efficient speech and data communication systems shall be provided to

facilitate necessary communication and data exchange, and supervision/control of the

grid by the RLDC, under normal and abnormal conditions. All agencies shall provide

systems to telemeter power system parameter such as flow, voltage and status of

switches/transformer taps etc. in line with interface requirements and other guideline

made available to RLDC / SLDC. The associated communication system to facilitate

data flow upto RLDC/SLDC, as the case may be, shall also be established by the

concerned agency as specified by CTU in connection agreement. All agencies in

coordination with CTU shall provide the required facilities at their respective ends

and RLDC/SLDC as specified in the connection agreement.

6.4 Demarcation of Responsibilities

…..

6.4.11 The regional constituents shall enter into separate joint/bilateral

agreement(s) to identify the States shares in ISGS projects (based on the allocations

by the Govt. of India, where applicable), scheduled drawal pattern, tariffs, payment

terms etc. All such agreements shall be filed with the concerned RLDC(s) and RPC

Secretariat, for being considered in scheduling and regional energy accounting. Any

bilateral agreements between constituents for scheduled interchanges on long-term

/short-term basis shall also specify the interchange schedule, which shall be duly filed

in advance with the RLDC. ”

Member Secretary, WRPC Committee stressed the need for providing of necessary data

and communication facilities by the State utilities as envisaged in IEGC. He also

requested the IPPs /State utilities to forward a copy of bilateral agreements well in

advance to WRLDC and WRPC as well to facilitate scheduling and regional energy

accounting.

2.3 In regard to provision in the above CERC’s directions dated 7th May 2008 that these

guidelines have been specified as a general guideline and however, there could be exceptions,

for operational expediency, by a mutual agreement between the concerned RLDC and SLDC

GUVNL representative requested the members may discuss the general exceptions in all

LTOA cases. In this context, it was observed that these exceptions need to be seen and

discussed on case to case basic and there cannot be general guidelines for exceptions.

2.4 GUVNL representative further raised the issues concerning applicability of UI

mechanism in the State in case it is different from the Region, estimation of losses, its

allocation, scheduling of IPPs partly or as a whole etc.

In this context, Superintending Engineer (Comml.), WRPC stated that the station which falls

under the control area of SLDC is expected to be governed as per the State grid code and UI

mechanism will accordingly be applicable. Further, responsibility of coordinating the

scheduling, real-time monitoring, checking that there is no gaming in its availability

declaration etc. falls under the control area of the SLDC. Also, it will be the responsibility of

concerned SLDC to furnish 15 min. time block schedule of quantum of power injection to the

grid. In case, the Station falls under the control area of RLDC, then scheduling, coordination

etc. of the whole station will be carried out by concerned RLDC.

2.5 General Manager, WRLDC stated that the above cited order by CERC is suo-motu

order and there would not be any problem whether an IPP is scheduled by RLDC or SLDC.

He added that numbers of IPPs are coming up in future and handling the same by RLDC’s

would be extremely difficult. He further added that logistics at RLDC and at various SLDCs

are different in terms of class, location of CTs, PTs, CVTs, SEMs etc, and UI rates

applicability dependent on CERC or SERC regulations, applicable to region or state. Also,

sufficient time may also be given to all SLDCs to gear up for scheduling of respective

generation projects in their states. Therefore, the case of each IPP need to be discussed one

by one and the decision of RPC would be final and binding on all. The whole idea behind the

above order by CERC is to transfer the responsibilities as given above in para 2.1(e) above

from RLDC to SLDCs so that SLDCs are geared up their infrastructure in due course.

Therefore, the LTOA cases slated for discussion in agenda need to be discussed on case to

case basis irrespective of their connectivity to the grid and its allocation of power from these

IPPs.

2.6 The committee also deliberated the issues concerning readiness of SLDCs for

taking up activities as out lined in para 2(e) in the context of CERC’s directions dated

7th May 2008. After detailed deliberation the following action plan was agreed:

(i) The SLDCs of WR shall have to confirm their readiness for coordinating the

scheduling of IPPs under their control areas according to CERC guidelines,

its real-time monitoring, checking that there is no gaming in its availability

declaration, revision of availability declaration and injection schedule, etc.

The concerned SLDCs will be responsible for metering and energy

accounting, issuance of UI accounts and collection /disbursement of UI

payments.

(ii) The SLDCs should be ready to carry out activities as above at least three

months prior to commissioning of first unit of the concerned IPP. All

constituent States of WR agreed to confirm the same within one month time.

(iii) The concerned SLDCs will carry out necessary mock billing and be ready to

take up the above activities well in advance prior to commissioning of the

IPPs generating unit and its connectivity to the grid.

(iv) In case of non readiness of the concerned SLDC to take up these activities

and to have smooth operation and connectivity of the IPP to the grid, IPPs

scheduling etc. indicated in (i) above, will be carried out by WRLDC till the

SLDC concerned geared up. The responsibility of scheduling and co-

ordination of such IPPS will be reviewed by WRLDC, WRPC and the

concerned SLDC, once it is ready to take up the same.

ITEM NO. 3: LTOA OF NSPCL 500 MW (2x250) PROJECT AT BHILAI, CHHATTISGARH

3.1 Superintending Engineer (Comml), WRPC stated that Long Term Open Access for

transfer of 170 MW (power from their proposed generation project at Bhilai Expansion

Power Project (BEPP), 2x250MW viz. 100 MW to UT of DNH and 70 MW to UT of DD

was granted by CTU in the meeting regarding long-term open access applications held with

WR constituents on 30.09.2006. No open access was sought for balance capacity as 280 MW

power was proposed to be transferred to BSP/SAIL through a dedicated system owned by

NSPCL and 50 MW to Chhattisgarh through exclusive CSEB system. It was also decided

that the actual date of commencement of open access will be from the date of availability of

the identified transmission system strengthening and 400/220 kV, 2x315 MVA transformers

at NSPCL generation switchyard along with 220 kV transmission system identified for

interconnection with NSPCL & CSEB as well as transmission system of Vindhyachal-III,

Sipat-I & II including signing of BPTA with POWERGRID by M/s NSPCL or by DNH and

DD for sharing of WR transmission charges corresponding to 170 MW generation capacity.

