After its acquisition of Heery International in1986, Balfour Beatty’s next expansion in the U.S.was in one of its core competency areas—theconstruction of roads, bridges and rail systems.In the early 1990s, Balfour Beatty assembled ateam of proven leaders to build thriving infra-structure and rail construction businesses, whichare today known as Balfour Beatty Infrastructureand Balfour Beatty Rail.

While firm leaders could have easily rested ontheir laurels, they recognized there was designand construction history still to be made on U.S.soil. of continued growth, as well as an alignment with our core values.”While foreign ownership can be a sensitive subject, Balfour

Beatty had no intention of wielding a controlling foreign arm. “Thefirms we were acquiring quite clearly knew how to operate suc-cessfully,” Tyler says. “Our goal was simply to encourage theirgrowth by promoting the continued use of methods that helpedthem achieve success in the first place.”

“From day one, the acquisition of Centex Construction byBalfour Beatty in 2007 was a great strategic and cultural fit,” citesBalfour Beatty Construction chairman and CEO Robert C. VanCleave. “In the mid-90s, prior to the acquisition, we adapted ourcorporate strategy, shifting from a predominantly price-driven pro-curement to more service-driven relationships. That change set thestage for an emphasis on behavioral training, community service,and development of an internal culture that put customers first.”

To better capitalize on its collective strength, the then-five Centexcommercial businesses merged to operate as a single CentexConstruction. “We developed a single mission,” Van Cleave adds,“opting to work collaboratively, sharing best people and practices.

And it was this change that drove Balfour Beatty’s acquisition interest.Clearly, our manner of doing business aligned with their own.”

Because of this similarity in values, both employees and clientsexperienced little change, except the name, which is now BalfourBeatty Construction. “Several of our clients said, in fact, ‘It’s just aname change. I still deal with the same local leadership, the sameonsite team and the same preconstruction professional.’”

Balfour Beatty’s most recent acquisition in the United States—the former GMH Military Housing, which was renamed BalfourBeatty Communities in May 2008—is one of the leading companiesin the military housing privatization industry. Balfour BeattyCommunities reflects the firm’s strong commitment and strategy todevelop Public Private Partnerships (P3) in the United States. “Theyalso saw the opportunity to utilize our knowledge and expertise inthe Public-Private Privatization (P3) sector to grow a privatizationbusiness in the U.S., and to obtain that growth, we plan to expandthrough the Balfour Beatty Capital division,” states Bruce Robinson,president and CEO of Balfour Beatty Capital Group which includesBalfour Beatty Communities and Balfour Beatty Capital.

“Balfour Beatty Communities was our customer for sevenyears prior to their being acquired by BalfourBeatty,” Van Cleave says. “Now, the collec-tive synergy is better than ever.”

TRUST FROM CLIENTS ANDINDUSTRY PEERSGrowth also stems from a deep sense ofclient trust, an intangible but critical elementeach of Balfour Beatty’s operating compa-nies strives to achieve. If client rosters areany indication, the firms’ efforts are beingrecognized throughout the country. BalfourBeatty companies have been entrusted tohandle some of the nation’s most importantprojects.

Heery, for example, has left its mark atthe National Archives in Washington, D.C.,five presidential libraries, the Cotton Bowland the 1996 Olympic Stadium. The team ofBalfour Beatty Communities and BalfourBeatty Construction has been awardedmore than $1.3 billion in military housingprojects since 2004, including current workat landmark facilities, such as West PointAcademy, the U.S. Army College and theNaval War College. Balfour Beatty Rail has

worked on numerous private and public rail construction and main-tenance projects, including the current Metro Gold Line EastsideExtension for the Los Angeles County Metropolitan TransportationAuthority. And, recently, a team including Balfour BeattyInfrastructure was entrusted with the design build of State Highway130, a crucial transportation artery through the heart of Texas andone of the largest public works projects in the country.

One of the traits that Balfour Beatty companies in the U.S.share is an extensive list of repeat clients. Heery has a 40-year rela-tionship with the University of Iowa, a 30-year relationship with theCity of Baltimore and a 20-year relationship with the Bremerton(Wash.) School District. Balfour Beatty Infrastructure has a 15-yearrelationship with the U.S. Army Corps of Engineers. And BalfourBeatty Construction has a 26-year relationship with VanderbiltUniversity and a 24-year relationship with Children’s MedicalCenter of Dallas.

