    Background of the Study

    The Promulgation of the code of sanitation on December 23, 197 by the latePresident !erdinand "# $arcos is a signi%cant landmark in the history of our

    country&s health and sanitation e'orts# This code on Sanitation has for its ultimate

    ob(ecti)e the im*ro)ement of the +ay of the !ili*inos by directing *ublic health

    ser)ices to+ards the *rotection *romotion of the health of the *eo*le#

    Public health la+s and regulations on sanitation in the Phili**ines need to be

    scattered in numerous )olumes of our statute books# -learly, there +as a

    com*elling need to com*ile all e.isting *ublic health la+s and to u*date them truly

    res*onsi)e to the *resent day needs of the nation#

    The ne+ code on Sanitation ushers in a ne+ era for *ublic health in thePhili**ines +ere *roblems of confusion and misinformation or +orse still, the lack of

    it s+e*t a+ay# $odern and u*dated code co)ered all *resent day business

    enter*rises and establishments# /t is ho*ed the com*liance by those concerned and

    enforcement by health o0cers +ill become so much easier +ith its *ublication,

    Through Presidential Decree no# 4 code of Sanitation +hereas, the health of

    the *eo*le being of *aramount im*ortance, all e'orts of the *ublic ser)ices should

    be directed to+ards the *rotection and *romotion of health#

    The treatment of +ater to render it safe for drinking and disinfection of

    contaminated +ater sources together +ith their distribution system shall be in

    accordance +ith the *rocedures *rescribed by the De*artment#

    SEC. 11. Typesof Water Examinations required8 The follo+ing e.aminations

    are re;uired for drinking +ater0cer to cause an ins*ection and e)aluation of

    e)ery food establishment re;uiring a *ermit for its o*erations, at least e)ery si.

    *roduction of milk, or feed them un+holesome food +hich *roduces

    im*ure or un+holesome milk#

    2# o animals used for the *roduction of milk shall be allo+ed to gra@e onland +hich has been contaminated by radioacti)ity#

    3# o dairy shall sell un+holesome milk that has not been *re)iously

    *asteuri@ed or other+ise sterili@ed#

    d# /ce Plants

    1# >nly *otable +ater shall be used in the manufacture of ice#2# /n storing and trans*orting ice intended for *ublic consum*tion,

    *recautionary measures shall be taken to *rotect the ice from sources of

    contamination#

    e# ?mbulant !ood )endors

    1# These )endors shall sell only bottled food drinks, biscuits and

    confectioneries#2# /t is *rohibited for food )endors to sell food that re;uires the use of

    utensils#

    secretary or his duly authori@ed re*resentati)es and in *laces duly

    con%scated and destroyed by the local health authority#g# !ish $arketing ?reas