The following transmission strengthening scheme was agreed to which will be built, owned,

operated and maintained by M/s NSPCL:

(i) NSPCL generation voltage step-up at 400 kV level

(ii) NSPCL – Raipur 400 kV D/c

(iii) 400/220 kV, 2x315 MVA transformers at NSPCL generation switchyard

(iv) 2 Nos. of 400 kV bay extension at 400/220 kV Raipur substation to accommodate

NSPCL- Raipur 400 kV D/c line

3.2 S.E. (Comml), WRPC further stated that associated transmission system is not yet

commissioned. Further, one unit has been synchronized and yet to be coal fired and

scheduling of power from BEPP (2x250MW) station has not yet started. He added that earlier

the requirement of SEMs, its locations, was finalized by the Commercial Committee for

energy accounting purpose keeping in view that the scheduling of injection of power to DD

& DNH (170 MW) from this generating station to WR grid will be carried out by WRLDC.

However, in view of CERC order dated 7th May 2008 in the matter of clarity regarding

control areas and demarcation of scheduling between RLDCs and SLDCs and as the

scheduling and accounting this IPP has not yet been commenced, it would be appropriate that

monitoring, scheduling of 2x250 MW NSPCL units should be governed by this CERC order.

He further added that considering the connectivity of the above Station to Bhilai Steel plant

/CSEB and only part transfer of power to DD and DNH scheduling, monitoring etc. of this

IPP by SLDC, CSEB is the best option. Accordingly, SLDC, CSEB will be responsible for

coordinating the scheduling of a BEPP (2x250 MW) generating station, its monitoring,

issuing of UI accounts, etc. as given at Item 2.1 (e) above. WRLDC also concurred with this

arrangement.

3.3 M/s NSPCL representative stated that the 1st Unit (250 MW) of Bhilai Expansion

Power Project was synchronized with the grid on 20th April 08 and coal firing in August 08.

He intimated that M/s NSPCL have signed PPAs with all the beneficiaries of the project. He

further stated that transmission system for BEPP was initially envisaged to be at 220 kV level

matching with the requirement of Bhilai Steel Plant (BSP). Subsequently to facilitate its

connectivity to CTU transmission network, it was decided to step up the voltage upto 400 kV

and connect to CTU system at Raipur. He further added that BEPP is connected directly to

ISTS and not an embedded generator. Also, presently BEPP is not directly connected to

CSEB system. He further added that metering arrangement has already been done by CTU to

enable scheduling and accounting by WRLDC/WRPC. Further, there is no intra-state ABT

or well-laid down procedure in Chhattisgarh and preparedness of Chhattisgarh SLDC for

scheduling and other aspects needed to be fully ascertained. Inviting attention to para-11 of

the above CERC order dated 7.05.08 i.e. such plants may already be planned to be connected

directly into the CTU network and metering of the plants injection may have already been

contemplated by the CTU, he requested that scheduling etc. of 2x250 MW generating unit at

NSPCL may be done by WRLDC.

In this context, CSEB representative stated that the status of 2x250 MW generating unit at

NSPCL i.e. BEPP is of CPP and not IPP and it is embedded in CSEB system. As its

scheduling, montoring etc. should be done by SLDC, CSEB.

3.4 CSEB representative agreed for scheduling, monitoring, issuing of UI account

etc. of Bhilai Expansion Power Project. SLDC, CSEB will furnish 15 minute time block

energy schedules of DD and DNH to WRLDC as per IEGC for calculation of drawl

schedules. Raipur end of 400 kV NSPCL-Raipur will be taken as one of the drawal

point of CSEB.

As one unit of 250 MW from the above project is likely to start on coal firing shortly,

Member Secretary, WRPC requested CSEB to confirm readiness of SLDC, CSEB to

take up above activities by end of Aug. 2008. CSEB agreed to the same. However, in

case of non readiness of the SLDC, CSEB to take up these activities and to have smooth

operation and connectivity of generating unit 2x250 MW of BEPP to the grid,

scheduling etc. will be carried out by WRLDC till the CSEB geared up. The

responsibility of scheduling and co-ordination of the same will be reviewed by WRLDC,

WRPC and SLDC, CSEB once it is ready to take up the same.

ITEM NO.4: LTOA OF LANCO-AMARKANTAK 600 MW (2x300) AND PROPOSED (1X600 MW) PROJECT AT PATHADI, CHHATTISGARH

4.1 Superintending Engineer (Comml), WRPC stated that Long Term Open Access for

transfer of power to WR grid from first unit of 300 MW capacity of proposed generation

project of LANCO-Amarkantak Power Pvt. Ltd at Pathadi village, Distt. Korba in

Chhattisgarh was granted by CTU in the meeting regarding long-term open access

applications held with WR constituents on 30.09.2006. LILO of 400 kV Korba STPS- Sipat

S/c line at Pathadi generation project was agreed as transmission strengthening scheme,

which will be built, owned, operated and maintained by M/s Lanco Amarkantak.

Subsequently, LTOA for transfer of power to Northern Region from second unit of 300 MW

of above project was granted by CTU in the meeting held on 30.07.2007. The point of

injection from above project is the nearest ISTS interconnection viz. WR pooling station at

Sipat. The date of commencement of open access should be from the date of commissioning

of generation project and availability of the identified transmission system strengthening

scheme including signing of BPTA with POWERGRID for sharing of transmission charges

for Western Region corresponding to entire generation capacity. As indicated by M/s

LANCO, unit-1 is expected by Sept. 08 and unit-2 by Sept. 09. He further stated that M/s

LANCO vide letter dated 04.07.2008 (enclosed at Annexure-4.1) intimated plan for addition

of one more unit i.e. unit no.3 of 600 MW at the above project which is likely to be expected

by end of year 2011. LANCO further intimated that all necessary clearances are in place and

PPA is under finalisation with Chhattisgarh for evacuation of 315 MW and balance 285

would be supplied to other States.

PGCIL representative stated that LTOA for Haryana from Unit-2 had not yet been granted

due to non availability of transfer capacity on NR-WR corridor and the same will be

confirmed after availability of Barh transmission system.

4.2 In view of the future plan of capacity expansion at Pathadi upto 1200 MW, CTU had

identified the following system strengthening scheme, which was agreed in LTOA meeting

held on 30.07.2007:

System strengthening scheme To be executed by

(i) Pathadi TPS – WR pooling station (near Sipat) 400 kV D/c (Quad) line

(ii) 400 kV Pathadi TPS-Korba lines (LILO of 400 kV Korba-Sipat line). The LILO arrangement is to be removed after execution of additional system strengthening scheme associated with the project.

As it is direct evacuation line interconnecting generation project with WR grid, it shall be built, owned, operated and maintained by M/s Lanco Amarkantak.