“Relationships like these, especially in a competitive industrylike ours, are rare,” says Van Cleave. “I am extremely proud of thework being done by our team cultivating these relationships. It’seasy for me to believe our professionals are doing a good job, butthe real testament to our efforts comes from clients who call usback project after project.”

Balfour Beatty Communities is responsible for the develop-ment, renovation, operation and management of military housingprivatization projects for the U.S. Departments of the Army, Navyand Air Force on 44 installations in 20 states around the countryand in Washington, D.C.

A PENCHANT FOR INNOVATIONIn assembling a U.S. presence, Balfour Beatty placed a high priorityon acquiring firms that were innovators in their respective marketsectors. Long before the acquisition was envisioned, Heery wasdemonstrating its penchant for innovation. In 1963, for example,the city of Atlanta was to become the new home of the Bravesmajor league baseball team. The challenge was that a stadium

needed to be designed and built within a year, rather than theaverage three years typically required. Working with a joint ven-ture partner, Heery committed to meeting the city’s deadlines.Not only was the team able to expedite the design process, itinnovated a concept called “program management”.

“No one thought it could be done,” Moynihan says. The proectmade international news after being completed in 51 weeks.Heery then took its program management model into the K-12school systems, demonstrating how school programs that oncetook 20 years to complete could be done in just three. Heery isnow one of the leading providers of K-12 construction programmanagement in the nation.

For the construction of the Air Force Memorial in Washington,D.C., Balfour Beatty Construction took innovation to a new level.The crew faced a structural challenge that was causing concreteleakage into the baffle boxes controlling wind resistance for thememorial’s three 200-feet-tall stainless steel spires. Balfour BeattyConstruction teammates devised an innovative “snaking device”to painstakingly clean each box 24 hours a day, seven days a week.

The result was the elimination of concrete overflow, allowing theteam to meet its hard deadline for a public dedication ceremony ledby the U.S. Air Force and the President of the United States.

Balfour Beatty Construction has applied this innovative think-ing to more than just onsite operations.

“In 2005, our senior management team sat down and askedtough questions of ourselves, identifying how we could better‘own’ clients’ problems, be proactive in solving those problems,and helping understand more what makes them tick, so we couldadapt our behaviors to meet their needs,” explains Van Cleave.

The result was Balfour Beatty Construction’s signature MissionAlignment Process (MAP). “MAP is a different kind of program inthat it helps us identify throughout the life of a project how wellwe’re doing at meeting our customers’ needs – rather than waitinguntil project completion when an opportunity to improve is nolonger present,” Van Cleave says. “This enables us to continuallyadapt our behaviors and reinforces listening as the key to a suc-cessful service environment.”

At Balfour Beatty Communities, innovation includes providingmore than just living quarters to its military residents. “Our resi-dents have very unique needs that we need to understand, which

is why we employ people who have served in the military or whohave spouses deployed so that we comprehend the issues thatthey face every day. We felt that we needed to create a truly wel-coming community and provide for them a supportive and strongsocial environment to make them feel safe and happy to live in ourneighborhoods,” says CEO Robinson. “Our LifeWorks program doesjust that. When it comes to innovation in heavy civil infrastructure proj-ects, Balfour Beatty Infrastructure has found ways to address envi-ronmental constraints through unique construction methods. TheBalfour Beatty Infrastructure team was among the first in the indus-try to use an elevated crane and material moveable trestle on alarge scale for bridge construction in North Carolina. Currently, thetechnique is being applied to the Alfred Cunningham Bridge projectin New Bern, where using this method of construction has simulta-neously decreased the environmental impact on the sensitive local

fish population and also kept the project on schedule. In addition,the old bridge’s deck, barriers, piling and structural steel were alsorecycled and repurposed.

GOING FOR THE GREENBalfour Beatty’s U.S. operating companies agree that sustainablebuilding is more than just a marketing buzz phrase. Balfour BeattyConstruction is listed as one of the nation’s top 25 green contractorswith more than 130 LEED accredited professionals. Heery currentlyhas nearly 90 projects either LEED certified at various levels or in theLEED certification process. Meanwhile, Balfour Beatty Communitiesis bringing the same green consciousness to the nation’s militarybases. In addition to building thousands of Energy Star Certifiedhomes, it’s also installing geothermal heat pumps when possible.“The military has a great desire to lessen its dependence on theelectrical grid,” Robinson says. “We’re continually exploring newopportunities such as community solar farms or solar panelsinstalled on individual homes. It’s just part of our commitment totaking care of the environment for future generations.”

