In connection with the bidding conducted last December 23, 2011 of the 1) SUPPLY & DELIVERY OF 10.32M2 P16-VIRTUAL E-SERIES FULL COLOR LED DISPLAY, AND VIDEO PROCESSOR, CMO CALBAYOG CITY, please find hereunder the evaluation report of Technical Working Group (TWG).

The undersigned, member of Technical Working Group has thoroughly evaluated the Legal, Technical, and Financial documents submitted by WEXFORD INTERNATIONAL SALES, INC., which submitted in time their bid documents to participate in the public bidding scheduled on December 23, 2011 of proposed various projects of the Local Government of Calbayog City.

WEXFORD INTERNATIONAL SALES, INC., submitted their; Securities and Exchange Commission (SEC) Registration Certificate (SEC Registration No. A200118985) which was approved on December 20, 2001; Business Permit (Business Permit No.2011-19045) issued on Jan 20, 2011 by the Municipal Mayor of the Municipality of Cainta, Province of Rizal is valid until December 31, 2011; Statement of all on-going and completed government and private contracts exhibiting six (6) completed contracts; registration in Philippine Government Electronic Procurement System (PhilGEPS).

The Audited Financial Statement showing the prospective total current assets and liabilities, stamped received by the BIR submitted by the contractor is for the year ended December 31, 2010. Based on the submitted Net Financial Contracting Capacity (NFCC), the bidders fiscal capability is sufficient to complete the contract if awarded.

Founded on the lists of completed projects and or contracts submitted WEXFORD INTERNATIONAL SALES, INC., it is evident that they implemented and completed projects and or contracts which are similar in nature with the proposed project subject for bidding.

All the documents submitted by the contractor were thoroughly reviewed, examined, and properly evaluated, and found to be complying.

1. Supply & Delivery of 10.32M2 P16-Virtual E-Series Full Color LED Display, and Video Processor, City Mayors Office Calbayog City a. Bid Securities submitted by WEXFORD INTERNATIONAL SALES, INC., is in the form of Surety Bond in the amount of Php 51,000.00 issued by Bank of the Philippine Islands and a cash bond in the amount of Php 2,000.00. Bid Security submitted is sufficient.b. The TWG conducted a detailed evaluation of the financial components submitted by the bidder and found to be complying.

c. The ABC for this project is Php 2,600,000.00d. WEXFORD INTERNATIONAL SALES, INC., submitted a bid price of Php 2,557,106.59.e. The bid proposal was responsive.

f. WEXFORD INTERNATIONAL SALES, INC., is the only bidder.In view of the aforementioned, I respectfully recommend that the WEXFORD INTERNATIONAL SALES, INC., with the only responsive bid be considered as the winning bidder. I also recommend the physical inspection of the contact subject (10.32M2 P16-VIRTUAL E-SERIES FULL COLOR LED DISPLAY, AND VIDEO PROCESSOR) be conducted by the Management Information System Division (MISD) to validate specification.ENGR.