(iii) Establishment of 765/400 kV 3x1500 MVA WR pooling station near Sipat

(iv) 765 kV WR pooling station – Seoni 3rd Circuit (v) Installation of 765/400 kV 3x1500 MVA

transformer at Wardha to charge Seoni-Wardha lines at 765 kV level

To be carried out as an independent WR system strengthening scheme and shall be implemented by PGCIL.

In the LTOA meeting held on 30.07.2007, CTU stated that the actual date of commencement

of open access will be from the date of commissioning of transmission system strengthening

scheme including 400 kV WR pooling station-Pathadi TPS D/c (Quad) line, removing of

LILO arrangement at Pathadi TPS & restoration of LILOed 400 kV Korba-STPS-Sipat line to

its original configuration as well as availability of transmission system of various generation

project viz. Sipat I & II, Sipat-II supplementary schemes, Kahalgaon-II, Barh and all other

Western Region system strengthening schemes including WRSS-II scheduled for

implementation by that time frame.

4.5 Superintending Engineer (Comml), WRPC sated that considering the allocation of full

capacity of 2x300 MW to the States outside Chhattisgarh and also expected sale of 285 MW

from 600 MW unit outside the state of Chhattisgarh as indicated by M/s LANCO vide letter

dated 4th July 2007 (Annexure-4.1), it would be appropriate that coordination and scheduling

of power from LANCO-Amarkantak should be done by WRLDC. Accordingly, its weekly UI

account should be issued by WRPC secretariat.

4.6 CSEB representative stated that the current project capacity is 300 MW and another

300 MW will be commissioned by Sep 2009. As the project capacity is less than 1000 MW it

should be scheduled by SLDC, CSEB.

4.7 Member Secretary, WRPC stated that it was appropriate to take the decision

regarding agency responsible for scheduling etc. of an IPP on the basis of ultimate

capacity of the project. He added that in this particular case, connectivity has been

planned by the CTU considering the total capacity of the project as 1200 MW. Further,

more than 50% of power from this project is expected to be supplied to the States

outside Chhattisgarh. Therefore, it is more logical and appropriate that as per CERC

order dated 7.05.08, the scheduling, monitoring etc. of this project should be done by

WRLDC.

General Manger, WRLDC while agreeing to the views of MS, WRPC stated that in case

the full capacity of the project, as planned, does not materialize in future the scheduling

of this project might be accordingly reviewed. However, at present it should be done

by WRLDC and its weekly UI account should be issued by WRPC secretariat.

PGCIL representative agreed to intimate the status of implementation of system

strengthening scheme, as agreed as part of LTOA separately.

ITEM NO. 5: LTOA OF JINDAL POWER LTD. (JPL) 1000 MW (4X250), PROJECT NEAR RAIGARH, CHHATTISGARH

5.1 Superintending Engineer (Comml), WRPC stated that M/s Jindal Power Ltd. (JPL)

has been granted Long Term Open Access by CTU in the meeting held on 30.09.2006 for

transfer of 500 MW power from 2x250 MW to WR grid. As per BPTA signed between JPL

and PGCIL, transfer of 500 MW power will be through long-term open access. It was also

agreed that power transfer to other than identified agencies will be affected through short-

term open access for which JPL shall approach WRLDC separately. The point of injection is

nearest ISTS connection viz. Raipur S/s. The following transmission system strengthening

was agreed:

including 2 Nos. 400 kV line bays at Raipur

As it is direct evacuation line interconnecting generation project with WR grid, it shall be built, owned, operated and maintained by M/s JPL. This Ckt. has since been commissioned in May 2008.

System strengthening scheme To be executed by (ii) Installation of 3rd 400/220 kV, 1x315

MVA transformer at Raipur

To be carried out as an independent WR system strengthening scheme and shall be implemented by PGCIL.

(iii) Installation of 3rd 400/220 kV, 1x315 MVA transformer at Asoj (GETCO)

GETCO may review the transformation capacity augmentation requirement at their substation, if any, to effect the drawal of their allocation.

As decided in the LTOA meeting, the actual date of commencement of LTOA will be from

the date of availability of above identified transmission system as well as transmission system

of Vindhyachal_III, Sipat-I & II including signing of BPTA with POWERGRID by M/s JPL

for sharing of WR transmission charges corresponding to entire 500 MW generation capacity.

S.E.(Comml), WRPC further intimated that with the commissioning of Jindal-Raipur 400 kV

D/C line on 16th April 2008 and direct connectivity of 250 MW unit at Jindal TPS to CTU

network, its scheduling is being done by WRLDC and corresponding UI account is issued by

WRPC secretariat. At present, 2 units of Jindal TPS, 250 MW each is directly connected to

CTU network at Raipur and its scheduling and UI accounting is being done at regional level.

5.2 M/s Jindal representative stated all four units i.e. 4x250 MW at JPL are

commissioned. Out of 1000 MW capacity, Chhattisgarh State is committed to take 300 MW

power from the project while the balance power will be sold through long-term / short term

open access. He further stated that M/s JPL is also participating in bidding process for future

sale of power to various states other than Chhattisgarh in WR and States of other regions as

well. As such, he requested that the present arrangement of scheduling its generation

capacity by WRLDC and preparation of UI account by WRPC secretariat should continue.

This will also be in line with CERC order as more than 50 % power will be sold out side the

state of Chattisgarh.

In this context, representative of CSEB stated that M/s JPL have applied for only 500 MW

LTOA out of 1000 MW capacity as such its generation scheduling etc. may be carried out by

SLDC, CSEB. Representative of M/s JPL reiterated that they have committed to supply only

30% of power i.e. 300 MW to CSEB and more than 50 % power will sold outside the state of

Chattisgarh.

5.3 General Manger, WRLDC stated that presently scheduling of JPL units are

being done by WRLDC and UI accounts are issued by WRPC secretariat. He opined

that same should be continued. Member Secretary, WRPC also agreed with the views of

WRLDC. However, in case committed power supply to state of Chhatigarh is observed

to be 50%, the scheduling of M/s JPL may accordingly be reviewed at a later date.