“If you look beyond accreditations, certifications and mediahoopla, you can see clear environmental and financial benefits,”Moynihan notes. “Purchasing efficient heating and air systems, forexample, does more than simply help an owner gain points toward

While Heery has done a wealth of small community projectsover the years, 2008 was the year it implemented its first nation-wide community service month. “We hoped to achieve severalgoals with this program,” Moynihan says. “First and foremost, wewanted to create an opportunity to give back to our communitiesby personally giving our collective time. In giving back, we wouldalso build stronger relationships within each local office and culti-vate a sense of unity on a national basis, something that’s challeng-ing when you’ve got 35 offices across the country. Balfour Beatty Communities has established theBalfour Beatty Communities Foundation, a non-profitorganization committed to honoring military personnel—active, disabled and fallen—and their families.

The first of its three primary goals is to promote aspirit of appreciation by providing places for communalgathering and reflection at various sites they serve. Thesecond is to assist returning service members whohave become disabled and now require speciallyadapted homes. And finally, they promote educationand community leadership through scholarships to thechildren of active-duty service members.

“Balfour Beatty Spirit!” is the umbrella organizationfor Balfour Beatty Construction’s community outreachprogram. Across the company, regional BB Spirit! teamsselect community service projects that help enrich thelives of local neighbors and those in need, while unifyingemployee teammates towards a common purpose. “Wefirmly believe,” says Van Cleave, “those employees whogive back to those in need are the same kind of employ-ees who will be better service providers to our businesspartners. Even at the individual level, community outreach is astrong part of the character of each of the companies. BalfourBeatty Infrastructure employees recently supplied a local family – one that had overcome homelessness and the deathof a child – with the resources to provide food and gifts for theThanksgiving and Christmas holidays. Balfour Beatty Rail staffslikewise are involved with organizations they are passionateabout, such as the Juvenile Diabetes Foundation.

LOOKING TO THE FUTURELooking ahead, the U.S. operating companies plan to makefurther use of their combined strengths, as well as expandthe group’s U.S. capabilities “We’re looking at possible oppor-tunities in the power, utilities and facilities management sec-tors,” Moynihan says. “We play a prominent role in thesemarkets in the U.K. but they operate very differently in theU.S., so our goal is to move forward deliberately.”

Balfour Beatty Infrastructure, according to Moynihan, isfocusing on highways, bridges, water and wastewater plantsacross the southern United States from coast to coast. “Peoplecontinue migrating south, away from the snow and ice. It’simportant to position ourselves in such growth markets.”

Moynihan believes the rail business is on track for growthas well. “We just invested nearly $10 million in new ballast-cleaning machines and in high–speed track laying machines,”he says. “My goal is to achieve the same success in the UnitedStates that Balfour Beatty has enjoyed in Europe, the U.K.,India and Indonesia. I feel confident we will be the leading railservice provider in North America within the next few years.”

The firm is currently competing for a job that would part-ner Balfour Beatty Rail, Balfour Beatty Infrastructure and Heery.“Partnership opportunities such as this will only continuegrowing as we learn more about each other’s strengths.”

Looking ahead, Balfour Beatty Communities sees potentialin the workforce, Native American and university housing arenas.CEO Robinson sees a multitude of prospects, as well as oppor-tunities to partner with the other U.S. Balfour Beatty entities.

“The military is now doing some pilot programs for unac-companied military personnel, and we believe there are numer-ous opportunities there. We also think that the privatizationmodel will begin to take hold in a vast array of markets, whetherit be colleges seeking to upgrade their housing to increaseenrollment with little or no investment or municipalities dealingwith the growing need for workforce housing. We see privatiza-tion as a smart solution for addressing aging social infrastruc-tures such as courthouses, firehouses, hospitals and other gov-ernment buildings where municipalities have limited funding, oras the nation searches for alternative energy sources to reduce

our dependence on fossil fuels,” says Robinson. “We are veryexcited about the future. The breadth of experiences and greatreputation of the Balfour Beatty companies positions us exceptionally well to meet the country’s growing need to findinnovative solutions in these challenging economic markets.”
