Masking Orders
PA Department of Health Universal Masking Order applies to all K-12 students while at school with the following exceptions: • Eating or drinking when spaced at least 6 feet apart; • Seated at desks or assigned workspaces at least 6 feet
apart;• Engaged in any activity at least 6 feet apart (e.g., face
covering breaks, recess, etc.); • When wearing a face covering creates an unsafe
condition in which to operate equipment or execute a task.
BWSD Mask Expectations
BWSD will adhere to the DOH Universal Mask Order for all K-12 students and BWSD faculty and staff.
• Masks are a supplement, not a substitute, for other preventive measures (social distancing, staying home when sick, frequent handwashing, etc)
• Masks prevent the spread of germs by containing coughs and sneezes; keeps others safe
• Wearing a mask adds another layer of protection when considering potential “close contact” or exposure
Mask Guidelines for BWSD Students
• Students will be required to provide their own mask which covers their nose and mouth
• Acceptable Examples: Cloth face coverings, cloth masks, surgical masks, plastic face shields
• We recommend keeping an extra mask at school• A mask will be provided if student forgets or loses one
• Currently, CDC recommends cloth masks that:• Fit snugly but comfortable against the side of the face• Are secured with ties or ear loops• Include multiple layers of fabric• Allow for breathing without restriction • Can be laundered/machine dried without damage or
change to shape
PPE Guidelines for BW Students
• Wearing a mask is part of the District’s Health and Safety Plan and aligns with District Policy #218
• Students who fail to wear masks will be in violation of Policy #218
• Persistent or willful violation of Policy #218 may result in a student's removal from the hybrid program and automatic enrollment into the virtual program
• Exemptions to wearing a mask must be approved by the Director of Pupil Services which must include a recent exemption certified by a medical professional
• Students who are medically fragile and require additional PPE at school will have updated IEP/504/IHPs to identify supplies needed and where they will be stored at school.
Symptom/Exposure Screening
• PA Dept of Health is NOT recommending mass temperature checks in schools.
• Parents/guardians will complete daily health check with student prior to leaving the house for school.
• Medically fragile and high-risk students will have a symptom screening completed at school as needed in addition to home screening unless opted out by parent/guardian
*Exposure: An individual is considered to be exposed to a person with confirmed or presumed positive COVID-19 if there was close contact (within 6 feet) for longer than 15 minutes, irrespective of use of PPE, within 2 days of positive test collection or symptom onset. Symptom/Exposure* Screening

Instructional Models
Instructional Model Overview
The 2020-2021 school year will begin with a single planned instructional model that will feature multiple options for parents and their children. Our faculty has been working all summer to “digitize” their curriculum and instructional program utilizing a platform called Canvas Learning Management System. Students will access their learning in one of two ways – the Hybrid Learning Model or the Remote Learning Model. A full time, in person learning model is not available at this time, although as conditions improve we will reevaluate our plans.
The philosophical design element of the BWSD program is that the curriculum, teacher, and activities within each option remains the same. The only difference in the program is how the children will access the classroom – either in-person or remotely.
Hybrid Learning
Students will be assigned to one of two groups.
Group 1: report to the school buildings on Monday and Tuesday
Group 2: will report to school buildings Thursday and Friday.
All students in the hybrid model will engage remotely on the
other 3 days of the week.

The BWSD recognizes that there are families that will choose to not have their children physically participate in school within our facilities until a vaccine is developed or conditions improve.
We also recognize that we must have a model in place that can accommodate interruptions of the Hybrid Learning Model due to virus exposure by staff and/or students.
The Remote Learning Model has been designed to meet those needs in a seamless manner.
Remote Learning
● Children are assigned to a BWSD homeroom/class with a District faculty member and their peers, just as if they were physically in the school building.
● Students maintain the learning relationship with a BWSD teacher, and have
access BWSD curriculum and instruction. ● Students will be assigned a Chromebook for use at school and home.
● Seniors will earn a Baldwin High School Diploma
● Faculty will continue to deliver their lessons via the Canvas Learning Management System utilizing live and recorded instruction as well as planned
activities.
● Materials needed for completion of lessons, projects, etc. will be available just as
if children were in school.
● Internet access will be necessary to participate in the remote learning option.
Kindergarten
For the 2020-2021 school year, the parents of incoming Kindergarten children must also choose between the Hybrid or Remote Leaning Models.
Kindergarten Hybrid Learning Model:
• In person on Monday, Tuesday, Thursday and Friday on a half (½) day schedule

● All students will be assigned either to the morning or afternoon session.
● Parents selecting the Remote Learning Model option will have their children participate in the learning activities remotely, either synchronously or using recorded instruction and activities.
● Transportation will be provided to and from school for students in the Hybrid Learning Model.
● For the Remote Learning Model, students will be able to access the program Kindergarten students will be provided a Chromebook to use in school and at home when necessary.