ITEM NO. 6: LTOA OF TORRENT POWER GENERATION LTD. (TPGL) 1147.5 MW (3x382.5) PROJECT AT SUGEN, GUJARAT

6.1 Superintending Engineer (Comml.), WRPC, stated that Long Term Open Access for

injection of 500 MW power into WR grid and balance to be transformed to TPSEC and

TPAEC (DISCOMs & Torrent Power) from proposed 1147.5 MW (3 x 382.5 MW) project at

Sugan, Gujarat was granted by CTU in the meeting regarding LTOA in Western Region held

on 30.09.2006. M/s TPCL had intimated that the power transfer to TPSEC would be effected

through dedicated 220 kV lines from generation switchyard itself and to TPAEC through

proposed 400/220 kV sub-station at Pirana alongwith dedicated lines between Sugen and

Pirana. The following system strengthening scheme was agreed:

System strengthening scheme To be executed by (i) SUGEN (TPGL)– Pirana 400 kV D/c including 400

kV bays at Pirana (ii) LILO of Gandhar – Vapi 400 kV S/c and Gandhar –

Dehgam 400 kV S/c line and at SUGEN generation switchyard (as an interim arrangement). After completion of Pirana-Sugen section upto LILO points as well as Pirana S/s, Gandhar-Dehgam lines will be restored to its original configuration.

(iii) Installation of 3x315 MVA, 400/220 kV transformer at SUGEN

M/s TPGL shall built, own, operate and maintain lines at S.No. (i) to (iii).

(iv) Pirana-Dehgam 400 kV D/c line (v) Establishment of new 400/220kV, 2x315 MVA

transformation capacity S/s at Pirana

To be carried out as an independent WR system strengthening scheme and shall be implemented by PGCIL.

As decided in the LTOA meeting, the actual date of commencement of LTOA shall be from

date of commissioning of transmission system strengthening scheme as identified above and

availability of transmission system of various generation projects viz. Vindhyachal-III, Sipat-

I & II generation project. M/S TPGL needs to sign BPTA with PGCIL for sharing of Western

Region transmission charges corresponding to 500 MW power before commencement of

open access. As per the information furnished by M/s Torrent Power, Block-I is expected to

be commissioned by Nov. 2008, Block-II by Jan.2009 and Block-III by March 2009

respectively. M/s Torrent has also signed BPTA with POWERGRID in Jan 2008.

S.E. (Comml), WRPC further stated that in accordance with CERC order dated 7th May 2008,

M/s TPGL, Sugen, 3 x 382.5 MW project falls under the control area of SLDC, Gujarat.

Accordingly, SLDC, GETCO will be responsible for scheduling, monitoring, issuing of UI

accounts, etc. as given at Item 2.1(e) above. SLDC, GETCO will furnished 15 minute time

block wise energy schedule to the concerned beneficiaries of WR to WRLDC for calculation

of drawl schedules. GETCO representative agreed to the same.

6.2 M/s Torrent Power Generation Ltd. (TPGL) representative stated that they are ready

in all aspects for scheduling their plant by WRLDC and accordingly they have installed 40

CTs of 0.2 class. However, in case the scheduling is required to be carried out by SLDC,

GETCO, then CTs of 0.2 class already installed will have to be replaced with 0.2S class to

meet the requirement of Gujarat SERC. This will amount to heavy financial burden of around

4 Crores. Further, even though M/s Torrent are ready to spend 4 Crores, the time required for

procurement and installation of CTs will be around 8-10 months.

In this context, GM, WRLDC stated that in such case, special permission for additional time

requirement for changing the CTs from Gujarat SERC might required to be taken in advance.

He further added that logistics by RLDC and different SLDCs are different in terms of class

and location etc. of CTs, PTs, CVTs, SEMs etc, and UI rates applicability and dependent on

CERC or SERC regulations applicable to region or state. He further added that the solution

to above problem could be continuing the statues quo and decision by mutual understanding

between RLDC and SLDCs.

6.3 SLDC, GETCO representative stated that Gujarat is geared up for scheduling

TPGL. Further by the time the first unit comes on bar by Nov 08 they will be fully

geared up for scheduling of TPGL. In case, there is some technical problem in

scheduling of TPGL by SLDC, GETCO, the matter may be reviewed at appropriate

time.

PGCIL representative agreed to furnish the status of implementation of system

strengthening scheme separately.

ITEM NO. 7: LTOA OF ESSAR POWER MP LTD-MAHAN (2x600 MW) 7.1 Superintending Engineer (Comml.), WRPC stated that Long Term Open Access for

transfer of 1100 MW from proposed 2x600 MW project at Mahan, Disst. Sidhi in Madhya

Pradesh by M/s Essar Power Ltd. has been granted by CTU in the meeting of WR

constituents regarding LTOA held on 30.07.2007 at Indore. 700 MW of power for this

project is to be transferred to Essar Steel Ltd. (Hazira) in Gujarat. The point of injection

would be nearest ISTS interconnection point in WR i.e. WR pooling station (near Sipat)

through a direct 400 kV line from Mahan TPS. The following system strengthening scheme

has been agreed:

System strengthening scheme To be executed by (i) WR pooling station – Mahan TPS 400 kV D/c (triple)

line (ii) Gandhar (NTPC) – Hazira (Essar Steel) 400 kV D/c (iii) Establishment of 400/220 kV, 3x500 MVA substation at

Hazira (Essar Steel)

Being a part of dedicated transmission system for Mahan TPS, it shall built, owned, operated and maintained by M/s Essar Power MP Ltd.

(iv) Establishment of 400/765 kV, 3x1500 MVA WR Pooling Station (near Sipat)

(v) LILO of 765 kV Sipat – Seoni 2x S/c at WR Pooling Station.

(vi) WR Pooling Station – Seoni 765 kV 3rd S/c line (vii) Installation of 765/400 kV, 3x1500 MVA, transformers

at Wardha to charge Seoni- Wardha 2x S/c line at 765 kV level

It shall be implemented as WR transmission system strengthening scheme by PGCIL.

(viii) Till the commissioning of transmission scheme (i) to (iii) and identified system strengthening scheme (iv) to (vii) above, connectivity to Mahan TPS will be provided through LILO of one ckt. of 400 kV Vindhyachal - Korba STPS at Mahan

This shall be carried out by M/s Essar.

As decided in LTOA meeting, LILO of one ckt. of 400 kV Vindhyachal - Korba STPS will

be removed by M/s Essar and 400 kV Vindhyachal - Korba STPS line will be restored back

to original configuration after completion of identified System strengthening scheme (i) to

(vii) as above. The long term open access for transfer of 1200 MW power from Mahan TPS

will be provided thereafter. Till such time power transferred from Mahan TPS shall be

effected on short-term basis. The actual date of commencement of above open access shall be

from date of commissioning of identified System strengthening scheme (i) to (vii) in para 7.1

as above as well as availability of transmission system of various generation projects viz.

Sipat-I & II, Sipat-II supplementary schemes, Kahalgaon-II, Barh and all other Western

Region system strengthening schemes like WRSS-I, II, III, IV. M/s Essar power MP Ltd

shall share the transmission charges of the above WR system strengthening scheme as one of

the beneficiary of WR grid corresponding to 1200 MW as per CERC norms.

7.2 In accordance with CERC order dated 7th May 2008, the scheduling, monitoring

etc. in respect of this project will be done by WRLDC and Weekly UI bill in respect of

this project will be issued by WRPC secretariat. WRLDC agreed to the same. PGCIL

representative agreed to furnish the status of implementation of system strengthening

scheme separately.

ITEM NO. 8: LTOA OF M/S ADANI POWER LTD., MUNDRA (8X330 MW)

8.1 Superintending Engineer (Comml.), WRPC stated that Long Term Open Access for

transfer of 200 MW power to WR grid from proposed 2640 MW generation project at

Mundra (8x330 MW) by M/s Adani Power Ltd.(APL) has been granted by the CTU in the

meeting of WR constituents regarding LTOA held on 30.07.2007 at Indore. The point of

injection would be at nearest ISTS interconnection i.e. Dehgam S/s of PGCIL. The following

system strengthening scheme has been agreed:

(i) Mundra APL – Dehgam 400 kV D/c including 2 Nos. 400 kV bay extension at Dehgam S/s with suitable degree of series compensation (at Mundra APL end/any point along the line)

Being a part of dedicated transmission system for Mundra TPS, it shall be built, owned, operated and maintained by M/s Adani Power Ltd.

(ii) Mundra APL – Varsana 400 kV S/c (iii) Mundra APL – Zerda 400 kV 2xD/c (Quad) (iv) LILO of one circuit of 400 kV Mundra APL – Hadala

D/c at Varsana (v) LILO of 220 kV Nanikhakhar – Shivlakha D/c at

Varsana (vi) LILO of one ckt of 220 kV Nanikhakhar – Varsana D/c

lines at Kukma (vii) 220 kV Mundra APL – Varsana D/c lines (viii) 220 kV Varsana - Morbi D/c lines (ix) 400/220 kV, 2x315 MVA ICT at Varsana (x) 220/66 kV, 2x100 MVA ICT at Varsana

Transmission system at (ii) to (xii) would be implemented by GETCO.

(xi) Provision of six nos of 220 kV line (feeder) bays at Mundra APL generation switchyard (2 each for Nanikhakhar, Kukma and Varsana)

(xii) Provision of bay for 400/220 kV, 1x315 MVA transformer at generation switchyard.

As decided in the LTOA meeting, the actual date of commencement of above open access

shall be on commissioning of above transmission system strengthening schemes as well as

availability of transmission system of various generation projects viz. Sipat-I & II, Sipat-II

supplementary schemes, Kahalgaon-II and WRSS-I. M/s APL shall sign the BPTA with

POWERGRID for sharing of WR transmission charges corresponding to power transfer of

200 MW. Interstate transfer of power more than 200 MW shall be through short-term open

access mechanism only.

8.2 In accordance with CERC order dated 7th May 2008, M/s APL, Mundra 8x330

MW (2640 MW) project falls under the control area of SLDC, Gujarat. Accordingly,

SLDC, GETCO will be responsible for its scheduling, monitoring, issuing of UI

accounts, etc. as given at Item 2.1 (e) above. Representative of GETCO agreed to the

same.

ITEM NO. 9: LTOA OF EMCO ENERGY LTD. – 520 MW WARORA (2x135 MW + 1x250 MW) PROJECT

9.1 Superintending Engineer (Comml.), WRPC stated that Long Term Open Access for

transfer of 520 MW power to WR grid from proposed generation project at Warora (2x135

MW+1x250 MW), Distt. Chandrapur in Maharashtra by M/s EMCO Energy Ltd. has been

granted by CTU in the meeting of WR constituents regarding LTOA held on 30.07.2007 at

Indore. As per the information furnished by M/s EMCO, generating units are expected to be

commissioned between Feb. to Dec. 2010. The point of injection would be at nearest ISTS

interconnection i.e. Bhadravati S/s of PGCIL. The following system strengthening scheme

has been agreed:

System strengthening scheme To be executed by (i) EMCO generation project – Bhadravati 400

kV D/c alongwith 2 Nos 400 kV bay extension at Bhadravati S/s

This transmission lines, being a part of dedicated system shall be built, owned, operated and maintained by M/s EMCO Energy Ltd.

As decided in the LTOA meeting, the actual date of commencement of above open access of

520 MW power shall be on commissioning of transmission system as above as well as

WRSS-II transmission system. M/s EMCO shall apply for STOA for transfer of power till

transmission systems identified above alongwith WRSS-II are commissioned. M/s APL shall

sign the BPTA with POWERGRID for sharing of WR transmission charges corresponding to

520 MW capacity. However, during the intervening period power transfer may be affected

through short- term open access basis, depending on the availability of transmission corridor.

9.2 In accordance with CERC order dated 7th May 2008, SLDC, MSETCL will be

responsible for monitoring, scheduling, issuing of UI accounts, etc. as given at Item

2.1(e) above.

Chief Engineer, SLDC, MSETCL stated that with the connectivity of this project

directly with the CTU network, specification of SEMs provided on line by CTU will be

different than that at generator end. Further, regional accounting is done at the feeder

(line) level whereas as per MSERC orders it is to be done at GT terminals. In this

context, GM, WRLDC stated that in case of confusion over which of the SEMs to be

considered for energy accounting, higher class of SEMs should be taken into

consideration. Chief Engineer, SLDC, MSETCL stated that they will study the matter

and revert back.

ITEM NO. 10: LTOA OF DHEERU (2X300 MW) POWER PROJECT AT CHURRI,

DISTT.-KORBA, CHHATTISGARH

PGCIL, CC Engineer representative stated that LTOA in respect of this project has not yet

been granted. As such this item was not discussed.

ITEM NO. 11: LTOA OF ARYAN COAL BENEFICIARIES LTD. (2X125 MW) POJECT AT CHAKABURA, CHHATTISGARH

PGCIL, CC Engineer representative stated that LTOA in respect of this project has not yet

been granted. As such this item was not discussed.