School Calendar
Children that are physically coming back into school will experience an environment that is very different than the one we all left on March 13th.
The work we have engaged in for years to personalize spaces, add flexible seating and rethink how instruction is delivered has changed. We also know that remote learning through a hybrid model or full remote setting will be challenging.
While the first day of school for all students will continue to be Thursday, September 3, 2020, how we spend the first few days
with children will change.
First Week of School

Will be full remote days for all children, regardless of instructional model has been chosen.
• These days will be filled with orientation programs, transition activities, tutorials on how to use the learning system, health and hygiene in a school system, and distribution of materials and devices. While much of the time is being planned as remote activities, coming to the building may also be necessary.

current IEP, these students require substantial modifications of the general education
curriculum as well as instruction.

and its impact on the student’s progress in the general education environment and
curriculum.
Highlander Days
For the 1st nine weeks, invited students will have the opportunity to attend weekly Highlander Days from September 16th - November 4th. Based on data collected during the 1st nine weeks, the student may continue to qualify for future nine week Highlander Sessions. Parents/guardians will be notified via invitation prior to the start of the 2nd nine weeks in regard to the 2nd session.
Highlander Days will occur every Wednesday (9/16 through 11/4), in your student's assigned school building, unless otherwise noted in the district calendar. Each day will include two, one hour intervention/enrichment blocks that will run for the 1st two hours of the student's designated school day. Transportation will be provided by the district, if needed.
Highlander Days: IEP
For students with a current IEP, Highlander Days will consist of individual and small group instruction focusing on recoupment and retention of skills related to their individualized IEP goals. This instruction may include direct service time with a special education teacher, related service provider, or regular education teacher depending on the skills being addressed. Each student's schedule on Wednesday mornings will be individualized based upon these factors.
Qualifying for school age special education services and supports is a two prong approach, meeting the criteria for a disability classification and that classification must impact the student's progress in the general education classroom and curriculum. For example, if a student has speech and language goals as a part of their IEP, it does not mean their time spent on Wednesday mornings would be a two hour speech session. However, their morning may include time with their homeroom teacher engaging in a specialized ELA intervention and instruction as the student's language disability directly impacts their progress in reading.
For students with a current GIEP, Highlander Days will consist of individual and
small group instruction focusing on enrichment of skills related to students’
individualized GIEP goals. This instruction may include direct time with a gifted
education teacher or regular education teacher depending on the skills being
addressed. Each student's schedule on Wednesday mornings will be
individualized based upon these factors. For example, the student's morning
may include time with their homeroom teacher engaging in ELA enrichment
based on a current classroom assignment or, if appropriate, participation an
extension activity assigned by the gifted education teacher.
Highlander Days: GIEP
Highlander Days: Level 1 & 2 ESL
For students receiving English as a Second Language instruction (Level 1 and 2),
Highlander Days will consist of individual and small group instruction focusing on
language instruction and its impact on the student’s progress in the general
education environment and curriculum. This instruction may be provided by an
ESL teacher or regular education teacher depending on the student’s identified
needs. Each student's schedule on Wednesday mornings will be individualized
based upon these factors. For example, the student's morning may include time
with their ELA teacher focusing on grade level content or working in a small group
with their ESL teacher participating in direct language instruction.
Mental Health and Social Emotional Learning
Available For Students
• Tiered interventions for mental health via BWSD faculty, Allegheny Health Network, and School Based Mental Health both in-person and virtually
• Continuation of established SEL curriculum K-6 and Chill Project 7-12
• Welcome committees to make returning to school more inviting and aid in reducing anxiety ie. positive posters, messages on lockers, throughout the schools
• Virtual orientations• Student Assistance Program (SAP) Meetings, K-12 with particular
focus on COVID impacts for students

Dedicated focus and attention has been paid to safely maintain appropriate distances in all areas of the building. This includes consideration of those times when maintaining 6ft is not possible and how BWSD plans to keep staff and students safe in the process.