ITEM NO.12: LTOA OF Korba-III (500 MW) NTPC LTD., KORBA, CHHATTISGARH

12.1 Superintending Engineer (Comml), WRPC stated that Long Term Open Access for

proposed expansion project Korba-III (500 MW) at Korba in Chhattisgarh has been granted

to NTPC Ltd. by CTU in the meeting of WR constituents regarding LTOA held on

23.02.2007 at Mumbai. This project is being developed by NTPC Ltd. as merchant power

plant. The point of injection would be 400 kV bus at Korba STPS. The transmission

strengthening scheme required was discuss in LTOA meeting held on 23.02.2007 and in 27th

meeting of Standing Committee on Power System Planning in WR held on 30th July 2007. In

the LTOA meeting held on 23.02.2007, it was envisaged to connect the Korba STPS

switchyard to proposed 765/400 kV WR pooling station near Sipat. However, in view of

likely mismatch between commissioning scheduled of Korba-III and the pooling station, the

scheme was reviewed in the 27th Standing Committee Meeting and it was agreed to plan

Korba III STPS switchyard – Raipur 400 kV D/C line as transmission strengthening scheme.

As decided in the LTOA meeting, the actual date of commencement of above open access is

from the date of commissioning of above system strengthening scheme as well as availability

of transmission system of various generation projects viz. Vindhyachal-III, Sipat-I & II and

Sipat –II supplementary schemes, Barh and other Western Region system strengthening

schemes by that time frame. NTPC shall sign BPTA with PGCIL for sharing of WR

transmission charges corresponding to entire 500 MW generation capacity before

commencement of LTOA. NTPC may have to apply for short term open access till the time

transmission system planned for Korba-III is completed.

12.2 As the project is developed as Merchant power plant would be injecting power

at 400 kV bus at Korba STPS and NTPC Korba STPS is presently being scheduled by

WRLDC, it would be appropriate that WRLDC should carry out scheduling etc. in

respect of Korba –III (500 MW) generating unit. The same was agreed. PGCIL agreed

to intimate the status of implementation of system strengthening scheme separately.

ITEM NO. 13: LTOA OF ESSAR POWER LTD., 1400 MW PROJECT AT HAZIRA, GUJARAT

13.1 Superintending Engineer (Comml.), WRPC stated that Long Term Open Access for

transferring of 1400 MW from proposed 1438 MW CCPP at Hazira, Gujarat of ESSAR

Power Ltd. to various beneficiaries in WR and NR has been granted by CTU in the meeting

of WR constituents regarding LTOA held on 30.09.2006 at New Delhi. The following

transmission strengthening scheme have been agreed:

(i) 400 kV Hazira-Vapi D/c(quad) line It is the direct evacuation line and shall be built, owned, operated and maintained by Essar Power Ltd.

(ii) Vapi-Navi Mumbai 400 kV D/c (i) LILO of Kharghar / Pune-Kalwa 400 kV line at

Navi Mumbai (ii) Establishment of 400/220kV 3x315 MVA GIS

substation at Navi Mumbai (iii) Installation of 3rd 1x315 MVA 400 / 220 kV

transformer each at Vapi and Boisar along with associated 220 kV line bays.

The transmission elements indicated at (ii) to (v) shall be implemented by PGCIL as independent system strengthening scheme.

As decided in the LTOA meeting, the actual date of commencement of above open access is

from the date of commissioning of above identified system strengthening scheme including

400 kV Hazira-Vapi D/c line as well as availability of transmission system of various

generation projects viz. Vindhyachal-III, Sipat-I & II, Kahalgaon-II Ph-I and Sipat-II

supplementary Tr. Schemes. M/s. Essar Power Ltd. shall sign BPTA with PGCIL for sharing

of CTU transmission charges of the respective region/ inter regional link transmission

charges corresponding to allocation of power before commencement of long term open

access.

13.2 In accordance with CERC order dated 7th May 2008, the project falls under the

control area of RLDC. As such WRLDC will be responsible for scheduling etc. Weekly

UI bill will be issued by WRPC secretariat. Committee agreed to the same. PGCIL

agreed to intimate the status of implementation of system strengthening scheme, as

agreed as part of LTOA separately.

ITEM NO.14: LTOA OF IFFCO CHHATTISGARH POWER LTD. 1000 MW PROJECT

Superintending Engineer (Comml), WRPC stated that Long Term Open Access for proposed

1000 MW power project by M/s IFFCO Chhattisgarh Power Ltd. (ICPL) at Premnagar Block,

Distt. Sarguja in Chhattisgarh was discussed by CTU in the meeting of WR constituents

regarding LTOA held on 23.02.2007 at Mumbai and 30.07.2007 at Indore. It was agreed that

power from the above project in Chhattisgarh shall not be injected into ISTS of PGCIL. In

view of above LTOA in ISTS is not applicable. Accordingly, SLDC, CSEB will be

responsible for coordination, scheduling etc. of the above project. Committee noted the same

ITEM NO.15: ALLOCATION OF UNALLOCATED POWER OF RGPPL & ITS SCHEDULING ETC.

15.1 Superintending Engineer (Comml.), WRPC stated that 5% unallocated power of

RGPPL has been allotted by MoP (vide O.M. No.3/2/2008 dated 24.01.2008) to Chattisgarh,

Gujarat, Goa and Daman & Diu and Dadara Nagar Haveli (1% each). Accordingly in the 49th

Meeting of Commercial Committee held on 17.03.2008, RGPPL were requested to take up

the matter with CTU for obtaining Long Term Open Access and also with concerned state

utilities for evacuation of power through intervening systems. RGPPL was also requested to

furnish the information sought by the state utilities and take up the matter with them for

signing of agreements and obtaining requisite LC as directed by Ministry of Power. RGPPL

agreed to do the needful. He further stated that Development Commissioner/Secretary

(Power), UT of DD & DNH, vide letter dated 21st July 2008 addressed to WRPC with copy

to Managing Director, RGPPL, requested to intervene in the matter so that early scheduling

power from RGPLL can be made to them. However, MD, RGPPL vide his 23rd July 2008

intimated that matter for 5% balance power with the beneficiary states was discussed by

RGPPL Board in its meeting held on 26th June 2008 and 21st July 2008 and their Board

decided that allocation of 1% power may be deferred till such time the viability of the project,

is established and power generation from RGPPL improves. There was also a communication

from RGPPL in response to matter taken up by Goa, intimating that RGPPL shall supply

power on ex-bus basis to the beneficiaries state / customers and the beneficiaries outside the

state of Maharashtra will make necessary arrangements on their own for wheeling of power

ex- bus through STU or CTU transmission system as the case may be.

S.E.(Comml), WRPC further stated that both Block –II and III have already been declared

commercial by RGPPL in Sept 07 and Nov. 07 respectively.

In this context, representative of RGPPL stated that they have addressed matter to MoP

requesting that allocation of 5% power may be deferred till such time the viability of the

project, is established and power generation from RGPPL improves. .

15.2 Superintending Engineer (Comml.), WRPC stated that all blocks at RGPPL

have been commissioned and scheduling of generating units has not yet started.

Considering that only 5% of the capacity of the station has been allocated to the States

out side Maharashtra and CERC order dated 7th May 2008, in the matter of clarity

regarding control areas and demarcation of scheduling between RLDCs and SLDCs,

the RGPPL project will fall under the control area of SLDC, Maharashtra.

Accordingly, SLDC, MSETCL will be responsible for its scheduling, monitoring, issuing

of UI accounts, etc. as given at Item 2.1 (e) above. SLDC, MSETCL will furnish 15-

minute time block energy schedule to the other concerned beneficiaries of WR to

WRLDC for calculation of drawl schedules. SLDC, MSETCL agreed to the same.

ITEM NO. 16: LONG TERM RLNG TIE-UP FOR KAWAS GANDHAR GPP

General Manager (Comml.), NTPC, stated that NTPC are in the process of discussion with

Gas suppliers and transporters for supply of RLNG on long-term basis for Kawas (approx.3.1

MCMD) and Gandhar (approx.0.9 MCMD) for the period October 2008 to March 2010. To

enable such tie up, one of the conditions of gas suppliers are to accept “Take or Pay” clause

in line with their standard format /applicable contract. NTPC sought consent of beneficiaries

to agree for “Take or Pay” condition, the implication of which if arises shall be pass through

in the fuel charges.

The constituents of WR while agreeing to incorporation of “Take or Pay” in the ensuing

agreement between gas suppliers and NTPC for long term supplies, they unanimously

requested NTPC that the final agreement before signing may please be shown to the

beneficiaries of WR. NTPC agreed to the same.

ITEM No. 17: PAYMENTS OF UI AND REACTIVE ENERGY CHARGES

17.1 As per the information received from WRLDC, the status of payment to UI pool

account and Reactive Energy Pool account as on 8th Aug. 2008 i.e upto week 21.07.08 to

27.07.08 of the current financial year is given below: -

18.1 NTPC, vide the letter dated 19.06.2008, have intimated the commercial operation of

500 MW unit No. I of Sipat Thermal power project, Stage-II with effect from 00 hours of

20.06.2008. Further, NTPC Ltd. letter No.01:CD:432-II dated 31.07.2008 informed the

declaration of commercial operation of 500 MW Unit#1 of Stage-II of Kahalgaon STPP

w.e.f. 00:00 hours of 01.08.2008

18.2 PGCIL have intimated that the following transmission elements have been declared

under commercial operation. Accordingly, transmission charges would be payable w.e.f. the

date of commercial operation :

ITEM No.19: DIFFERENCE IN RECORDING OF ENERGY RECORDED BY SEMs PROVIDED BY PGCIL AND BACK UP SEMs INSTALLED BY SSNNL AT SSP

Superintending Engineer (Comml.), WRPC stated that communication has been received

from NCA intimating that differences varying from 0.42 to 1% has been observed in the

energy units recorded by the SEMs provided by PGCIL and the corresponding energy

recorded by SEMs provided by SSNNL as a back up during months of March, 2008 to June,

2008. WRPC Secretariat accordingly requested PGCIL to look into the matter and examine

the same.

In this context, WRLDC requested NCA to check the 15-minute block wise energy metered

data that recorded in SEM provided by PGCIL as well as by SSNL connected in parallel at

same locations for a week time. The results of the same may to be furnished to

WRLDC/WRPC for further examination. NCA agreed for the same.

ITEM No.20: THE PAYMENT OF TRANSMISSION CHARGES TOWARDS WHEELING C’SECTOR POWER TO GOA AND DD & DNH THROUGH INTERVENING STATE TRANSMISSION SYSTEM.

20.1 Superintending Engineer (Comml.), WRPC stated that MSETCL vide letter

No.MSETCL/CO/STO/RC-Goa Wheeling/286 dated 21.07.08 have intimated that due to non

passing of credit to MSEDCL by PGCIL from the month of May, 2008 towards wheeling

charges (for wheeling of central sector power to Goa through MSETCL transmission

network), MSEDCL expressed their inability to make payment to MSETCL until they

receive credit for the same from PGCIL. Further, M.P. Power Trading Co.Ltd., vide letter

No.05-01/1793 dated 21.07.08 has pointed out that after the commissioning of 220 kV Vapi-

Magarvada and 220 kV Vapi-Kharadpada D/c lines, only 66 kV lines are being utilized for

transfer of central sector power to DD and DNH. In view of this, M.P. Power Trading Co.

Ltd. requested PGCIL to review the billing of transmission charges. In this context, AGM

(Comml), WRTS-I, PGCIL vide letter No.WRTS/Comml/NGP/1100-2079 dated 24.07.2008

has requested to deliberate the matter in CCM.

20.2 GUVNL representative also pointed out that PGCIL has stopped giving credit to

GUVNL in the monthly invoice for wheeling charges towards wheeling of Central Sector

power of DD & DNH through GETCO network. He further stated that GETCO has filed

petition for fixation and adjudication on the transmission charges of GETCO transmission

system used for the transmission of power to UTs of DD & DNH before Hon’ble CERC. He

therefore requested that till the Petition is decided by the CERC, status quo shall be

maintained and earlier arrangement in respect of wheeling charges should continue.

20.3 In the above context, S.E. (Comml.), WRPC reiterated that as agreed in 127th WRE

Board meeting, the existing i.e. old rate for wheeling charges will be made applicable till

such time appropriate commission decides the same. He requested that as the matter is under

CERC, wheeling charges as per old WREB method reflected in REA, as requested by

GUVNL may please be continued.

20.4 Addl. GM (Comml.), WRTS-I stated that the credit in respect of wheeling charges

was not given due to less receipt payment of transmission charges from MPPTCL. He stated

that the credit for wheeling charges has since been given. He requested the concerned

beneficiary to make payment towards transmission to enable them to give the credit towards

wheeling charges to GUVNL and MSEDCL.

Member Secretary, WRPC requested MPPTCL to make timely payment so as to avoid

hardship to others. He also requested PGCIL to continue the billing and give credit in

respect of wheeling charges as per REAs issued by WRPC secretariat. PGCIL agreed to

the same.