• Meetings- held within the social distancing guidelines if not able to be held virtually
Cafeteria Spaces
• Masks will be worn at all times when in cafeteria lines• If students cannot maintain a 6ft distance, they need
to be seated facing the same direction• Teachers will walk students into the cafeteria and
students will be seated before getting in line to prevent large groups of students
• Seating charts will be implemented by class to ensure proper spacing between students (Elementary)
• Signs will be placed on the floor reminding students to keep 6ft apart
• Alternative spaces will be explored for cafeteria settings
School Bus Expectations

School Bus Expectations
• Loading and unloading protocols will be implemented to the greatest extent possible to reduce mixing of students
• Maximum of 2 student per seat
• Siblings should be seated on the bus together
• The first rows of the bus, immediately behind the driver, will be left open

Touch Points, HVAC, and Water Fountains• All high touch points will be sanitized and disinfected regularly
• Increase ventilation in buildings by altering run times of HVAC
systems, outside air levels, and frequency of filter changes
• Water fountains will be turned off. Bottle fillers shall be installed at various locations in each building

change. All faculty restrooms will be disinfected once per hour and each faculty restroom will be supplied with a Disinfectant spray bottle for staff use.
• At HEC, MES, WES all student restrooms will be disinfected as they are used by each individual classroom. All faculty restrooms will be disinfected once per hour and each faculty restroom will be supplied with a Disinfectant spray bottle for staff use.
• After student dismissal all restrooms will be Cleaned & Disinfected.
• On Wednesday’s (Highlander Day) all restrooms will be Deep Cleaned.
Sanitizing and Disinfecting
Transportation Vehicles• Transportation personnel will be trained on the proper application of
the Sanitizer/Disinfectant to be used on the transportation vehicles• Transportation personnel will be trained on the correct use and care
of the equipment used in the Disinfection of transportation vehicles.• All Transportation vehicle high touch points will be sanitized
between runs/routes.• All Transportation vehicles will be Disinfected at the completion of
daily run/route.• All Transportation vehicles will have hand sanitizer dispensers
installed and will be equipped with spray bottles of Sanitizer and Disinfectant for high touch surfaces.
Cleaning Product Effectiveness
BWSD will use products that are on the N-list and certified by the EPA and OSHA:
• Demonstrate efficacy against SARS-CoV-2 (COVID-19);• Demonstrate efficacy against a virus that is harder to kill
than SARS-CoV-2 (COVID-19); or• Demonstrate efficacy against another type of human
coronavirus similar to SARS-CoV-2 (COVID-19).

What is “Close Contact” ?
For COVID-19, a Close Contact is defined as:
any individual who was within 6 feet of an infected
person for at least 15 minutes starting from 2 days
before illness onset (or, for asymptomatic patients, 2
days prior to positive specimen collection) until the
time the patient is isolated.
Isolation vs. Quarantine
Isolation: An individual
should isolate, if they
have COVID-19, whether
or not they have
symptoms.
Isolation separates people
who are infected with the
virus from others, even in
their home.
Quarantine: If an individual
might have been exposed to
COVID-19, they should stay home.
If an individual has Close Contact
with a positive case, they are
required to quarantine for 14 days
from the date of contact.
Quarantine keeps someone who
might have been exposed to the
virus away from others.
Response to a confirmed
or probable case
● DOH or ACHD staff will notify the school entity
immediately upon learning that an individual with a
confirmed or probable case of COVID-19 was present at
the school or a school event while infectious.
● DOH or ACHD staff will assist the schools with risk
assessment, isolation and quarantine recommendations,
and other infection control recommendations. Schools
will take every measure to maintain the confidentiality of
the affected individuals.
Protocol COVID 19 CASE
If reported directly to school by parent/guardian or Health Department:
• Notify School Nurse and/or administration
• Communicate with Allegheny Health Department (if reported by a parent/guardian)
• Internal contact trace in conjunction with Health Department liaison.
• Inform community as outlined by DOH Guidance
When can a student with a confirmed CASE return?
Individuals can be around others/return to school after:
● 10 days since symptoms first appeared
AND● 24 hours with no fever without the use of fever-reducing and
symptom reducing medications
● COVID-19 symptoms have improved (for example, cough,
shortness of breath)
● Return to school could be delayed up to 20 days for severe
cases