ITEM No.21: METERING & ENERGY ACCOUNTING ARRANGEMENT FOR NTPC SIPAT

NTPC representative stated that 1st unit of 500 MW of Sipat STPP is under commercial

operation from 20th June 2008 and the other four units are under different stages of erection

and commissioning. At present Unit-IV, which is under commercial operation, is generating

firm power whereas the drawal of power by other units is the commissioning power. He

further stated that since treatment of firm, infirm and commissioning power in tariff is

different, the same needs to be accounted separately. As such, NTPC requested to provide

SEMs on HV side of Station auxiliary transformer (5 Nos.) and suggested a metering and

energy accounting scheme, which is enclosed at Annexute-21. Further, as and when units

become commercial, the SEM provided at HV side of the concerned Station auxiliary

transformer of that generating unit will be withdrawn.

The Committee discussed the matter and agreed to the request of NTPC. S.E. (Comml.),

WRPC suggested that these SEMs may be provided from the existing spares available

with PGCIL. WRLDC also concurred with this arrangement.

ITEM NO. 22: ANY OTHER ITEM 22.1 STATUS OF WR SYSTEM STRENGTHENING SCHEME

Member Secretary, WRPC stated that as decided in various meetings of Long Term Open

Access, number of system strengthening has been agreed while granting LTOA to various

IPPs. In this context, M.S., WRPC requested PGCIL to consolidate the status of system

strengthening transmission schemes so planned to be executed by PGCIL present status

about its implementation etc. and furnish the same. In case any approval from

Standing Committee / WRPC is required; PGCIL may accordingly take up the matter.

The Status of various system strengthening schemes identified as a part of LTOA

applications, furnished by Dy. General manager (Engg.), PGCIL vide letter dated 18th

August 2008 is enclosed at Annexure-22.1 for information.

22.2 SCHEDULING OF UNREQUISITIONED POWER FROM NTPC STATIONS IN WR TO OTHER REGION

NTPC stated that RLNG for their gas based station are being tied up considering the

anticipated requirement of power from their gas based stations. However, due to frequent

downward revision of schedules by WR beneficiaries from these stations, RLNG that is

meant for NTPC stations has been diverted to other utilities on number of occasions and

when actual requirement of power is there, the suppliers are not in a position to supply

RLNG. Due to this NTPC is facing operational difficulties and at times it becomes difficult to

operate units even at technical minimum level due to non-availability of RLNG.

In order to overcome this problem, NTPC suggested that the un-requisitioned power form

these stations may be allowed to be scheduled to the constituents of other regions at only

variable charges to enable to operate generating units fully thereby diversion of RLNG could

be minimized.

In this context, Member Secretary, WRPC stated that at present scheduling/utilization

of un-requisitioned power etc. from NTPC stations is being done in accordance with the

procedures already approved by WRE Board/WRPC. He requested NTPC to put up

this issue as an agenda item for discussion in WRPC meeting.

ITEM No.22.3: CERTIFICATION OF TRANSMISSION CHARGES THROUGH REA ISSUED BY WRPC

GUVNL representative stated that PGCIL are raising monthly invoices for claming the

transmission charges to be recovered from GUVNL. The sharing percentage used for

claiming the transmission charges in certain months is different than the percentage shown

on page no. A-4 of the REA issued by WRPC.

In this context, S.E. (Comml.), WRPC stated that M/s Jindal Power Ltd. vide letter dated

5th Aug. 08 pointed out that the % Transmission charges for which WRTS-I, PGCIL raised

the bill on them for the month of April 2008, May 2008 and June 2008 is different and is not

in accordance with monthly REAs issued by WRPC secretariat. He further stated as per the

provision under the BPTA signed by PGCIL with beneficiaries of WR, PGCIL has to raise

monthly transmission charges bill on the basis of the REA issued by WREB/WRPC.

This matter was discussed in detail. PGCIL CC representative stated that the %

sharing of transmission charges indicated in the aforesaid REAs issued by WRPC

secretariat are in order. WRTS-I, PGCIL agreed to revise the bill for the aforesaid

month as per REAs. It was also unanimously stressed that PGCIL should raise bill on

the basis of REAs issued by WRPC secretariat.

ITEM No.22.4 CHANGING THE METERING POINT FOR DRAWAL OF DD & DNH THROUGH GETCO NETWORK FROM THE RECIVING END S/S OF DD & DNH TO SENDING END S/S OF GETCO

GUVNL representative stated that since the control area of GETCO is applicable to the

sending end sub-station of GETCO and the transmission losses determined by GERC for the

GETCO network are till the periphery of GETCO network, the actual drawal of DD and

DNH through GETCO network is required to be worked out for UI and REA purpose on the

basis of energy recorded by SEMs provided at the sending end sub-stations of GETCO.

In this context, S.E.(Comml.), WRPC stated that the issue raised by GUVNL need to be

examined before offering any comments or further deliberation.

ITEM No.22.5: NON-CREDIT OF DIFFERENTIAL AMOUNT BY PGCIL ARISING

ON ACCOUNT OF VARIOUS ORDERS OF CERC REGARDING REVISION OF TARIFF OF TRANSMISSION ELEMENTS

GUVNL representative stated that Hon’ble CERC through various orders has revised the

transmission tariff for various elements of transmission, which has resulted in reduction in

tariff. As such PGCIL is required to pass on corresponding credit to the beneficiaries of WR.

The following tariff orders of CERC are resulting in refund to the beneficiaries:

(a) CERC order dated 29.04.08 in petition No. 69 of 2004 for 220 kV Korba-Buddhipadar Ckt-III.

(b) CERC order dated 29.04.08 in petition No. 72 of 2004 for Vindhyachal transmission system.

(c) CERC order dated 29.04.08 in petition No. 73 of 2004 for Vindhyachal –II transmission system.

(d) CERC order dated 29.04.08 in petition No. 116 of 2004 for 50 MVAR reactor at Chandrapur sub-station.

In this context, PGCIL representative agreed to do the needful.

Item No-13 LTOA for Essar Power Ltd (Hazira) (NTPC)

A. M/s Essar Power Ltd applied for LTOA for transfer of 1400 MW power from

their Hazira generation project (1400 MW) in Gujarat to beneficiaries in WR/NR The application was discussed in the Wr constituents meeting held on 30.09.2006

B. Subsequently, M/s Essar Power Ltd requested to keep their LTOA application in abeyance due to the delay in tie up fuel supply agreement. Further, response from M/s Essar is awaited.

Note: While providing LTOA to various applicants, it was decided that in case of

requirement of power transfer beyond the approved quantum of power noticed during operation in future for substantial period, the quantum of power transfer shall be reviewed and to be amended accordingly.
